Predicting the state of a dynamic system influenced by a chaotic immersion environment is an extremely difficult task, in which the direct use of statistical extrapolation computational schemes is infeasible. This paper considers a version of precedent forecasting in which we use the aftereffects of retrospective observation segments that are similar to the current situation as a forecast. Furthermore, we employ the presence of relatively stable correlations between the parameters of the immersion environment as a regularizing factor. We pay special attention to the choice of similarity measures or distances used to find analog windows in arrays of retrospective multidimensional observations.

This research evaluates the efficiency of the state budget allocation in Vietnam in the period 2007-2016 by using econometric models of OLS, FEM, REM and FGLS. The estimated results from the model, together with the evaluation of the state budget allocation show that the budget allocation has achieved positive results, but the efficiency of budget allocation is still not high. Following this, the article gives some policy implications for Vietnam to effectively allocate the state budget in the near future.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. The state and contradictions of the development of the agricultural sector of the national economy are investigated. Challenges at the micro-, macro- and global levels for the agricultural sector in the context of the COVID-19 pandemic have been identified. It is noted that the main problems for the domestic agricultural sector in a pandemic were: reducing the purchasing power of the population, limiting the functioning of agri-food markets during quarantine, complicating the logistics of agricultural products. It is established that changes in the markets of countries that are major importers of agricultural products from Ukraine (China, India, the EU, Turkey, Egypt) in a pandemic will have the greatest impact on the development of Ukraine’s agricultural sector. It is concluded that among all sectors of the national economy, agriculture is the least affected by quarantine restrictions. It is shown that small and medium-sized farms suffer the greatest losses in a pandemic. The tasks facing agricultural enterprises and the state in the conditions of a pandemic are determined. The strategic directions of agricultural policy in Ukraine are indicated.

This article aims to discuss the dismantling that the neoliberal proposals have been making in relation to social policies, which the State, in fulfillment of its duty, should provide for the wellbeing of the population, in a democratic way. It was sought to clarify that the public-private relationship is nothing more than a major strategy of capital to create and expand new market niches to overcome the cyclical crisis of capitalism, always presented with new clothes in the mutations that are processed, to reduce the effects of the inevitable in the social asphyxiation that eventually generated great revolutions recorded in its historical process. This article is of bibliographic character, where information was sought in doctrines, periodicals, specialized magazines, official websites and others. Finally, it was a brief diagnosis of the current situation of the Brazilian public education that, from the third way, has been incorporating new forms of action based on the logic of the market.

Déjà vu is beginning to be scientifically understood as a memory phenomenon. Despite recent scientific advances, a remaining puzzle is the purported association between déjà vu and feelings of premonition. Building on research showing that déjà vu can be driven by an unrecalled memory of a past experience that relates to the current situation, we sought evidence of memory-based predictive ability during déjà vu states. Déjà vu did not lead to above-chance ability to predict the next turn in a navigational path resembling a previously experienced but unrecalled path (although such resemblance increased reports of déjà vu). However, déjà vu states were accompanied by increased feelings of knowing the direction of the next turn. The results suggest that feelings of premonition during déjà vu occur and can be illusory. Metacognitive bias brought on by the state itself may explain the peculiar association between déjà vu and the feeling of premonition.

This article concerns a travel journal Lan pei lu (“An Account with Reins in Hands”) written by a famous poet and civil servant Fan Cheng‑da (1126—1193). This text is an important evidence of the Old Chinese bureaucracy mobility of the 10th—13th centuries. Fan Cheng‑da wrote this journal while he travelled to Jurchen state Jin as a member of an ambassade. He registered many details about the current situation of the state, its morals and customs and the influence of Jurchen culture on the local people. This unique information makes Lan pei lu a very important historical and ethnographical source.
