The state and contradictions of the development of the agricultural sector of the national economy are investigated. Challenges at the micro-, macro- and global levels for the agricultural sector in the context of the COVID-19 pandemic have been identified. It is noted that the main problems for the domestic agricultural sector in a pandemic were: reducing the purchasing power of the population, limiting the functioning of agri-food markets during quarantine, complicating the logistics of agricultural products. It is established that changes in the markets of countries that are major importers of agricultural products from Ukraine (China, India, the EU, Turkey, Egypt) in a pandemic will have the greatest impact on the development of Ukraine’s agricultural sector. It is concluded that among all sectors of the national economy, agriculture is the least affected by quarantine restrictions. It is shown that small and medium-sized farms suffer the greatest losses in a pandemic. The tasks facing agricultural enterprises and the state in the conditions of a pandemic are determined. The strategic directions of agricultural policy in Ukraine are indicated.

Introduction. Integration has reached its highest level of development in the EU, and particular attention is drawn to the agrarian integration and resolution of these problems at the beginning of the integration process. This in its turn confirms the significant importance of the agrarian sector for the member-states. Although, the majority of this market participant does not trade agricultural products. The growing global food problem, the positive consequences of the CAP for EU integration, the significant importance of the agricultural sector for Ukraine, which is one of the major exporters of some agri-food products, and the existence of a number of regional trade agreements confirm the importance of research of the Common Agricultural Policy (CAP). Purpose. It is pivotal to explore the importance of the EU CAP for the development of EU integration, its goals and changes, the mechanism, the formation of a common market. In addition, it is a positive experience of the integration group and Ukraine can learn a lesson if manages to analyze the EU’s place in the world market of agricultural products. Methods. The methods of theoretical generalization, historical method, method of analysis, comparison, and graphical method were used in the article for revealing the features of the CAP and the EU as an exporter of agricultural products. Results. The research shows the importance of the agrarian integration of the EU (it is confirmed by the CAP) and the impact of the CAP on the development of integration. In the case of enlargement of the EU, difficulties are often caused by agrarian policy. The article analyzes the aims of the CAP, which varied during the group history depending on a number of factors, and it shows its flexibility and compliance with urgent problems. The creation of a common market and the use of appropriate regulatory measures (which can also be used by Ukraine) are analyzed. It is determined that the EU is one of the world’s major producers and exporters of agri-food products, and its export share of many product is more than 30% or even 50%. Discussion. In further research it is advisable to focus on the stages and reforms of the CAP and to take into account some new aims CAP for the agricultural policy of Ukraine.


The article covers the process of statistical observation in agricultural statistics of Ukraine. It is established that the sta-tistical data are based on the reporting of agricultural enterprises and is the basis for the compilation of 19 statistical forms, namely 9 year, 1 semester, 2 quarter, 7 months. It has been found that product balances are calculated for the most important products annually, quarterly and monthly at the country level. Balances in terms of agricultural enterprises and households are in the regions. In product balances, an assessment is made of output, intermediate consumption and value added. Different methods have been formed on the basis of calculations of the basic statistical indicators of production of crop and livestock production. In the analysis of statistical reporting, a list of shortcomings in the objectivity of the reflection of transformational changes in the domestic agricultural sector of Ukraine is distinguished. When conducting the All-Ukrainian Agricultural Census, it is necessary to allocate from the whole set of farms of the corporate sector of the agrarian economy a group of subsidiaries with the use of an expanded system of indicators that will allow them to assess the state of their resource potential and development prospects, to conduct a comparative analysis with other subjects of agribusiness that are not part of agroholdings and other agro-industrial associations. In the course of the research it was discovered that agroholdings and other agro-industrial associations are not subject to statistical study, but their activity plays an important role in agricultural production. We consider it necessary to develop the legal regulation of the activities of all members of the agroindustrial association for the analysis of their activities as legal entities on the basis of consideration of consolidated financial statements submitted by them to the State Statistics Service of Ukraine. It has been established that the agricultural census is an indispensable element of agrarian statistics, since it is not possible to obtain the most complete and detailed information on the current state and prospects of the development of agricultural business entities, the availability and use of their resource potential without end to end, which will eventually allow them to form an effective agrarian and food policy. The study found that the structural indicators of gross output and gross value added of agriculture is affected by the fact that the level of current prices used in calculations of household products by 30-40% higher than the price level for similar products of "non-financial corporations" of agricultural purpose . At the same time, differences in current prices in the regions of Ukraine also lead to inequality of physical volumes of production and value added; therefore, it is necessary to improve the work of the national accounting system for the formation of common comparable prices for agricultural products and to evaluate the volumes of production and value added on the basis of special calculations. We believe that in order to avoid problems arising when calculating cross-sectoral comparative analysis, it is necessary to improve the informational and methodological support of dynamic characteristics of gross value added in comparative prices. The priority directions of improvement of the current methodology of food balance production in accordance with inter-national standards have been formed, namely: further work on the methodology of calculating the level of consumption based on the balance of food resources in accordance with international standards, including determining the level of consumption in terms of nutrition elements; revision of the coefficients of conversion of food products into agricultural products, taking into account changes in the technology of its production; Expansion of the existing system of balance of food resources, etc. We believe that the lack of necessary opportunities in the development of statistical support for the functioning of the agro-food sector of the economy is due to the lack of financial resources for the collection of primary data. The main reasons for the weakness of the development of agricultural statistics are established. We believe that it is ne-cessary to establish a systematic assessment based on the use of the system of identical international criteria, which would help to carry out a detailed diagnosis and analysis of current statistical opportunities for each country. We have proposed the need to create an analytical center under the Ministry of Agrarian Policy and Food of Ukraine, which will ensure the integration of all state information resources about the country's agroindustrial complex, the creation of a single automated system for collecting and detailed analysis of data on the state of the domestic agricultural sector and agri-cultural infrastructure, forecasting the development of agricultural markets. The article is devoted to the state of the economy of the subject of the agricultural sector – the Toktogul region of Kyrgyzstan, as well as the formation of a land division, which is impossible without an influx of investments and ensuring the availability of monetary resources for agricultural producers. In our time, innovation is becoming the main means of increasing the benefits of economic entities by better meeting market demand and reducing production losses compared to competitors. Despite repeated attempts by the country to create a system of lending to agricultural companies, only a small percentage of them use credit resources. Various state aid schemes support a competitive environment in the money markets and guarantee relatively equal access to them for financial institutions and agricultural enterprises.

The study of the state of health of the population requires special attention due to the difficult socio-economic situation in which the entire national economy and, above all, the agricultural sector found itself. The labor intensity of workers in this industry directly depends on the season of the year, mechanized labor-intensive processes, labor supply. Of particular concern are the unfavorable tendencies that are now manifesting themselves more vividly. The agrarian sector of Tatarstan employs about 400 thousand people, of which almost 300 thousand are directly in agriculture.

The article considers strategic directions of modern agricultural policy in Russia, outlines the problems of the development of the agricultural sector in conjunction with the functioning of the national economy. An attempt has been made to formulate the problems of the formation of socio-economic relations for a more distant prospect - the next 30 years. The possible growth rates of production in agriculture according to the optimistic and inertial options are determined.

The article is aimed at identifying modern features of insurance in the agricultural sector of the Ukrainian economy and defining the factors of influence on the agricultural insurance market. The article discloses interpretation of the terms of «insurance» and «agricultural insurance» and also presents the types of possible risks arising in the activities of agricultural enterprises. The performance indicators of leading insurance companies in the field of agricultural insurance are analyzed. The current state and dynamics of insurance of agricultural risks, which arise both in the field of crop production and in livestock, are researched. This will allow predicting the future prospects of the market for insurance services and products, as well as finding possible optimal ways to solve the problems of product insurance, faced by the agricultural producers. The main factors influencing the efficiency of the insurance market in the agricultural insurance sector are allocated. The basic principles of insurance of agricultural products with the State support are analyzed. It is defined that the further development of agricultural insurance should be directed towards creating a profitable and safe environment for all participants in the agricultural market, which provides for the distribution of risks between agricultural producers, processing enterprises, banks, insurance companies and the State. The agricultural insurance of risks creates possibilities for advantageous harmonizing the interests of participants in the agricultural insurance market and the State as a party whose first priority is to ensure stable economic growth.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

Population, man, human resources, human capital are the defining concepts in the consideration of issues related to the functioning of the national economy in modern economic conditions. It is generally recognized that labor activity is the main prerequisite that determines the material and spiritual wealth of man and society as a whole. Therefore, human resources at the present stage is one of the main components of the production potential of management in Ukraine, increasing the efficiency of use and reproduction of which are especially relevant. On the level of efficiency of human resources depends the level of welfare of the population, the development of productive forces, the scale of material production, etc. The development of intellectual productive forces and the strengthening of the influence of innovation and information factors contributes to the formation of a new socio-economic role of man in the modern economy and requires appropriate research. The article reveals the theoretical issues of trends in human capital development, a thorough analysis of the current state of human capital development and its importance in the modern economy. Based on the generalization of different views of scientists, the main stages of human capital formation in the agricultural sector of Ukraine's economy are identified and characterized. The problems of human capital use have been studied and proposals for its improvement have been worked out. It is revealed that the process of reproduction of human capital in agricultural enterprises and its effective use in the conditions of market transformations should be based on the principles of active policy aimed at reviving the economic situation in agriculture; scientific substantiation; development of measures in order to increase jobs and increase the labor needs of agricultural enterprises; improvement of the system of remuneration, social protection of agricultural workers; formation of the mechanism of social partnership, etc.

Borodin, O. Bublienko, V. Granovska, N. Karaseva, I. Klymenko, R. Kosodiy, M. Skoryk and others.Active development of economic processes in the agricultural sector requires current research on the existing practical experience of developed countries.Analysis of practical experience in ensuring the effective functioning of the agricultural sector of the EU.An effective direction of the transition to sustainable development of rural areas is organic production (regulatory principles are reflected in the Common Agricultural Policy of the EU). The institutional norms of the CAP EU act as a guarantor of positive transformations and a "substitute" for the interests of producers in conditions of market competition. In practice, the Council and the EU Commission are responsible for implementing the common policy. European policy for the development of the agricultural sector is funded by the European Agrarian Fund for Rural Development. EU countries use various mechanisms (subsidies, grants, state loan guarantees, etc.) for the development of the agricultural sector. The best results in the direction of sustainable development of the agricultural sector were achieved by countries that took radical steps quickly, decisively, comprehensively. The experience of the EU countries shows that it is also justified to limit government intervention in this sector, or to implement it through market-type mechanisms

Agriculture in the context of climate change is often a provocative subject because agriculture is both heavily impacted by the warming world and also a principal contributor to climate change. As efforts to reduce greenhouse gas emissions increase, the EU is pushing all sectors to integrate measures to combat climate change. This article argues that the agricultural sector has instigated a process of integrating climate concerns. However, these efforts will not lead to a large number of disruptive changes in the agricultural sector. While the EU is putting climate change firmly on the agricultural agenda, ranking the issue even higher than the environment, the Union’s primary goal is still to support the income of farmers. Hence, the EU’s intentions will likely lead to raising awareness of the issue of climate change in the context of agriculture but will not lead to any transformative changes in European agricultural policymaking.
