e-Government services have evolved significantly over the last decade, from a paper-based bureaucratic procedure to digital services. Electronically processed transactions require limited physical interaction with the public administration, and provide reduced response times, increased transparency, confidentiality and integrity. Blockchain technology enhances many of the above properties as it facilitates immutability and transparency for the recorded transactions and can help establish trust among participants. In this paper, we conduct a literature review on the use of blockchain technology in e-government applications to identify e-government services that can benefit from the use of blockchains, types of technologies that are chosen for the proposed solutions, and their corresponding maturity levels. The aim is to demonstrate blockchain’s potential and contribution to the field, provide useful insights to governments who are considering investing in this innovative technology, and facilitate researchers in their future activities in blockchain-enabled e-government services.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The public administration literature and adjacent fields have devoted increasing attention to living labs as environments and structures enabling the co-creation of public sector innovation. However, living labs remain a somewhat elusive concept and phenomenon, and there is a lack of understanding of its versatile nature. To gain a deeper understanding of the multiple dimensions of living labs, this article provides a review assessing how the environments, methods and outcomes of living labs are addressed in the extant research literature. The findings are drawn together in a model synthesizing how living labs link to public sector innovation, followed by an outline of knowledge gaps and future research avenues.

E-government services have become a vital tool to provide citizens with more accessible, accurate and high-quality services and information. E-government system provides an efficient dissemination of information to people and eases people to communicate directly with government services. The utilization of ICT through e-government enhancing efficiency and effectiveness of service delivery in the public sector. The system is regarded as one of the vital elements to be a developed country. The application of e-government indicates the readiness and ability of the nation utilizing technology within public administration periscope. Although the Malaysian government has introduced e-government for many years, its acceptance still not very high. Therefore, this paper studies the key factors of Malaysian citizens’ in Sintok, Kedah, a semi- rural area on approval on e-government services based on the Unified Theory of Acceptance and the Use of Technology (UTAUT Model). The survey data was collected from 83% respondents to measure people understanding and awareness toward e-government system. The results show that there is an excellent understanding among Malaysian towards e-government system.

The emergence of e-government changed the world of the Public Administration (PA) and the discipline of Public Management dramatically. Through the presentation of a case- study of the municipality of Palermo, this article attempts to discuss the renewed need for assessing performance of e-government services in a local government and to disclose the main critical issues in accomplishing this evaluation. Palermo is experiencing the implementation of a second- generation e-government project that is embodied in the realization of a web portal. The conceptualization of a framework to assess the performance of the digital services appears to be crucial in order to improve the system and to avoid the errors of the first project. This work relies on a survey to the citizens and semi-structured interviews to managers in charge of the development of the project. System Dynamics, a particular kind of dynamic simulation, is used to provide the necessary feedback structure for identifying the determinants of the success of the portal.

This paper aims at providing a conceptual framework to analyze the public sector through a behavioral approach. The paper relies on the framework provided by Huse (2007) to study the behavioral approach in the private sector and employs a systematic literature review to adapt this framework to the public sector. The findings enable the application of the behavioral approach to the public sector through four main areas of discussion: human resource management, interactions, organizational climate, and culture leadership and structure.Literature on public sector has less regarded this dimension despite behaviors may affect both individual and organizational performance. Thus, this paper has manifold interesting implications, especially with reference to an effective change management in the public sector.

There is no proper mechanism for monitoring the effectiveness of indigenous legislation and evaluating its application in the day-to-day practice of the public administration and society. This paper firstly identifies and conceptualises the variables of State capacity and, secondly, provides empirical advances that analyse State capacity under each variable to demonstrate in practicing how those variables influence or determine the actual enjoyment of the indigenous peoples’ rights in Malaysia. Toward the purposes of this analysis and from the literature review [14,45], this analysis has identified the following variables: (i) accountability; (ii) legal legitimacy; (iii) political will; and (iv) capacity building and resources. This paper however will focus on the first variable: State accountability. The analysis clearly illustrates the implementation gap in the public administration. In few exceptions, State bureaucracy reacts as a State capitalist or rent-seizing State towards new legislation or policy passed in favour of indigenous peoples and, in doing so, rejects the recognition of the indigenous peoples’ rights.

One of the new technologies that will determine our future is Blockchain. The article describes the technology of the Blockchain, analyzes the world experience of using the technology, gives examples of the use of the Blockchain in public administration. Special attention is paid to mathematical methods of evaluating the effectiveness of technology implementation in the public sector

PurposeThis work highlights the potential of blockchain from a public management (PM) angle. Given the limited presence of blockchain's broad-spectrum, empirical-applicative evidence in the public sector, as well as theoretical systematisations that can exemplify its potential within this scope, the authors have concentrated their efforts on structuring a referring model.Design/methodology/approachAfter identifying a gap and conducting a preliminary literature review related to public administration (PA), the authors propose a paradigm focused on a conceptual synthesis methodology, starting from a longitudinal analysis and a coding activity that are able to structure a clear framework of theoretical parallelism regarding blockchain's main functionalities, as well as future perspectives in the public sector.FindingsThe main results yielded a specific longitudinal literature review and constitute a referring model of blockchain's systematised functionalities through a conceptualised matrix. The outcome of the conceptualisation process frames and systematises a rapidly growing controversial phenomenon, furnishing a specific referring paradigm for the issue as it relates to policymakers.Originality/valueThe study's originality resides in the two views the authors created, both from the literature review and from the conceptual synthesis for public sector operative practice via an anthropocentric lens, conveyed by a three-year range of analysis.

Service to the community provided by each agency is currently a major concern. The speed of service provided will increase public confidence in the institution. Therefore, all institutions both private and government make every effort to provide the best service in various ways including the use of Digital services. The Department of Population and Civil Registration of Langkat Regency is one of the institutions that provides various public administration services to the public such as making KTP, Birth Certificate, Marriage Certificate, and others. The method of service is still not optimal. Therefore it is necessary to have a media that is a system that integrates the Department of Population and Civil Registration of Langkat Regency with the community with the concept of Customer Relationship Management (CRM) supported by SMS Gateway technology that can help people get the information they need easily and quickly and saving time. Keywords: CRM (Customer Relationship Management), PHP, SQL Server, Web, SMS Gateway
