A number of new rural management models have emerged to solve the problems of economic backwardness, insufficient resource utilization, and technical shortages in rural areas in the context of poverty alleviation to the rural revitalization strategy in China. However, the influence of new rural management model under all countermeasures for rural sustainable development with a comprehensive perspective is lacking. Therefore, exploring whether the new rural management model meets the requirements of sustainable development is an urgent issue. From the theory of system metabolism and emergy accounting method, this study classified the government funds for poverty alleviation measures as import resources, and analyzed the metabolic structure, efficiency, and the rural development factors of Chehe Village before and after poverty alleviation measures are carried out (the year of 2012 and 2019) to verify whether the new model was sustainable. According to the results of this study, the new management model of Chehe Village declined the rural system sustainability with the emergy sustainability index decreasing from 1.96 in 2012 to 0.32 in 2019. With the development of economy, the system metabolic efficiency of Chehe Village promoted and the metabolic structure became more reasonable manifesting in the decline of emergy use per unit GDP and the increase of emergy exchange rate. Moreover, production and livelihood had been highly valued in Chehe Village. In conclusion, it is feasible to add countermeasures of poverty alleviation and rural revitalization into the village system metabolism. The new management model of Chehe Village needs to change exogenous force into endogenous force to meet the requirements of rural sustainable development.

 Accurate poverty alleviation has become an important task in implementing the rural revitalization strategy. Since the 19th CPC National Congress, Chinese government institutions have been striving to take measures to lift poor rural areas out of poverty. This essay takes Tailai district as the blueprint to start the research on precision poverty alleviation, explores and discusses the construction of beautiful villages, proposes strategies for sustainable development, makes people change concepts to coordinate the relationship between interests and concepts. It also points out the target that using the industry as a guide, using technology to alleviate poverty and make the village vibrant. Therefore, the endogenous power will be derived from the roots, and the agriculture, farmer and rural area will be fed back, in order to provide a reference for the Construction of Beautiful Villages in Heilongjiang.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study describes how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including insufficient and village status improvement through the Village Development Index (VDI). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline the poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The VDI status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. At the same time, it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to work together cooperatively.

Rural Revitalization cannot be carried out simply through industrialization that has been done by the traditional development. It needs the simultaneous development of primary, secondary and tertiary industries because the traditional development mode of rural tourism, which allows farmers to move away from villages and occupy good natural resources, has not been accepted.  In the process of rural revitalization development, the village collective should play a major role in formulating standardized processes and methods, focusing on optimizing resources, excavating the unique culture of the countryside, and encouraging the villagers to participate actively.   As an important link between villagers, tourists and the natural environment, rural leisure can promote villagers' return, retain tourists, and finally promote rural revitalization with the concept of ecological civilization, so as to realize the sustainable development of rural areas.

This study analyzes the Indonesian Village Fund (VF) Program by mapping each VF-related activity to all 17 SDGs (Sustainable Development Goals), and then determines an SDG-based VF allocation in 2018, 2019, and 2020. This study used data from all villages in Indonesia and is the most comprehensive study in Indonesia to address the knowledge gap between VF allocation and SDGs by analyzing the distribution of the use of the VF. The objectives of this paper are: (1) to provide the extent of VF usage to provide evidence on whether this utilization was aligned with the targeted SDGs, and (2) to provide information regarding village activities funded by the VF that were linked to each SDG. The results from this analysis can be used to encourage the Government to socialize and provide an understanding of SDGs to village leaders. Moreover, since Indonesia has developed Village SDGs, which are based on national SDG targets and localization of global SDGs to adapt to local culture as well as social and environmental conditions, it is recommended that other developing countries could formulate similar strategies to help achieve their national SDG targets and to develop rural areas in a more targeted way by prioritizing the most relevant issues. The study shares lessons learned from Indonesian experience in managing fiscal policy to more than 80,000 autonomous villages through the village fund program in the last five years.

In Papua Province, poverty has become an important problem common in other regions in Indonesia and worldwide, especially in developing countries. The Millennium Development Goals targets have pushed the Indonesian government to emphasize poverty reduction programs throughout Indonesia. Rural areas in Papua, particularly villages, have been the target point for the poverty alleviation program because many in rural areas experience poverty that is worse than urban areas. Rural development is considered an effective method for poverty reduction. Meanwhile, the development program as a whole has neglected rural communities. In Papua Province, poverty reduction programs have been implemented ineffectively due to part of the village development program, the top-down approach of the government, and the absence of competent resources. So far, village development policies have been implemented without considering village potential, spatial arrangements, holistic approaches, and lack of budget allocations. In addition, the role of village government shows an ineffective performance. Thus, this study aspires to identify how much influence communication, resources, disposition, and bureaucratic structure have on poverty reduction in Papua Province. This study indicates that communication, resources, dispositions, and bureaucratic structures affect village development policies and influence poverty reduction in Papua Province. This research also shows that the lower the performance of the implementation of village development policies indicated by four variables, the less effective it is in poverty alleviation in Papua Province. In this study, a novelty that previous researchers have not found has been found, namely; that in the effectiveness of poverty reduction, it is necessary to develop an effective communication so that program implementation can run optimally, and it needs to be supported by the character or behavior of the implementers of the village development program.

Information and Communications Technology (ICT) has become one of the influential instruments for poverty alleviation. The argument is based on the fact that currently technology has played an important role in relation to the lives of many people. There are several projects conducted by the government in Indonesia utilising ICT to reduce poverty rate, such as establishing telecenter in some remote areas. This paper aims to identify the extent and the impact of the ICT convergence process that is carried out as an effort to improve the welfare of the community, specifically at Gubugklakah village, Malang Regency. The village is chosen as the locus of the research because the area, which is relatively far from the city center, received telecentre procurement assistance by the central government. By using descriptive qualitative methods, this study finds that ICT has not been converged to the maximum and the impact is less than optimal. Internet connection is only limited to middle and upper economic groups. The use of the world-wide-web at the village has also experienced ups and downs. For example, there is an improvement in the utilisation of techonolgy in education, tourism and government sectors which impact on a more effective work culture. People also usually surf the internet to search and watch educational, entertainment or trading content. However, the connection has a slow network connection which is problematic when many people use it. Furthermore, there is a need for educating people as well as incremental approach so that the internet can be in line with local culture.Teknologi Informasi dan Komunikasi (TIK) telah menjadi salah satu instrumen yang berpengaruh dalam pengentasan kemiskinan. Argumen tersebut didasarkan pada kenyataan bahwa saat ini teknologi telah memainkan peran penting dalam kaitannya dengan kehidupan banyak orang. Ada beberapa proyek yang dilakukan pemerintah di Indonesia yang memanfaatkan TIK untuk mengurangi angka kemiskinan, seperti membangun telecenter di beberapa daerah terpencil. Tulisan ini bertujuan untuk mengetahui sejauh mana dan dampak dari proses konvergensi TIK yang dilakukan sebagai upaya peningkatan kesejahteraan masyarakat khususnya di Desa Gubugklakah Kabupaten Malang. Desa ini dipilih sebagai lokus penelitian karena wilayah yang relatif jauh dari pusat kota mendapat bantuan pengadaan telecentre oleh pemerintah pusat. Dengan menggunakan metode deskriptif kualitatif, penelitian ini menemukan bahwa TIK belum terkonvergensi secara maksimal dan dampaknya kurang optimal. Koneksi internet hanya terbatas pada kelompok ekonomi menengah ke atas. Penggunaan world wide web di desa juga mengalami pasang surut. Misalnya, peningkatan pemanfaatan teknologi di bidang pendidikan, pariwisata dan pemerintahan yang berdampak pada budaya kerja yang lebih efektif. Orang juga biasanya menjelajahi internet untuk mencari dan menonton konten pendidikan, hiburan, atau perdagangan. Namun, koneksi tersebut memiliki koneksi jaringan yang lambat yang menjadi masalah ketika banyak orang yang menggunakannya. Selain itu, perlu adanya edukasi kepada masyarakat serta pendekatan incremental agar internet dapat sejalan dengan budaya lokal.

In the current large-scale construction of village planning process, village construction provides better productive, living, ecological conditions for rural areas. However, whether we can balance economic development and sustainable development of environment means whether the benefit of village development can be permanent. This paper clarified how to protect the environment during the process of strengthening village economics and to balance village construction and environment protection so as to achieve the goal of sustainable development. Taking the Beiwu Village planning of Shihe Town Shanhaiguan District Qinhuangdao City as an example, this paper explored the possibility and underlying dynamism of village construction and the sustainable development of environment. Combined with the characters of the natural and economic development of villages and adjusting measures to local conditions, this project optimized the combination of construction and environment as well as rural industries and village landscape, making Beiwu Village into “a paradise for tourists, the homes of farmers, the garden of Shanhaiguan District, the ecological garden of Qinhuangdao city”, which provided a reference for the village construction and the sustainable development of environment.

The relevance of the topics investigated due to acute socioeconomic problems of extinction of Russian villages. Desertification is in the process of disappearance ten thousand villages, which continues its devastating pace. The article addressed the issue of the revival of Russian villages, construction, and upgrading of rural settlements based on the realization of the Federal program "sustainable development of rural territories in the years 2014-2017 and for the period up to 2020". Revival and construction of rural settlements today mainly involves the development of agricultural holdings on the basis of which will be established equipped agricultural town. Any country associated with a particular way of perceiving not only significant monuments of its culture and architecture but also the types of rural settlements. The village is not a business project; and thelifestyle of a Russian man, a certain way of all cultural, social and economic relations. Currently, the increase of rural settlements and revitalizing rurallife is happening on several fronts: a) building settlements with agro holdings; b) farms; c) creating few ecovillage; d) Renaissance village through the townspeople-truckers as a new phenomenon. Types of rural settlements in Russia are very diverse. They are, first and foremost, thelandscape of the countryside, the direction of agricultural production, ethnic features. In residential areas with recreational and cultural potentials, farms should be promoted and personal subsidiary farms, which will focus on quality and a variety of agricultural products. The revival of villages and rural areas concerned, first and foremost, the provincial small farmsteads landlords "high hand", little knownlocations of handicrafts. It is proposed to simplify thelegislation documents for the category of "noteworthy" in relation to the territories of rural settlements with historical and cultural potential.
