The relevance of the topics investigated due to acute socioeconomic problems of extinction of Russian villages. Desertification is in the process of disappearance ten thousand villages, which continues its devastating pace. The article addressed the issue of the revival of Russian villages, construction, and upgrading of rural settlements based on the realization of the Federal program "sustainable development of rural territories in the years 2014-2017 and for the period up to 2020". Revival and construction of rural settlements today mainly involves the development of agricultural holdings on the basis of which will be established equipped agricultural town. Any country associated with a particular way of perceiving not only significant monuments of its culture and architecture but also the types of rural settlements. The village is not a business project; and thelifestyle of a Russian man, a certain way of all cultural, social and economic relations. Currently, the increase of rural settlements and revitalizing rurallife is happening on several fronts: a) building settlements with agro holdings; b) farms; c) creating few ecovillage; d) Renaissance village through the townspeople-truckers as a new phenomenon. Types of rural settlements in Russia are very diverse. They are, first and foremost, thelandscape of the countryside, the direction of agricultural production, ethnic features. In residential areas with recreational and cultural potentials, farms should be promoted and personal subsidiary farms, which will focus on quality and a variety of agricultural products. The revival of villages and rural areas concerned, first and foremost, the provincial small farmsteads landlords "high hand", little knownlocations of handicrafts. It is proposed to simplify thelegislation documents for the category of "noteworthy" in relation to the territories of rural settlements with historical and cultural potential.

The paper deals with the problems of scientific support for the formation and implementation of the program for sustainable development of rural areas, including the service sector. The role of the service sector and its impact on the standard of living of people in rural settlements is defined. The necessity of developing the socio-economic policy of the village is justified, taking into account the main tasks envisaged by the state’s agricultural policy. It is proposed to provide conditions for the development of rural areas, the development of agricultural production and services, which can make it possible to ensure food security in the country and improve the quality of life of people in rural settlements. It is important to take into account the diverse needs of people when providing them with goods and services. Improving the development of social infrastructure can meet the needs.

Climate problems, the state of the environment, the Covid-19 crisis are the main problems of today that directly affect agricultural production and as a consequence the sustainable development of rural areas. The article analyzes the factors of reorientation of agricultural production to organic production. Emphasis is placed on preserving local agricultural traditions and scientifically sound approaches to organic production to ensure sustainable development of rural areas. Using Forsight research, the relationship between balanced rural development and organic production is predicted. The basic strategies of competition have been identified with the help of the five Porter forces, in order to develop a strategy for successful entry into organic markets and maintaining supply chains during the Covid-19 period. Emphasis is placed on high requirements for agricultural products and compliance with environmental standards in their production, which may be an obstacle to further exports of Ukrainian organic products to the EU market. The relationship between the dynamics of organic production and a set of measures and determinants that determine the natural resources and production and technical conditions of rural development is substantiated using the SMART-method. It is argued that organic production is a resource basis for the development of strategies to increase the production of agricultural products, finished food products and sustainable development of rural areas. The importance of organic production during the COVID-19 crisis is outlined. It is proved that there is practically no alternative to the development of agriculture under the organic scenario in the system of sustainable development of rural areas in the long run.

The article substantiates the directions of diversification of agricultural production in Ukraine on the basis of sustainable development in order to improve the quality of life of the rural population, ensure the competitiveness of rural areas, achieve environmental safety. In the process of research in the areas of diversification of agricultural production used a monographic and graphic methods and scientific generalization. Diversification is seen as the diversification of the object of study and giving it a multidisciplinary, combined nature, which is realized by expanding the scope of the enterprise. Attention is drawn to the fact that in rural areas diversification should be based on the basis of sustainable development and on the relocation of resources to new areas of agricultural and non-agricultural activities. It is proposed to diversify agricultural production in the areas of expanding the range and markets, support and development of organic production, increase the volume of niche crops, which will contribute to the production of agricultural products with a larger share of value added, increase exports of agricultural products, expand the population. Declining trends in agricultural production have been identified in parallel with the growth of more profitable types of crop and livestock products (rapeseed, sunflower, pigs, poultry). It is emphasized that during the formation of the species structure of agricultural production it is necessary to take into account not only the demand for it but also to ensure efficient and rational use of available labor, raw materials, land, technical, technological, financial and other resources. The expediency of growing niche crops (garlic, sorghum, chickpeas, mustard, nuts, flax) is substantiated, the main advantage of which is the growth of demand for these products in combination with small production volumes, which will expand markets and increase the competitiveness of agricultural production. It is proved that in Ukraine there are all the prerequisites for the spread of organic land use as a direction of diversification of rural development on the basis of sustainable development. This allows not only to make a profit, but also to produce environmentally friendly food and reduce the destructive anthropogenic impact on the environment. Further research should be carried out in the field of formation of the scientific concept, development of the mechanism of organizational and economic support and selection of priorities of diversification of agricultural production.


The aim of the present work is to analyze the international experience of sustainable development of Northern rural areas. The obtained research results include proposals on diversification of agricultural production, creation of smart Northern rural settlements, legal solution of issues related to the territories of natural resource management, and achievement of food sovereignty. Domestic reindeer husbandry can become the basis for the development of rural areas in the Russian North. The authors offer the package plan on diversification of economic activity, based on a combination of traditional types of economic management with a plant growing (first of all, gardening), plantation berry and mushroom production, as well as with development of ecological and ethnographic tourism, production and sale of souvenir products. The conclusion is made that such diversification will allow attracting human capital, spark interest in young people, and thus ensure sustainable development of the Northern rural areas.

Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.

The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

Rural areas cover the largest part of the territory of Lithuania as well as that of the whole Europe. Rural settlements are also the most abundant category in the settlement system of the country. Therefore, their social, economic, and cultural viability- as well as ecologic sustainability playan important role striving towards the goals of sustainable development. During the last years projects promoting various aspects of sustainability are implemented not only in large cities and towns, but also in smaller municipalities, nevertheless many rural settlements still are not influenced by these trends. The tendency of decrease of the population of the country, emigration, migration of young and qualified persons to larger cities and towns, poverty and unemployment cause the threat to the most fragile elements of the rural settlement system, such as steadings, manor residencies and ethnographic village settlements. In order to stop these processes it is necessary to search for means to sustain the social and economic viability of rural settlements. During the last decade significant role of cultural heritage in implementing strategies of sustainable development was universally recognized. It is acknowledged that sustainable preservation, maintenance, and use of cultural heritage, especially immovable, positively influence the social, economic, cultural and even environmental dimensions of sustainable development. Sustainable development opportunities provided by immovable cultural heritage are essential for small rural settlements which are not distinguished by important natural resources or favorable location. In this instance social and cultural viability is as much essential for preservation of immovable cultural heritage of these settlements, as immovable cultural heritage is essential for sustention of their social and economic viability. Nekilnojamojo kultūros paveldo įtaka darniam kaimo gyvenamųjų vietovių vystymuisi Santrauka Didžiąją Lietuvos, kaip ir visos Europos, teritorijos dalį sudaro kaimo vietovės, o didžiąją dalį gyvenamųjų vietovių – kaimo gyvenamosios vietovės, taigi jų socialinis, eko nominis ir kultūrinis gyvybingumas bei eko loginis tvarumas atlieka lemiamą vaidmenį siekiant šalies darnaus vystymosi tikslų. Pastaraisiais metais darnų vystymąsi skatinantys projektai jau įgyvendinami ne tik didžiuosiuose Lietuvos miestuose, bet ir mažesnėse savivaldybėse, tačiau daugelio kaimo gyvenamųjų vietovių šis procesas kol kas nepaliečia. Bendro šalies gyventojų skaičiaus mažėjimo tendencija, emigracija, jaunų ir kvalifikuo tų žmonių migracija į didžiuosius šalies miestus, skurdas ir nedarbo grėsmė kelia sunykimo grėsmę patiems jautriausiems ir kultūriniu požiūriu vertingiausiems šalies kaimo gyvenamųjų vietovių sistemos elementams, tokiems kaip vienkieminės sodybos, buvusių dvarų ir palivarkų sodybos ar etnografinės kaimų gyvenvietės. Siekiant sustabdyti šiuos neigiamus socialinius, eko nominius bei kultūriniu procesus, būtina ieškoti būdų, kaip užtikrinti kaimo gyvenamųjų vietovių socialinį bei eko nominį gyvybingumą. Pastaraisiais metais pasaulyje vis aiškiau suvokiamas kultūros paveldo vaidmuo darnaus vystymosi kontekste. Visuotinai pripažįstama, jog kultūros paveldo, ypač nekilnojamojo, apsauga, priežiūra bei naudojimas turi teigiamos įtakos darniam vystymuisi socialinėje, eko nominėje, kultūrinėje ir kt. dimensijose. Nekilnojamojo kultūros paveldo teikiamos darnaus vystymosi galimybės itin reikšmingos nedidelėms, išskirtinių gamtinių išteklių neturinčioms bei patogia geografine padėtimi nepasižyminčioms kaimo gyvenamosioms vietovėms. Jų socialinis ir eko nominis gyvybingumas kultūros paveldui išsaugoti yra toks pats svarbus, kaip ir kultūros paveldas socialinio ir eko nominio šių gyvenamųjų vietovių gyvybingumo palaikymu.

Abstract The study shows a possible way of analyzing the diversity of ownership forms in non-urban areas, with particular focus on land co-ownership. The data in cadastral databases was processed with the use of the relational model which applied information on the geometry of areal spatial objects and descriptive attributes. The paper presents also the results of the analysis of Nowy Sącz District with the area of 1.550 sq.km and containing approximately 200.000 parcels. The area is representative for many countries in Central and Eastern Europe, where unfavorable land fragmentation indices and complex ownership structures complicate investing processes and development of rural areas what results in progressive degradation of agricultural and cultural landscape. The results indicate that the co-ownership phenomenon affects 13% of parcels in the study area. However, it varies greatly depending on the village and ranges from 3 to 67% of total parcels number. Suggested methods of analyzing the ownership structure are of universal character. In spite of this, when used during analyses conducted in other countries, certain modifications are required. It is mainly caused by the differences in cadastral data models used in those countries.

In the current large-scale construction of village planning process, village construction provides better productive, living, ecological conditions for rural areas. However, whether we can balance economic development and sustainable development of environment means whether the benefit of village development can be permanent. This paper clarified how to protect the environment during the process of strengthening village economics and to balance village construction and environment protection so as to achieve the goal of sustainable development. Taking the Beiwu Village planning of Shihe Town Shanhaiguan District Qinhuangdao City as an example, this paper explored the possibility and underlying dynamism of village construction and the sustainable development of environment. Combined with the characters of the natural and economic development of villages and adjusting measures to local conditions, this project optimized the combination of construction and environment as well as rural industries and village landscape, making Beiwu Village into “a paradise for tourists, the homes of farmers, the garden of Shanhaiguan District, the ecological garden of Qinhuangdao city”, which provided a reference for the village construction and the sustainable development of environment.
