Several methods of defining and estimating the width of a turbulent wake are presented and tested on the experimental data obtained in the wake past an asymmetric prismatic airfoil NACA 64(3)-618, which is often used as tip profile of the wind turbines. Instantaneous velocities are measured by using the Particle Image Velocimetry (PIV) technique. All suggested methods of wake width estimation are based on the statistics of a stream-wise velocity component. First, the expansion of boundary layer (BL) thickness is tested, showing that both displacement BL thickness and momentum BL thickness do not represent the width of the wake. The equivalent of 99% BL thickness is used in the literature, but with different threshold value. It is shown that a lower threshold of 50% gives more stable results. The ensemble average velocity profile is fitted by Gauss function and its σ-parameter is used as another definition of wake width. The profiles of stream-wise velocity standard deviation display a two-peak shape; the distance of those peaks serves as wake width for Norberg, while another tested option is to include the widths of such peaks. Skewness (the third statistical moment) of stream-wise velocity displays a pair of sharp peaks in the wake boundary, but their position is heavily affected by the statistical quality of the data. Flatness (the fourth statistical moment) of the stream-wise velocity refers to the occurrence of rare events, and therefore the distance, where turbulent events ejected from the wake become rare and can be considered as another definition of wake width. The repeatability of the mentioned methods and their sensitivity to Reynolds’ number and model quality are discussed as well.

In this paper, two different visions of the relationship between science and policy are contrasted with one another: the “modern” vision and the “precautionary” vision. Conditions which must apply in order to invoke the Precautionary Principle are presented, as are some of the main challenges posed by the principle. The following central question remains: If scientific certainty cannot be provided, what may then justify regulatory interventions, and what degree of intervention is justifiable? The notion of “quality of information” is explored, and it is emphasized that there can be no absolute definition of good or bad quality. Collective judgments of quality are only possible through deliberation on the characteristics of the information, and on the relevance of the information to the policy context. Reference to a relative criterion therefore seems inevitable and legal complexities are to be expected. Uncertainty is presented as a multi-dimensional concept, reaching far beyond the conventional statistical interpretation of the concept. Of critical importance is the development of methods for assessing qualitative categories of uncertainty. Model quality assessment should observe the following rationale: identify a model that is suited to the purpose, yet bears some reasonable resemblance to the “real” phenomena. In this context, “purpose” relates to the policy and societal contexts in which the assessment results are to be used. It is therefore increasingly agreed that judgment of the quality of assessments necessarily involves the participation of non-modellers and non-scientists. A challenging final question is: How to use uncertainty information in policy contexts? More research is required in order to answer this question.

A study about the influence of geometry simplification on the swirling flow of a cyclone was performed by comparing CFD results with experimental data. The numerical results were obtained by solving the mass and momentum equations with the Reynolds Stress Model (RSM) for the turbulence closure. On other hand, the experimental data were obtained in the literature, the authors used the Particle Image Velocimetry (PIV) technique to measure the velocity fields and a differential manometer to measure the pressure drop. In this work, different test facility geometries configurations were simulated: the complete test facility; and others with some simplifications downstream and upstream of the cyclone. The boundary condition for both numerical and experimental analysis was performed with inlet velocity in 10.5 and 12.25 m/s. Results showed a decrease in the gas vortex velocity in the cyclone center when simplifications in the test facility geometry are made. These bring significant consequences in the performance parameters, like almost 20% in the pressure drop values.

During the past investigations of immunoferritin localization of intracellular antigens in ultrathin frozen sections, we found that the degree of negative staining required to delineate u1trastructural details was often too dense for the recognition of ferritin particles. The quality of positive staining of ultrathin frozen sections, on the other hand, has generally been far inferior to that attainable in conventional plastic embedded sections, particularly in the definition of membranes. As we discussed before, a main cause of this difficulty seemed to be the vulnerability of frozen sections to the damaging effects of air-water surface tension at the time of drying of the sections.Indeed, we found that the quality of positive staining is greatly improved when positively stained frozen sections are protected against the effects of surface tension by embedding them in thin layers of mechanically stable materials at the time of drying (unpublished).

The article describes the results of comprehensive study aiming at increase of quality of LED luminaires and definition of the nature of changes in their correlated colour temperature (CCT) in the course of operation. Dependences of CCT of LED luminaires with remote and close location of phosphor for 10 thousand hours of operation in different electric modes were obtained; the results of comparison between the initial and final radiation spectra of the luminaires are presented; using mathematical statistics methods, variation of luminaire CCT over the service period claimed by the manufacturer is forecast; the least favourable electric operation modes with the highest CCT variation observed are defined. The obtained results have confirmed availability of the problem of variation of CCT of LED luminaires during their operation. Possible way of its resolution is application of more qualitative and therefore expensive LEDs with close proximity of phosphor or LEDs with remote phosphor. The article may be interesting both for manufacturers and consumers of LED light sources and lighting devices using them.

Abstract: The quality of madrasah education needs to get serious attention both from process aspect and its result. The quality of madrasah education is also influenced by the family and community environment. This brings with it the need for a review and mapping of the quality management model of education in Madrasah Ibtidaiyah. The Madrasah Ibtidaiyah of Purwokerto and MI Ma'arif Pageraji Purwokerto were chosen to be the subject of this study with the consideration that the school has a good quality management system. This study aims to find the typology of quality management education in MI that is effective so that it can be replicated. Based on the findings of the data, it can be concluded as follows: (1) Quality planning conducted in MIN and MI Ma’arif pageraji Purwokerto through (a) improvement of teacher competence, through OJT activity (on the job trainning), (b) teacher. (c) Development of natural competence matrix. (d) Parent and community cooperation in establishing some madrasah programs. (2) Quality control system conducted in MIN and MI Ma’arif pageraji Purwokerto done through supervision activities. (3) Quality assurance conducted in MIN and MI Ma’arif pageraji Purwokerto done internally by madrasah and audited through accreditation activities run by the accreditation bodies of madrasah or other institutions externally. Представлены экспериментальные данные о влиянии капельного орошения на урожайность и качество плодов томата при выращивании культуры в открытом грунте Московской области. На плодородных аллювиальных луговых почвах Москворецкой поймы при соблюдении агротехники без орошения в среднем за три года исследований в полевых условиях получена урожайность томата F1 Донской 31,9 т/га, с орошением 48,5 т/га, в т.ч. стандартной продукции 42,6 т/га.The article presents experimental data on the effect of drip irrigation on the yield and quality of tomato fruits when growing crops in open ground of the Moscow Region. On fertile alluvial meadow soils of the Moscow river floodplain, with the observance of agricultural technology without irrigation, the field yield of tomato hybrid F1 Donskoi on average for three years of research was 31.9 t/ha, with irrigation 48.5 t/ha, incl. standard production 42.6 t/ha.

The definition of the multimorbidity concept reveals insufficient specificity of the comorbidity and multimorbidity definitions and, as a result, confusion in the use of these terms. Most authors are unanimous that the “core” of multimorbidity is presence of more than one disease in a patient. These coexisting diseases can be pathogenetically interconnected and non-interconnected. Regardless, the degree of multimorbidity always affects prognosis and quality of life.

The definition of the guaranteed value and the form of its presentation is given. It is indicated that guaranteed value is distributed and is characterized by the frequency distribution law. The main methods of representation and conversion of guaranteed values are statistical. Examples of determining the basic characteristics of guaranteed values are given.

The first flush phenomenon of urban wet weather discharges is presently a controversial subject. Scientists do not agree with its reality, nor with its influences on the size of treatment works. Those disagreements mainly result from the unclear definition of the phenomenon. The objective of this article is first to provide a simple and clear definition of the first flush and then to apply it to real data and to obtain results about its appearance frequency. The data originate from the French database based on the quality of urban wet weather discharges. We use 80 events from 7 separately sewered basins, and 117 events from 7 combined sewered basins. The main result is that the first flush phenomenon is very scarce, anyway too scarce to be used to elaborate a treatment strategy against pollution generated by urban wet weather discharges.
