Currently, in conditions of Industry 4.0, the use of cyber-physical systems in various fields is becoming widespread. This article is devoted to the problem of estimating CPS sustainability in the context of modern challenges faced by decision makers and IT developers in order to ensure effective proactive business process management using this innovative technology. The purpose of the research is to propose and substantiate a methodology for estimating CPS sustainability to ensure the reliability and strength of its elements, their interrelationships and interaction, as well as the effective functioning and development of this system in conditions of high dynamism and uncertainty of the external environment. In this study, we used methods of integral evaluation, synthesis, expert assessments, dynamic analysis, and systematic approach, and coined the term ‘CPS sustainability’. Our study showed that negative risks, external and internal threats may have a significant adverse impact on CPS sustainability. The reliability of this system should be evaluated on the basis of integrated indicators. The key indicators, reflecting the reliability of maintaining the properties of the CPS in a normal state of its function and further development, were identified. We propose a methodology for estimating CPS sustainability. In general, the presented results form the basis for improving CPS management to increase the effectiveness and efficiency of its functioning and development.

Purpose The purpose of this paper is to investigate and explain how organizations in the construction sector can enhance their decision-making process (DMP) by practising knowledge management (KM) and business process management (BPM) activities. A conceptual framework is developed that recognises the elements that impact DMP in terms of KM and BPM. The development of this framework goes beyond current empirical work on KM in addition to BPM as it investigates a wider variety of variables that impact DMP. Design/methodology/approach A case study is undertaken in the context of the construction industry in Jordan. A theoretical framework is developed and assessment of the proposed framework was undertaken through a questionnaire survey of decision-makers in the construction sector and expert interviews. Findings The outcomes of this research provide several contributions to aid decision-makers in construction organizations. Growth in the usage of KM and BPM, in addition to the integration between them, can provide employees with task-related knowledge in the organization’s operative business processes, improve process performance, promote core competence and maximise and optimise business performance. Originality/value Through the production of a framework, this study provides a tool to enable improved decision-making. The framework generates a strong operational as well as theoretical approach to the organizational utilization of knowledge and business processes.

Additive manufacturing as a key Industry 4.0 technology brings radical changes to how we execute production and services operations. However, this innovative technology has not reached maturity and research and development are still in progress to unleash its full sustainability potential. This paper aims to provide operational guidance to decision makers to jointly improve quality and sustainability performance of additive manufacturing processes. We propose a framework based on the DMAIC (Define/Measure/Analyze/Improve/Control) methodology and comprehensive pool of targeted key performance indicators (KPIs) and illustrate this framework through a single case study. The paper evidences the feasibility of extending DMAIC to the growing additive manufacturing domain to achieve quality and sustainability objectives. The case study uncovered some challenges, e.g., the need for customization to a company/industry context, which must be addressed in order to widely apply the proposed framework successfully.

Latest studies in the field of business macro environment (BME) assessment and forecasting have been undertaken and successfully implemented by the World Bank (2003–2004). Considerable contribution to the field has been made by Nobel Prize winners in Economics F. Kydland and E. Prescott in 2004. Nonetheless, a number of issues concerning BME evaluation and forecasting is still left unstudied. The Article highlights two major issues of BME: the fist part of the paper is focused on assessment of BME and the quality of BME development prognosis made by entrepreneurs. Based on key findings the following second part of the research examines the accuracy (validity) of businessmen prognosis and identifies key indicators businessmen rely on for formulating their future expectations. For that purpose a system of parameters and trends, as well as entrepreneurs’ survey results have been applied. The study concludes by illustrating the effect of inaccurately formulated prognosis and expectation on further development of BME events in conjunction with new assessment and forecasting proposals.

Abstract. Taking into account global development trends, integration and globalization processes, encourage the search for and further development of new products, services and management mechanisms. The economic-mathematical model of optimization of parameters of type NBIC-direction of competitive advantages is developed. The model is formed by the criterion of maximizing  the net discounted cashflow. Based on the developed scientific and methodological approach, 4 types of NBIC-direction of competitive advantages of telecommunication enterprises are proposed, which are based on a combination of levels of innovative activity of the enterprise (from low to high) and complementarity of cashflow management (from low to high). As a result, the types of NBIC-direction of competitive advantages of the enterprise are proposed: adaptive-passive, adaptive-active, object-oriented; foresight-progressive. Complementary cashflow management involves a balanced distribution of cashflows by certain NBIC-components, namely: Nano-components (application of Nano-development stop rovide high-speed telecommunications), Bio-components (introduction of artificial intelligence in organizational culture, implementation of self-organization in the enterprise), Info-components (introduction of innovative standards of telecommunication activity, information software in business process management), Cogno-components (cognitive flexibility of top and middle managers, ability of personnel to complementarity, development of knowledge management system at enterprise, introduction of system of continuous training of all employees links). Thus, the combined use of these components provides an increase in cashflows and forms a modern platform for breakthrough competitive development of enterprises. Abstract Objective: General concept of neo-institutional measurements of business processes is an approach developed by the author, which fits in with the practical search for appropriate methods and tools that would optimize effectiveness and efficiency of business process management. The objective of the following discussion is to prove the thesis that effectiveness of business processes that take place within a company depends on the quality of support of such processes that is included in the set of supporting factors, as well as on neo-institutional determinants of business processes. Methodology: In the article, the author used primarily long-term observations of the functioning of enterprises, critical literature analysis and thought experiment. Findings: The concept was based on long-term of author’s experience in business management and it was essentially grounded in the model of the new institutional economics. On the basis of critical analysis of the literature and with the use of empirical research results from different industries and countries, it defines four hypotheses, which make ground for the concept in question. These are: hypothesis of rational change of condition, hypothesis of expected determinants of business processes, hypothesis of rational determinants of business processes and intensity of impact hypothesis. Value Added: The concept presents a new holistic and behavioral method for business processes analysis. Recommendations: The general concept of neo-institutional measurements of business processes may become a new economic approach concerning the issues of effectiveness and efficiency of business processes, but also it may become the ground for creation of a new catalogue of recommendations for managers, who, on a daily basis, make difficult managerial decisions.

The key objective of this paper is to present the dimensions and the characteristics of an airport enterprise management engagement in Corporate Social Responsibility (CSR). By analyzing different strategies and plans towards CSR, applied in a sample of 15 European airports, the comprehensiveness is defined, providing the assessment framework of the airports CSR effectiveness and efficiency. Conventional wisdom is to provide a CSR assessment framework applied on airport industry. The methodology based on the competitive analysis framework, driven by benchmarking analysis applied to a group of European airports engaged in different CSR strategies. Defining the key actions of the airports CSR strategy, an assessment framework to review how this strategy meets social goals is developed. The airport strategy is reviewed considering the aviation business characteristics such as, traffic and regional GDP. Based on data collected from 15 busy European airports, the comprehensiveness of CSR strategy for this business sector considering stakeholders’ theory is investigated. The outputs provide key messages to decision makers, managers, and stakeholders towards CSR comprehensiveness of the airport operators.

ObjectivesAlthough it is widely acknowledged that digital therapeutics will play a significant role in the future delivery of healthcare, the method by which these innovations may be commissioned by the National Health Service, at scale, remains unclear. This study explores English health commissioners’ experiences of, and attitudes towards, adopting digital healthcare innovations.Methods37 commissioners and decision-makers from a range of sectors within the health profession were invited to participate in structured interviews to gather relevant examples of experience and opinions. 14 commissioners participated and the notes from the resulting interviews were interpreted using qualitative content analysis. Controlled interpretation was applied to the categorised responses, paraphrasing and classifying into themes.ResultsCommon determinants and barriers to adoption of digital mental health expressed during the interview process included commissioners’ lack of familiarity with technology, information governance, digital literacy of users and decision-makers.ConclusionsRecognition of identified barriers may be helpful for innovators when developing engagement and market access strategies and suggest areas for focus and further development within the commissioning process to accommodate digital health solutions.

This article analyses the notion and role of fairness in the procedural rules and practice of international administrative tribunals. After reviewing decisions of international administrative tribunals dealing with the notion of fairness, it shows that tribunals rely on the concept of fairness to limit discretion of decision-makers, to fill gaps in law and to override written law to ensure fairness. The article makes suggestions as to how to reconcile the different visions and roles of fairness in international administrative law. It argues that with the further development of international administrative law, tribunals should as much as possible rely on rules and principles formulated by external bodies rather than on their personal understanding of fairness.

ABSTRACT Since the early 1970s both the effectiveness and efficiency of oil spill dispersants have been improved while the toxicity of these chemicals has been reduced. Although a large body of research has been published in the last five years which supports these claims, there has been little experience with the use of dispersants in the United States. This lack of experience has been created, in part, by a cumbersome dispersant approval process and the reluctance of spill responders to invest in dispersants and related application equipment. The Region IX Regional Response Team has identified four prerequisites for effective use of dispersants: informed decision-makers; a functional decision-making process; coordinated contingency plans; and effective, region-specific application capabilities. This paper explores the approach taken by government and industry to fulfill these prerequisites. The goal of these efforts, which include sponsoring workshops, implementing a dispersant application test program, and requiring specific dispersant contingency planning efforts, is to fully integrate dispersants into the oil spill control efforts of the region.
