Abstract. Taking into account global development trends, integration and globalization processes, encourage the search for and further development of new products, services and management mechanisms. The economic-mathematical model of optimization of parameters of type NBIC-direction of competitive advantages is developed. The model is formed by the criterion of maximizing  the net discounted cashflow. Based on the developed scientific and methodological approach, 4 types of NBIC-direction of competitive advantages of telecommunication enterprises are proposed, which are based on a combination of levels of innovative activity of the enterprise (from low to high) and complementarity of cashflow management (from low to high). As a result, the types of NBIC-direction of competitive advantages of the enterprise are proposed: adaptive-passive, adaptive-active, object-oriented; foresight-progressive. Complementary cashflow management involves a balanced distribution of cashflows by certain NBIC-components, namely: Nano-components (application of Nano-development stop rovide high-speed telecommunications), Bio-components (introduction of artificial intelligence in organizational culture, implementation of self-organization in the enterprise), Info-components (introduction of innovative standards of telecommunication activity, information software in business process management), Cogno-components (cognitive flexibility of top and middle managers, ability of personnel to complementarity, development of knowledge management system at enterprise, introduction of system of continuous training of all employees links). Thus, the combined use of these components provides an increase in cashflows and forms a modern platform for breakthrough competitive development of enterprises. The purpose of this article is to study and develop a methodological approach tosolving the problem of accuracy of the geodetic base of the route. For this purpose, the followingtasks are set: mathematical substantiation the dependence of the line length on the ratio of the traceslope and the guide slope; description of the function of optimal use of the guiding slope at highspeed; determination of the impact of errors in the course of the geodetic justification on the routelength. Starting from the determined point and further to the right, artificial development of the lineis required. Because when a trace is planed using level curves, this point can be reached sooner orlater, and in some cases, this point can not be reached not at all, the line length designed accordingto the plan will be slightly different than in the case of tracing with usage the exact data. Thus, theobtained results indicate the following. If the error positions during a high-speed segment are suchthat the ordnance datum of the passage is less than the truth, the route length will be less than thetrue and vice versa. This trivial result indicates that the location of geodetic support points ondifferent sides of the pass is not recommended. It is established that due to the accumulation of errorsin the transmission of coordinates in the working substantiation networks, the conditions of the linedesign and the amount of operating costs change. It is mathematically substantiated that the linelength depends on the depth of the excavation on the pass and the height of the embankment at thepoint, and also on the difference of ordnance datum at these points. The difference between the traceslope and the guiding slope has an inversely proportional effect. In addition, the function of optimaluse of the guide slope at a high-speed segment has the form of a broken line according to its fracturesthe need for artificial development of the route can be established. The influence of errors in the course of the working justification is manifested in the discrepancy between the true and projectedroute length. If this error is not taken into account, it will lead to significant overspending duringbuilding a longer line than necessary. Further development of the problem of increasing the accuracyof tracing and reducing the impact of errors is planned in the direction of creating methods of digitalmodelling and automated programs.

Methodology: The usage of the proposed methodological approach provides model systematization of data based on selected indicators of competitiveness, reflecting the effectiveness of socio-economic processes in the development of regional space and indicators of resource provision in the region, determining the development of competitive advantages. Result: The most important condition for ensuring the sustainability of socio-economic systems is competitiveness. The processes of globalization have increased attention not only to the cross-country component of competitiveness but also to the formation, evaluation, and development of the competitive advantages of individual regions. Due to the fact that it is the complex of various competitive advantages of a region that predetermines its competitive position among other regions and provides attractiveness in the context of the main target groups whose inflow the region needs for further development, it becomes very important to compare competitive advantages based on their quantitative and qualitative measurement. Small and medium-sized businesses in most countries are a priority part of the economy, favorably affecting the level of employment, filling as the State so the local budgets. The development of this form of entrepreneurial activity is complicated by a number of problems, including: a high degree of uncertainty and risks, fluctuations in demand, lack of financial instruments for the formation of start-up capital, administrative barriers, corruption, etc. The presence of problems causes the relevance of searching for ways of development, one of which is the formation of optimal models of partnerships to maximize competitive advantages, which comprises the purpose of the article. The information base of the research is the legislative framework of a number of countries, international regulations, data of international scientific platforms, official statistics. To achieve the article’s purpose, methods of scientific cognition were used: theoretical generalization, empirical analysis, abstraction, expert evaluation, visualization. The publication analyzes the most significant problems inherent in small and medium-sized businesses, identifies the prerequisites for their further development. The need to develop scientific and applied approaches to the formation of an optimal model of partnerships based on achieving competitive advantages is substantiated. Stages of this process have been formed, including: methodological approach to determining the partners based on the allocation and assessment of competitive advantages that are created in the process of partnership implementation; approach to choosing the most optimal model of partnerships, based on the construction of a matrix of model compliance with the results created by it; model of the process of monitoring the functionality of partnership relations. Further development of the topic will be carried out in the direction of forming a scientific and methodological approach to determining the synergistic effect that may arise as a result of the integration of small and medium-sized enterprises.

Subject. The article considers the need to study the financing of investment and innovation processes and creating an effective system of project financing. Objectives. The purpose is to search for new opportunities to enhance the competitive advantages of enterprises of the dairy subcomplex, to ensure their financial stability and steady position in specialized agricultural food-product markets. Methods. The study draws on the theoretical and methodological approach to the impact of project management of innovation and investment activities on improving the efficiency of the project financing system and financial stability of enterprises operating in the dairy subcomplex. Results. The findings show that four levels can be distinguished in the formation and improvement of the system of project financing and the management of innovation and investment activities, depending on the depth of transformation. The principle that provides the integration of the said system with the current model of management of the dairy subcomplex enterprise is defined as a driver. The paper offers a number of levels of the system transformation to gain competitive advantages. Conclusions. I present a mechanism for creating and improving the system of project financing and the management of innovation and investment activities, and a mechanism for interaction of the network of automated information systems, intended to make management decisions, with the automation of information support to innovative solutions.

The problems of ensuring effective management and forming competitiveness of industrial enter-prises are relevant regardless of the conditions for conducting business activities. The fact is that the competitiveness of business structures in modern conditions is not ensured by simply owning factors of production (labor, capital, land), and even entrepreneurial talent is not currently a source of obtaining stable or exclusive competitive advantages. In order to obtain sustainable or exclusive competitive advantages that constitute strategic competitiveness, the business structure needs to have an intellectual (educational) component of development, including the production and implementation of innovations, as well as readiness for changes. Subject of research. On the basis of innovative foresight, ensuring the competitiveness of business structures of the production industry is a set of organizational, managerial and economic relations that arise in the process of formation. Purpose and objectives of the study. Development of proposals to improve the competitiveness of business structures based on innovative foresight. A number of theoretical, methodological and practical issues related to the formation and implementation of a strategy for managing the innovative development of entrepreneurial structures based on innovative foresight remain insufficiently studied and require further development of rules for its creation and functioning. At the same time, despite a detailed description of the problems of strategic management of innovative deve-lopment of business structures, the research of foreign scientists was carried out in relation to the relatively stable conditions of the economy of developed countries, the practical application of the mechanisms proposed by them in the conditions of the Kazakh economy requires mandatory revision, taking into account the specifics of the modern economy and industry.

AbstractFor the further development and more efficient operation of the sharing economy, a fast and inexpensive peer-to-peer payment system is an essential element. The aim of this study is to outline a prototype that ensures the automation and decentralization of processes through smart contracts without blockchain technology. The model has been built based on the narrative that a community currency created through smart contracts can promote genuine practices of sharing as opposed to the profit-oriented approach that most of the currently operating sharing economy platforms have. Features of the model, such as ease of use, high-speed transactions without transaction cost are benefits that can provide a more efficient alternative to the traditional or to the cryptocurrency-based centralized sharing economy platforms.

The purpose of the article is to substantiate new measures of financial control over the development of united territorial communities. The article examines the relevance of the introduction of a system of financial control over the development of united territorial communities in Ukraine. The authors prove that the main goal of proper financial control of the further development of the united territorial communities in Ukraine was actualized for the three reasons: rational distribution and efficient use of financial resources; ensuring the upward dynamics and territories’ sustainable development. The features, goals, and objectives of financial control of the development of territorial communities are outlined. The essence of the concept of financial control of the development of territorial communities is specified. The results of the analysis of several indicators of financial development of the united territorial communities in Lviv region are given and the conclusion about the disproportions of financial support of community development is systematized. The author's methodological approach to the analysis of the integral coefficient of financial capacity of territorial communities of the region is developed. The analysis of the state of financial capacity of the united territorial communities in Lviv region is carried out. The scientific novelty of the research lies in substantiating the author's methodological approaches to grouping and comparative analysis of united territorial communities based on indicators of income and expenditure, grants and subventions from the state budget, which allowed to identify the level of financial capacity and assess the effectiveness of the use of financial resources in each united territorial community in Lviv region. The practical significance of the research is that the implementation of the results of the financial capacity analysis can be used as informative and analytical measures of financial control over the development of local communities. Other perspective guidelines concerning measures of improvement of financial control in the processes of social and economic development of communities are outlined.

In modern conditions, the further development of the market economy puts each subject of economic activity in very difficult conditions. For the survival and effective functioning of an organization, it is no longer enough to simply produce goods in the maximum possible volume, it is especially important to sell these goods. The significant role of sales activities in the enterprise management requires searching for new methods of improvement, one of which is the revision of existing and the development of new optimal distribution channels under conditions of environmental uncertainty. Currently, distribution channels for final products are a complex multi-structure system with active elements, operating in a dynamically developing market environment. Studies by economists show that the complexity (complexity) of this system is based not on the number of elements, but on the nature of the network structure (the complexity of the structure of the system and the interactions of its components). This article presents a visual analysis of the sales activities of one of the largest Russian confectionery manufacturers - “OOO Lamzur”. For this kind of enterprises, the organization of sales activities is very important in ensuring economic efficiency and achieving high competitive advantages. In the marketing activities of the investigated enterprise, a number of problem areas are identified that impede its development. In the process of analyzing sales activities, a number of shortcomings were noted, the key of which is the loss by the enterprise of such sales functions as establishing feedback with consumers. In the course of the study, the effectiveness of the marketing activities of “OOO Lamzur” was assessed based on the analysis of the dynamics of sales of confectionery products, as well as by interviewing customers.

This article examines the role of networks and global value chains (GVCs) and how they influence emerging economy small- and medium-sized enterprises’ (EE-SMEs) internationalization. Drawing on the insights, experiences, and perspectives of entrepreneurs and senior managers of small- and medium-sized enterprises (SMEs) that have originated from China, the study adopts qualitative approach and examines nine firms’ internationalization. We find that Chinese born-global manufacturing SMEs benefit from networks with quick insidership position into GVCs, but suffer from various obstacles that hinder their further development. The findings further indicate that network ties substantially facilitate EE-SMEs’ internationalization, but also restrict their future global development, as their low position within the GVCs impedes further business development and capability building. The case firms’ lower position within the GVCs weakens the networks’ influence on their GVC upgrading. The research identifies key enablers of GVC engagement and obstacles of GVC upgrading of the case firms which play an important role in the EE-SMEs’ internationalization. Spintronics holds great potential for next-generation high-speed and low–power consumption information technology. Recently, lead halide perovskites (LHPs), which have gained great success in optoelectronics, also show interesting magnetic properties. However, the spin-related properties in LHPs originate from the spin-orbit coupling of Pb, limiting further development of these materials in spintronics. Here, we demonstrate a new generation of halide perovskites, by alloying magnetic elements into optoelectronic double perovskites, which provide rich chemical and structural diversities to host different magnetic elements. In our iron-alloyed double perovskite, Cs2Ag(Bi:Fe)Br6, Fe3+ replaces Bi3+ and forms FeBr6 clusters that homogenously distribute throughout the double perovskite crystals. We observe a strong temperature-dependent magnetic response at temperatures below 30 K, which is tentatively attributed to a weak ferromagnetic or antiferromagnetic response from localized regions. We anticipate that this work will stimulate future efforts in exploring this simple yet efficient approach to develop new spintronic materials based on lead-free double perovskites.
