The emergence and development of car sharing can not only satisfy people’s diverse travel demands, but also can bring a new solution to facilitate urban low-carbon and green development. With the increasing acceptance of car sharing, the market competition between car sharing and traditional taxis is becoming increasingly fierce. Therefore, we explore the advantages of car sharing to travelers compared with taxis. In this paper, we first use the GPS (Global Positioning System) trajectory data of car sharing orders to construct a comparative advantage model based on travel-cost. Then, we take Beijing as the research area to explore the travel-cost advantages of car sharing in terms of the time and space dimensions compared with taxis, through calculating the travel-cost of car sharing and using simulation to calculate that of taxis. The results of the comparison between car sharing and taxis from the perspective of travel-cost are as follows: (1) Compared with short trips, the travel-cost advantage of car sharing is relatively higher in medium and long trips; for travelers, the taxi has a higher travel-cost advantage when the travel time is either very long or very short. (2) On weekdays, it is more cost-effective to travel by shared cars for travelers before the rush hours in the evening, and the travel-cost advantage of using taxis is greater after the evening peak. (3) Compared with weekdays, it is more cost-effective to travel by shared cars on weekends wherever travelers are living in the main urban areas or in the remote suburbs. It is suggested that relevant departments should understand the travelers’ preference and analyze the influence mechanism of other various factors on the market demand for car sharing as per the focus on the market on the travel-cost advantages of car sharing, so as to promote the healthy and sustainable development of urban shared transportation.

The emergence and development of car-sharing has not only satisfied people’s diverse travel needs, but also brought new solutions for improving urban traffic conditions and achieving low-carbon and green sustainable development. In recent years, car-sharing has had competition with other ways of getting around, as the acceptance of car-sharing has grown, notably taxis. Therefore, it is particularly important to explore car-sharing travel costs advantages from the perspective of consumers and discover the competitive and complementary spaces between car-sharing and other modes. Therefore, taking Beijing as an example, this paper uses GPS trajectory data based on car-sharing orders to design a travel cost framework of car-sharing and taxis. We calculate and compare the travel cost difference between these two modes under different travel characteristics. The results indicate that car-sharing is a more economical way for consumers to travel for short or medium lengths of time, while people are more inclined to take taxis for distances of long duration. Compared with on workdays, at the weekend, the cost advantage of car-sharing is greater for long-distance trips. Moreover, the cost advantage of car-sharing increases gradually with the increase in travel distance. In addition, the travel costs of car-sharing and taxis are also affected by peak and off-peak traffic periods. Compared with off-peak periods, it is more cost-effective for travelers to take taxis during peak traffic periods for various travel distances. From the perspective of the travel cost, it is of great theoretical significance to discuss the substitution (market competition) and complementary relationship (market cooperation) between car-sharing and taxis in a detailed and systematic way. It provides methods and ideas for the comparative cost calculation of car-sharing and other travel modes. This paper also provides enlightenment and guidance for the development of car-sharing. Enterprises should implement differentiated pricing, designing different charging methods for different traffic periods, travel miles, and rental times, and set up additional stations in the surrounding areas of the city. Relevant government departments should also strictly manage the market access of car-sharing, and add or open car-sharing parking lots in centralized areas and for specific periods.

INTRODUCTION The article intends to identify the factors that can retain talented people and attract new talent in small and medium-sized urban areas of European scale, especially in regions with declining and ageing populations. The problem is topical in today's Europe and as well as in Japan. It is equally important to understand the skills needed and the sectors where talents are required in small and medium-sized urban areas with an ascending development trend. The theoretical background of the research is based on literature studies on the theory of talent flow, knowing the factors of the talent flow in small and medium-sized cities, and building the talent flow models based on them. The article discusses the concept of talent (Michaels et al. 2001, several dictionaries, understanding of Valmiera residents). The researchers define that talented people fascinate others, create and implement ideas and have good reasoning skills. Until now, mainly in Europe and in the USA, the attraction of talent at the level of cities and regions has been implemented through migration policy. The administrative boundaries where the migrant talents come from are not as important as the factors that encourage the decisions on the choice of the place of living and work. In Estonia a National Policy for Attracting and Retaining International Talents (2014) has been developed. The findings of the report on models for attracting talent in Europe through the public sector are relevant to small and medium-sized urban areas. In the case study, there are no respondents representing a migrant group that is not a diaspora, and this is a specific feature of a small and medium-sized urban area. MATERIALS AND METHODS The empirical part has been developed through a study in Valmiera City (Latvia, Europe) with a population of 23 thousand inhabitants, aiming at increasing this number by 5000 and further boosting growth  in the city's competitiveness in human resources. A survey of 25 experts was conducted initially to highlight the trends. In order to obtain the data, 29 interviews were conducted with the city's entrants, outgoing residents and the steady, already stable and welcoming residents of Valmiera. Also, an online survey of 81 university graduates was carried out to find out the major reasons for staying in or leaving the regional city of Valmiera. The research city of Valmiera was compared to Ventspils, Rezekne and Jelgava in Latvia, as well as to two foreign cities in Northern Europe – the nearest neighbouring city of Tartu in Estonia and Joensuu in Finland. The cities were compared by socio-economic factors - population dynamics, economic development, access to culture, and political stability, which are important factors in attracting talent. The research methodology is based on the theoretical findings of Ingram, Shapiro, Albouy on the impact of four dimensions in talent attraction: economic development, market competition, labour market conditions and national culture, as well as the impact of lifestyle on choice. According to these dimensions, interview questions have been developed, and, by grouping the content, the analysis of the responses has been carried out. The previous study by the authors has been used as a secondary source. The study focused on the future skills needed for the labour force in the Vidzeme region in Latvia, and the compliance of the proposed education with the labour market requirements in the Vidzeme region of Latvia. RESULTS The results of the research show that a job offer providing the applicant the  possibility to demonstrate his capacity and pursue his or her objectives is of primary importance for the recruitment of skilled labour in a winning city in a rural area, followed by the appropriate housing and transport, and social infrastructure. As a secondary factor, lifestyle, which includes diversity, cultural environment, architecture and the presence of the natural environment, is important. The importance of the factors of attraction varies according to the stage of human life. DISCUSSION The results of the interviews show that small and medium-sized urban areas have the potential to attract talented human resources, taking into account the key attraction factors described in the theory. The empirical analysis in the example of Valmiera reveals that a significant attraction factor in small and medium urban areas is social ties with the area. The labour market demand is also an important factor. The results of the research revealed that in certain occupational groups in Valmiera (such as managers, social sciences in general), the labour market demand is lower than the supply. In further research it would be necessary to carry out focus group interviews with migrants in small and medium-sized urban areas in order to find out the important factors in taking a decision on their choice of residence. CONCLUSION Small and medium-sized urban areas need to develop diversity and openness. This initiative needs to be strengthened both in the operation and investments of a municipality and in communication with the public. Virtually all of the examples discussed refer to migration as inevitable in attracting talent – highly skilled people.

The aim of the article is to present car sharing, with particular emphasis on electric car sharing, as an interdisciplinary research area. This applies not only to social sciences – management (strategy or marketing), sociology, economics (including the sharing economy), consumer psychology, but also to urban planning, engineering sciences (electrical engineering or energy) and, finally, ecology. Only the use of a broader perspective allows the understanding of the importance of car sharing, including electric vehicles, in contemporary social and economic processes. The diagnosis of factors that may affect the widespread use of car sharing, which we treat as an element of cities’ response to congestion and smog, requires a reference to the knowledge of the previously mentioned scientific disciplines. The core value of this article is that it provides a multi-faceted perspective on the consumer and prosumer, urban mobility and the energy ecosystem from the point of view of the sharing economy and zero/low carbon cars. In recent years, the number of research articles on car sharing has been growing (Ferrero, Perboli, Rosano, & Vesco, 2018); however, studies written from the point of view of a single, less often two scientific disciplines dominate. We propose to extend this perspective. Although, in research terms, this work is preliminary and exploratory, adopting a broad observation perspective should allow for establishing a dialogue between disciplines to ensure better formulation of research problems and solve socio economic dilemmas not only in the field of the sharing economy, and to better introduce the issue of car sharing to the area of management sciences.

Shared mobility options, such as car sharing, are often claimed to be more sustainable, although evidence at an individual or city level may contradict these claims. This study aims to improve understanding of the effects of car sharing on transport-related emissions at an individual and city level. This is done by quantifying the greenhouse gas (GHG) emissions of the travel habits of individuals before and after engaging with car sharing. The analysis uses a well-to-wheel (WTW) approach, including both business-to-consumer (B2C) and peer-to-peer (P2P) car-sharing fleets. Changes in GHG emissions after engaging in car sharing vary among individuals. Transport-related GHG emissions caused by car-free individuals tend to increase after they engage in car sharing, while emissions caused by previous car owners tend to fall. At the city level, GHG emissions savings can be achieved by using more efficient cars in sharing systems and by implementing greener mobility policies. Changes in travel habits might help to reduce GHG emissions, providing individuals migrate to low-carbon transport modes. The findings can be used to support the development and implementation of transport policies that deter car ownership and support shared mobility solutions that are integrated in city transport systems.

Without decarbonizing cities energy and climate objectives cannot be achieved as cities account for approximately two thirds of energy consumption and emissions. This goal of decarbonizing cities has to be facilitated by promoting net-zero/positive energy buildings and districts and replicating them, driving cities towards sustainability goals. Many projects in smart cities demonstrate novel and groundbreaking low-carbon solutions in demonstration and lighthouse projects. However, as the historical, geographic, political, social and economic context of urban areas vary greatly, it is not always easy to repeat the solution in another city or even district. It is therefore important to look for the opportunities to scale up or repeat successful pilots. The purpose of this paper is to explore common trends in technologies and replication strategies for positive energy buildings or districts in smart city projects, based on the practical experience from a case study in Leipzig—one of the lighthouse cities in the project SPARCS. One of the key findings the paper has proven is the necessity of a profound replication modelling to deepen the understanding of upscaling processes. Three models analyzed in this article are able to provide a multidimensional representation of the solution to be replicated.

Accessibility has attracted wide interest from urban planners and transportation engineers. It is an important indicator to support the development of sustainable policies for transportation systems in major events, such as the COVID-19 pandemic. Taxis are a vital travel mode in urban areas that provide door-to-door services for individuals to perform urban activities. This study, with taxi trajectory data, proposes an improved method to evaluate dynamic accessibility depending on traditional location-based measures. A new impedance function is introduced by taking characteristics of the taxi system into account, such as passenger waiting time and the taxi fare rule. An improved attraction function is formulated by considering dynamic availability intensity. Besides, we generate five accessibility scenarios containing different indicators to compare the variation of accessibility. A case study is conducted with the data from Shenzhen, China. The results show that the proposed method found reduced urban accessibility, but with a higher value in southern center areas during the evening peak period due to short passenger waiting time and high destination attractiveness. Each spatio-temporal indicator has an influence on the variation in accessibility.

Drill and blast is the most cost-effective excavation method for underground construction, however, vibration and noise, induced by blasting, have been consistently reported as problems. Cut blasting has been widely employed to reduce the blast-induced problems during underground excavation. We propose that the large hole boring method using the state-of-the-art MSP (Multi-setting smart-investigation of the ground and pre-large hole boring) machine (“MSP method”) can efficiently improve vibration reduction. The MSP machine will be used to create 382 mm diameter empty holes at the tunnel cut area for this purpose. This study assessed the efficiency of the MSP method in reducing blast-induced vibration in five blasting patterns using a cylinder-cut, which is a traditional cut blasting method. The controlled blasting patterns using the MSP method demonstrated up to 72% reduction in blast-induced vibration, compared to the base case, Pattern B, where only cylinder-cut and smooth blasting method were applied. Therefore, the MSP method proves to be a promising alternative for blasting in sensitive urban areas where non-vibration excavation techniques were initially considered. Geological characteristics of 50 m beyond the excavation face can be acquired through the proposed real-time boring data monitoring system together with a borehole alignment tracking and ground exploration system. The obtained geological information will be a great help in preparing alternative designs, and scheduling of construction equipment and labour during the tunnel construction.

Sustainable approaches for retrofitting buildings for energy efficiency are becoming necessary in a time when the building sector is the largest energy consumer. Retrofitting building stock is effective for reducing global energy consumption and decreasing resource exploitation. Less developed EU member states and neighboring developing countries show reluctance towards healthy and renewable materials. Implementation of sustainable materials for energy retrofitting is slowed down due to gaps in legislation and effective strategic programs, availability of bio-based materials, lack of knowledge regarding use and maintenance of renewable products, and marketing lobbies. Use of bio-based materials in refurbishment is important due to their negative or low global warming potential (GWP), low primary energy (PEI) need for production, cost-effective benefits, and recycling/reuse potential. Role of environmentally friendly solutions and low-carbon economy growth is particularly relevant in developing countries, such as Bosnia-Herzegovina, that cannot afford innovative energy recovery systems, yet possess a significant amount of poorly managed building stock. This research aims to analyze frameworks regarding retrofitting of residential buildings in Bosnia-Herzegovina and Slovenia. The analysis tackles indirect causes, studies the legal background, and examines strategic frameworks; thus, it indicates potential barriers for implementation of recommended retrofitting solutions based on renewable materials.

Due to globalization and increased market competition, forwarding companies must focus on the optimization of their international transport activities and on cost reduction. The minimization of the amount and cost of fuel results in increased competition and profitability of the companies as well as the reduction of environmental damage. Nowadays, these aspects are particularly important. This research aims to develop a new optimization method for road freight transport costs in order to reduce the fuel costs and determine optimal fueling stations and to calculate the optimal quantity of fuel to refill. The mathematical method developed in this research has two phases. In the first phase the optimal, most cost-effective fuel station is determined based on the potential fuel stations. The specific fuel prices differ per fuel station, and the stations are located at different distances from the main transport way. The method developed in this study supports drivers’ decision-making regarding whether to refuel at a farther but cheaper fuel station or at a nearer but more expensive fuel station based on the more economical choice. Thereafter, it is necessary to determine the optimal fuel volume, i.e., the exact volume required including a safe amount to cover stochastic incidents (e.g., road closures). This aspect of the optimization method supports drivers’ optimal decision-making regarding optimal fuel stations and how much fuel to obtain in order to reduce the fuel cost. Therefore, the application of this new method instead of the recently applied ad-hoc individual decision-making of the drivers results in significant fuel cost savings. A case study confirmed the efficiency of the proposed method.

In peri-urban areas where infrastructure investments have not yet been made, there is a need to determine the most context-appropriate, fit for purpose and sustainable sanitation solutions. Decision makers must identify the optimal system scale (on the spectrum from centralized to community to cluster scale) and assess the long-term costs and socio-economic/environmental impacts associated with different options. Addressing both cost-effectiveness and sustainability are essential to ensure that institutions and communities are able to continue to bear the costs and management burden of infrastructure operation, maintenance and asset replacement. This paper describes an approach to sanitation planning currently being undertaken as a research study in Can Tho City in southern Vietnam, by the Institute for Sustainable Futures and Can Tho University in collaboration with Can Tho Water Supply and Sewerage Company. The aim of the study is to facilitate selection of the most context-appropriate, fit for purpose, cost effective and sustainable sanitation infrastructure solution. As such, the study compares a range of sanitation alternatives including centralized, decentralized (at household or cluster scale) and resource recovery options. This paper provides an overview of the study and considers aspects of the Can Tho and Vietnamese regulatory, development and institutional context that present drivers and challenges for comparison of options and selection of fit for purpose sanitation systems.
