Due to the COVID-19 pandemic bringing travel to a standstill, an initiative of paid training for travel agencies was launched by the government. The purpose of this research is to improve the effectiveness of this measure, which is fundamental to the next tourism crisis management. Based on the related theories of tourism crisis management, organizational learning, and behavior adaption, the DANP-mV model developed an evaluation system for examining the training measure. The result of an influential network relationship map (INRM) shows that using influential effects, the “policy object” dimension and its criterion “subsidiary” should be the first improvement priority. To effectively achieve the aspiration level, the gap values point out “training courses” dimension and its criterion “excellent services” are first to improve. An action plan is produced containing all the findings and made available for easy indexing. It may contribute to the current measure improvements. Therefore, this innovative approach could help decision makers with tourism crisis policy making and help the sector with evolving learning readiness to remain sustainable.

Purpose This paper aims to propose a “Four-F (finding facts, fostering alternates, fulfilling implementation and feasibility testing)” action plan to global food service businesses (FSB) such as restaurants (dine-in/take away) to build resilience during times of global crises. The 2019 Coronavirus disease and FSBs apply as working examples elaborating the proposed Four-F action plan with several managerial implications for the internal and external stakeholders of FSBs. Design/methodology/approach The method involves reviewing and coding 108 articles using the PRISMA approach, then applying findings to develop the Four-F action plan integrating multiple theoretical concepts (such as stakeholder, crisis management and dynamic capabilities). Findings There are two key findings. First, though all four crisis phases should be considered by decision-makers as part of their contingency planning process, the pre and post-crisis stages need higher attention. Second, the Four-F action plan provides specific recommendations to FSBs stakeholders (consumers, suppliers and government) for each crisis phase (pre-crisis, crisis emergence, crisis occurrence and post-crisis). Originality/value To the best of the authors’ knowledge, this is the first paper that has incorporated multiple theoretical frameworks (stakeholder theory, crisis management and dynamic capabilities) within the FSBs context and provided the Four-F action plan for decision-makers to understand and manage crisis phases.

The first wave of the COVID- 19 disease has caused a daunting and unprecedented challenge for governments of the world. Decision-makers worldwide, including that of Bangladesh, had to initiate responses that were beyond the conventional measures. This paper offers the decision-makers in Bangladesh on the possible learning in the field of crisis management during this pandemic. The paper aims in focusing on the first phase of responses to COVID-19 (March-May) from the initial lockdown to the reopening of offices by the government of Bangladesh. Methodologically, the paper is a content analysis involving netnography approach of data collection from websites. The paper presents a finding of possible lessons of crisis responses in Bangladesh. The paper aims to create an agenda for learning lessons from the situation of the largest crisis to hit the world in centuries. The paper induces substantial value for policy-makers to be prepared for the second wave of the COVID- 19 crisis, to meet the challenges of the pandemic.

With the commitment to ASEAN Community integration by 2015 and the continuing advances in information and communication technologies, Thailand has been provided a golden opportunity to not only catch up on current trends and technologies, but also to leap over e-Government and go directly towards Connected Government, or c-Government. In so doing, the government needs to focus on strategic implementation rather than simply developing a conceptual framework of e-Government. This chapter presents the core challenges and co-cultivated roadmap to accelerate connected government and a connected ASEAN. Firstly, there is the Management Challenge in enabling the progression and accelerating the adoption of transformational services; secondly, the Governance Challenge in establishing the comprehensive guiding principles to shape the vision, enterprise structure, committed leadership, coordinated efforts, and strategic action plans; and thirdly, the Foundation Challenge for leveraging the interoperability and establishing a standardized evaluation system with human resources development and joint key performance indices. To overcome these challenges, this chapter proposes proactive strategies and a sustainable roadmap, starting with a SWOT analysis of the lessons learnt in order to understand the current state of e-Government, followed by a clear vision of the future and an action plan for proactively and sustainably implementing c-Government. Input has been gathered not only from the public by e-survey and an IT group of 200 who attended a workshop, but the collective perception of directly concerned CIOs through discussion at a seminar.

From 2000, local governments actively recruited polluting industries to move into rural areas of Northern Jiangsu (Subei). This chapter analyses the case of Dongjing Village. It describes the actual situation regarding industrial pollution, the interests and choices of the local government, the villagers’ resistance, the actions and limitations of the media, and the disconnect between environmental law and the actual handling of conflicts over pollution. The research found that the attitude and actions of the government showed a tendency towards post hoc crisis management. But the problem of industrial pollution is difficult to solve, and the appearance of ‘cancer villages’ during this period was related to factors including the cadre evaluation system, the structure of power and interest relations, and the lack of independence of administrative agencies.

In order for humans could reach the so-called falah (goodness), human behavior needs to be colored with the spirit and norms of Islamic economics reflected in its values. The principles and values of Islamic economics are considerably two inseparable things. The implementation of economic principles without being colored with values or values without being based on principles could keep people far away from their purpose, namely falah. The implementation of values not based on principles will tend to bring with it the normative economics, which would cause it trapped into injustice. While the implementation of values on the Islamic economic development is based on the five universal values, namely akidah (belief), 'adl (justice), nubuwwah (prophetic), khilafah (the government), and ma'ad (results). The five principles are used as the basis for building theories of Islamic economics. But strong and adequate theories not applied into a system will make the Islamic economics just as the study of science without giving positive impact on the economic life. Therefore, based on the five universal values, the three derivative principles should be built into the characteristics and the forerunner of the Islamic economic system. The Islamic economic system makes sure that there are no economic transactions that are contrary to the Shari'a. But business performance depends on the man behind the gun. For that reason, the economic actors within this framework could be held by non-Muslims. The Islamic economics could only be developed if the mindset and behavior of Muslims are already itqan (diligent) and ihsan (professional). It "may be" one of the secrets of the Prophet's statement, saying "Truly I was sent to perfect good character". Because good character could be an indicator of knowing good or bad behavior in determining both the success and the failure of business itself.

The concept of Green (environmental) Accounting (Kusumaningtias, 2013; Ratnaningsih et al., 2004; Suparmoko, 2005; Susilo, 2008) namely Environmental Accounting has actually begun to develop since the 1970s in Europe. However, until the mid 1990s, the concept of Environmental Accounting was not much spread. Based on the Constitution of The Republic of Indonesia Number 32 year 2009 concerning Protection and Management of the Environment, Environment is the unity of space with all objects, power, circumstances, and living things, including humans and behavior, which affect nature itself, sustainability and humans and other living things welfare. The focus of this study lies in the application of Environmental Accounting at Siti Aisyah Hospital in Lubuklinggau, based on Government Accounting Standards (SAP) Number 71 year 2010 on Waste Management (Government Accounting, 2011). The problem in this study is to find out whether the application of Environmental Accounting at Siti Aisyah Hospital is in accordance with the Government Standards. The results of this study have shown that Siti Aisyah Hospital in Lubuklinggau has implemented environmental cost accounting. These environmental costs are included in maintenance costs, but the hospital has not presented a specific report on Environmental Accounting in more detail. This hospital has carried out the process of identifying, measuring, recording, presenting, and also disclosing as already explained in Government Accounting Standards No. 71 year 2010, namely presenting environmental costs by including components of environmental costs on general and administrative costs. This hospital has also managed its waste properly and has also incurred environmental costs.

Abstract Background Public health advocacy strategies facilitate policy change by bringing key health issues to the forefront of public and political discourse, influencing decision-makers and public opinion, and increasing policy demand. The Victorian Salt Reduction Partnership (VSRP) was established in 2014 in response to inadequate government action to improve population diets in Australia. This study aimed to evaluate the success of the VSRP’s advocacy strategy in achieving policy change. Methods Documentation of VSRP activities and outputs were collected, and semi-structured interviews conducted as part of a comprehensive process evaluation. For this study, the Kotter Plus 10-step public health advocacy evaluation framework was used to guide data extraction, analysis, and synthesis. Results A sense of urgency for salt reduction was generated by producing evidence and outlining the potential impact of a state-based salt reduction programme. This enabled the creation of a coalition with diverse skills and expertise, which facilitated the development of an innovative and collaborative advocacy action plan. A clear change vision was established, but communication of the vision to decision-makers was lacking, which reduced the impact of the programme as decision-makers were not provided with a clear incentive for policy change. As a result, while programme outputs were achieved, these did not translate to achieving broader strategic goals during a limited-term intervention in a political climate unconcerned with salt. Conclusions The Kotter Plus 10-step framework was a useful tool for evaluating the success of the VSRP advocacy strategy. The framework enabled the identification of key strengths, including the creation of the guiding coalition, and areas where efforts could be improved in future similar strategies, such as effective communication within partnerships and to decision-makers, to better influence policy and improve public health impact.
