Extreme environmental conditions, sparsely distributed human populations, and diverse local economies characterize the Russian Arctic and Far East. There is an urgent need for multidisciplinary research into how the Arctic and Far East can be developed sustainably as global changes in the environment and the economic priorities of nations accelerate and globalized societies emerge. Yet, when it comes to sustainability indicators, little consideration has been given thus far to sparsely populated and remote territories. Rather, the majority of indicators have been developed and tested while using empirical research gathered from cities and densely populated rural localities. As a result, there is no scientific technique that can be used to monitor the development of sparsely populated territories and inform the decisions of policymakers who hope to account for local specificity. This article suggests a conceptual model for linking sustainability to the unique characteristics of the sparsely populated regions of the Arctic and Far East. We provide an empirical illustration that is based on regional-level data from the sparsely populated territories of the Russian Federation. We conclude by suggesting indicators that could be best suited to promoting balanced regional development that accounts for the environment, economy, and social needs of sparsely populated territories.

The article presents an analysis of the dynamics of the population of the priority geostrategic territories of the Russian Federation. They are highlighted in the "Strategy for the Spatial Development of the Russian Federation until 2025" as territories that are of particular importance for the development of the country as a whole and are distinguished at the same time by special life conditions and the functioning of the economy due to their geographical location. Population dynamics for such territories is both a factor determining socio-economic development and an indicator of the effectiveness of this development. The components of the population dynamics - natural growth and migration flows - are of particular importance. The article describes all four groups of priority geostrategic territories of Russia - isolated from the main territory of the country (exclaves), located in the North Caucasus and the Far East, in the Arctic zone of the Russian Federation. For each group, trends in population dynamics have been identified since the 2010 census, taking into account the components of natural growth and migration. The multidirectional aspect of the main demographic processes in the priority geostrategic territories of the country is revealed - natural growth is combined with the migration outflow of the population, and the migration inflow - with natural decline. At the same time, in the exclave and North Caucasian territories, the population is growing, and in the Far Eastern and Arctic territories it is decreasing. The features of both groups of priority geostrategic territories in comparison with Russia as a whole and of individual constituent entities of the Russian Federation and municipalities within groups of territories are shown. The latter became possible due to the use of the database "Municipal Russia", that summarises demographic statistics for all urban districts and municipal areas of the country, including those located in priority geostrategic territories. As a result of the analysis of the population dynamics, directions have been identified that can lead to an improvement in the demographic situation in the priority geostrategic territories of the country, and, accordingly, will contribute to the socio-economic development of not only these territories, but the entire Russian Federation

The Arctic has always been in the field of close attention of the Russian leadership. This was especially true in 2020. This year, a number of important strategic planning documents were adopted that define the country’s state policy in the Arctic zone for the next 15 years. These are: The Fundamentals of State policy in the Arctic Zone until 2035 and the Strategy for the development of the Russian Federation’s Arctic zone and ensuring national security for the period up to 2035. In parallel, work continued improving the federal authorities activities on the exploration and development of the Arctic. New members of the State Commission for Arctic development approved including their powers expanded. The newly formed Ministry of the Russian Federation for development of the Far East and the Arctic has begun its activity. Simultaneously, the Government decided on the extension of the Far East development institutions competence in the Arctic zone. The attention of the public was drawn to the planned major infrastructure projects in all the subjects of the Russian Arctic. The author, drawing attention to a wide list of planned major arctic infrastructure projects in all the subjects of the Russian Arctic zone, expresses doubts about the possibility of their implementation, taking into account the existing and potential difficulties. The article points to the need to use the experience in the advancement and development of the Arctic, acquired in 2020, during the Russian presidency of the Arctic Council in 2021–2023.

The flora of open coasts and the estuaries of rivers is an important element of the Arctic flora and represents the littoral halophytic floristic complex. The salt marsh flora includes 113 species of vascular plants (12% of the total amount of Arctic flora), belonging to 62 families. Due to geographical conditions, the partial floras of coastal wetlands of the Russian Arctic have similar taxonomic and typological structure. In the geographical structure of flora-coenotic complex, the Arctic circumpolar species dominate. The Arctic coastlines are subjected to frequent disturbances associated with frost action, storms and ice pressure ridges that affect species richness and the ability of human populations to exploit coastal resources successfully. The dynamic changes of salt-marsh plant communities are site-specific: 1) in the initial stages, vegetation development mostly depends on the physical-chemical substrate properties and tidal action, 2) the spatial-temporal processes of successional change over a long time result in the environment development and changes in edaphic conditions. The time scale of these changes brought about by disturbances is biologically important as there must be sufficient time to allow genetic adaptation in plant and animal populations.

Тhe problems of valuation of ecosystem services in connection with the activation of economic activity of the Russian Federation in the Arctic zone are discussed. The types of negative impacts on the Arctic ecosystems and their assessment, investment risks existing in ecosystem services are considered. It is shown that the application of the methodology and apparatus of ecosystem services contributes to the adequate assessment and creation of a hierarchical classification of "usefulness" and "benefits" that society can get from the existence, use and nonuse of ecosystems. The concept of ecosystem services in relation to Arctic consists of three components: identification, monetization and ecological risk assessment. The example of the Arctic ecosystems shows that the susceptibility to assessment and the accuracy of the assessment can be quite different and is largely dependent on the type of service in the classification. The analysis of possible ecosystem services and their relationship with the quality of life of people in the Russian Arctic indicates significant investment risks.

Purpose: the purpose of the research is to evaluate proposals on the formation of a fundamentally new support and zonal structure for managing the development of the Russian Arctic and related changes in the regulatory and legal support for this development.Methods: research is carried out with the use of interdisciplinary methodologies which integrate specific tools of research of economic, sociological, political science, ecological, legal and other issues of spatial systems’ functioning.Results: there is an active modernization in the production, infrastructure and defense spheres on the territory of the Russian Arctic, the accelerated development of which can be considered a prerequisite for solving the social and economic problems of the integrated development of the whole macroregion. At the same time, the gradual modernization of the institutional and legal bases for the development of the Arctic zone of the Russian Federation (AZRF) began. An additional impetus was given to it by the adoption of Decree №1064 of the Government of the Russian Federation of August 31, 2017 on a new state program for the development of the Arctic that made significant adjustments to earlier decisions on public administration and legal support for the development of the Russian Arctic.Conclusions and relevance: the authors showed that one of the main reasons for the slow implementation of the justifiably ambitious intentions of the country's leadership on the complex socio-economic re-development of the Russian Arctic was the underestimation of the importance of modernizing the institutional and legal bases for the re-development of the Russian Arctic. The modernization of the institutional and legal bases of spatial development is becoming an important factor in the stable functioning of not only the state, regions and municipalities, but also for the implementation of any investment projects. The data on innovations in the structure of the institutes and legal regulators of the development of the Russian Arctic confirms the undoubtedly positive potential for modernizing the institutional and legal bases for the spatial development of the Russian Arctic and the need for experimental verification of the decisions taken so that that potential could be fully realized.

This study reviews and compares the market potential of two macro-areas in the Republic of Sakha (Yakutia) in the AZRF (Arctic zone of the Russian Federation) and the FEFD (Far Eastern Federal District. Moreover, this work shows that a significant part of supply and demand in municipalities' domestic markets is concentrated in the FEFD. Until recently, the AZRF and the FEFD were not considered by the State as a single government body. Transferred powers to the Ministry of the Russian Federation for the development of the Far East and the Arctic has allowed the territory of the Arctic uluses of the Republic of Sakha (Yakutia) to be included in the social and economic development of the FEFD.

Abstract. In 2003 sediment core Lz1024 was drilled at Lake El'gygytgyn, far east Russian Arctic, in an area of the Northern Hemisphere which has not been glaciated for the last 3.6 Ma. Biogenic silica was used for analysing the oxygen isotope composition (δ18Odiatom) in the upper 13 m long section dating back about 250 ka with samples dominated by one taxa in the <10 μm fraction (Cyclotella ocellata). Downcore variations in δ18O values show that glacial-interglacial cycles are present throughout the core and δ18Odiatom-values are mainly controlled by δ18Oprecipitation. Changes reflect the Holocene Thermal Maximum, the Last Glacial Maximum (LGM) and the interglacial periods corresponding to MIS 5.5 and MIS 7 with a peak-to-peak amplitude between LGM and MIS 5.5 of Δ18O = 5.3‰. This corresponds to a mean annual air temperature difference of about 9 °C. Our record is the first continuous δ18Odiatom record from an Arctic lake sediment core directly responding to precipitation and dating back more than 250 ka and correlates well with the stacked marine δ18O LR04 (r = 0.58) and δD EPICA Dome-C record (r = 0.69). With δ18O results indicating strong links to both marine and ice-core records, records from Lake El'gygytgyn can be used to further investigate the sensitivity of the Arctic climate to both past and future global climatic changes.

The Arctic territories have a low population density due to the severity of the climate. Nevertheless, the indigenous people have been living in the Arctic for centuries. Ensuring their energy security is a complex technical task and at the same time is one of the significant costs of regional state budgets. The article analyzes the energy balance of the Arctic administrative regions of the largest region of the Russian Federation - the Republic of Sakha (Yakutia). Potential optimization of energy balance while maintaining the existing technological platform.

The presented study examines the specific aspects of operation of energy enterprises in the Arctic zone of the Russian Federation.Aim. The study aims to identify the current problems in the operation of energy enterprises in the Arctic territories by analyzing their state and development and thus to substantiate the selection of perspective directions for improving the efficiency of their management.Tasks. The authors show the role and importance of energy supply for the functioning of the socioeconomic system of the Arctic territories, analyze the major performance indicators of energy enterprises, and substantiate recommendations on improving the organization of their activities.Methods. This study uses the methodology of economic analysis, trend analysis, structural analysis, and specific methods of regional economic analysis.Results. One of the crucial current problems in the development of the energy complex in the Russian Arctic zone is the high level of debt in the accounts, which leads to an imbalance in the current activities of energy enterprises. Furthermore, formation of electricity tariffs depends on the money paid for the generation and transportation of electricity and the services of distribution companies. This is due to the lack of continuous monitoring of the state of accounts and the lack of a legal framework for settling differences between network and energy supply companies, which are not given sufficient attention in economic studies.Conclusions. According to the results of the study, the authors propose the major directions for improving regulation of the development and operation of energy enterprises in the Arctic zone of the Russian Federation.

The authors of this article briefly note the relevance of this topic; give the composition of the Arctic zone of the Russian Federation; consider the features of the development and functioning of this zone; briefly analyze the rich and diverse natural resource potential of the Arctic zone of Russia with the identification of natural and anthropogenic trends in the state of the zone and areas of international cooperation in the Russian Arctic with the identification of environmental threats. The authors in a concise form consider some features of the spatial development of the economy of this Arctic zone, as well as the formation and development of the Northern Sea Route, highlight the most important problems in the western, central and eastern parts of the zone. In conclusion, the authors draw brief conclusions from the entire set of problems they have considered.
