The article examines the problems of structural modernization of the Russian economy in relation to applying the fuel and energy complex potential. The author reveals regularities of structural modernization and identifies the role of the fuel and energy complex as the most important element for developing the country's productive forces. Creating a trajectory of sustainable economic growth requires an increased efficiency of using the energy complex potential. It is substantiated hat the low technical and technological level of extractive and processing sectors of the fuel and energy complex, pricing imbalances, ruble devaluation don't meet the strategic goals of industrial development and achieving economic security.

The article deals with the problems of structural modernization of the Russian economy in the context of using the potential of the fuel and energy sector. The authors reveal the structural modernization regularities and the role of the fuel and energy sector as the most important component in the development of the country's productive forces. Generating a sustainable economic growth trajectory requires increasing the efficiency of using the potential of the energy sector. It is proved that the low technical and technological level of the extractive and processing industries of the fuel and energy sector, price imbalances, and the devaluation of the ruble do not meet the strategic goals of industrial development and achieving economic security.

The article discusses the conditions of forming of a new industrial economic growth model. They are determined by the already established model of growth that is characterized by the dominance of the transactional sector, as well as the impact on the GDP dynamics of each of its components. The structural analysis of economic growth with the assessment of the industrialization level according to the authors’ criteria, as well as the empirical analysis of investments in various kinds of technologies that determine the economic system technological level, are conducted. The ‘general’ and ‘special’ industrialization criteria allow us to determine whether the economy is industrial by structure or by level of technological development. It is shown that the low level of industrialization, especially by the ‘special’ criterion, is not predetermined. The structure of investments in different kinds of technologies affects the economy technological level and its change. Policy measures aimed at the creation of a new model of industrial growth for the Russian economy, mechanical engineering and commodity sector should account for that.

The article analyzes the problems of technological development of Russia in the context of world economic integration and the resulting threat-forming factors of economic security and financial sovereignty of Russia, the source of which is the investment and credit sphere. Global financial integration creates new risks for Russia's monetary policy, limiting the space for its independent implementation, and destroys the country's economic, including financial, sovereignty. For Russia, with its huge natural resources and companies that correspond to them in size, the issue of concentration of bank capital is extremely relevant - only its own large banks are able to provide financial sovereignty and financial needs of the developing Russian economy, including the needs of the emerging sector of development and technology implementation.

The report considers how the state economic policy contributes to the national economic development in the midterm perspective. It analyzes main current economic problems of the Russian economy, i.e. low effectiveness of the social system, high dependence on export industries and natural resources, high monopolization and underdeveloped free market, as well as barriers that hinder non-recourse-based business development including high tax burden, skilled labor deficit and lack of investment capital. We propose a social-oriented market economy as the Russian economic model to achieve a sustainable economic growth in the long-term perspective. This model is based on people’s prosperity and therefore expanding domestic demand that stimulates the growth of domestic non-resource-based sector which in turn can accelerate annual GDP growth rates to 10-12%. To realize this model "Delovaya Rossiya" proposes a program that consists of a number of directions and key groups of measures covering priority national projects, tax, fiscal, monetary, innovative-industrial, trade and social policies.

The conditions of harmonious interaction of various levels of management of the formed national innovation system are determined. The list of management actions to implement these conditions is systematized. The content of the innovation value chain as a set of successive stages of work is revealed: from a scientific and technical idea to obtaining a production result. The principles of the formation and development of corporate innovation systems have been developed, involving companies taking into account the requirements of national competitiveness priorities in business development strategies.

The study is aimed at determining the oscillators of crisis manifestations when the Russian economy tries to make transition to the path for accelerating technological development and forming an innovative economy. Short-term cycles were determined in the development of the Russian economy from 1995 to the first half of 2020 through the Fourier spectral analysis. Using the Granger test, causal relationships between the leading indicators of the economic crisis and the real GDP index in Russia were identified and substantiated. They reflect the influence of the key rate dynamics on the volume of lending, savings, investments, the yield on securities and the exchange rate; volumes of bank loans per the share of non-performing and bad loans and innovative development of the economy. Based on the constructed neural models of the oscillator influence on the level of real GDP in Russia, it was determined that the rapid growth of bank and mortgage lending, the devaluation of the ruble, a decreased volume of gross foreign investment and the level of innovative development predetermine crisis manifestations in the national economy. The lags of the influence of changes in the leading indicators of the economic crisis on the development of the economy were calculated. The results obtained can contribute to the effectiveness of the anti-crisis regulation strategy in Russia. They can serve as a basis for increasing the efficiency of long-term innovative development and creating appropriate conditions for increasing the scientific and technological potential of the country.

Changing the priorities of economic development in transition to post-industrial society inevitably causes reviewing approaches to the role of innovation in modern economy. If in the era of industrial development of society innovations are considered mainly as a factor of technological development, in case of a post-industrial society innovations should be considered in a broader perspective. Innovative technologies in all their diversity are being introduced not only in the technological sphere, but also in education, in the service industry, housing and communal services, life support sphere, etc. The problem of shifting regions and separate territories to innovative development approaches is one of the key issues in forming an economy based on knowledge. “Nuclear” cities, where development of nuclear technologies is implemented both for defense and civilian purposes (nuclear power plants, nuclear fuel production, etc.), can be ideally used as territories of advanced social and economic development (TASED) primarily thanks to human potential of these cities. The article analyzes recent humanitarian and technological changes, called the “humanitarian technological revolution” (HTR), and their impact on the speed and effectiveness of innovative changes in this area.

The development of the region directly depends on the work of economic entities, especially if they belong to the basic industries of specialization. Kuzbass was remains industrial region. Therefore, for its development in modern conditions of an unstable and constantly changing environment, a high level of competitiveness of enterprises of the fuel and energy complex is required, to achieve which it is necessary to develop relevant directions for increasing the economic security of enterprises. One of these areas is the creation of the Kuzbass coal and energy cluster in the region. The effectiveness of the functioning of such a structure largely depends on competent management. In this paper, a model for managing a regional coal-energy cluster proposed using the example of the Kemerovo region - Kuzbass.

The article is devoted to the study of the problems of the development of the engineering industry in the conditions of the development of the neo-industrial economy of Russia. The relevance and importance of the development of the engineering industry as the basic industry for the development of the entire Russian economy is justified. A study of statistical data reflecting the current state of development of the engineering industry has been carried out. A conceptual model of the promising development of the machine-building industry in the conditions of the neo-industrial development of the Russian economy has been developed.

Привлечение инвестиций является стратегическим фактором и важным условием обеспечения динамичного социально-экономического и инновационно-технологического развития стран и регионов. В процессе исследования систематизированы факторы, условия и стимулы, оказывающие непосредственное воздействие на привлечение прямых иностранных инвестиций в экономику экономически развитых стран и России. Теоретически обосновано наличие внешних эффектов от привлечения прямых иностранных инвестиций, которые подразделяются на горизонтальные (внутриотраслевые и внутрирегиональные), вертикальные (межотраслевые и межрегиональные) эффекты. На основе анализа динамики иностранного инвестирования в экономику российских регионов выявлено, что в большей степени в России проявляются горизонтальные внешние эффекты. Исследованы тенденции валового накопления основного капитала в разрезе различных стран, на основе которых в целом прямые иностранные инвестиции повышают уровень конкуренции, способствуют внедрению современных управленческих решений и прогрессивных технологий. Предложены методические подходы по повышению инвестиционной привлекательности отраслей и регионов для инвесторов. ttracting investment is a strategic factor and an important condition for ensuring the dynamic socio-economic and innovative-technological development of countries and regions. The study systematizes factors, conditions and incentives that have a direct impact on attracting foreign direct investment in the economy of economically developed countries and Russia. Theoretically, the presence of external effects from attracting foreign direct investment, which are divided into horizontal (intra-industry and intra-regional), vertical (inter-industry and interregional) effects, is proved. Based on the analysis of the dynamics of foreign investment in the economy of Russian regions, it is revealed that horizontal external effects are more pronounced in Russia. The trends of gross fixed capital accumulation in the context of various countries are studied, on the basis of which, in General, foreign direct investment increases the level of competition, contributes to the introduction of modern management solutions and advanced technologies. Methodological approaches are proposed to increase the investment attractiveness of industries and regions for investors.
