Digital risks as divers of development of modern science and education

The international strategy for the development of competitive advantages based on digitalization has not only become a powerful driver of socio-economic and technological spheres, including science and education, but also created new, digital risks that require their identification, assessment and countermeasures. The study is aimed at assessing the digitalization trends of the Russian economy in comparison with global trends, identifying digital risks and directions for the development of economic education and science. The analysis showed that the highest level of digitalization is observed in the public and financial sectors, it is also noted in some industries, which is associated with robotization and the introduction of integrated platforms. The digital environment develops methods of accounting, analysis, diagnostics and control, changing the priorities and vector of assessing business efficiency, primarily for companies associated with the creation of databases, information resources, computer software, information processing, the key capital of which is intellectual capital (digital , human, reputational). To date, the methods of business analysis of companies in the IT sector are practically not developed by economic science, and there are no officially recognized ones yet. It is clear that the information base for such analysis should be much wider than the traditionally used one, including big data analytics. At the same time, one should pay attention to the fact that the analysis of the transparency of the activities of the IT sector companies indicates their informational secrecy. Thus, the article examines digital risks caused by the growth of digital transactions in economic transactions, an increase in the share of digital assets and intellectual capital, a change in key indicators for assessing the effectiveness of companies in the digital economy, as well as the transformation of economic professions and the increased requirements of employers for the professional competencies of personnel. In this aspect, points of potential demand for information and analytical competencies and professional values have been identified, which serve as a navigator of the development processes of modern economic education and science.

The article is dedicated to the memory of Aleksandr Petrovich Bychkov, an Honored Scientist of the RSFSR, Honorary Citizen of Tomsk, Honored Professor of Tomsk State University (TSU). In the first 10 years of service at Tomsk State University, Bychkov made a career from an assistant professor to a university rector, heading TSU in 1967 and leaving this post 16 years later, in 1983. Defending his doctoral dissertation in 1966, Bychkov became the first Doctor of Economics in Tomsk after the Revolution and was elected head of the Department of Political Economy at TSU. Understanding the importance and necessity of developing economic education in Siberia, Bychkov made great efforts to open a new specialty – political economy – at TSU. On Bychkov’s initiative, an economic laboratory was opened at TSU. In 1969, the Academic Council for the defense of candidate and doctoral dissertations in economic, philosophical, and legal sciences was opened at Tomsk State University, and Bychkov became the chairman of the council. In fact, TSU became a basic university in the formation of scientific, methodological, organizational, and informational work in the field of economic education in entire Western and Eastern Siberia. Bychkov’s main areas of research were property relations, the economic foundations of federalism in Russia. In the economic literature at that time there were lively discussions on the effectiveness of management, material incentives and planning in the socialist economy. There were not only discussions, but also numerous reforms and reorganizations in the economic life of the country, which affected the development of the economy, had an impact on the quality of the social life of society, on the development of science and education. The initiated reform was the development of an initiative to improve economic activity at enterprises through the active involvement of scientific and educational institutions. Along with scientific, educational and methodological work, he organized social and educational work to disseminate knowledge, increase economic literacy among the population of the region. In 1974 Bychkov headed the Socioeconomic Problems of the Development of Siberia and the Far East Problem Council of the Ministry of Higher Education of the RSFS. In the 1970s–1980s he headed the West Siberian sector for organizing students’ research work. The article discusses the main milestones in the life of Aleksandr Bychkov. The significance of his methodological and leadership activities related to the formation and development of economic education in Tomsk and in Siberia in general is investigated; the directions of scientific activity are analyzed; the role in the formation of his own scientific school and the relationship of the investigated problems with the contemporary urgent tasks of economic science and education in Russia are shown. The entire period of Bychkov’s work in Tomsk as an associate professor, professor, head of department and rector of Tomsk State University can be considered a period of the formation, growth and qualitative development of economic education and science not only at TSU, but throughout Siberia. Today, a large number of his students and followers head departments of the economic profile and institutes of almost all Siberian universities.

At present, considerable attention is paid to the problems of understanding the most important trends in the formation and development of a digital economy, as well as the development of adaptive models of the modern education system, which reflects the relevance of the subject matter under study. The purpose of the article is to investigate the features of the transformation of economic science and education in the conditions of digitalization of the economy, to identify the main problems of the modern scientific and educational system and to identify the main ways to solve them. The research is based on an interdisciplinary approach using methods of logical-structural, situational and comparative analysis. Prospective directions of development of an economic science in conditions of digitalization are considered in the article, the problems which face the system of economic education at a stage of formation of a digital society are revealed. The significant influence on the transformation in the sphere of employment of the speed of the formation of educational networks for the training of personnel possessing the skills of teamwork for the effective resolution of technological, demographic and socio-economic problems is proved.

Presented is the analysis of scientific and theoretical approaches to the problem of migration in modern science. Migration is a complex concept in modern science, and therefore attracts attention of many social and humanitarian sciences. It is determined that this direction of scientific research was originated already in ancient historical science then became the subject of study of economic science. Today, thanks to increased interest in this area of social life, theoretical and methodological foundations have emerged for an integrated approach to the analysis of any social phenomenon, associated with migration. This is evident from the number of scientific publications in the world, related to the analysis and forecasting of specific processes and situations of migration. In the future, methodology of research in this area will be enriched through the use of capabilities of mathematics and statistics methods, as well as achievements of psychological science.

The author of the article reconstructs the shift, which occurred in the model and disciplinary structure of «commercial» education towards «economic» one. The research is based on disciplinary approach in the history of education, which builds on subject-oriented character of knowledge and empirical analysis of Irkutsk Financial and Economic Institute case. Although the shift was being discreetly prepared for several decades and included many attempts to integrate commercial functions of education with economic field, its real start was caused by external to science and education factors. The subject area of a business economics became the point of intersection for economic and commercial disciplines. The area appeared mainly due to political and ideological campaign aimed at making the enterprises’ party core groups aware of economic knowledge. The 18th All-Union Conference of Communist Party initiated the campaign in 1941. The outbreak of war forced people to view the business economics as a scientific and practical field of study, which applies many techniques and methods of economic analysis in order to ensure effective operation and reveal its potential reserves. After obtaining the right to operate beyond the scientific and practical environment, the subject area of business economics entered the higher education area, transforming its educational and research programs and integrating the disciplinary models and structures of economic and commercial education.

PurposeThe purpose of the research is to study the consequences of total (comprehensive) automatization of entrepreneurship for interested parties through the prism of competition human and artificial intellectual capital in production and distribution in Industry 4.0.Design/methodology/approachThe research is conducted with application of scenario analysis, regression analysis, imitation modeling, forecasting and non-linear multi-parametric optimization with the simplex method.FindingsThe authors perform scenario modeling of competition between human and artificial intellectual capital in production and distribution in Industry 4.0 and offer recommendations for pro-active management of competition between human and artificial intellectual capital in production and distribution in Industry 4.0.Originality/valueContrary to the existing approach to studying competition between human and artificial intellectual capital in Industry 4.0, automatization of distribution, not production, is most preferable. This shows increase of the value of human intellectual capital in distribution during its automatization based on AI. This is an unprecedented and breakthrough conclusion for the modern economic science. It allows creating a completely new direction of research of competition between human and artificial intellectual capital in production and distribution in Industry 4.0, in which optimization of social consequences is achieved not by means of restraint of automatization but by means of its stimulation. The key condition is stimulation of automatization of distribution with limited automatization of production. Based on this conclusion, it is recommended to continue research in continuation of the presented work.

The article substantiates the necessity and determination of the prospects for the innovative development of intellectual resources in the conditions of the formation of entrepreneurial-type universities in Ukraine. The process of transformation of the role of intellectual capital in the modern economy is analyzed, the evolution of approaches to the development of universities is studied, the specifics of the formation of entrepreneurial-type universities are defined, and intellectual resources are designated as a factor in the development of modern universities. The possibility of creating a fundamentally integrated integrated structure of a priority technological platform, including a HEI, research institutions and enterprises, an innovative integrated structure, has been determined. Also considered are important innovative forms of integration of science, business and education – clusters and public-private partnerships. The role of the state in supporting the development of interaction between enterprises and scientific and educational organizations has been determined. The article examines the global trends in the development of universities: general patterns and national characteristics, analyzes patterns and prerequisites for the formation of entrepreneurial-type universities in Ukraine, and defines the values of intellectual resources in the formation of entrepreneurial-type universities. The article considers the innovative development of intellectual resources in the context of the formation of entrepreneurial-type universities, identifies promising areas for enhancing the innovative development of intellectual resources. The algorithm for introducing the competence approach to the process of innovative development of intellectual resources for the formation and development of business-type universities in Ukraine is analyzed.

The article is devoted to determining the relationship between economic analysis and accounting and information support of an enterprise's activities and justifying further directions of its development. The relevance of the research lies in the fact that the development of Information Technologies has led to the transformation of many processes, including in the methodology of economic science. It is necessary to assess the importance of traditional economic analysis for the company's activities against the background of expanding sources and types of information. The theoretical and methodological basis of the research is the fundamental provisions of Science in the field of Economic Analysis and accounting and information support, which are considered in the works of domestic and foreign scientists. The research was conducted using the methodological apparatus of modern science, in particular the dialectical theory of cognition, methods of deduction and induction. The monographic method was used to generalize the complex economic analysis. The stages and main functions of economic analysis are highlighted., among which accounting and information support of management, assessment of economic activity, Planning, Organization of production and management structures, control, etc. are highlighted. The role of planning in economic analysis is revealed. The concept of complex economic analysis is systematized and the model of its implementation at the enterprise is generalized. Information support for analysis based on data from primary accounting, financial and statistical reporting, and other sources is considered. It is noted that the source of information for economic analysis remains accounting data, but continuous Informatization has led to the fact that other sources have appeared. However, there is still a close relationship between accounting and analysis. In practical application, the results of Economic Analysis serve to provide information support for the activities of enterprises. The analysis serves as the basis for making informed management decisions and increases the efficiency of the enterprise as a whole.

On the path of social transformations and processes of European integration in Ukraine, many measures are taken to reform certain areas of activity, rethink and implement new, more effective, forms of rationalization of public life. One of the innovative directions of this reform is the museum pedagogy introduction in the educational process, which necessitates the scientific study of its use as the subject of social and educational work with different categories of youth. The article considers the possibilities of implementing the socio-cultural component of modern museums for various purposes in improving the educational process and social education of young people through museum pedagogy. The socio-cultural component is understood as the spiritual world created by mankind, which encompasses national, social, economic, political and other social relations and spiritual and cultural values developed by mankind throughout history, which influence people, shape their worldview, in particular, determine behaviour in relations with others. environment and among themselves. The socio-cultural component of the content of museums affects not only the cognitive side of students' self-knowledge but also contributes to the formation of ideas, values, self-esteem. During excursions in the museum, the mental, labour, moral, aesthetic, economic education of students is actively carried out. Through the knowledge and skills acquired in the museum, the knowledge of the world, history and culture of one's own and other people are deepened, the basis for theoretical judgments is created, the consciousness of the young personality is formed. Museum pedagogy has great opportunities to learn about new trends in modern science and modern research, to educate oneself as a researcher, analyst, to develop observation, the ability to make generalizations and predictions. Museum pedagogy helps not only to maximize the educational and cultural potential of museums but also allows graduates based on a system of acquired knowledge, skills and abilities to self-determine in a changing world, to continue education in the chosen field.
