As a result of transformation of the higher education system, higher education institutions are moving to a market environment. This forces universities to act in terms of efficiency and develop strategies for their development. The choice of an educational organization’s development strategy depends on a number of external and internal factors: state policy in the field of education, demand for educational services, geographical location, size, form of ownership of the university, and others. This article examines existing approaches to classifying the strategies of organizations, analyzes the opportunities, conditions and limitations of their application to higher education organizations.

The conditions of the functioning of state higher education institutions at the present stage of development of the Ukrainian economy require new approaches to solve the problem of the relationship between the volume of training of specialists with higher education and their employment in the sphere of economic activity. The purpose of this article was to provide theoretical substantiation and practical recommendations for the development of a higher education institution development strategy for making managerial innovative decisions on balancing the demand and supply of educational services in a competitive environment. The following methods were used in the study: abstract logical; comparative economic and system structural; statistical; sociological; modeling; the algorithm of practical application of the theory of constraints of systems; and the apparatus of the theory of fuzzy sets. Methodological approaches to the implementation of the optimal allocation of budget places of the university by means of a practical application of system restriction theory and fuzzy set theory were proposed. The result was the allocation of budgetary places, taking into account the demand for specialties in terms of the economic situation of the region, the demand in the labor market, the demand among entrants, and the proposal of the institution of higher education and the Ministry of Education and Science of Ukraine. It will make it possible to reach the optimum balance between demand for specialists in specific specialties and their supply. The practical value of the research results lies in the development and use of methodological provisions for forecasting the demand and supply of educational services of higher education institutions, which are means of prospective reflection, predicting the ways of further development of the higher education system and modeling of various options for its functioning.

The article reveals the evaluation of the activities carried out by scientific and pedagogical staff in domestic higher education institutions from a process point of view and the standpoint of the result. The main types of assessment used in higher education institutions are described. The results obtained during the analysis of scientific publications, normative documents and questionnaires of teachers and managers confirmed the massive rating of the activities of scientific and pedagogical workers, its superiority among other types of assessment. According to the materials available in the open Internet access, a comparative analysis of the rating policy of 20 higher education institutions, located in different regions of Ukraine, was carried out. It was found that in each university the determinant of the rating policy is Development Strategy, according to which the evaluation of research and teaching staff is positioned as an important procedure for internal quality assurance of higher education and a factor in stimulating professional development of teachers. Based on a comparative analysis of the regulatory framework, criteria, indicators and evaluation procedures inherent in different institutions of higher education, common features and characteristics of rating evaluation of research and teaching staff. The personal and institutional dimensions of the significance of various evaluation of the activity of scientific and pedagogical workers are revealed. Emphasis is placed on modern indicators and problematic evaluation issues identified in the process of studying domestic practices. Insufficient use of information collected through rating assessment for prognostic purposes is emphasized. The tendency of updating criteria and indicators of a rating estimation of activities carried out by scientific and pedagogical workers of universities is established. An objective relationship between the establishment of coefficients for the rating of the main types of professional activities of research and teaching staff (educational, scientific, methodological, organizational and educational) and the priority of the holding activities for the university at the time of the rating.

BACKGROUND AND OBJECTIVES. Social responsibility is a system of innovative working relationships that acts as an essential technology that enhances the effectiveness of a higher education institution with employees, partners, customers and the community, and ultimately contributes to its prosperity and civil society. Social responsibility should focus on enhancing the image of the higher education institution, recognising its successes in society by civil institutions and individual citizens. This will increase the social value of the higher education institution, its competitiveness, sustainability and efficiency, allowing society to use the resource voluntarily provided by the higher education institution to balance organisational and social interests.METHODS. The methods used to conduct the research were: interview, expert. The questions selected for this study were taken either from the literature or from individual interviews. The literature helped to identify important dimensions of the concept of social responsibility. The interviews helped to identify new points and possible dimensions to contextualise organisational approaches to shaping the social responsibility of higher education institutions.FINDINGS. Organizational approaches to the formation of social responsibility of higher education institutions in the market of educational services are proposed. Mechanisms to increase socio-commercial value of socially responsible higher education institutions are argued: creation of public institutions to identify, formulate public interests and present them to corporations; selection of social projects taking into account stakeholder expectations.CONCLUSION. In order to increase the efficiency of using the principles of social responsibility in HEIs, to improve their ratings, students' competitiveness in the labour market and their involvement in the task-setting and decision-making process, it is necessary to develop a programme of corporate social activity, which can become the basis for developing the HEIs' development strategy. The formation and adoption of such a strategy should be based on the interests of all stakeholders, based on the core values of the university to achieve the indicators at micro-, meso- and macrolevels.

Presented is an algorithm for attracting consumers of educational services to higher education institutions based on benchmarking technologies, tracking the needs and trends in modern education in a specific market in a given period of time. The scientific novelty lies in development and formulation of the concept of “real and virtual criteria for choosing educational services”, that form preferences and needs of potential applicants, which should be based on the study and generalization of experience of career guidance available at the university. The study was conducted on the basis of Rostov state university of economics in the format of career guidance work in the process of questioning applicants and their parents, monitoring available information of the admissions committee. The relevance is confirmed by existing non-standard socio-economic, communication and technical conditions for obtaining educational services, as well as the specifics of activities of a particular university and a sharp reduction in potential applicants in certain areas of educational standard. The results reflected criteria of attractiveness of the university for applicants, as well as their view on motives, incentives and evaluation of the university, educational services, prospects for gaining experience and skills in the specialty. Generalized results of the study were discussed in August 2020 and used by the author in development of a career guidance project to attract consumers of educational services of the university in 2021.

The article proposes innovative methods of development of educational process in higher education institutions (ZVO) of Ukraine. The educational services market has an unstable situation. ZVO needs to be viewed from the perspective of adapting to the changing situation in the educational services market. The example of the university examines the essence of innovative development of ZVO, foreign experience and scientific approach to evaluating the innovation potential of a similar institution. The main factors of external and internal influence on innovative development and innovative potential of the university and stages of its development are determined. It has been shown that innovation is based on increasing the interest of students and teachers in obtaining and selecting new ideas, their relevance to modern scientific and technological progress, financial support and creating an overall favorable environment for innovation implementation. Various innovative methods of pedagogy have always been successfully used in the educational process, the basis of which is the interactivity and maximum closeness to the real professional activity of the future specialist. Attempts by individual teachers to diversify the learning process should be widely supported by students. The importance of maintaining the university's innovation potential has been proven, as the amount of research conducted on the university's base and publications made on its behalf contributes to a better investment climate for employers by employers. Thanks to quality education, the University can benefit not only for its own success, but also to raise the city's rating, to further attract students, tourists and businessmen. The experience of recent years shows that it is much more difficult to implement a certain idea in Ukrainian educational institutions than in Europe or the USA, for example, so in domestic defense institutions they often rely on foreign experience rather than support new ideas from their own participants in the educational process. The article identifies a significant deformation of education, which led to the opening of new edu¬cational institutions. The authors noted the change of priorities in the state regarding the image of knowledge and education. This article examines the problem of creating a positive image for higher education institutions; orientation of modern educational institutions on search, development, and application of managerial cognitive and artistic means of creating a positive image of educational institution, reflection in this image of internal, essential meanings, maintenance and tasks, features of its activity. The authors investigated certain shifts in the market of educational services, namely: increasing so¬ciety’s requirements for the quality of vocational education, constant updates of teaching technology, rapidly changing economic conditions of universities, intensification of competition in the market of educational services. All this causes the urgent problem of finding new sources of increasing the competitiveness of higher education, the basic indicator of which is the image. The authors consider approaches to rating higher education institutions. The most famous interna¬tional university rankings are analyzed. The theoretical and methodological approaches and the basic principles of university rankings are compared. Using cluster analysis to enhance the competitiveness of higher education institutions, expand their capabilities and take them to the next level. The cluster analysis was conducted to determine the activity of students, graduates, employees, employers in the life of the university, their awareness of the symbolism of the university. As the students are not part of the university, their answers were not taken into account. The technological chain of formation of public attitude to the HEA through event measures was also formed.

The article reveals the essence and role of promotional activities of higher education institutions for improving their competitiveness in the market of educational services. In particular, it drew attention to the lack of scientific development of the given problem, on the one hand, and to the obvious importance to provide competitiveness of universities in the today’s socio-cultural environment, on the other hand. The essence and peculiarities of competition and competitiveness of the universities are given, the methods of increasing competitiveness of educational services, implementation of which means implementation of advertising activities by a higher educational institution are represented. It was identified that in the field of educational services the promotional activities should be built in accordance with the principles of flexibility, complexity and adaptability, and its basis should be the quest for more high quality, than the competitor does, in meeting of needs of different target audiences through promotion of a wide range of programs. It is noted that promotional activities related to material production becomes a sphere of promotional images production (images). It is concluded that in organizing promotional activities of the university the unity of purpose and objectives of promotional activities of the university should be provided, that stipulates development and implementation of the strategy of its promotional activities, which will maintain and develop its single educational space in accordance with requirements of the present development stage of the country.

In the article, the authors explore the evolution of the formation of higher education institutions in the UK, analyze the formation of the education system as a whole. In the course of the study, the authors concluded that the reforms that were carried out in the 1960s in the UK higher education system led to accessibility among the general population and massification. And this, in turn, affected the quality of the educational services provided. An important fact in the reforms of higher education in the UK, was the lack of opportunities to compete with the “old”universities in terms of basic research and social prestige, “universities without pedigree”chose a different development strategy, in which the main role was given to the internationalization of learning. In order to avoid the emergence of “diploma mills”, the requirements for the activities of universities are being strengthened, and a number of measures are being taken. The external examination of the university is carried out by the State Council for the Financing of Higher Education. Experts check universities once every five years, conduct surveys of students and teachers according to a formalized methodology, as well as check the specific results of educational and scientific work and make their recommendations. Expert advice from employers is also a form of external expertise. One of the most important aspects of assessing the quality of a university is accreditation. Obtaining accreditation by the university is a prerequisite for the employment of its graduates. All the above-mentioned bodies conduct strict control and it is not profitable for universities to violate the requirements. All of the above measures have practically eliminated the problem of “diploma mills”.

ABSTRACTThe chapter investigates the organizational resilience of the regional higher education institutions (RHEIs) located in the peripheries of Estonia and Finland, focusing on two case studies: Kuressaare College, Estonia and the University Consortium of Seinäjoki, Finland. The aim is to explore the sources and strategies of the organizational resilience of RHEIs, which must be resilient in two respects: they are exposed to changes in the higher education system (HES), and they are impacted by the processes in their region that is, in turn, a part of a larger economic and administrative system. We found that the resilience of RHEIs within regions and the HE system develops in a coevolutionary manner over the course of history; here, progressiveness and flexibility are the most important strategies for RHEIs.

In The Higher Education System , Burton Clark provides a model for the organisational analysis of higher education institutions and systems. Central to the model are the concepts of knowledge, beliefs and authority. In particular, Clark examines how different interest groups both inside and outside the university shape and subvert the management of change. Within the university, Clark notes the tensions between the 'enterprise' and the 'discipline' and at the system level between the state authority, the market and the academic oligarchy. In considering the applicability of Clark's model to an understanding of today's higher education systems and institutions, one can note a weakening of boundaries both within higher education institutions and between them and other institutions of society. Arguably, there has been a lessening of the organisational distinctiveness of universities and an invasion by the language and ideas of the business world. The broadening of the social functions of modern higher education systems may be one of the reasons why academic authority seems to be subject to greater external challenge. Nevertheless, much of Clark's analytic model remains highly relevant to our understanding of higher education systems and institutions even if their empirical manifestations have changed over the intervening years. Clark's model shares much in common with a more recent analysis of the changing relationship between higher education and society conducted as part of a recent project of the European Science Foundation, although changes in emphasis and in authority relationships are also revealed.
