The issue of technical regulation in the development of constructive and space-planning decisions for public buildings is considered. The paper’s aim is to analyze the current system of technical regulation in the Russian Federation, to highlight it in the structure of regulatory documents relating to the development of project documentation "constructive and space-planning decisions" of public buildings. The need for such an analysis is determined by the absence of a unified information base of standards, the inconsistency of requirements in the documents of various departments and the lack of rapid updating of databases. Development of constructive and space-planning decisions of the designed public building is a fundamental component of the initial stage of an investment process. Therefore, the regulatory framework is necessary to provide the designer with operational information for the preparation of high-quality project documentation, reducing the number of expert comments to the adopted design decisions, the time frame for updating the design decisions and the investor's subsequent costs of operating the capital construction object. The analysis and evaluation of the effectiveness of the system present the authors’ point of view on its further improvement by creating a new model for organizing the structure of the regulatory framework for technical regulation documents of public building, which should include blocks of standards for each type of public buildings

Many factors influence what organizational and technological decisions will be made to ensure the safety of buildings and structures. The authors considered factors reflecting their full characteristics. Based on the regulatory documentation used in the design of buildings and structures for the section of design documentation “Structural and space-planning decisions”, the types of safety that are influenced by the design decisions are determined, factors for each type of safety are determined, and safety factors are ranked by importance.

The authors examine historical experience of application of standard designs in buildings. The relevance of the research topic is determined by the established and announced by the state goals of expansion of the use of model projects. These objectives are to accelerate the development and reduce the cost of the project documentation for the construction, improving its quality, the use of standardized technical and technological solutions and reducing the estimated cost of capital construction. The paper presents the current system of regulatory legal acts in the field of design in the construction of the model. The analysis of the main requirements to include information in the register of model project documentation, model project passport is presented. The authors view the prospects of development of model project system to meet the challenges associated with an acute social challenge - the resettlement of citizens from emergency and dilapidated housing.


The article focuses on the problem of the lack of objective evaluation of space-planning arrangement of buildings as a creative approach of the architect to the performing of functional tasks by the object. It is proposed to create a methodology for assessing the functional of space-planning solutions of buildings on the basis of numerical simulation of functional processes using the theory of human flows. There is a description of the prospects of using this method, which makes it possible to increase the coefficient of compactness, materials and works saving, more efficient use of space, reduce the cost of the life cycle of the building, save human forces and time to implement the functional of the building. The necessary initial data for modeling on the example of shopping and shopping-entertainment centers are considered. There are three main tasks for algorithmization of the functional of shopping centers. The conclusion is made about necessity of development of a method for objective assessment of buildings from the point of view of ergonomics of space-planning decisions based on the study of human behavior in buildings of different purposes.

Based on 107 data of public building energy auditing and energy consumption statistics, using multiple linear regression method, this paper given an equation for calculating energy public building consumption quota. It can get energy consumption quota simply and conveniently. The equation was close to actual energy consumption of public buildings. It consider building area, heating degree day (HDD) and building type. The results can be help the government formulate the energy consumption quota for public buildings.

The implementation of the mechanism of Energy Management Contract is of great significance in promoting the energy saving for buildings in China. Combining relevant contents in the Twelfth Five-year Plan of Shaanxi Province, this dissertation introduces the operating mode of the mechanism of EMC, analyses the main problems existing in the field of energy saving in large-scaled public buildings in Shaanxi Province, brings forward the innovative mode for developing market-oriented energy saving with Shaanxi Provincial characteristics based on EMC mechanism, and hopefully provides theoretical bases for the applications of EMC mechanism in the field of energy saving in large-scaled public buildings in our province.

At the present stage of the development of the construction industry, based on the principles of sustainable development, special attention should be paid to the formation of construction waste. Reserves for improving the level of efficiency of waste management can be found in the application of modern information technologies and their adaptation to resource-saving problems. The use of information systems is advisable at all stages of the life cycle of a building. Today, the technology of building information modeling (BIM) is actively developing, which can significantly reduce the amount of waste generation in construction. This is possible with its implementation at the design stage, in order to avoid irrational design decisions, collisions, etc. Information systems for data transmission allow rapid exchange of information between project participants, promptly warn about changes in space-planning decisions, materials, structures and equipment. At the stage of operation, in the presence of the information model of the building, it is possible to create a planning system for the organization of works of major overhaul or reconstruction. This article also proposes a description of the functions that an information system must have aimed at coordinating the management of construction waste in the region.

The aim of this article is to describe decision making groups participating in the process of public buildings refurbishment, to identify their needs of knowledge about public building refurbishment process and to analyze the knowledge dissemination channels. The knowledge dissemination channels used in “BRITA in PuBs” project are described, web‐based decision support tools for the building refurbishment are analyzed. Web‐based decision support are grouped, the examples of their usage in the practise of public building refurbishment process are presented. In the last chapter of article the Intelligent Life Long Learning Tutoring System is presented. According the material of the “BRITA in PuBs” project the study module of public buildings refurbishment was created.

The article describes the process of transforming the industrial model of the school into a modern one. The conclusion is made about the influence of the development of the educational process on the formation of architecture and space-planning decisions of buildings. The increase in the nomenclature of classrooms is directly related to the complexity of the structure of the school and its functional component. Also, modern trends in the design of school buildings are described. The space of schools is considered as a multifaceted structure, combining both places for study, and for rest. The problem of expanding and deepening the information space is analyzed, and ways of its solution are suggested. The main principles of designing public school zones, their division into different-scale volumes are described in detail. Conclusions are made about the requirements for modern school buildings to ensure their compliance with the aesthetic needs of the student's personality. The main problems that are present in the modern school fund are analyzed and possible options for its reconstruction are analyzed. Also, the principles of reconstruction in accordance with the types of planning organization are developed. Examples of solutions to some of these problems are given, and the issue of creating comfortable conditions for people with disabilities is separately highlighted. A conclusion is made about the effectiveness of applying these principles to ensure the modern learning process.

For the reason that approximately 95% of the population of Russia is located in urban and rural settlements, therefore, the construction system of Russia should recognize the «construction of settlements» as its main task. However, in federal laws and regulations of the Russian Federation construction content is not even recognized as “capital construction objects”. Moreover, Federal Law No. 384-FZ does not even contain a record that the individual buildings and structures considered in them are intended (not intended) for construction in the territories of settlements. The article substantiates that mass residential and public buildings in order to protect the life and health of people under the influence of hazardous natural phenomena should be erected only with the maximum period of their operation.
