The prestige of the civil service affects the quality of attracting resources to the public administration, and the civil service is considered as part of the public administration connected with the realization of the goals, tasks and functions of the state. The study of the factors of prestige and the attempt to formulate its model are necessary to manage the process of raising the prestige of socially important spheres of life, one of which is the protection of national interests. The article identifies and analyzes that influence the formation of the prestige of the civil service of Ukraine and leading countries. They are based on the use of official position not in the interests of society: protectionism, mutual services, use of state property for personal purposes, as well as bribes, kickbacks and other illegal mechanisms of "transformation of power into money". Also, criteria have been selected to take into account the prestige, which are a result of the efficiency of public administration and the macroeconomic environment, because they reflect the possibilities and freedom of realization of activity. Updating the prestige of the civil service is a prerequisite for successful European integration and good and efficient public administration that meets the requirements of modern times and European standards and principles of good governance. The  detail analyzes the main factors influencing the prestige of the civil service. After evaluating all possible factors, we can distinguish those that most accurately and accurately reflect the results of the question under study. Measures justified to increase the level of prestige of the civil service.The effectiveness of the reform of the Ukrainian civil service must be accompanied by the creation of a professional, politically impartial, stable, highly efficient, authoritative and prestigious civil service capable of meeting the challenges of today and providing quality administrative services that meet European standards.

Updating the prestige of the public service is a prerequisite for successful European integration and good and efficient public administration that meets the requirements of modern times and European standards and principles of good governance. The aim of the article is to study the prestige of public service through cluster analysis. The article considers the directions of increasing the prestige of public service and highlights the main advantages. The research is based on the analysis of indicators that directly affect the formation of the prestige of the public service of Ukraine and leading countries. Also, to take into account the prestige, international indices were selected, which are the result of the effectiveness of public administration and the macroeconomic environment, as they reflect the opportunities and freedom of activity. With the help of cluster analysis, the classification of indicators that characterize the level of prestige of the civil service in different countries is carried out. As a result, the formation of clusters of prestige of the civil service in different countries of the world is considered and practical recommendations for its increase are presented. It is established that the prestige of the public service is of paramount functional importance, as it is civil servants who are the real leaders of publicity ideas in practice. The article concludes that the prestige of public service largely depends not only on the availability of highly qualified staff, but also on efficiency, but also on the trust, respect of the population, on how the laws and regulations of public authorities will be perceived in public opinion. The prestige of public service is a key indicator of the efficiency and strength of the state in the international environment. It also directly affects the state's ability to provide services to the population, promote competition and growth.

Civil service as a public institution is called to increase the life quality standards for the population by delivery of high-quality administrative services, forming and ensuring the implementation of the public policy, supervision and control over legal compliance of public bodies’ and officials’ actions. However, in Ukraine it does not fully meet these objectives and requires substantial reforming. The relevance of this study lies in an active interest of philosophers, scientists, and lawyers in the research and definition of socio-economic and political turbulence in modern Ukraine caused by internal and external factors. The paper discusses the innovations of civil service in Ukraine, which are aimed at improving the performance and ensuring the quality of civil service. The results of this paper demonstrate that Ukraine has moved quite a distance from the Soviet legacy as far as civil service is concerned. Nevertheless, the country still has a lot to be done: these achievements must be supported by steady efforts so as to make them irreversible and to significantly increase the efficiency of public administration. In this connection, the civil service reform in Ukraine must be supported not only by policy measures that enhance the professionalism of civil servants, but also by the improvement of their public image. The practical importance is determined by the need to formulate priority ways of raising the country’s economic competitiveness and promoting social welfare.

The comparative characteristics of European public administration systems are presented. Particular attention is paid to new models of public administration in EU countries: New Public Management (NPM); New Public Governance (NPG) or New public service (NPS); Good Governance (GG). Both positive and negative characteristics of these government models are listed. Successful reform of public administration is revealed through the creation of appropriate institutions and adherence to the relevant principles, procedures, and standards of public administration and values that should be guided by civil servants. It is proved that the sphere of organization of public administration and civil service in the EU has wide experience through the implementation of so-called «soft» standards. The focus is on highlighting effective tools for reforming public administration in the EU, their main functions. The implications of NPM implementation for European regions, which were adapted by Walter Kicker’s presentation, are outlined. The key features of the new public administration and the cardinal directions of administrative reforms implemented in each EU country are identified, as well as the improvement of the main interconnected components of the public administration system, which include: institutions; rules and procedures, processes and mechanisms for coordination of cooperation; personnel potential. The realization of the reform of the public administration through the reform of administrative procedures, the development of the civil service, the process of decentralization and agencification were clarified. In modern democratic states, managerial innovations are aimed at supporting market mechanisms for democratization of public authorities; market marketing (transformation) of the work of the state with the mass introduction of methods of state managerialism. In these government models, a customer-centric approach is put in place to develop an appropriate strategy based on consumer values, meeting expectations from service providers and implementing information technology.

The article considers a number of European integration aspects of the basic mechanisms development in public administration in the context of the “Good Governance” paradigm. Their peculiarities and corresponding problem questions are singled out.Proved that the efficiency and effectiveness of adopting and implementing state-management decisions associated with an increase in receiving and process- ing information electronically through a computer system and information tech- nology (electronic information and referral and information-legal systems, net- works, grid-technology, automated work places of the manager, etc.). It is about forecasting, planning and designing, monitoring, evaluation, monitoring, etc. All of this relates to strategic management and planning, programmatic and targeted (government action programs, national and other targeted programs, regional pro- grams, national projects) management, state and local budgeting.It is noted that increasing the efficiency of providing various administrative services is associated with an increase in the volume of administrative services and their geography and the reduction in the time of their provision (technology “single window”, information and reference electronic networks, etc.). Identified the introduction of the model and paradigm of “good governance” in the national system of public administration, ignoring the world, especially Eu- ropean experience implementing the model and paradigm of “good governance”; excessive lobbying for decentralization by the authorities at the city level; an at- tempt to reform the public administration system, in particular by moving to the model of “state management” in real conditions of the limited budget of the state; lack of serious preparedness, first of all recruiting, to such a transition; in fact, there is an artificial attempt to combine two different models of public administration, namely, “good governance” and “state management”, etc.

AbstractIn recent years many important developments have been observed in the Ukrainian public administration: reforms in the public-administration system and civil service, improvements in the regulatory framework for their functioning, extension of the rights and powers of local self-government, bringing their activities into compliance with the EU requirements as well as the transformation of civil service according to the European standards.However, reforming public administration in a post-socialist transition country is hampered by the lack of resources and by public mistrust. The Ukrainian state faces these challenges, as well, and it attempts to find the ways to leave behind the situation formed by decades of uncertain public policy and a flapping development vector.Since 2014 key events have taken place that dramatically affected the public administration in Ukraine, i.e.: the elections of a new president instead of the one who fled, the snap parliamentary elections, establishing new civil and military administrations, launching approximately 60 reforms aiming to give the nation a modern shape corresponding to world-wide trends. Special importance must be granted to the public administration (PA) reform because it plays a crucial role in securing the nation’s success in global competition.The goal of this study is reviewing the most important PA reforms occurring in Ukraine (decentralization, civil-service reform, anti-corruption measures, transparency, reviewing the functions of the central executive bodies). The research questions embrace the following: (a) what main directions in PA reforming are perceived by the Ukrainian government; (b) how are the national governmental body’s functions reviewed; (c) what are the obstacles and risks for PA reforming at the national level ? To address these questions, the respective legislation has been analyzed along with some practical steps applied by the government towards the improvement of public institutions’ operation.Our study demonstrates that Ukraine has moved quite a distance from the soviet legacy as concerns public administration; however, the country has not reached the point of no return yet: the positive reform achievements must be supported by steady efforts in order to make them irreversible and to significantly raise public administration’s efficiency.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O. Klepanchuk, O. Petryk, S. Lisovsky, S. Romanyuk, L. Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A. Emelyanova, S. Loboyko, O. Maevska, A. Semenchenko, V. Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y. Starylov, J. Sobko, I. Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D. Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks;  unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online;   distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state.

The author of the article has provided the results of the analysis of the methods of administrative and legal protection taking into account the changes within the relations between public administration and taxpayers and the course chosen by the state for liberalization of tax relations. The place of the concept of the methods of administrative and legal protection in the term system of the science of administrative law and their dialectical relations with the methods of public administration and administrative activity has been established. The author has indicated generic and specific features of the methods of administrative and legal protection of tax relations, where the latter will depend on the peculiarities of the means and methods of influence used by the public administration for the purpose of exercising security functions. The system of methods of administrative and legal protection of tax relations has been offered to form from three elements: general methods of administrative activity (persuasion and coercion), service tools of influence (provision of administrative services, creation of electronic services and publication of open data sets) and organizational methods. The expediency of distinguishing service means of influence into a separate group of methods of administrative and legal protection has been proved. It is conditioned by their special functional purpose – creation of conditions for independent prevention of possible breach of protected relations by the taxpayer. The role and correlation of persuasion and coercion in the system of methods of administrative and legal protection of tax relations have been clarified. Despite the presented importance of the persuasion within the relationship between the controlling agencies and the taxpayers, it has been stated that state coercion remains the main mean of administrative and legal protection of tax relations. Particular attention has been paid on the need to reconsider the correlation of tax and administrative coercion within tax relations. It has been proved that the basis of their delimitation should be not the branch of legislation, where the authority to apply the appropriate measure is assigned, but the essential criterion and the subject matter of regulation (influence) – relations arising from incomplete calculation and late and incomplete payment of taxes and fees, or relationships related to the organization and enforcement of tax responsibilities and the proper exercise by the supervisory authorities of their powers. It has been emphasized that tax coercion, unlike administrative, performs both punitive and compensatory functions.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». The chapter sketches a way out of the privatized state, by defending certain constitutional limits on privatization. It articulates, in broad terms, some policy proposals for rebuilding a more democratic and representative system of public administration, such as an educational program for the civil service. It also emphasizes how the education of the civil service should share many of the features of the civic education of citizens. The chapter discusses proposal concerns the introduction of democratic practices within the administrative state through arrangements like codetermination. It examines the purpose of arrangements that strengthen the democratic legitimacy of the administrative state and the citizens' trust in it without compromising its independence from undue political pressures.
