Participatory budget is an innovative tool for public policymaking, which is characterized by the particpation of residents of territorial administrative units. In the paper, authors focus on the evaluation of the participatory budget within the Visegrad Group, which is linked by specific ties due to the special development of this geopolitical area after the political and social changes in the late 1980s. Identifying the specifics of participatory budgeting in Poland, the Czech Republic, Hungary, and Slovakia is set as the main goal of the article, specifically evaluating the pilot project model, analysing the legislative framework, which regulates participatory budgeting, and extending this tool at the local level in terms of current statistics. As for the pilot projects, the authors identified differences in the following indicators: initiator of its implementation; participation of citizens and their position and powers in project design; participation in the decision-making on projects in terms of voting; whether a direct physical vote or online form was used. In addition, the authors evaluate the legal framework of the selected states in terms of presence of the primary or secondary regulation. Finally, the quantitative development of participatory budgets is monitored, while the potential impact of the COVID-19 pandemic is also reflected in the paper. Based on the data from other states of the Visegrad Group, in the final chapter the authors present optimization proposals, which they consider applicable in Slovakia. The authors identified at least three possible ways of amending the current Slovak legislation in order to improve the implementation of the participatory budget. The paper specifies the shortcomings in the form of low citizen participation in the drafting phase and in the voting process. The paper also identifies the same bottom-up implementation process in all V4 member countries. Poland is the only V4 country that has enshrined primary legislation on participatory budgets in its legal system.

AbstractThe paper refers to the social innovation of participatory budgeting which has become a very popular tool for stimulating citizen participation at the local level in Poland. It focuses on the major cities, defined as capitals of the voivodeships or regions. Based on the data concerning 2018 participatory budgeting editions in the eighteen cities, it describes the funding, organisation of the process, forms of voting and voter participation as well as the nature of projects selected and implemented. According to the amended Act on the Local Self-Government, organisation of participatory budgeting will only be obligatory for Polish cities from 2019. Despite that fact, it has already become quite popular and broadly applied in local communities. However, citizens’ participation and involvement in the process seems quite low, suggesting a need for experience sharing and improvement of the initiative. Also, project selection reflects the influence of various social groups within urban communities, rather than assisting groups which are at risk of marginalisation.

The article addresses the participatory budgeting (PB), which is one of the most recognised governance innovations of recent decades. This global phenomenon represents in practice a shift towards participatory and collaborative management of public resources at the local level. The purpose of this article is to determine when top down approach to PB might be welcomed, taking into account the characteristics of PB schemes all around the world that they emerged as local initiatives, instigated either by civil society groups or local governments. The analysis is based on the description of the PB example as introduced via country-wide legislation, exhaustively regulating PB procedure. The article examines Polish experience in the field of functioning top down approach to PB. It demonstrates that top down PB can effectively work, if it is accompanied with significant incentives and grants, as well as the extensive autonomy and flexibility of local communities. Polish experience suggests that such an initiative might be relatively successful, yet there is a number of conditions that has to be met in order to ensure the dissemination of legislative model of participatory budgeting. The results have practical implications to central government institutions that consider introduction of some legislative framework for participatory budgeting at the local level. The originality of the research is in the analysis of one of successful stories of the PB introduced via country-wide legislation, and determining when this approach can work, also in other countries.

This chapter analyses basic long-term trends in local governance in Germany in their functional, political, territorial and administrative dimensions. The traditions and legal framework of German local self-government form the starting point of the chapter. Subsequently, the role of the local level in the German federal system and the level of its autonomy are analysed. After that, the most important political-administrative actors in local governance examines, such as councilors, mayors, local administration, local branches of political parties and free voters associations. In describing the long-term trends and challenges in German local politics, special attention is paid to local public management, local democracy and citizen participation. Finally, the chapter ends with a summary of the most important aspects of the development of the municipalities and districts in Germany and with a view towards further reform.

In Ecuador, the participatory political design of the political party forming the government from 2007 to 2017, along with the constitution of 2018, created opportunities for citizen participation. Participatory budgeting (PB) is the most commonly used citizen participation mechanism. The direct participation of citizens is reflected in improving the governance by democratizing decision processes. The contribution of PB to the local management and governance of seven rural communities of the Ecuadorian Amazon was analyzed using a case study. Based on (1) the level of compliance with municipal planning through management indicators and, the amounts allocated to PB, (2) along with the level of citizen satisfaction, complementary perspectives (acquired through a survey) on the implementation of PB are provided. These sources of evidence allowed us to critically assess the effects of PB in the improvement of local management and governance. We found low levels of municipal planning compliance, i.e., a 20% (2017) and 43% (2018), high levels of citizen dissatisfaction (around 91%) and also a “disagreement” with the PB implementation process. Finally, it is observed that the implementation of the participatory budget in rural communities presents deficiencies that limit the obtaining of representative benefits and that imply an improvement in the governance and quality of life of the citizenry. This is mainly caused by the low interest of citizens to participate in the phases of execution and monitoring of projects, due to a low culture and participatory education.

The relevance of the topic is primarily due to the fact that local government is one of the most important institutions of public relations. Its development has been a «cornerstone» in municipal science for many decades, since its inception. The article examines the main conceptual concepts of this phenomenon, developed by foreign and domestic authors, gives a step-by-step description of the formation of the Russian institution of local self-government. The actual development of local self-government at the present stage is shown through the analysis of legal documents. As a result of the study, conclusions were made about the imperfection of the legal framework in the field of governance at the local level. There was an urgent need for significant adjustments to the legislative framework related to the regulation and development of the institution of local government.

Participatory budgeting is a public policy and management instrument as well as a mechanism to help develop citizen participation and transparency. This chapter examines participatory budgeting from its origins, evolution, and the way in which it has contributed to make management transparent at the local government level, appropriately guiding the use of financial resources while contributing to the fight against corruption. This work demonstrates how the Dominican Republic is implementing participatory budgeting policies and their impact on the administration of local municipalities, quality of life improvements, and citizen participation as a core democratic principle of direct open government. This chapter presents a strong case, based on the example of municipal-level governments in the Dominican Republic, that participatory budgeting at the local level is one of the most important direct democratic instruments of Open Governments after the right to vote to create a solid foundation for good governance at the local level.

Participatory planning has faced challenges engaging predominantly Spanish-speaking immigrants beyond the bottom rungs of Arnstein’s ladder of citizen participation. Participating at any level of the ladder requires individual civic skills, or capacities, that are integral to participatory processes. However, the specific skills necessary for collective action are less certain, due in part to a lack of clear definitions and a lack of clarity about how these capacities work in practice. Drawing on two years of data from a participatory budgeting process in an immigrant community in Chicago, Illinois, the authors identify key civic capacities that Spanish-speaking immigrants activated while engaging in civic discourse, and they explore the role these capacities played in moving ideas toward collective decision making. The authors present an organizational schema that aligns the study’s findings of 17 unique civic capacities with capacities identified in the literature as helping participants engage more meaningfully in decision-making processes.

The main task of planning documents is to achieve maximal rationality in the use of space, spatial resources, and balanced territorial development. The preparation of plans is regulated by a legislative framework, which embraces multiple phases and stakeholders. In a perfect planning process, it would be expected that all the elements are well coordinated and brought to common understanding, but in reality, obstacles and challenges can occur in any of these steps, especially in the implementation phase. Although a plan is fully prepared to be practiced, its implementation might be omitted. Therefore, this article analyzes the full process of spatial and urban planning from the perspective of plan implementation. The methodology is based on a combination of different data collection methods (interviews, fieldwork, direct observation) with the analysis of plans and the particular mention of those plans that picture the implementation issues the most. Also, legislative acts and semi-annual and annual reports on the achievements of the local government budget are analyzed. The approach indicates that plan implementation depends the most on the willingness of the government to perform changes in the system and to peruse punitive policy comprehensively. Although it is about implementation at the local level, the success primarily depends on clear definitions given in the legislative acts, freedom of the local communities to make their own decisions, and financial decentralization, side by side with the regional and local circumstances, institutional technical and staff capacities, and application of participatory planning that involves actors from various sectors.

Abstract “XarxaSalut” started in 2017, with the municipalities that have taken the commitment to boost the Promotion of Health (HP) at the local level through community participation, intersectorality and equity perspective. The objective is to present a policy process evaluation (2'5 years) of the implementation of XarxaSalut. Different approaches have been used; a questionnaire addressed to the municipalities at the time of adhesion including data on intersectorality, participation, HP actions and open questions; description of instruments that Regional Public Health Authorities (RPHA) has mobilized and an analysis of barriers and strengths made by the coordination office. In 2017, 17 municipalities were joined, being 197 in February 2020 (70% of the population). 65% are in a process of an organizational change through the intersectoral, decision making and participative working group. 35% are doing analysis of determinants and /or health situation, assets maps and a prioritization of HP actions. The main barriers identified by municipalities are lack of economic and personal resources, and difficulties in achieve citizen participation. The main benefits were the optimization of resources, the exchange of experiences, training, or economic support from the RPHA. Some support instruments develop for RPHA are a collection of guides for community development, funds that the municipalities can apply to support actions related with training, HP action on vulnerable population, on asset maps, participation processes, vulnerable neighborhoods, etc.; Community actions have been included in the “Health Observatory” to give visibility and social support to XarxaSalut. Interdisciplinary training processes with health and municipal professionals have been made in order to develop a common language and strength the competences for HP. Lesson learned: The need to improve coordination and a common language between different types of participants and professionals Key messages The decision makers and professionals in the municipalities understand the impact in health of the policies developed at local level but needs guide and support to deal with it. The coordination between different administrations and primary health at local level and the misunderstandings about health and their determinants are the main aspect to reinforce.

The energy transition in Europe requires not only the implementation of technological innovations to reduce carbon emissions but also the decentralised extension of these innovations throughout the continent, as demonstrated by the ‘Clean Energy for All Europeans’ package. However, decentralised energy generation, and specifically electricity generation, as it gives rise to new players and interactions, also requires a review of the energy planning process. In this sense, governance becomes the key concept for understanding the implementation of the energy transition in a territory. This is particularly visible in a cross-border setting, especially considering cross-border cooperation in the development of renewable energy sources (RES) provides the necessary elements to determine the criteria of local regulation between the different levels of governance. In light of the current legal framework in France, this paper presents the institutional framework of the multi-level governance of the RES development planning process. It concludes that it is quite conceivable for the rationales of governance at the local level (decentralisation) and the large-scale operation of a large interconnected network (Europeanisation) to coexist.
