By the end of 1916, the food issue had been escalating in the Russian Empire. The Russian government faced the need to supply not only the army, but also the provinces with consuming bread, and the civilians were hostages of the transport crisis. The fixed prices for bread introduced in September 1916 led to the restriction of market trade. An important step in the state regulation of the bread market was the unfolding of bread. The article provides an analysis of food policy before the introduction of the unfolding. The food distribution of the tsarist government was an attempt to mobilise grain resources for the needs of the army and the civilians. The peculiarity of the reform was the combination of the principle of duty and payment of the product at a fixed price. The expansion is considered both from the all-Russia positions, taking into account the experience of grain-producing provinces, and in terms of Kostroma Province, which had lack of developed agriculture. The article pays special attention to the measures of local authorities. The governor, the zemstvo, the volost peasant gatherings were not ready to complete the tasks in full. The article concludes that the food distribution in the bread-consuming province, experiencing a crisis of planned supply, could not end successfully.

The article is devoted to the problems of the regional policy of the Russian Empire at the beginning of the 19th century discussed in the latest Russian historiography, to the peculiarities of the state-legal status and administrative practice of the Kingdom of Poland. It was the time when basic principles and a special structure of management at the outlying regions of the empire were developed, and when special (historical, national, and cultural) regions were formed on the periphery of the Empire. The policy of the Russian government in relation to the Kingdom of Poland depended both on the fundamental trends in the international relations in Central and Eastern Europe (as reflected in international treaties), as well as on the internal political development of the empire, and the peculiarities of political, legal, social, economic, cultural processes in the Kingdom and on Polish lands in Austria and Prussia. All these aspects have an impact on the debate that historians and legal experts are conducting on the state and legal status of parts of the lands of the former Principality of Warsaw that were included in the Russian Empire in 1815 by the decision of the Congress of Vienna. The fundamental political principles of the Russian Empire in the Kingdom of Poland in the first half of the 19th century were a combination of autocracy (with individual elements of enlightened absolutism), based on centralized bureaucratic control, and relatively decentralized political, administrative and estate structures, which assumed the presence of local self-government.

The article is devoted to the activities of the deputies who represented the Vladimir Governorate in the First and Second State Dumas of the Russian Empire. The existing research base on this issue is analyzed. Special features of the local elections in the territory of the governorate are revealed. The data on the influence of the local authorities’ policy on the course of elections in the peasant curia are presented. The regional peculiarities of the tactics of individual parties (the bloc of the monarchist party and the Union of October 17) in the elections to the Second Duma are indicated. The attempts of the local authorities to disqualify the most popular opposition candidates from the elections to the Second Duma (K. Chernosvitov) are presented. The collective portrait of the Vladimir Governorate deputies is given, and the main information about their social status, age, party affiliation, and education is cited. Based on this information, the article shows the similarities and differences of the Vladimir Governorate deputies of the first and second convocations from the all-Russian indicators. The statistics on the membership of the deputies from the Vladimir Governorate in the Duma commissions are indicated, and their participation in the legislative activities of the State Duma is considered. The author highlights the key issues which were of interest to the deputies of Vladimir Governorate, such as social policy, political and civil rights, elections to the State Duma, and judicial reform. The speeches of the deputies on these issues are analyzed, and the most active parliamentarians are identified (I. Aleksinskii, K. Chernosvitov, N. Zhidelev, and M. Komissarov).

The article examines the state of the waqf lands in the Turkestan general-governorate, created during the colonization of the Russian Empire, using the example of the Syrdarya region. The study mainly used primary archival sources, materials from the office of the Governor-General of the region, and scientific works on this topic. We analyzed the reasons for the establishment of the waqf lands in the area and their significance, as well as the fact that these lands became abandoned as a result of the colonial policy of the tsarist authorities. The General government in Turkestan was created in 1867 based on the Syrdarya and Semirechensk regions. The Syrdarya region included such ancient cities as Tashkent, Turkestan, and Shymkent. Waqf lands have existed in these parts since time immemorial. After the Russian invasion, these cities became the first objects of political experiments of the tsarist administration. In the early stages of local self-government, the Russian government generally adhered to a policy of non-interference concerning waqfs and the Islamic religion in the region. But with the arrival of the first governor-general von Kaufmann in Turkestan, a colonial policy concerning the lands began. Some of the land owned by the waqfs was transferred to the state account, while others were left unattended. With the cessation of income from waqf lands, mosques, madrassas, and other sacred places Muslims were deprived of their financial resources. This situation harmed the socio-economic life of the peasants who worked on these waqf lands. We investigated this issue based on the principle of historicism. This article analyzes the October 1905 pogroms in the Russian Empire. It explores the reasons for the pogroms, the perpetrators, the victims, and the consequences for the Jewish population. The article shows the differences and peculiarities of the pogroms, which occurred in the cities and shtetls, rural areas, on the railroads, and in the ports. The article also explores the attitude and involvement of the higher and local authorities, police, and troops in the pogroms. Historians continue to debate whether these pogroms occurred spontaneously or were organized by the Tsarist authorities. This article provides considerable evidence that the October 1905 pogroms were not a spontaneous reaction of conservatives to the revolutionary events, but rather was the policy of the Russian government directed toward the suppression of the revolutionary movement.

The review of the III International historical and legal congress “Legal traditions of the formation of Russian statehood", dedicated to the 300th anniversary of the proclamation of the Russian Empire, is given. One of the main tasks of the event was to bring together representatives of science from different states, different scientific schools and directions to solve topical historical and legal problems of the state and law. Following the results of the congress, a declaration was adopted, in which the importance of continuing legal research of domestic state-legal traditions was noted, the main directions for the further development of historical and legal science were outlined.

SummaryThis article presents the heritage of the Dominican Order, which underwent the biggest transformation and destruction in Lithuania during the occupation by tsarist Russia. After the uprisings against the tsarist Russian government in the region in 1831 and 1863–1864, a Russification policy began, primarily targeted against the Catholic Church organization. The Dominican Order, which renewed its activities and had been purposefully operating in the Grand Duchy of Lithuania since the beginning of the 16th century, was liquidated during the occupation by tsarist Russia. This article studies the original appearances of Aukštadvaris, Kaunas, Merkinė and Paparčiai monasteries, which were most affected by reconstruction and demolition works during the Russian occupation, and reconstructions of their original appearance are presented. The architectural expression of all the monasteries in question suffered the most after the uprising in 1863–1864. In Aukštadvaris and Kaunas old convent churches were reconstructed into Orthodox churches by changing their old architecture, destroying individual elements of the building volume and decoration. Russian-Neo-Byzantine style promoted in the Russian Empire emerged in this context. The buildings of Merkinė and Paparčiai monasteries were completely demolished. Based on the iconographic material, especially the drawings and plans of the buildings made before the reconstruction or demolition works as well as visitations of the monasteries and material of other historical sources, the visualizations of the Aukštadvaris, Kaunas and Merkinė monastery complexes were prepared using modern means.

The article examines the issue of the effectiveness of the work of the Special meeting for combining measures to provide the active army with items of combat and material supplies, headed by the Minister of War. It is noted that the Special Meeting, which appeared on May 13, 1915, received extraordinary powers to carry out the economic mobilization of the entire national economy of the Russian Empire. These powers were legally formalized on August 17, 1915. From that moment in 1915, a Special meeting for the discussion and unification of measures for the defense of the state, for the provision of fuel for communication lines, state and public institutions and enterprises working for the purposes of state defense, for the food business and transportation of fuel and food and military cargo. This body, created in wartime conditions, was entrusted with extraordinary powers to manage state, public institutions and enterprises. The chairman of this meeting was the Minister of War, appointed directly by the emperor. It was he who could form commissions and subcommissions that dealt with both the procurement of weapons, equipment and equipment abroad, and directly with the implementation of a general domestic economic policy in the state for the development of certain branches of industrial and agricultural production. However, as the materials show, the transfer of management functions to the state apparatus and the entire mobilized economy of the country into the hands of the military department led to distortions in the development of the country’s national economy. Primary attention was paid to industrial enterprises working for the purposes of state defense, while the organization of food supply and transport support in the Russian Empire, despite the initiatives of the Ministry of Railways, the Ministry of Trade and Industry, the All-Russian Zemstvo Union, which had a representative in a Special Meeting, did not found due support and attention from the Chairperson of the Special Meeting.

The activities of military topographers in Western Siberia to provide cartographic information on the foreign and domestic policies of the Russian Empire in Central Asia and Siberia in the 19th century are considered in the article. The role of information in the formation of the Russian Empire is emphasized. The contribution of the state to the organization of the study of the Asian regions of Russia and neighboring countries is noted. The establishment of the military topographic service in Western Siberia can be traced taking into account data on administrative transformations in the Siberian region, and on changes in the foreign policy of the Russian Empire. The participation of military topographers in determining and designating the state border with China is described in detail. The question of the role of military topographers in the scientific study of China and Mongolia is raised. The significance of the activities of military topographers for the policy of the Russian Empire on the socio-economic development of Siberia and the north-eastern part of the territory of modern Kazakhstan is revealed. The contribution of topographers to the construction of the Trans-Siberian railway, the design of river channels and new land routes is revealed. A large amount of literary sources, materials on the work of military topographers of Western Siberia, published in “Notes of the Military Topographic Department of the General Staff” is used in the article.

The article describes the history of creation and activities of sanitary guardians in the cities of the Russian Empire. The study aims to identify organizational and social contradictions in guardianships’ activities, which hindered citizens from involvement in solving local sanitary problems. Boards of sanitary guardians were established by order of local authorities to involve the population in the fight against epidemics and conducting sanitary measures. The sanitary guardians’ activities consisted of timely notification of local authorities about the emergence of epidemics, participation in sanitary inspections of households, and conducting preventive conversations with homeowners about their compliance with public health and urban improvement regulations. The practice of citizens social participation in monitoring the urban area’s cleanliness was intended to level out the contradictions between homeowners and temporary doctors and sanitary executive commissions “alien” to the city community. Still, it often provoked conflicts between sanitary guardians and homeowners who defended the rights to inviolability of their property. In general, public oversight conducted by sanitary guardians has proven ineffective in the long term.

The article examines the process of origin and formation of the political police of Kostroma Province in the mid-19th century. Special attention is paid to the issue of its staffi ng and the wide use of army offi cers for service in the political police. The chronological framework covers a little-studied period of activity of the political police in Kostroma Province. The authors of the article note that the Highest orders of military ranks that had a special place in the appointment of the headquarters and chief offi cers of the political police. On the basis of archival materials, the main directions of service activities of the highest ranks of the political police in the region are analysed. The article reveals the contribution of the gendarmes’ Corps chiefs to the protection of public order during the period under review. The author reveals the attitude of the authorities to literacy among the lower ranks of the gendarmerie. On the basis of historical and archival documents, it is concluded that the successful career of offi cers was promoted by conscientious performance of their offi cial duties, their «excellent-diligent and zealous service». It is concluded that special attention was paid to discipline among the gendarmes. The political police were independent of other branches of government, and were subordinate only to the headquarters of the gendarmes’ corps and the third division of His Imperial Majesty’s own offi ce. Gaps in the historical and legal coverage of the work of the state security Agency in the province of the Russian Empire at the fi rst stage of its existence are fi lled.
