Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The purpose of looking at Indian universities in a comparative perspective is obviously to locate it among higher education institutions across the world and to identify its strengths and weaknesses in the advancement of learning and research. In doing so, one can discern the directions for reform in order to put the university system in a competitive advantage for an emerging knowledge society. This chapter looks at the current state of universities in India and highlights the initiatives under way for change and proposes required policy changes.

ABSTRACTThe following analysis aims to investigate the present and the future of the Ecuadorian university, its relationship to work, citizenship and identity, higher education and learning, knowledge ecologies to link research and teaching in higher education and the pre service education: policies, programs and practices. The information society and knowledge required of citizens better prepared and more committed to the environment in which they live and develop. Aware of this reality, the university must rethink the principles that led to its creation. Moving from theorizing (conceptualization - observation) to the practical (research - reflection – criticality - involvement) valuing and respecting diversity and multiculturalism in tandem to raise awareness on the social responsibility of their knowledge. This rethinking of contemporary university must analyse as proposed by some researchers (Montero, Patricio. 2010) the megas educational trends and challenges for higher education that have implications on key educational decisions related to the relevance and validity of higher education. In particular, for curriculum development, methodologies for both teaching and assessing also the management of teaching. 1.- Globalization marked by the knowledge society. 2.- Training for a highly dynamic interdependent labour structure. 3.- The survival of organizations depends on the knowledge possessed by its staff. 4.- Changes in the design of intelligent behaviour and productivity of people. 5.- Changes on the conception of learning, emphasizing the concern of internal processes of people for learning.RESUMENEl siguiente análisis pretende investigar el presente y el futuro de la universidad ecuatoriana: su vinculación al trabajo, la ciudadanía y la identidad, la enseñanza superior y el aprendizaje, ecologías del conocimiento en cuanto a enlazar la investigación y la docencia en la educación superior, así como el pre servicio de la educación: las políticas, programas y prácticas. La sociedad de la información y el conocimiento requiere de ciudadanos mejor preparados y más comprometidos con el medio en que les toca vivir y desenvolverse. Consciente de esta realidad la universidad debe de replantearse los postulados que la llevaron a su creación. Pasar de la teorización (conceptualización - observación) a la practicidad (inves-tigación – reflexión - criticidad- involucramiento) valorando y respetando la diversidad y la multiculturalidad a la par de concienciar en la responsabilidad social de sus conocimientos. En este replanteo la universidad de hoy debe de analizar, como lo proponen algunos investigadores (Montero, Patricio, 2010) las megas tendencias educativas como desafíos para la educación universitaria que tienen implicaciones en las decisiones educacionales claves vinculadas a la pertinencia y vali-dez de la educación superior. En especial, para el desarrollo curricular, las metodologías tanto para la enseñanza como para la evaluación y para la gestión de la docencia. Cinco son las que se plantean: 1.- La globalización marcada por la sociedad del conocimiento. 2.- Formación para una estructura laboral altamente dinámica e interdependiente. 3.- La super-vivencia de las organizaciones depende centralmente del conocimiento que posee su personal. 4.- Cambios en la concepción de comportamientos inteligentes y la productividad de las personas. 5.- Cambios sobre la concepción del aprendizaje, enfatizando la preocupación de los procesos internos de las personas para el aprendizaje. Contacto principal: [email protected]

Portal-based solutions have been proved in practice to be a promising technology that offers companies a way to transform and integrate their information systems more effectively and at lower cost. The main point of this paper is to discuss the use of portals in institutions of higher education. We examine the motivating factors that drive higher-education institutions to use portal-based solutions. As an example, we explain how the University of Ljubljana is taking advantage of portal technology and what benefits are to be expected from the use of portals as core components of the university’s new user-centric information system.

Electronic Web-based campus information systems and e-learning educational delivery became increasingly important for higher education practice in the late 20th and early 21st century (Bates, 2000; Cobarsí, 2005). These emergent information technologies brought about changes in the traditional face-to-face campus and paper-based communication and teaching (Brown & Duguid, 2000). There are several trends in the introduction of information technology in universities that can be summarised into three main types (Duderstadt, 2000; Folkers, 2005). Firstly, most universities gradually adopted electronic campus information systems and e-learning to reinforce functionalities offered by their physical campus, with no intention of substituting the traditional campus but simply to strengthen their capabilities. Secondly, other institutions, the so-called first generation distance universities, had no physical campus from the very beginning, such as the institutions founded in the 1970s: the British Open University http://www3.open.ac.uk or Spain’s Universidad Nacional de Educación a Distancia http://www.uned. es/portal/index.htm. Thus, they incorporated electronic media to complement their usual means of communication by post or periodical face-to-face tuition. Thirdly, the Universitat Oberta de Catalunya (Open University of Catalonia, hereinafter the OUC) is a quite different case: it was created from the very beginning (the academic year 1995-1996) as a wholly e-learning and Internet-based higher education institution, where a virtual campus with wide-ranging functionalities supports most of the day-to-day activities. As a result of these original premises, this university has some important organizational and information system features, which are summarised and discussed in the sections below, from the chronological perspective offered by its having been in operation for 10 years.

The paper deals with the cross-cutting tasks system use for the university education as a necessary condition of professional education orientation. The application of the cross-cutting tasks system promotes holistic students thinking and helps to master the means of action in a particular work situation. The paper contains a fragment of the system developed by the author for the course Subject-oriented economic information systems for bachelor students majoring in Applied Information Technologies in Economics. The course consists of several modules, the cross-cutting tasks system is used in the module Information systems of personnel management. The fragment of the system contains multiple plot lines that show methods of standard operations for personnel documents maintaining and enterprise personnel management, calculation and salary payment in the automated system. Specific tasks help to demonstrate continuity and connectivity of all sections in the module. The author of the paper considers some difficulties of the cross-cutting tasks system application: strict sequence of the methodology; difference in time that students need to perform the tasks; inability to include some tasks in the system; dependence on the results obtained during previous classes. The paper also contains possible ways of overcoming these difficulties.

The article solves a scientific problem, the essence of which is the contradiction between the need to clarify the peculiarities of implementation of information and communication technologies in institutions of higher education of the technical profile and a certain deficit of special studies that would allow to meet this need. The situation is formulated in accordance with which in the sphere of social and cultural relations the preconditions for the use of Internet technologies are formed, but the managerial and directly educational levels of activity for the university are more promising «conservative» position, aimed at the phased and integration of these technologies in parallel processes of modernization higher education associated with the preservation of the quality of education, financial success of universities, etc. The modification of the network structure of education takes on special significance in connection with the emergence of new forms of social communication, including the innovative network learning, which becomes a social and communicative alternative to traditional education. Today, interpersonal communication, which is the sphere of the connection of new types and forms of communication without human being in the real environment, is determined precisely by the information culture of a person, which explains the human desire to learn in the new world on the basis of the use of information and computer technologies.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.
