Objective - Are stakeholders within the institution as actors, or are they also the goals of the institution's social responsibility? This study aims to provide new insight into the role of stakeholders in the implementation of social responsibility in Higher Education Institutions (HEI). Institutions have a certain level of social responsibility, which is inherent to its existence. To exist, an institution relies on the presence of stakeholders. Stakeholders are considered as the key to an institution's legitimacy. The relationship between an institution and its stakeholders can be described as a social contract. Methodology/Technique – Using a qualitative approach, this study identifies the relevant stakeholders in HEI’s and categorizes their roles and interests. The concept of HEI social dimension is used to analyze and interpret the data. The results indicate that HEI stakeholders consist of three levels, namely: primary (including management, lecturers, students, administrative staff, security officers, technicians, cleaning services, and the natural environment of the institution), secondary (including the local community, industries, alumni organizations, the government, accreditation agency, and the natural environment around the institution), and tertiary level (including society in general and nature). Finding & Novelty - The results suggest that the primary stakeholders become moral actors who carry out the institution's commitment to implement social responsibility. This finding implies that primary stakeholders become the executor and the goal of HEI social responsibility. Therefore, the institution's social responsibilities activities are aimed at the life and development of the institution itself. Social responsibility is carried out from the inside to the outside in a circular and continuous manner. Type of Paper: Empirical. The purpose of this chapter is to examine the role of personal values for social responsibility (SR) of higher education. Besides the core mission of higher education to create, transfer and preserve knowledge in society, the idea of SR has gained its importance also in institutions of higher education. SR has many drivers, among which personal values are considered as one of the key building blocks for SR. For enhancing SR, higher education institutions should also develop stronger ties with the community. The chapter provides an insight into discussion about community involvement of higher education, into the role of personal values for shaping SR of higher education institutions and explain how personal values can help to enhance community and social involvement of higher education. Findings may be a starting point for re-thinking and/or establishing strategies for achieving higher level of SR in higher education institutions and enhancing the link with the community.

Internationalization is an emerging trend in the development of higher education institutions (HEIs). Around the world, several projects and university associations and collaborations are launched to enhance internationalization including in Indonesia. For Indonesia, internationalization is an inevitable process and considered as a strategic step that Indonesian government should take in the globalizing world, especially after the ratification of the General Agreement on Trade in Services (GATS) by the government in 1994. Since then, the Government of Indonesia revises and produces policy and statutory regulations to promote international education in Indonesia and guarantee a good practice of integration of international dimension. Although many studies have been conducted to analyze this trend, very few studies focus on the legislations support for internationalization. For this purpose, the authors analyze the regulation with a normative juridical approach.

<em>Corporate Social Responsibility (CSR) is one of the promotion techniques done by a Public Relations in higher education institutions to face the tougher competition among the higher education institution in gaining new students. Most higher education institutions in Salatiga try to do some CSR programs to achieve their goal. This study tries to investigate what suitable model of CSR done by higher education institutions in Salatiga-Central Java which is also implemented and the influence of this program to students’ intake in one academic year. Lastly, it tries to propose a CSR modeling for increasing students’ intake at higher education Institution in Salatiga-Central Java. This study employs interview and literature study for data collection. The data are then analyzed qualitatively to answer the posed research questions. This study involved 7 Higher education institutions in Salatiga-Central Java and also 19 High schools which are spread in 7 cities in Central Java. The result of the study shows that the Public Relations unit in each higher education institutions has carried out their CSR program to some of the Schools in Central Java, but lack of coordination done by both parties. However they emphasize their CSR program focusing on community service, high school student activities, scholarships and training. In order to effectively achieve the goal, an intake cycled relations model is proposed.</em>

The paper seeks to explore the current issues that deepen the understanding of the benefits of social responsibility in higher education institutions. In particular, it is observed that interpreting social responsibility as a philosophical category or an ideological concept is limited to identifying only the boundaries of the company's responsibility for its effects on society and the environment. However, an emphasis is put that to implement a socially responsible strategy, a company should build a model to manage social responsibility and its integration into the key business processes: production, sales management, logistics, and personnel management. The hypothesis of the study is that making use of the benefits in developing social responsibility in higher education institutions will contribute to boosting their competitiveness in the educational services market. The purpose of the study is to provide insights into the benefits of developing social responsibility in higher education institutions in the educational services market. The methodological basis of the study is the neo-institutional theory which assumes concluding contracts (transactions) between counterparties based on a cycle of "negotiations, accepting and fulfilling of obligations"; an institutional paradigm as a process of interaction between the government and the society which negotiates, accepts and fulfils obligations as to organizational and financial involvement in socially responsible activities. The findings have identified cause and effect relationships that determine the terms and the degree of shaping social responsibility in higher education institutions which are of a two-fold character. It is argued that the maturity of social responsibility of the government and higher education institutions significantly enhances their competitiveness. The results of research provide evidence on the existence of certain University social responsibility patterns. However, it is noted that at the early development phase, certain volatility is observed in cause and effect relationships between social responsibility factors, causes and drivers in society as a whole and in terms of differentiated business units including higher education institutions.

Students' application for higher education admission is significantly increasing from time to time. As a result, it effects the increasing financial cost to provide the facilities, human resources, and others. A student with high potential but cannot afford to cover the expenses, has no opportunity for his further studies due to their financial problem. Financing problems for higher education institutions is not a new problem, in fact, it becomes a big issue nowadays. Brunei Darussalam is fortunate since the government still provides free education for locals who fulfill the requirements. However, currently, there are complaints from the parents on educational financing. The same situation will happen in Brunei if we do not find a solution that can solve the problem. This research will identify to what extent waqf credibility can solve the financial problems for higher education students. The research methodology will be used as a descriptive qualitative by analyzing the content by reviewing informative secondary data such as journals, paper works, and relevant articles. In order to solve the financial problems in a higher education institution, waqf contribution is very significant and should be expanded for higher education development as an ummah development agent.

This study aims to provide novel empirical evidence about the effectiveness of higher education social responsibility (HESR) as a strategy to acquire new and qualified in-line students for higher education institutions. In this research, a case study of Akademi Akuntansi YKPN Yogyakarta, a leading higher education institution offering vocational accounting courses in Indonesia, is used. Results show that the number of HESR activities implemented in vocational higher education has positive significant effects on new and qualified in-line students. Our hypothesis tested through linear regression also reveals that the number of HESR activities implemented in vocational higher education positively affects the number of its new and qualified in-line students from related partner vocational high schools. This research contributes to the analysis of supply chain linkage literature, especially linkages for higher education institutions, through the implementation of HESR as a strategy to acquire these students in higher education institutions and to achieve a sustainable competitive advantage. Although this topic in higher education is important, it has been rarely explored.

BACKGROUND AND OBJECTIVES. Social responsibility is a system of innovative working relationships that acts as an essential technology that enhances the effectiveness of a higher education institution with employees, partners, customers and the community, and ultimately contributes to its prosperity and civil society. Social responsibility should focus on enhancing the image of the higher education institution, recognising its successes in society by civil institutions and individual citizens. This will increase the social value of the higher education institution, its competitiveness, sustainability and efficiency, allowing society to use the resource voluntarily provided by the higher education institution to balance organisational and social interests.METHODS. The methods used to conduct the research were: interview, expert. The questions selected for this study were taken either from the literature or from individual interviews. The literature helped to identify important dimensions of the concept of social responsibility. The interviews helped to identify new points and possible dimensions to contextualise organisational approaches to shaping the social responsibility of higher education institutions.FINDINGS. Organizational approaches to the formation of social responsibility of higher education institutions in the market of educational services are proposed. Mechanisms to increase socio-commercial value of socially responsible higher education institutions are argued: creation of public institutions to identify, formulate public interests and present them to corporations; selection of social projects taking into account stakeholder expectations.CONCLUSION. In order to increase the efficiency of using the principles of social responsibility in HEIs, to improve their ratings, students' competitiveness in the labour market and their involvement in the task-setting and decision-making process, it is necessary to develop a programme of corporate social activity, which can become the basis for developing the HEIs' development strategy. The formation and adoption of such a strategy should be based on the interests of all stakeholders, based on the core values of the university to achieve the indicators at micro-, meso- and macrolevels.

Abstract Education for Sustainable Development (ESD) addresses sustainable development issues, in the economic, environmental, and social dimensions. The positive role of higher education institutions (HEIs), such as Universities and Polytechnic Institutes, in educating decision makers and leaders, and therefore contributing to progress and the public good, has been widely acknowledged. This investigation aims to map the BSc and MSc courses offered by Portuguese HEIs that address Sustainability (or Social Responsibility, or Ethics) in their curricula with the aim of proving their graduates with the right knowledge and competencies to overcome the Sustainable Development challenges. A systematic review utilizing a structured approach was used to analyze Portuguese HEIs BSc and MSc courses and the content analysis of their curricular units. The conclusions show that Sustainability (or Social Responsibility, or Ethics) is covered in most Social Sciences, Engineering, and Management, BSc and MSc courses, offered by the top 8 Portuguese Higher Education Institutions. However, ESD is fragmented by different approaches, issues, methodologies, and implications, lacking a consistent body of knowledge. Some courses focus more on the Social dimension, while others are more directed to the Environment or the Economic one. Sometimes the chosen approach is more normative (do what is right to do; the ethical way) and in other cases is more instrumental (do what is good for the business; the business case). Social Sciences, Engineering and Science, and Management and Economics are the three top clusters that address Sustainability related syllabus in their curricula, with 49 hours teaching hours in average for the curricular units covering Sustainability (with considerable variation). Universities have more curricular units addressing the topic while Polytechnic Institutes show a higher number of hours per curricular unit and most are of compulsory nature (while in Universities more than 50% of the curricular units are of optional nature). As the collected information was in some cases of generic nature, additional research should be used to confirm and detail these results and evaluate the effectiveness of this education to empower students to act as change agents for Sustainable Development. Benchmarking with other countries (e.g., from the European Union) is also an interesting avenue to pursue this investigation.

Abstract Higher education is given increasing recognition by national governments and international agencies throughout the world to become a crucial incentive for sustainable development goals. In the national development of intellectual force at present, the Vietnam policy of education and training, which is of great importance, is the decisive factor for the economic growth and social development as set out by the government. Therefore, the educational development is the responsibility of both the government and the society. It is now clear that the academic staff in higher education institutions is the core force, playing a decisive role in ensuring the quality of higher education as in the case of the International University – Vietnam National University Ho Chi Minh City. The paper investigated the research studies by the university academic staff through their annual publications and the number of lecturers with Doctoral degrees and professorship. The results showed their research studies contributed to the development of the institution in particular, and at the same time predicted how much the stakeholders benefited from this in general. This study may contribute to developing the quality of higher education institutions regarding the promotion of international publications by the higher education faculties.

<em>The competition among Higher Education is getting tougher. They need to do their best in order to maintain their existence and getting more students coming to their institutions. One way to achieve that goal is through carrying out Corporate Social Responsibility (CSR) programs or University Social Responsibility (USR) for university. This study tries to investigate the implementation of ‘Cycle Relations’ model in CSR to increase the intake of Higher Education. This study involved seven Higher Educations and nineteen High schools in Central Java. In collecting the data, it used a depth-interview method with all the related parties in this study. The result showed that most of the Higher Education institutions have implemented Corporate Social Responsibility program in various ways. Their target audience included the high schools, society, and parents.  From the model implementation, it showed that the CSR program did have an impact towards the intake in their institution. However, one important thing to consider is that the role of the teachers at schools was quite significant in influencing the students to choose which university to go.  This reflects that although the Higher Education institution have planned and carried out CSR programs according to what the target audiences’ need, it does not guarantee that it will have direct impact towards their intake because the influence of teacher is quite significant. It may have a bigger impact in long term as the target audiences know the quality and contribution of the Higher Education institutions.</em>
