The basic tendencies in development of modern education are defined. In the article we defined the main trends of modern education development and outlined the main problems of technotronic education. We presented the scientific data of information technologies impact on children and defined the potential ITrelated risks for children health and development. The following solution for the problems related to education digitalization have been suggested.

The quality and content are constantly increasing their relevance in the conditions of modern education. If quality can be understood as means and educational materials which are used in the process, the content is a sign of the diversity of these materials and a factor which takes into account the age, abilities and chances of learners. Taking into account these two important factors, the theoretical and practical bases of combining modern information technologies in improving the quality and content of the system of blended learning at philological higher education institutions of specialized in teaching English are described in detail. In addition, the paths and stages of creating a specific system that runs continuously, combining the effective and reasonable functions of social networking services (SNS) and messengers in consolidating the quality and content indicators of blended learning, are gradually illustrated. Besides that, by combining online educational materials with traditional place-based classroom methods at philological higher education institutions which are specialized in teaching English based on the approach of blended learning, the system of fostering students’ linguistic skills, such as reading, writing, listening, and speaking can be optimized and modernized according to the results of this research in the article.

AbstractAs the scale of global commerce and opportunities for multidisciplinary collaboration increase, there is greater pressure on basic research to supply a quick return on investment (ROI). The emergence and development of digital information technologies in the new millennium have inspired a new look at how research outputs are managed and disseminated. The driving question in the minds of many research funders is this—will lowering the barriers for access increase the value of research for the greater society? This is a particularly interesting question to consider for measurement data, the greater amount of which are scattered across millions of separate, fixed publications (not to mention those never published and lingering in file drawers and on hard drives). Can the advent of cloud technologies, exchange standards, and provenance tracking facilitate improved access, evaluation, and use of data for both research and commerce? Can new value and discovery be realized through the greater aggregation of measured scientific data as “Big Data”?

In this article we talk about education as a global phenomenon that includes many actors with their own political interests. In this regard, the question of the anthropological component of modern education, including in the international context, arises extremely sharply: what kind of person is formed by the new global education, to whom it applies, and what values it forms. Main trends in global education policy are defined. The formation of a global educational policy has not yet been completed, and the pandemic of coronavirus infection has brought both positive and negative aspects. We name both of them: the advantages and disadvantages of pandemic situation that shifted the global higher education into the different format. Also, we make the forecast on further higher education development.

The article proposes the structure of the information sector for the economy, which includes the field of knowledge generation - fundamental science, applied science and the sphere of education, as well as spheres that provide transmission, processing and storage of information: electronic industry, information technology and telecommunication. The statistical analysis and analysis of the regulatory framework for the development of the information sector in Ukraine has been carried out, which showed that the development of information technologies and equipment for processing, storage of information, production of telecommunication equipment, low efficiency of fundamental and applied science is not developed at a proper level in Ukraine, but the sphere of creation And the introduction of software (software) and telecommunications. The main organizational and economic components of strategic planning of the information sector development in Ukraine are proposed, which include the questions of priority directions of development: development of higher IT education, development of perspective innovative technologies and creation of effective innovation infrastructure; Funding issues that include: expanding budget support for priority research and expanded reproduction of fundamental knowledge; Use of the mechanism of private-public partnership; Development of a financial plan for the provision of sectoral programs for the development of the information sector, identifying the sources and amounts of funding distributed by subprogramme and by years; And issues of the legislative framework that require: development of a program for the development of information and communication technologies, development of a state program for the development of technology parks, the development of a legislative framework that protects intellectual property rights in the information sector, the adoption of copyright for software and the creation of a favorable investment climate for foreign Investors in Ukraine.

The use of case technology in the formation of natural science, in particular chemical literacy, in chemistry lessons through the environmental competencies of students, is one of the effective tools. One of the requirements of modern education - the formation of competencies and the case method - is an effective way to implement this educational task. This method is based on the problem and its solution, allowing, thus, implementing several pedagogical issues: «training», «education», «development». At the same time, each student is given the opportunity to increase their cognitive interest, realize their potential and learn how to apply the acquired knowledge in real life conditions.

Higher school’s main objectives orientated from subjectcentered direction to result-centered and competence-activity one are considered in this paper. Innovative processes which bear in themselves the progressive beginning and allow in changing conditions more effectively solve learning tasks, which purpose is students’ development in so far as relevant to their potential opportunities of new experience acquisition, and investment themselves into activity, are regular in the modern education development. Any changes happening to students (functional and genetic) are result of their own internal activity which is provided by conditions of educational process organization.

В современных условиях, когда Россия столкнулась с комплексом вызовов, возрастает необходимость в усилении ее обороноспособности, построении новой армии, что требует серьезной реформы военного образования, подготовки будущих офицеров к боевому слаживанию, применения современных образовательных технологий. Цель исследования состоит в том, чтобы обосновать использование современных образовательных технологий в процессе формирования компетенции боевого слаживания у будущих офицеров. Гипотеза нашего исследования формулируется в предположении, что уровень компетенции боевого слаживания у будущих офицеров повысится, если в процессе подготовки применять компьютерные, тренинговые, диалоговые технологии, а также те, которые воссоздают условия современного общевойскового боя. На основе применения методологических подходов к исследованию (системный, компетентностный, опытно-экспериментальный), анализа работ по подготовке будущих офицеров были определены понятия «боевое слаживание», «компетенция будущего офицера боевого слаживания». На основе анализа понятий «технология», «образовательная технология», тенденций модернизации Вооруженных сил Российской Федерации обосновано использование современных образовательных технологий для эффективного формирования компетенции боевого слаживания у будущих офицеров. Применение описанных в статье технологий в процессе подготовки будущих офицеров к боевому слаживанию показало их эффективность. Это было подтверждено результатами обучающего эксперимента, который проходил в 2019/2020 учебном году в Рязанском гвардейском высшем воздушно-десантном ордена Суворова дважды Краснознаменном командном училище имени генерала армии В. Ф. Маргелова. Nowadays, when Russia is facing a whole number of challenges, it is especially important to strengthen its defence capacity, to introduce military innovations and army reforms, which requires profound military education reforms associated with the development of unit cohesion skills in novice officers on the basis of modern information technologies. The aim of the research is to substantiate the use of modern education technologies in the development of unit cohesion skills in novice officers. The hypothesis of the research consists in the supposition that the use of computer-mediated and dialogue-based training solutions enhances novice officers’ unit cohesion skills. The article uses a number of methodological approaches to investigate the issue (systemic approach, competence approach, experimental approach), it analyzes the process of novice officers’ training and defines such notions as unit cohesion and novice officers’ unit cohesion skills. The analysis of such notions as technology and education technology and the examination of modernization tendencies associated with the Armed Forces of the Russian Federation enable the authors to employ modern education technologies to efficiently develop unit cohesion skills in novice officers. The article underlines the efficiency of the described technologies aimed at the development of unit cohesion skills in novice officers, which is proved by the results of an experiment conducted in the 2019/2020 academic year at the General V. F. Margelov Ryazan Guards Higher Airborne twice Red Banner Order of Suvorov Command School.
