In this article we talk about education as a global phenomenon that includes many actors with their own political interests. In this regard, the question of the anthropological component of modern education, including in the international context, arises extremely sharply: what kind of person is formed by the new global education, to whom it applies, and what values it forms. Main trends in global education policy are defined. The formation of a global educational policy has not yet been completed, and the pandemic of coronavirus infection has brought both positive and negative aspects. We name both of them: the advantages and disadvantages of pandemic situation that shifted the global higher education into the different format. Also, we make the forecast on further higher education development.

The aims this study to know the reality of  the role for Total Quality Management (TQM) to need of Algerian Higher Education Institutions(AHEI) in apply the Total Quality Management (TQM) to promote the Comprehensive Development (CD), and this approach to enhance their roles in the comprehensive development, the efficiency of the training process, global changes and their needs to adopt a new educational policy in line with the global transformation competition, and the requirements of sustainable development, in this study was used a questionnaire composed of (75) items distributed on (08) areas, This is for confirmation the need to adopt philosophy of Total Quality Management (TQM) as a strategy imposed by the nature and  the stage experienced for Algerian Higher Education Institutions(AHEI), And deal with the nature of the changes and challenges imposed by certain factors such as Globalization and the knowledge revolution, through all this inevitably to  apply the Total Quality Management (TQM) in our  Algerian Higher Education Institutions(AHEI).

The purpose of the article lies in the comprehension of theoretical aspects of distance learning as the most efficient cultural and organizational paradigm of educational field development, specific nature of its realization, and prospects for cultural and artistic education development. The methodology of the research is based on the application of methods of hermeneutic interpretation (to determine specific features of distance education in foreign and national higher education establishments), comparative analysis (with the purpose to discover reasons for active development and peculiarities of realization of distance education technologies in European and US higher education establishments), structural and functional method (to discover the role of distance education in a time of civilizational globalization and social isolation caused by the COVID-19 pandemic). The scientific novelty lies in carrying out a theoretical analysis of distance education development in European countries, the USA and Ukraine, determination of advantages and disadvantages of implementation of distance education in the educational environment, the discovery of priority ways of distance education development for cultural and artistic disciplines. Conclusions. The COVID-19 pandemic provided conditions due to which adoption of distance education technologies to the traditional education system – internal and external – became the only possible form of implementation of the education activity. The new conditions caused the creation of a brand new educational environment that determined potential ways of higher education development in the future. The conceptual framework of search and realization of a new educational strategy needs to take into account a paradigm basis for cultural and artistic education and science development that is possible on the condition of adoptive integration of information and communication technologies into the cultural and artistic field.


The paper deals with the methodological principles of the dual education development in the hotel and restaurant business taking into account the modernization paradigm. The preconditions for the formation of dual education systems in different countries suggest that such an approach should be more appropriately applied to practically oriented specialties. Analysis of the advantages and disadvantages of existing dual education systems offers an opportunity to suggest ways to modernize them in the conditions of the information society development. The paper proposes a system of principles (general and specific) on which the cooperation of higher education institutions and hotel and restaurant business should be based. The stages and methodological approaches to the analysis of hotel and restaurant business modernization processes in the context of the formation of a dual education system are substantiated.

Introduction. The issues of formation of modern ideas about the actor structure and driving forces of influence in the global educational policy framework are considered. Topic. The understanding of global educational policy is formed in several contexts: as a function of the state; as the activity of non-governmental organizations; as a compromise between multidirectional groups representing the interests of different countries and others. Methods. The application of the multipolarity methodology as the main position for global educational policy is justified. Results. The significance of globalization for the education development is clarified, and its main drivers (political, economic, cultural, technological, and financial) are highlighted. It is shown that establishing the structure of actors is not enough to form a holistic view of global educational policy without specifying in a single methodological structure the reasons for changes in the type and composition of actors and the value of innovations in the future educational agenda. The authors highlight the driving forces that influence global educational policy: scientific and technological progress, transformation of the world economic system, and development of communications; dynamism of foreign policy strategies, which makes it possible to implement the concept of“competition through cooperation”. It is proved that the set of possible actions of actors is realized through a sequence of scenarios (economic, institutional, and social scenarios) that lead to the formation of a globalizing scenario as an integral one. Discussion. The presented proposals to clarify the actor approach allow us to get away from the declarative nature and subjectivity of the justification of actors, combining the assessment of possible actions, policies and scenarios to obtain a methodologically significant identification of actors within the available set of knowledge in the chosen field-education.

The article analyses the efficiency of implementing transnational virtual projects in higher education. The research aims at defining the most appropriate ways of developing intercultural communication skills among students in the process of doing joint research. The authors describe the International Conference Project on Global Issues held at Samara State Technical University (Russia) and Notre Dame College (USA). Special emphasis is laid upon the stages of the project programme worked out by the authors, difficulties in communication faced by students in the course of collaboration and the ways to eliminate them. The authors assess project efficiency not only by analysing psychological and cultural factors, but also by examining the data of the questionnaire survey held among Russian and American students who have finished their joint research. This kind of multifaceted approach helped identify advantages and disadvantages of the project programme and reveal the friction points that can arise in the process of professional interaction of the representatives of different cultures. The authors conclude that transnational virtual projects give valuable opportunities to develop intercultural communication skills as students learn to make adaptive behavior changes in different cultural contexts, analyse friction points and construct effective strategies for their solution. They gain the ability to synthesize the cultures/languages/rhetorics/spaces in conflict for a constructive communicative outcome.

In a modern technogenic society, the education system is undergoing significant transformations, determined by global changes in the socio-cultural situation. In these conditions, a demand for education is formed, affecting its most important aspects. Taking into account the nature of social changes, modern education should be focused not only on acquiring professional skills, but also on the development of personal, general cultural competencies. The purpose of the article is to accentuate the introduction of the axiological approach into the educational process to solve the key tasks of modernizing education in higher education.

This paper examines the impact of the path-breaking 2000 report entitled “Higher Education in Developing Countries: Peril and Promise,” which called for scaling up investment in tertiary education and research as a key vehicle to equip developing countries with the knowledge and qualified manpower needed to fight poverty and accelerate economic growth. Written by a distinguished group of independent experts with financial support from several donor agencies, the report had a major influence on the policies of developing countries and the type of interventions that donor agencies fund to accompany the tertiary education development of these nations. The article also reviews major global changes in the context and content of higher education, the “quiet revolution” of quality assurance, the impact of disruptive factors such as the financial crisis, the technological revolution, the “excellence initiatives” in several countries, and gives recommendations on how to move forward.---Cet article examine l’impact du rapport révolutionnaire publié en 2000 et intitulé « L’Enseignement supérieur dans les pays en voie de développement : Péril et promesse », qui préconisait un accroissement de l’investissement dans l’enseignement supérieur et la recherche comme vecteur essentiel pour munir les pays en voie de développement du savoir et de la main d’œuvre qualifiée nécessaires pour lutter contre la pauvreté et accélérer la croissance économique. Rédigé par un groupe distingué d’experts indépendants, avec le soutien financier de plusieurs organismes donateurs, le rapport eut une influence majeure sur les politiques des pays en voie de développement et le type d’interventions que les organismes donateurs financent pour accompagner le développement de l’enseignement supérieur de ces nations. Cet article passe en outre en revue les principaux changements mondiaux dans le contexte ainsi que dans le contenu de l’enseignement supérieur - la « révolution tranquille » de l’assurance qualité, l’impact de facteurs disruptifs tels que la crise financière, la révolution technologique, les « initiatives d’excellence » dans plusieurs pays - et donne des recommandations sur comment aller de l’avant.

The article deals with the problem of introducing distance education in Russia in the context of the coronavirus pandemic. The author reveals the advantages and disadvantages of distance learning in comparison with the usual, traditional, in the higher education system. The article concludes that in a pandemic, distance learning has become a salvation for the higher education system, although in general it has a number of disadvantages. In a pandemic, the transition from the traditional system to distance learning was a salvation for education in general. However, its emergency introduction showed that for the usual traditional Russian education system using only insignificant digital learning technologies, this became a great stress both for the students and for the teachers themselves.

Статтю присвячено проблемі теоретичного осмислення аксіологічних аспектів розвитку сучасної вищої освіти. Проаналізовано чотири основні парадигми сучасної вищої освіти: когнітивну, компетентнісну, особистісно зорієнтовану і культурологічну. Показано, що на теоретичному рівні відбулося різке звуження смислового поля науково-педагогічної рефлексії: увага звертається на виробництво суми знань, заданої соціальної поведінки, технологій діяльності майбутнього фахівця. Обґрунтовано, що нерозробленість філософсько-методологічних засад сучасної вищої освіти призводить до орієнтації на формальні, технологічні аспекти освітнього процесу. Відтак, у першу чергу страждає освіта в її гуманітарному розумінні. Показано, що когнітивно-компетентнісний компонент освіти має інструментальний характер стосовно основної цінності – культурного, особистісно-смислового розвитку людини, а вирішення проблеми ціннісних орієнтирів  розвитку сучасної вищої освіти пов’язане з необхідністю реалізації ціннісно-смислового підходу. The article focuses on theoretical understanding of axiological aspects in modern higher education development. The author analyzes four main modern education paradigms: cognitive, competent, personality oriented and culturological. It is shown that there has been a dramatic narrowing of semantic field in scientific and pedagogical reflection – attention is drawn to production of knowledge, given social behavior, and working technology of a future expert. It has been proven that insufficient development of philosophical and methodological foundations of modern higher education leads to shifting the focus towards formal technical aspects of educational process. Primarily, this affects education in its humanitarian sense. The author shows that cognitive and competence education component has instrumental character regarding the main value – cultural and personal-semantic development of a person. Implementation of a value-semantic approach can resolve the issue of value orientation in modern education.
