Unless Bangladesh will find credible means to change the political culture within which it function, the viability of democracy will remain doubtful. Though it is about four decades of independence, the history of democracy isn’t worth to value its principles in its actual practice. Bangladesh’s democracy is distorted by the malpractices of political power by her politicians. The quality of democracy in the country has been jeopardized by the immature practices and attitudes by its political party, in or out of power. In fact, the democracy in Bangladesh is deprived within/by the practice of democracy itself. Consequently, democracy becomes fragile and cannot run smoothly with its own spirit. It is now widely accepted that Bangladesh is facing a crisis of governance which originates in malfunctioning of the democratic process. The qualitative deterioration of governance leads to raise lack of concern in pursuing democratic values in practice. The people of this country cannot extract favors from democracy rather their interests become somewhat distorted. In this way the steady failure to get better governance could threaten the sustainability of practicing democracy in Bangladesh repeatedly.

The monograph is devoted to the history of medieval Russian and Byzantine teachings about the power of the sovereign and the reflection of these doctrinal ideas in the practice of public administration of the two peoples. The phenomena of the power of the sovereigns of the Byzantine Empire, Ancient Russia and the Moscow state are investigated and compared, and an attempt is made to answer the question of what is common and different in the foundations of the organization of power of these three states. The Byzantine influence on the political culture of Russia is still a subject of controversy, and therefore it is especially important to analyze the achievements of historical and legal science in this area for a reasoned discussion. For students and teachers, as well as anyone interested in national and world history.

AbstractThis article uses gift-giving practices in early nineteenth-century Iran as a window onto statecraft, governance, and center-periphery relations in the early Qajar state (1785–1925). It first demonstrates that gifts have a long history in the administrative and political history of Iran, the Persianate world, and broader Eurasia, before highlighting specific features found in Iran. The article argues that the pīshkish, a tributary gift-giving ceremony, constituted a central role in the political culture and economy of Qajar Iran, and was part of the process of presenting Qajar rule as a continuation of previous Iranian royal dynasties. Nevertheless, pīshkish ceremonies also illustrated the challenges Qajar rulers faced in exerting power in the provinces and winning the loyalty of provincial elites. Qajar statesmen viewed gifts and bribes, at least at a discursive level, in different terms, with the former clearly understood as an acceptable practice. Gifts and honors, like the khil‘at, presented to society were part of Qajar rulers' strategy of presenting themselves as just and legitimate. Finally, the article considers the use of gifts to influence diplomacy and ease relations between Iranians and foreign envoys, as well as the ways in which an inadequate gift could cause offense.

From fact-checking chatbots to community-maintained misinformation databases, Taiwan has emerged as a critical case-study for citizen participation in politics online. Due to Taiwan’s geopolitical history with China, the recent 2020 Taiwanese Presidential Election brought fierce levels of online engagement led by citizens from both sides of the strait. In this article, we study misinformation and digital participation on three platforms, namely Line, Twitter, and Taiwan’s Professional Technology Temple (PTT, Taiwan’s equivalent of Reddit). Each of these platforms presents a different facet of the elections. Results reveal that the greatest level of disagreement occurs in discussion about incumbent president Tsai. Chinese users demonstrate emergent coordination and selective discussion around topics like China, Hong Kong, and President Tsai, whereas topics like Covid-19 are avoided. We discover an imbalance of the political presence of Tsai on Twitter, which suggests partisan practices in disinformation regulation. The cases of Taiwan and China point toward a growing trend where regular citizens, enabled by new media, can both exacerbate and hinder the flow of misinformation. The study highlights an overlooked aspect of misinformation studies, beyond the veracity of information itself, that is the clash of ideologies, practices, and cultural history that matter to democratic ideals.

This research aims to test the role of zakat to reduce poverty in the East Java period 2015-2017 by using the index that was recently developed, Basic Needs Deficiency Index. The research method used is qualitative approach with case study strategy. This research formulated BNDI index to measure the deficiency and effectiveness of zakat in resolving poverty. Data required is the total population that its income was below the poverty line in every city of East Java, and also total zakat, which was distributed by BAZNAS East Java in every city of East Java. The results obtained from the BNDI calculation have been able to explain the effectiveness of zakat for reducing poverty and inequality in East Java. The result of calculation, which was a high value or approaching value 1, explains that zakat that was distributed by BAZNAS East Java is not effective in reducing poverty in East Java. Furthermore, the result of this research shows that some cities had the highest BNDI and lowest BNDI as well. Hopefully, this result could be considered to use by the policymaker to improve the effectiveness of zakat in reducing poverty. Keywords: Zakat, Poverty, Basic Needs Deficiency Index (BNDI)
