This paper aims to examine the challenges encountered by Malaysia enforcement border agencies to protect the sovereignty of Malaysia and its prospects of integration among various agencies at the border. With a wide boundary, the Malaysian security is porous to various threats which not only mean a traditional military threat but also include multiple threats. Current threats have been broadening to include transnational criminals such as illegal immigrants, smuggling people or prohibited goods or even non-traditional threats such as terrorism. In order to control such threats, there are several government agencies and legal enforcement which are responsible to protect Malaysian sovereignty such as The Royal Malaysian Police, Royal Malaysian Customs Department, Malaysian Department of Immigration, and Malaysian Border Control Agency and Malaysian Armed Forces as well. These agencies are responsible to manage the Malaysian border at various legal checkpoints such as air, sea and land checkpoints. The Malaysian Armed Forces, on the other hand, has been responsible to manage illegal route along the Malaysian border especially in the jungle. In order to manage a broad scope and complexities of the border, some scholars develop a concept of Coordinated Border Management (CBM) or Integrated Border Management or Collaborative Border Management, or Comprehensive Border Management in order to integrate all different border agencies. There is an urgent need for border agencies to coordinate their actions in order to improve the effectiveness and efficiency of border procedures. All the challenges will discuss further in this article.

Penelitian ini merupakan interpretasi baru tentang cikal bakal TNI, yang umumnya banyak merujuk pada PETA (Pembela Tanah Air). Metode penelitian yang digunakan adalah Metode Sejarah.Metode Sejarah memiliki empat tahapan yaitu Heuristik, Kritik, Interpretasi dan Historiografi.Sumber-sumber penelitian ini menggunakan koran-koran sezaman, majalah sezaman, dan buku. BKR dianggap sebagai cikal bakal TNI didasarkan beberapa sebab. Pertama, atas dasar legalitas formal, PETA telah dibubarkan sehingga BKR adalah satuan militer yang pertama kali dibentuk setelah Indonesia merdeka. BKR selanjutnya melahirkan pembentukan TKR (Tentara Keamanan Rakyat), TKR (Tentara Keselamatan Rakyat), TRI (Tentara Republik Indonesia) dan TNI (Tentara Nasional Indonesia). Kedua, jika PETA dianggap sebagai cikal bakal TNI, maka KNIL dan beberapa satuan keprajuritan diabaikan. If PETA is considered as origins of Indonesian Military, then it ignore KNIL – a colonial armed forces – and the other defence corps. Background: The extension of CPU schedulers with fuzzy has been ascertained better because of its unique capability of handling imprecise information. Though, other generalized forms of fuzzy can be used which can further extend the performance of the scheduler. Objectives: This paper introduces a novel approach to design an intuitionistic fuzzy inference system for CPU scheduler. Methods: The proposed inference system is implemented with a priority scheduler. The proposed scheduler has the ability to dynamically handle the impreciseness of both priority and estimated execution time. It also makes the system adaptive based on the continuous feedback. The proposed scheduler is also capable enough to schedule the tasks according to dynamically generated priority. To demonstrate the performance of proposed scheduler, a simulation environment has been implemented and the performance of proposed scheduler is compared with the other three baseline schedulers (conventional priority scheduler, fuzzy based priority scheduler and vague based priority scheduler). Results: Proposed scheduler is also compared with the shortest job first CPU scheduler as it is known to be an optimized solution for the schedulers. Conclusion: Simulation results prove the effectiveness and efficiency of intuitionistic fuzzy based priority scheduler. Moreover, it provides optimised results as its results are comparable to the results of shortest job first.

Despite the vast academic and popular interest in the Dieppe raid of 19 August 1942, there remains a curious oversight of the German side of the story. This contribution interrogates German sources in order to explore the Dieppe air battle and its consequences from the perspective of the German armed forces. The paper ultimately demonstrates that the Germans learnt much about the role of air power in coastal defence from their experiences at Dieppe, but that the implementation of those lessons was lacking.

Utopian and Dystopian Representations of Europe in Antonio Muñoz Molina:How does a modern European society like the Spanish one reflect upon the experience of having dead bodies of illegal immigrants washed up on the nice clean beaches prepared for English, German and Danish tourists? How do such experiences affect the dominant national discourse, which identifies itself with the EU as a global centre of modernity? How do these experiences affect the Spanish citizen’s understanding of the character of this modernity? And what kind of narratives does it take to bridge the gap between the image of the democratic, open and human-rights oriented European Community created by official discourse and these traumatizing experiences? Taking its point of departure in two books written by one of Spain’s greatest novelists, Antonio Muñoz Molina, the article aims to investigate the role of literature as an actor in the creation and negotiation of cultural identities. The hypothesis is that literary discourse has got the unique capacity to offer the reader the image of him- or herself as another and to present the other as a self through its aesthetic strategy, thereby contributing to the reader’s appropriation of textual experiences as his or her own. In this process, the different aspects of reality, the dark and brighter sides of European history and the rise of modern, globalized society become mediated and dialogized.

Two very different cases of small-scale farm development in the Commonwealth Caribbean are reviewed. One is Jamaican small farming, which responded little to considerable efforts made for its improvement by the Government agencies. The other is market gardening at Aranjuez, Trinidad where production grew at an extremely rapid rate in the face of intense and antagonistic competition between the market gardeners and without significant direct assistance by official agencies. The conclusions include a number of possible strategies for farm development, comprising individual or collective persuasion, coercion, creation of new farms, and environmental changes. T. A. ABSTRAKSalah satu instansi pemerintah di Jawa Barat, menggunakan logo yang diciptakan oleh pegawai dari instansi tersebut. Pembuatan logo tidak diperjanjikan khusus, sehingga pencipta tidak mendapatkan royalti (materiil dan ekonomi). Hal tersebut menarik untuk dikaji mengenai Implementasi Prinsip Alter ego yang berkaitan pada hak cipta seseorang yang mengakui pencipta sebagai pemilik hak tertinggi. Pencipta memiliki hak alamiah untuk memanfaatkan ciptaannya dan mempertahankan ciptaannya terhadap gangguan apapun dari pihak lain. Metode penelitian yang digunakan dalam penulisan ini bersifat deskriptif analitis guna memperoleh gambaran peraturan perundang-undangan yang berlaku dikaitkan dengan teori-teori hukum dan praktek pelaksanaan hukum positif. Pendekatan yang digunakan dalam penelitian ini adalah yuridis normatif, dengan cara meneliti bahan pustaka yang disebut data sekunder yang terdiri dari bahan hukum primer, literatur-literatur, artikel-artikel, pendapat dan ajaran para ahli serta implementasinya dalam praktek. Apabila dilihat pada Pasal 35 ayat (1) dan (2) Undang-Undang Nomor 28 Tahun 2014 tentang Hak Cipta tidak terpenuhi. Meskipun instansi pemerintah tidak bertujuan untuk kegiatan komersial. Namun hak moral dan hak ekonomi hakikatnya wajib dilaksanakan sesuai dengan prinsip perlindungan Hak Kekayaan Intelektual. Perlindungan Hukum terhadap pencipta atas logo tetap harus diakui. Kata kunci: alter ego; hak cipta; hak moral; logo; instansi pemerintah. ABSTRACTOne of the government agencies in West Java, using a logo created by employees of the agency. Logo creation is not specifically promised, so creators do not get royalties (material and economic). It is interesting to review the Implementation of Alter ego Principles relating to the copyright of a person who recognizes the creator as the owner of the highest right. The Creator has the natural right to utilize his creation and defend his creation against any interference from the other party.The research methods used in this writing are analytically descriptive to obtain an overview of the prevailing laws and regulations associated with legal theories and the practice of implementing positive laws. The approach used in this study is normative juridical, by examining library materials called secondary data consisting of primary legal materials, literature, articles, opinions, and teachings of experts and their implementation in practice.If viewed in Article 35 paragraph (1) and (2) of Law No. 28 of 2014 on Copyright is not fulfilled. Although government agencies do not aim for commercial activities. But moral rights and economic rights must essentially be implemented in accordance with the principles of intellectual property protection. Klasifikasi pelabuhan perikanan Indonesia yang terdiri atas PelabuhanPerikanan Samudera, Pelabuhan Perikanan Nusantara, Pelabuhan PerikananPantai, dan Pusat Pendaratan Ikan. Klasifikasi tersebut di atas didasari hubungan inti plasma di mana pelabuhan perikanan yang besar ditunjang beberapa pelabuhan perikanan yang lebih kecil (Direktorat Jenderal Perikanan Tangkap, 2008). Hubungan inti plasma tersebut tidak berjalan karena tidak mempunyai pola hubungan yang jelas. Oleh sebab itu diperlukan alternatif klasifikasi pelabuhan perikanan dengan memasukan unsur jaringan industri seperti yang diusulkan oleh Israel & Rouqe (2000) yang mengklasifikasikan pelabuhan perikanan menjadi tiga yaitu penyedia jasa utama, penyedia jasa antara (server), dan client. Penelitian ini bertujuan menentukan klasifikasi sentra industri perikanan berbasis pelabuhan perikanan dalam jaringan industri yang efektifdan efisien dilakukan di Kabupaten Belitung selama 11 bulan sejak Oktober 2007 sampai Agustus 2008. Metode yang dipergunakan adalah multi criteria analysis yang dilanjutkan dengan analisis technique for order preference by similarity to ideal solution. Parameter yang diukur meliputi infrastruktur pelabuhan perikanan, kapasitas kapal perikanan, kemandirian faktor input, dan produksi. Hasil penelitian menunjukan bahwa Pulau Belitung berperan sebagai penyedia jasa utama, Pulau Mendanau, dan Pulau Seliu berperan sebagai penyedia jasa antara (server), dan Pulau Gersik dan Pulau Sumedang berperan sebagai client.Klasifikasi pelabuhan perikanan dalam suatu jaringan industri berimplikasi pada peningkatan efektivitas dan efisiensi pembangunan pelabuhan perikanan tangkap sebagai sentra industri perikanan tangkap.Indonesian government classify fishing port into 4 categories namely Ocean Fishing Port, National Fishing Port, Sea Shore Fishing Port, and Fish Landing Fishing Port. The above classification based on partnership or lingkage industry among fishing ports. However, the lingkage industry do not run effectively due to unappropriate pattern. Improving the condition, Israel & Roque (2000) suggested to classify fishing port into 3 categories namely main service provider, intermediate service provider or server, and client. This paper describes an alternative formula that considers industrial linkage among fishing ports as fishing industrial centers. The research was held on Belitung Regency as long as 11 months from October 2007 to August 2008. There are several factors should be considered in building fishing port namely fishing facilities, fishing capacity, input dependency and fish landing capacity. The 4 factors are analyzed by multi criteria analysis then continued by technique for order preference by similarity to ideal solution analysis. The research concludes that the Belitung is as the main service provider, the Mendanau Island and Seliu Islands are as the intermediate service provider or server, the other 2 islands are as the client. The new classification will increase effectiveness and efficiency of fishing port developments.

The law of bankruptcy basically has to pay more attention and give a proportionate legal protection between the interests of debtors to creditors, even also the interests of other credi-tors, who do not have a file in the bankruptcy process. Unfortunately, the legal protection for the other creditors which is regulated in Article 10 Law No. 37/2004 contains many weak-nesses and give many erroneous interpretation in the field of its structure, culture and the substance. Therefore, the legal enforcement and the conservatoir measures in bankruptcy law which has been intended to protect the legal interests of what we called “the other credi-tors” in the commercial court decision becomes unpredictable.Keyword : bankruptcy, other creditors, debtors.

The main theme of the paper is the Concept of Military Leadership in the Slovenian Armed Forces, which currently represents the highest substantive and guiding normative act in the field of military leadership in the Slovenian Armed Forces (hereinafter referred to as the SAF). Due to the enormous importance of this field in working with people and the aim of influencing the change of the concept, the paper analysed and compared the concepts of military leadership in other selected armed forces and looked for similarities and divergences, especially in two segments - substantive and normative. On the one hand, we have shown the substantive obsolescence and inadequate normative rank of the Concept of Military Leadership in the Slovenian Armed Forces and, on the other hand, the necessity of substantive updating with concrete proposals and arguments for the development of the Doctrine of Military Leadership in the SAF.
