INTRODUCTION: The present study shows a descriptive analysis of triatomine occurrence and its natural Trypanosoma infection rates in the state of Pernambuco, Brazil, between 2006 and 2007. METHODS: Entomological data for the species, such as specimens captured in both intra and peridomiciles and natural infection index, were obtained via domiciliary capture in 147 municipalities from 11 Regional Managements of Health. The database was obtained from a sample of insects (100% infected and 20% non-infected) sent to the Central Laboratory of Pernambuco. RESULTS: A total of 18,029 triatomines were analyzed from 138 municipalities of the state. Triatoma pseudomaculata (35%), Triatoma brasiliensis (34%), and Panstrongylus lutzi (25%) were the most captured species. These species also showed a widespread geographical distribution in the state. Panstrongylus megistus, Triatoma petrocchiae, Triatoma melanocephala, Triatoma sordida, Rhodnius nasutus, Rhodnius neglectus, and Triatoma infestans showed more limited geographical distribution and lower relative abundance. The parasitological research showed that 8.8% of the triatomines were naturally infected with flagellates morphologically similar to Trypanosoma cruzi and 91.3% of them were captured inside houses in 113 municipalities. P. lutzi showed the highest rates of natural infection. CONCLUSIONS: After the control of T. infestans, synanthropic species, such as T. brasiliensis, T. pseudomaculata, and P. lutzi, maintain the risk of T. cruzi transmission to humans in the state of Pernambuco. These species are widely distributed, and infected specimens have been found inside houses. Thus, an enhanced surveillance and vector control of Chagas disease is recommended in Pernambuco.

This chapter explores the rise and fall of marriage restrictions rooted in racism and eugenics, as well as the persistence of other, more enduring, impediments to marriage—like bigamy, incest, and youth. Central to the story of state marriage regulation is the establishment, beginning in the 1960s, of constitutional protection for the “right” to marry, which limited, at least at the margins, the freedom of states to impose certain restrictions on marriage. But also central, in a system dominated by state law, are the rules of interstate marriage recognition, which dictate whether marriages travel across state lines. In broad brush, this chapter tells a story of increasing marital freedom, reined in only by a handful of seemingly immoveable social norms.

This paper seeks to analyse the trends of education indicators that affect efficiency at schools in the Eastern Cape in the period 2009 to 2013. The focus is on the state of public ordinary schools which include primary and secondary schools from grade one to grade twelve. The province is regarded as a poor province as it constituted 95% of quintile one to three schools which are declared as ‘no fee schools’. There had been decline in learner performance as learners’ progress to higher grades and a drastic decline in important subjects such as Mathematics.  province had a significant number of educators with 16 years’ experience and an average of 45% under-qualified educators in 2013. There were variations in educator learner ratios per district with larger ratios found in the former Transkei. The province progressed well in learner transport, learner teacher support material and school nutrition programmes. There was no virtual change in infrastructural developments. Education in schools should be provided in a manner that ensures learners can realise their potential and aspirations, in schools that facilitate learning and reduce societal disparities.

Health services provided by foundations in the pre-Republic period became more systematic and organized after the foundation of the Turkish Republic. Healthcare services, offered by the state in the period between 1920 and 1980 and accepted as one of the main duties of the state, became one of the areas in which the state wanted to withdraw after 1980. As a result of the neoliberal wave in the globalized world, policies aimed at downsizing healthcare services in Turkey have been developed and implemented since the 1980s. Accelerated downsizing practices by the Health Transformation Project (2003) continues today. In this study, literature review and descriptive analysis method were used. The aim of this study is to discuss the downsizing practices in the health sector of Turkey. This debate will take place over two periods (before 2002 and after 2002). Especially, the post-2002 period and works on behalf of health sector downsizing in this period will be discussed as to whether there is downsizing or not.

This paper seeks to argue that advances in the study of freewill and responsibility are directly relevant to jurisprudence. Following Daniel Dennett attempts to discredit the existence of freewill with the help of experiments can be checked by arguing that freedom should be understood as something that has evolved over time rather than being a pre-existent feature of our species. The major function served by freedom is to ensure responsibility for actions. This understanding of freedom as something that evolved to enhance responsibility suggests that freedom can be developed further. This can be understood as enhancing the ability to follow social norms by overcoming factors that limit responsibility. Jurisprudence has to take into account the ability to follow norms as a variable, even within the category of adults, and treat violations accordingly. Further, efforts to enhance the capacity to be free from habitual reactions need to be made part of education, and the state has to focus on this aspect without which the task of ensuring adherence to law of citizens will remain incomplete.

The objective of the article was to investigate the contributions of the information platforms of the branches of governments of Brazilian states to build passive transparency. A descriptive study was carried out, through documentary research, with a predominantly qualitative approach. The object of investigation comprises the executive, legislative and judicial branches of governments of Brazilian states. The data were collected in February 2017 using the structured observation technique, through a protocol for recording information. The data obtained were analyzed using the descriptive analysis technique. The indicators for evaluation of the platforms were ‘communication’, ‘login and receipts’ and ‘barriers’, and they presented different configurations in each of the branches. In terms of ‘communication’ and ‘login and receipts’, in general, the state executive branch received better scores compared to the judiciary and legislative branches. On the other hand, the indicator ‘barriers’, was better evaluated in the judiciary and legislative branches. From the results obtained, it is not yet possible to confirm whether the platforms of the executive, judicial and legislative branches of the Brazilian states contribute to build passive transparency.
