The article intends to highlight geopolitical aspects in the development of international tourism in Ukraine as a global phenomenon that carries out economic, social and international political action. The paper analyzes international tourist flows in Ukraine, their dynamics and spatial structure during 2000–2017 in particular, in the context of military-political aggression on the part of Russia and intensification of Ukrainian-Russian intergovernmental relations. It has been established that the current dynamics of the international tourist flow in Ukraine is characterized by a sharp decrease in the volume of international visitors, a decrease in the rates of development of tourism activity and the reformatting of the spatial structure of the inbound and outbound tourist flow. The question arises as to the expediency of tourism development during the military-political confrontation. The experience of holding Eurovision–2017 in Ukraine, which took place against the backdrop of the anti-terrorist operation, is highlighted. The conclusion is drawn about the constructive role of tourism as a factor of «soft power» that can influence the informing of the world about the «Ukrainian issue». In this sense, international tourist flows acted as channels of public diplomacy, reflecting the true situation in Ukraine, which is fundamentally different from the Russian mass media. Attention is drawn to the intensification of domestic tourism in Ukraine, taking place against the backdrop of deteriorating key indicators of economic and social development. It is argued that the growth of the weight of domestic tourism was also possible due to the growth of patriotic sentiment in Ukrainian society. In a sense, the development of domestic tourism is seen as a continuation of the struggle of the Ukrainian people for their independence and territorial integrity. Consequently, the constructive role of tourism lies not only in the presentation of the country to the world community, but also in the construction of a national identity within the country. In this way domestic tourism favors further development of the Ukrainian political nation. Key words: international tourism; actors of geopolitical influence; Russia–Ukraine international relations; regional structure of tourism flows in Ukraine; public diplomacy.

Preserving the health of the population occupies a special place at the legislative level, in the socio-economic strategies for the development of regions and the country as a whole. The preservation of human health depends not only on one’s own desire to preserve it, including the current state of the state and the development of the country’s tourism industry. Recreation and recreation for modern people, who mainly live in cities and megacities characterized by a high level of pollution due to the intensity of economic activity, are of particular importance for maintaining health and life expectancy. An increase in people’s life expectancy is considered at the state level as an important indicator of people’s well-being, improving the level and quality of life. Russia has created unique conditions and opportunities for the development of domestic tourism, which, with reasonable organization, investments, including the creation of public-private partnerships, and improving the efficiency of services provided, allow us to carry out our activities in the field of preserving and maintaining public health, increasing the duration and quality of life. Domestic Russian tourism can be considered as the basis for the socio-economic development of territories at any level, as well as as an industry whose contribution to the country’s GDP can be significant.

The purpose of the study is to group the countries of the world according to the availability and legality of abortion and to identify patterns of development of tourist flows of abortion tourism. The research methodology includes a system of methods and techniques: monographic method (used to process materials from literary sources and Internet resources), statistical method (used to assess the prevalence of abortion), cartographic method (used to visualize the legality and availability of abortion around the world), classification method (used to group countries according to the criterion of the level of availability and legality of abortion). Research results. The geography of tourist flows of one of the types of medical tourism (abortion tourism) was analyzed. It arose as a result of the possibility of obtaining medical procedures abroad, prohibited or restricted in their own country. Attention was focused on the factors of legality and accessibility of these medical services in the countries. There are four groups of countries on the availability of abortion: 1) freedom of abortion; 2) abortion for medical and socio-economic reasons; 3) abortion for medical reasons and in other exceptional cases; 4) complete ban. The right to terminate a pregnancy at the woman's request is guaranteed in 71% of developed countries and in 16% of developing countries. Most countries that restrict abortion throughout the territory or in its separate administrative units - this is the state of Africa and South Asia and Latin America. But abortion tourism is the most intensive in Europe. The controversy over abortion has not abated. The two main groups in discussion call themselves "for choice" (with an emphasis on women's right to choose) and "for life" (with an emphasis on the unborn child's right to life). The scientific novelty of the work is that the proposed grouping of countries according to the legality and availability of abortion, outlines the factors of abortion tourism. The main directions of tourist flows of abortion tourism in Europe are determined. The practical significance of the results of the work is that they can be used to shape the tourism policy of Ukraine, as the state is involved in the field of abortion tourism as a recipient of tourist flows. The results of the study also contribute to solving social and demographic problems in the context of depopulation and deteriorating public health. After all, abortions are factors that negatively affect the reproduction of the population and women's health.

It is proved that self-regulation of the tourist market is a necessary condition for its functioning. The dynamics of export-import of tourist services of Ukraine is analyzed. There is a tendency to a slight increase in the cost of services in the last years of the study period. In the interaction “government regulation - market” the primary link is the market, and government regulation is a tool that provides the general conditions of its existence, equalizes the conditions of the start of its subjects and eliminates, if possible, the negative manifestations of the market element. The activities of the tourism industry in Ukraine are analyzed. There is a tendency to reduce the number of enterprises in the tourism industry in recent years of the study period. The rating of tour operators by the number of served tourists and by the reviews of tourists is analyzed. The place and role of the Ukrainian tourism business in the world market of tourist services has been identified. The situation on the world market of tourist services of Ukraine is considered and it is concluded that one of the favorable conditions for tourism development in Ukraine was the adoption of visa-free regime with EU countries, the tourist market gradually recovered after the crisis of 2014, and Ukrainians begin to conquer Europe. 2017 can be called the year of tourism development in Ukraine: the flow increased rapidly, and the number of permits for sale, according to the State Statistics Committee of Ukraine, increased by 36%. Citizens of Ukraine who went abroad formed the group that used the services of tourism entities the most.
