Structural transformations of the regional economy today are the primary necessity and driving force behind the transformation of the country's economy. In connection with constant external and internal threats and the need to overcome their consequences, the regional economy needs structural modernization and the definition of its essential features, which are the key to the formation of regional policy priorities, mechanisms for its implementation, improvement of tools and methods for the implementation of modernization measures. The above determines the theoretical and methodological essence of the structural modernization of the regional economy and is one of the most pressing and debatable issues of regional development and management. The study presents the scientific approaches of a number of Russian scientists to understanding the content of the definition of “structural modernization of the regional economy”. We believe that in order to improve the system of interregional management of the socio-economic potential of the subjects of the North Caucasus Federal District, it is necessary to develop interregional economic clusters, interregional innovation centers capable of more comprehensively using the resources of regional economies. In this case, the priority tasks of interregional organizational structures include strengthening competitive growth points, real building up and effective use of socio-economic potential, both of the macroregion as a whole and of its individual regional entities. Among other things, the article substantiates the need to modernize the structure of the national economy of the North Caucasian regions. A mechanism for managing the modernization of the economy of the regions of the North Caucasus Federal District is proposed.

Subject. This article discusses the issues related to the tax capacity of the shadow sector of regional economy. Objectives. The article aims to identify hidden sources of income and justify replenishment of the consolidated budget of the region at their expense. Methods. For the study, I used the methods of comparative statistical analysis, and expert estimation. Results. The article presents the results of comparison of shadow component levels in the economy of some countries, Russia, subjects of the North Caucasian Federal District, and the Republic of Dagestan. According to independent experts, the economic potential of the Republic's shadow sector is forty percent of GRP, and in some sectors and areas, it comes up to two thirds of GRP. Conclusions. It is necessary to develop a long-term Republican State program and implement a number of fundamental legal, organizational, economic, social, institutional and educational measures aimed at eliminating the shadow economy in the Republic.

The article basing upon estimation of the social and economic potential of Russian Federation subjects shows that the resource model of economic development is suitable for nearly half of them. The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".

The article gives an overview of the scientific forum "Caspian Region 2021: Ways of Sustainable Development" held on May 26-28, 2021 in the city of Astrakhan on the basis of the Astrakhan State University. The brief overview introduces the main directions of the forum related to the priority vectors of the Caspian macro-region development, touching upon the issues of cooperation in the scientific and educational sphere on the scale of the Great Caspian Sea, the development of the transport and logistics cluster, integrated safety and security in the context of the economic, cultural, environmental and geopolitical components, youth policy and education development issues. The International Scientific Forum "Caspian Region 2021: Ways of Sustainable Development" united leaders of the science system, higher education and youth policy, leading scientists, experts of higher education and will become the driver of the Year of Science and Technology in Russia. More than 20 events took place within the framework of the Forum: panel discussions, a national conference with international participation, a meeting of the Commission on Science, Research and Technology of the Association of State Universities of the Caspian Countries, a joint meeting of the Council of Rectors of Universities of the Southern Federal District and the North Caucasus Federal District, a meeting of the Caspian Discussion Club, round tables, excursions, presentations, lectures on relevant topics.
