The authors conducted a comparative analysis of the statistical data of results of banking institutions activities of the National Bank of Ukraine and the Polish National Bank for 2009-2017. Dynamics and current state of the total number of banks and banks with foreign capital, own funds of the banking system of Ukraine and Poland are analysed. Quantitative and qualitative trends of development of Polish and Ukrainian banking systems are evaluated. Positive and negative aspects of activities of banking institutions in Ukraine and Poland are discovered. Conclusions. Thus, the results indicate that quantitative and qualitative trends that reflect both positive and negative characteristics of activities of banking institutions in Ukraine and Poland can be traced in recent years. The reasons that caused the negative consequences of the banking system of Ukraine have been detected. Directions of reforming the banking sector of Ukraine have been outlined. The experience of Poland in conditions of European Integration has been studied and analysed.

The article considers the impact of the COVID-19 pandemic on the regulatory activities of the National Bank of Ukraine. The interdependence of the banking and economic systems and the impact of their inefficient interaction on banking in general and each individual commercial bank in particular are analyzed. It is established that before the onset of the pandemic crisis in the world, the banking system of Ukraine was characterized as stress-resistant, taking into account the reforms of liquidity and recapitalization. The stability of the banking system is affected by economic pressures caused by the spread of coronavirus and lower oil prices. According to one of the world’s three reputable rating agencies, Fitch Ratings, the level of pressure on banks depends on the depth and duration of the economic downturn, specific risks to the national economy and external finances (for example, tourism revenues or remittances), national government measures and individual banks. The implementation of anti-crisis measures developed by the National Bank of Ukraine as tools to increase financial and economic security in the country as a whole, and financial institutions in terms of increasing banking risks caused by the outbreak of the COVID-19 pandemic. The spread of this infection also has negative consequences for the economy and financial system of Ukraine. Therefore, the National Bank of Ukraine has introduced a system of anti-crisis measures during quarantine in the country. The NBU covers information about events in the economy through its own website, social media pages, and the media. These measures are implemented to mitigate the impact of coronavirus disease on citizens and businesses, and to ensure the quality and smooth operation of the financial system. The banking system continues to operate, without imposing any restrictions on the operation of banks and their operations. As a result of the study, a system of measures of national support for the banking sector by the National Bank of Ukraine and the International Monetary Fund was proposed through the prism of a number of guidelines and regulatory points, which are supporting instruments rather than control and regulatory ones.

The paper analyzes the banking systems of the Slovak Republic under the influence of the European Union legislation and banking system of the Russian Federation from the perspective of opening the banking sector to foreign capital. A fundamental difference between the given legislations, which is reflected mainly in the recent period, lies in the degree of openness of the banking system to foreign capital. While the banking system of the Slovak Republic under the influence of the European Union law can be considered as highly open banking system to foreign capital, the legislation concerning the Russian banking system is characteristic by legal limitation for foreign capital entry. The analysis of these contradictory tendencies which have common goal – to ensure a stable banking system could bring important knowledge that may help in resolving the issue of stability of the banking system at the global level.

This article attempts to find answers to questions of current significance: How concentrated is Ukraine’s banking system from the viewpoint of the world’s best regulatory practices and in comparison with other countries? What has been the driving force behind the growing concentration in recent years and does this process pose a threat to competition in the banking system? What effect would mergers and acquisitions in the banking sector have on the concentration of the banking system? And finally, do public authorities have to stimulate consolidation in the banking system or, on the contrary, restrain potential bank mergers and acquisitions? The results of empirical analysis dispel the persisting myths about the risks of fast and excessive concentration resulting from continuing market consolidation and about the substantial impact of inequality on the growing concentration, and refute the perceived danger of mergers and acquisitions in the banking sector. Instead, it was discovered that concentration of banking assets in Ukraine is not substantial according to the Herfindahl–Hirschman Index (HHI), CRn concentration index and other ratios. At the same time, in the conditions of continuing consolidation of the banking system via mergers and acquisitions and a decreasing number of banks, upward trends are observed within moderate, average European levels. Therefore, these new conditions require closer attention on the part of banking regulators to assess possible consequences of concentration. This article provides recommendations to the National Bank of Ukraine (NBU) and the Antimonopoly Committee of Ukraine (AMCU) on how to improve monitoring of banking concentration processes and better regulate consolidation processes in bank mergers and acquisitions. A complex of preventive macroprudential measures was offered to offset the negative consequences of concentration and achieve an optimal degree of market consolidation.

Nowadays there is a considerable amount of information in the literature about mergers and acquisitions of companies in various business fields which gives the world economy an incentive for mergers and acquisitions of financial institutions – banks, which, having large assets, control economic processes in individual countries. The article examines the current state of the market of mergers and acquisitions in the banking sector of Europe and Ukraine. The experience of merging banking structures is examined, the advantages and disadvantages of concluding agreements are identified, factors that may trigger merger or acquisition agreements are identified. The purpose of the article is to investigate the processes of mergers and acquisitions of banks in the Ukrainian and European financial markets. The current market conditions dictate strict rules not only for entry, but also for the functioning of banks in their segment. Globalization processes in today's world are one of the prerequisites for increasing the number of mergers and acquisitions concluded in the banking sector. The article examines the current state of the market of mergers and acquisitions in the banking sector of Europe and Ukraine. The experience of merging banking structures is examined, the advantages and disadvantages of concluding agreements are identified, factors that may trigger merger or acquisition agreements are identified. The merger or acquisition agreements concluded on the European banking market have been analyzed. By analyzing the concluded M&A agreements in the European banking market, we can say that the value of such agreements is gradually reduced over the period 2012-2017. The practice of merger and acquisition agreements in the banking sector of Ukraine is analyzed. Crises in the banking sector and the Ukrainian economy as a whole make it possible to say that investors are less interested in the domestic banking system, which indicates that it is impossible to increase the number of mergers and acquisitions of domestic banking institutions. It is worth noting that there are currently about 100 banks in Ukraine that are declared insolvent, and a significant amount of non-performing loans can be a serious deterrent to increasing M&A transactions.

Introduction. In the current global crisis, the spread of globalization, unstable economy in the country, the emergence of threats related to the spread of the COVID-19 pandemic and the introduction of quarantine in the country, it is necessary to analyze their impact on banking institutions in Ukraine and accordingly to the national security of Ukraine. Purpose. The main purpose of the study is to analyze the current state of the banking services market of Ukraine during a pandemic and to develop practical recommendations for its further development. Results. The state of the Ukrainian market of banking services in the conditions of a pandemic is analyzed. The dynamics of operating banks in Ukraine is studied. The TOP-10 banking institutions according to the stability rating and the leaders of the people's rating of banking institutions are presented. It is noted that in modern conditions, the activities of banking institutions are extremely strongly influenced by external factors. The dynamics of gross domestic product volumes is considered. The dynamics of the discount rate of the National Bank of Ukraine is studied. The analysis of indicators of return on assets and capital of the banking system in Ukraine as a whole is carried out. Examples of adaptive solutions of banking institutions in Ukraine during a pandemic are given. It is noted that due to the introduction of quarantine in Ukraine, citizens began to actively and effectively use Internet technology to address their own issues and meet needs, thus accelerating the transition to the digital age. Conclusions. We are convinced that the introduction of adaptive measures of banking institutions in the context of the COVID-19 pandemic for other banks will help to minimize the negative consequences and possible risks associated with such exposure. Thanks to timely decisions on the functioning of banking institutions, re-planning, changing approaches to customer service, banking institutions were able to adapt to the conditions caused by the pandemic, and reduce possible risks, losses and threats to their activities and generally positively affect the economy.

Urgency of the research. One of the most essential sources of supporting regional and local development is the banking system. Target setting. The study presented describes cooperative banking, represented by Bank Polskiej Spółdzielczości S.A. and Bank Spółdzielczy w Kielcach. The use of the statistical data analysis method allowed to demonstrate the strong position of cooperative banking in the market, fostering regional and local development. Actual scientific researches and issues analysis. The foundations for the modern cooperative banking sector were laid by cooperative financial organisations functioning more than 150 years ago [Pawlik, 2017, s. 152]. Its history is connected with difficulties faced in the period of partitions, work at the foundations after the end of World War I and Poland’s regaining its national independence. Uninvestigated parts of general matters defining. At present, cooperative banking functions as a result of the adoption by the Sejm of the Republic of Poland on 7 December 2000 of the act on the functioning of cooperative banks, their associations and associating banks, which ensured new legal conditions for the functioning of the sector2. The research objective. The article formulates the hypothesis that nowadays activities of cooperative banks will contribute to regional and local development. The statement of basic materials. One of the most essential sources of supporting regional and local development is the banking system. This system can guarantee the stabilisation of the local financial system. By supporting the development of regional and local entrepreneurship through loans, investment activities of the banks and financial and investment consulting, it will determine the identity of the region concerned. Conclusions. The use of the statistical data analysis method allowed to demonstrate the strong position of cooperative banking in the market, fostering regional and local development.

The pros and cons of using blockchain technologies for the banking sector are identified. Emphasis is placed on the role of blockchain technologies in the further development of the banking sector. The most promising directions of development of this technology are considered. Particular attention is paid to examples of the use of blockchain technology by global banking institutions.

Background: Our study aims to verify the impact of corporate governance index on financial performance, namely return on assets (ROA), general liquidity, capital adequacy and size of company expressed as total assets in the banking sector for both a developing and a developed country. In addition, we investigate the interactive effect of corporate governance on a homogenous and a heterogeneous banking system. These two banking systems were chosen in order to assess the impact of corporate governance on two distinct types of banking system: a homogenous one such as the Romanian one and a heterogeneous one such as the Italian one. The two systems are very distinct; the Romanian one is represented by only 34 banks, while the Italian one comprises more than 350 banks. Thus, our research question is how a modification in corporate governance legislation is influencing the two different banking systems. The research implication of our study is whether a modification in legislation, thus in the index of corporate governance, is feasible for two different banking sectors and what the best ways to increase the financial performance of banks are without compromising their resilience. Methods: Using survey data from the Italian and Romanian banking systems over the period 2007–2018, we find that the corporate governance has a significant, positive and long-lasting effect on profitability and capital adequacy in both countries. Results: Taking the size of the company into consideration, the impact of the Index of Corporate Governance (ICG) on a homogenous banking system is positive while the impact on a heterogeneous banking system is negative. Conclusions: Our study provides evidence of the impact of IGC on financial performance and sheds light on the importance of the size of the company. Therefore, one can state that the corporate governance principles applied do not encourage the growth of large banks in heterogeneous banking sectors, thereby suggesting new avenues of research associated with new perspectives.

Introduction. The effective functioning of the banking system determines the stability of the monetary market in the country. Stability and transparency of functioning and effective management are a guarantee of growth of deposits and attractiveness for investors. However, in recent years, the Ukrainian banking system is in a state of recession and does not fulfil the functions assigned to it. This led to the need for a so-called “purge” of the banking system and led to significant losses for both banks and for all the country’s economists. The instability that resulted from the crisis has caused even more distrust from people to banks. The main problems of the banking system of Ukraine in recent years is the curtailment of lending, a significant deterioration in the quality of loan portfolios, the reduction of its own capital and loss-making activity. Purpose. There is an analysis of the current post-crisis situation and expectations of changes in the development of the banking system of Ukraine in accordance with the new monetary policy paradigm. Results. The last economic crisis (2014–2015) is not generated by the banking system itself, but rather by economical quality. The policy of the Government and the monetary policy of the National Bank of Ukraine. Ukrainian banks are heavy and burdened with a large share of unprofitable loans, and the banking system itself is highly concentrated but not sufficiently consolidated. At the beginning of the crisis, the state of the banking sector was characterized by fictitious capitalization of banks, the involvement of the business of its shareholders, the with drawal of regulator refinancing, huge volumes of “garbage” securities in bank portfolios, etc. The National Bank of Ukraine has resorted to a “purge” of the banking system, in which the subjectivity and opacity appeared. The whole burden of reimbursing the costs associated with the withdrawal from the market of bankrupt banks took upon itself the fund for guaranteeing deposits of individuals. The influence of state banks on the general state of banking sector reform and ways to improve corporate governance in state banks is shown. The so-called defibrillators of changes which are expected in the near future in development of the banking system of Ukraine are defined. Conclusions. At present, the banking system of Ukraine demonstrates the following key trends: the end of the “bankruptcy” period; the problem of improvement of loan portfolios and optimization of operations with the bonds of an internal state loan is acute; the need for a substantial reduction of state participation in the banking system.

The purpose of the article is to provide scientific rationale of the place and role of financial leasing in financial and credit support for investment activities of enterprises. The subject matter of the research includes various aspects of the current state of financial leasing and ways of its advancement in Ukraine. The article provides an analysis of investment activities based on the volume of investments in Ukraine and determines the role of financial leasing as a funding for investment resources of enterprises. The paper also examines the legal and regulatory framework for financial leasing operations and highlights different interpretations of this form of financing as well as its formal indicators. An analysis of statistical data on the financial and credit market provides important insights into trends of financial leasing contracts and the volume of loans issued to corporate borrowers, and thus makes it possible to conclude that there is a lack of leasing operations in business activities of entities. The point is mainly supported by the fact that financial leasing contracts which have been made lately are not widespread enough after the crisis in 2014. The dynamics of changes in the volume of leasing contracts by dates of signing is considered, and it is found that there is a tendency to shortening the duration of financial leasing services. An industry factor of providing financial leasing services is taken into consideration and the main industries where these services are widespread are described. The existing approaches to evaluating the effectiveness of leasing contracts are systematized. The key challenges that hinder the growth of leasing in Ukraine are identified. The research methods used in the article include: analysis, synthesis and abstraction (for forming the rationale and developing the terminological and conceptual framework of the study); comparison, systematization and logical generalization (for examining the concept of financial leasing, its legal regulation and specific features of using in Ukraine); statistical, structural and comparative analysis (for exploring ways of advancement of financial leasing in Ukraine).
