The underdeveloped methodological support of the social discounting procedure is one of the problems of decision-making on the implementation of projects with significant social and social components. The available theoretical and methodological developments are of a general nature and do not allow taking into account either the specifics of projects or the specifics of the field of activity in which they are implemented. The subject of this paper is the methods of making investment decisions in fisheries, which are based on the principles of public-private partnership. The purpose of this paper is to develop a methodology for the analysis of PPP projects implemented in the field of fisheries in terms of theoretical substantiation of models based on the technology of social discounting and the choice of a social discount rate. The novelty of our results lies in an integrated approach reflecting versatile views on the procedure of social discounting. The author offers recommendations for making publicly oriented decisions on the implementation of PPP projects in fisheries.

Objectives. The object of the research is the process of assessing the social development risks, which involves ranking the objects according to their degree of exposure to risk factors. As the subject of the study we designate the main weaknesses of the risk assessment methodology using risk index ratings in various fields based on a research of Russian and foreign scientific and practical experience. The purpose of the study is the formation of a set of theoretical principles that form the ground for improving the risk assessment methodology based on the construction of integrated risk index ratings.Methods. The main research method was a comparative analysis of the research results of foreign and Russian scientists on risk assessment in general and the formation of integrated risk indices in particular.Results. As a result of the study, the most significant weaknesses inherent in the risk assessment methodology were identified, and the failings of the use of risk index ratings for risk assessment from different angles were specified. Some identified failings are illustrated by the example of the UN World Risk Index calculation methodology. Recommendations to eliminate identified failings are formed, ordered in a logical sequence.Conclusions. As a result of the study it was established that the formulation of goals and objectives of assessing the social development risks substantially determines the assessment methodology and affects its results. In the case when the use of integrated risk index ratings meets the goals and objectives of the assessment, the subject of the assessment should take into account a number of fundamental methodological provisions that can significantly affect the assessment results, their objectivity and the adequacy to the problem being solved. The authors declare no conflict of interest

Purpose Sustainable development has now been recognised as the pivot around which development activities should revolve. Banking is an important component in the same and adoption of sustainable banking practices by various banking institutions is a strong driver to achieve sustainable development. The purpose of this paper is to study the level of adoption of sustainable banking tools and the extent to which banking institutions practice the same in India. In addition, the banking institutions have been ranked and categorised on basis of their sustainable banking performance. Design/methodology/approach The proposed framework focuses on the environmental and social conduct of the banks, who address the issues of sustainability in Indian banking sector. As there is a difference in the economic standards of developed and developing countries, the review of literature helps to figure out the gap in specific frameworks for assessing sustainable banking practices in developing countries. Previous researchers have made an attempt to develop a general framework for assessing the sustainable banking efforts of the banking sector. These studies fall short of indicators on the social dimension of sustainability specifically in the context of less developed countries like India, the social dimensions are is equally a major thrust area along with environmental indicators. Content analysis technique has been used to evaluate sustainable banking performance of the banks and Mann–Whitney U test used to determine the differences in sustainable banking performance of the banks in India. Findings In Indian banking sector, the adoption of the international sustainability code of conduct is still in its nascent stage. The research indicates that sustainability issues which are of the highest priority for the banks are directly related to their business operations such as financial inclusion, financial literacy and energy efficiency, and banks are more focussed on addressing social dimension of sustainability in banking rather than important dimensions of sustainable banking, namely, environmental management, development of green products and services and sustainability reporting. Practical implications The application of the proposed framework reflects the status quo of sustainable banking in India. This study is useful for the banks and all the stakeholders in understanding more about the shortcomings in integrating sustainability issues in banking. Further, the present study also redresses the extant research dearth in the field of sustainable banking in the Indian context. Originality/value This is one of the first studies evaluating the sustainable banking performance of the Indian banking sector.

ABSTRACTIf a thriving capitalist economy relies on the innumerable small deposits of savings that local people place in banks, then ‘unbanking’ represents a threat to just such an economy. And yet, across the globe, billions remain outside the formal banking sector, thereby reducing the ability of formal banks to set these savings in motion. This unbanking has been the subject of many reports and studies by economists, corporations and non-profit organizations, but unbanking never seems to diminish. Indeed, by all accounts, it continues to thrive. In order to offer an alternative explanation for this phenomenon, the author revives an important, age-old distinction between hoarding and saving, while also providing an anthropological survey of alternative modes of saving in Africa. In so doing, the author argues that the critics of unbanking may be ignoring the ways in which banking and unbanking are tied up with subject formation.

The subject of the research is the procedure for personal income taxation. The purpose of the workwas to determine which personal taxation regime is more justified: progressive or proportional. The paperprovides the reasons for the transition from the progressive to the proportional tax. The risks and possibilities of transition to the progressive scale are analyzed. It is concluded that in order to achieve social justice and improve the welfare of the majority of peoplerather thana very small part of them, it is necessary to adopt a set of economic, fiscal and administrative measures aimed at solving a single task — ensuring the social and economic development of Russia. Discrete measures, such as the introduction of the progressive personal income tax will not lead to desired results. Moreover, the progressive tax cannot be introduced unlessit is ruled by law that large spendings of citizens must correspond to their incomes.
