Traditional autonomous use of indicators characterizing each of the forms of effectiveness (functional, economic, social, environmental) leads to a one-sided assessment of management systems, while a comprehensive assessment is needed in the strategic perspective. Efficiency of strategic management systems is one of the most complex forms of the manifestation of the efficiency category, which, in relation to other types of efficiency, acts as the most generalizing concept that synthesizes a complex of independent values of efficiency in the long run. Only the consideration of this category from the position of system analysis to a certain extent allows us to solve this difficult task.

Purpose. The aim of the article is substantiation of expediency of strategic planning of activity of hotel and restaurant business and formation of model of strategic management that will allow to activate potential of subjects of managing and to provide their stable development in strategic perspective. Methodology of research. The authors used empirical, statistical and questionnaire research methods to identify the factors influencing the activities of hotel and restaurant business. It allowed substantiating the stages of business planning and describing their implementation, the formation of an improved model of strategic management, development of proposals for baseline indicators. It is expedient to make decisions on the basis of indicators concerning directions and the purpose of development of business on rendering of services in this sphere. Findings. The reasons for the imbalance of the hotel and restaurant business are analysed and the need for strategic planning and management in this area is substantiated. The stages of planning of hotel and restaurant business are defined taking into account current and strategic factors of its development that will allow to form balance between the realized services and their needs in the market. A model of strategic management of the hotel and restaurant business has been developed, which is focused on the existing social and economic level achieved in this area, resource potential and assessment of the initial conditions and opportunities for development. The main problems of the hotel and restaurant business have been identified, taking into account which will allow to achieve a positive result in the long run and to form a sufficient level of competitiveness of business entities. Originality. The organizational and methodological bases of formation of effective management of hotel and restaurant business which are based on theories of sustainable, competitive and innovative development that will allow to develop various scenarios of business development taking into account current and strategic factors are deepened. Practical value. The obtained results form an important methodological basis for improving the mechanisms of strategic planning and management of hotel and restaurant business entities, as well as allow to form competitive and functional strategies for their development in the long run. At the present stage of development, organizations play a leading role in society. Organizations are multifaceted and widely represented in various forms, such as enterprises, non-profit organizations, public authorities, associations of citizens or communities, international legal, economic, social institutions, police or security agencies, scientific societies, and so on. Most organizations today operate in a competitive environment that requires them to constantly develop and improve. The winner is the one who acts prudently and effectively. In this aspect, the strategic management of the organization’s development is critical to its existence in a competitive environment in the long run. The article substantiates the difference between the dynamics of organizational development of pre-trial investigation bodies from business organizations due to the lack of competition as the main determinant of such development. A comparative analysis of the definitions of strategy, strategic management and organizational development is presented in order to identify the specifics of strategic management of organizational development. Through a systematic analysis of regulations that define the main tasks of pre-trial investigation bodies, the strategic goals of such bodies are identified, which should be taken into account when developing their development strategy. On the basis of the presented material the author’s definition of the concept of strategic management of development of bodies of pre-judicial investigation is offered. Based on the analysis, the European Foundation for Quality Management and 7s McKinsey’s contemporary evaluation models identify the main trends in organizational development, which in the future should be taken into account by pre-trial investigation bodies when developing their own development strategies. Conclusions are made about the prospects of further research in this direction.

Purpose: Develop a system of automated occupational health and safety management to improve the procedure for minimizing occupational risks and ensure comprehensive protection of employees from the impacts of negative factors of the systems "man - machine - environment". Design/methodology/approach: The following set of scientific methods was used in the study: analysis of normative-legal documents and scientific-technical literature in the field of building and functioning of occupational safety and health management systems, methods of system analysis, simulation methods, namely discrete-event simulation (DES) of random and dynamic processes, methods of decision theory and data mining. Findings: Based on the results of the research, a system of automated occupational health and safety management, which due to the connection the functionally independent elements (according to a certain scheme) allows to provide comprehensive protection of employees from the impacts of negative factors of the system "man - machine - environment" and reduce occupational injuries and diseases, was developed. This is done by constant monitoring and promt correcting of parameters of impact on the employee of the specified factors. The developed system was implemented in the occupational health and safety management system of the industrial enterprise "Stalkanat-Silur" (Odessa, Ukraine), resulting in reducing the number of accidents, in particular, in dangerous areas of production by 33.3%, increasing the economic efficiency of the enterprise through increasing the level of productivity by 5% and reducing in the number of social insurance payments by 11%. Research limitations/implications: The developed system can be implemented both within separate industrial premises and in the enterprise as a whole, but the number of its elements could be changed (increase / decrease) depending on the number of jobs and dangerous areas that need control. Practical implications: The implementation of the proposed system allows to increase the level of economic efficiency of the enterprise by increasing the level of labor productivity due to reducing the negative impact on the employee of harmful factors and compliance with rational mode of work and rest in each workplace, as well as by reducing the number of social insurance payments due to reducing the occupational injuries and diseases. Originality/value: For the first time the system of automated occupational health and safety, which, in contrast to existing automated occupational risk minimization systems and traditional occupational health and safety management systems, provides comprehensive protection of employees from the the impacts negative factors of the system "man - machine-environment", by constant monitoring the parameters of such impact and their prompt correction in case of deviation of the specified parameters from the set criteria, was developed and proposed for use at enterprises, institutions and organizations.

The interactions among individual economic agents require some regulations to hedge the risk of business activity. This paper examines the general equilibrium theory, backgrounds of system analysis and optimal control to show that these regulations present the mechanism of balanced management of economic processes at various economic level (enterprise, region, country). The study shows that sustainable development is self-regulatory and adaptive effort to remain on the market under the condition of reliable cooperation. Furthermore, by investigating the hierarchy of the business management systems, the conceptual and mathematical models of the mechanism for sustainable development are built and illustrated.

Expansion of ”projectisation“ culture worldwide, ”internalization“ of projects and the inevitable growth of social media use globally calls for systematic and deeper insights from the strategic management viewpoint. Projects are defined as temporary organisations within various organisational bodies. In terms of the strategic management, temporary organisations are viewed as unique structural networking bodies that are anticipated to have their own strategy and management approach to meet project-based needs. Effective ”project communication“ plays a strategic role and can be an important enabler of social capital gains for organisations. Social media, as a new age phenomenon, are claimed to be the powerful mechanism that opens vast opportunities for collaborative communication. Their application in terms of temporary organisation is still underinvestigated area that lacks a researchers' attention. The aim of this research is to explore the potential of social media use in temporary organisations. The research study indicates that social media have a large potential for enhancing collaborative initiatives and collecting evidence for the strategic planning.

We investigate the presence and impact of forecast errors in the arrival rate of customers to a service system. Analysis of a large dataset shows that forecast errors can be large relative to the fluctuations naturally expected in a Poisson process. We show that ignoring forecast errors typically leads to overestimates of performance and that forecast errors of the magnitude seen in our dataset can have a practically significant impact on predictions of long-run performance. We also define short-run performance as the random percentage of calls received in a particular period that are answered in a timely fashion. We prove a central limit theorem that yields a normal-mixture approximation for its distribution for Markovian queues and we sketch an argument that shows that a normal-mixture approximation should be valid in great generality. Our results provide motivation for studying staffing strategies that are more flexible than the fixed-level staffing rules traditionally studied in the literature.

The high level of import of vegetable seeds negatively affects the indicators of resource self-sufficiency of agricultural sectors. At the same time, the development of the vegetable seeds market requires significant financial investments in this segment and analysis of their further payback based on scientific approaches. The purpose of the article. To develop methodological approaches to assessing the effectiveness of import flows in relation to vegetable seeds. The object of research is vegetable seeds, the value chain in vegetable growing. Methods used in research. The theoretical and methodological basis for the study was the works of domestic and foreign scientists on import and import-substituting production. The following methods were used in the research process: monographic, abstract-logical, normative, synthesis and system analysis, etc. The hypothesis of the study. Import flows of vegetable seeds take place in the Republic of Belarus in the presence of a certain list of conditions, which requires justification of their expediency. Presentation of the main material. The article presents the author's position regarding the development of scientific and methodological approaches to assessing the feasibility of implementing import flows of vegetable seeds. Originality and practical value. The scientific novelty of the study consists in the development of a comprehensive assessment of the feasibility of zoning a certain variety of vegetables of Belarusian selection for individual management entities or its import on the basis of a number of factors and criteria. Conclusions. The development of the Belarusian market of vegetable seeds involves a comprehensive assessment of the effectiveness of seed zoning, which includes the costs of conducting scientific research and ending with the effectiveness of vegetable cultivation and their subsequent processing.
