Introduction. Under the conditions of increasing interregional economic imbalances and deindustrialization of the economy the industrial potential of regions as a catalyst for regional leveling and economic growth becomes particularly important. Due to the development of manufacturing and other activities included in production chains the economies of backward regions can be revitalized. Purpose. The purpose of the article is the development of recommendations of the regional industrial policy implementation using the industrial potential of regions to level out interregional imbalances. Method (methodology). The statistical analysis based on variation coefficients and mapping approach are used for assessing the extent of socio-economic regional imbalances. Using the correlation analysis the relationship between the industry’s share by the number of employees in a regional economy and GRP per capita is estimated. The evaluation of industrial specialization of the regions is performed by industries’ localization coefficients. The regional industrial potential is determined according to the current production performance and its possible increase, internal and external investment resources and human capacity. The recommendations on directions and instruments of regional industrial policy are developed using the generalization of domestic and international experience according to new challenges of industrial and regional development of Ukraine. Results. It is determined that during 2010-2017 the level of regional divergence in Ukraine has significantly increased. The industrial, investment and labour potentials of the regions that may become a driving force for regional leveling are disclosed. The forms of inclusion of the regions with low industrial potential in interregional production chains are substantiated. The new objectives of the modern regional industrial policy arising from modern paradigms of neoindustrial, innovative economies and industrial policy are determined and are directed on overcoming centrifugal trends of regional development in terms of decentralization reform.

Infrastructure disparity is considered as one of the factors that enhances economic inequality between regions. In the Indonesian context, the issue is interesting to be examined, especially the government is currently encouraging infrastructure development in various regions in Indonesia.This study aims at analyzing the dynamics of infrastructure and economic inequalities between regions (provinces) in Indonesia and examining the relationship between the two. This research employs several methods, namely Williamson Index, Klassen typology, and correlation and regression analyses. These methods are to provide an adequate scope of analysis to investigate trends and linkages of infrastructure development and economic imbalances between provinces in Indonesia. The study results find that the economic gap (in term of GRDP per capita) among the provinces in Indonesia was relatively high during the period 2011-2015. It was confirmed by the value of Williamson Index at 0.7 points. The relatively high rate of the gap was mostly associated with the infrastructure gap among the provinces. Strong positive correlation between the gap of GRDP per capita and of infrastructure among provinces. This delivers a strong message to the government to accelerate equal development programs proportionally in lagging regions in order to reduce development bias to more developed regions.

Рассмотрена взаимосвязь сценарного подхода с обеспечением устойчивого развития и вариантов решения проблемы модернизации экономики региона. The article discusses the utilitarian application of the scenario approach in the practice of managing regional development. The experience was studied, the expediency of developing targeted scenarios for the socio-economic development of the region was determined. The relationship of the scenario approach with ensuring sustainable development and options for solving the problems of modernization of the economy of the region is considered.

The article is devoted to the theoretical foundations and analysis of the experience of subjects of the Russian Federation in the field of regional development risk management. The article examines the concept of risk, its difference and relationship with the concepts of uncertainty, threat, danger, security and others. It is determined that dangers are constantly present in the regional economy. And risk, as a measurable uncertainty with multiple outcomes, for which the probability of occurrence of a risk event is calculated, is manifested as a result of the occurrence of a hazard. When comparing the concepts of risk and security, this means that the security of the regional economy is manifested in the ability to resist threats and manage risks, and not in the complete absence of dangers. It is revealed that ISO standards distinguish between the concepts of risk management and risk management. For further discussion, risk management is understood as a systematic approach to using the full range of mechanisms available to public authorities to reduce emerging risks and threats to the socio-economic development of the region. Further, the analysis of risk management in the practice of regional management on the example of the Omsk, Novosibirsk and Tyumen regions is carried out. The relevant tools in the activities of government bodies, such as territorial development strategies, state programs and projects, were identified, which allowed us to introduce a classification of risks with the allocation of strategic, tactical risks of territorial development and project management risks, among which there is a strategic level. The analysis of the implemented tools for compliance with the mandatory stages of risk management showed mainly the absence of risk identification, unified requirements for risk accounting and systematic risk management of regional development. Among the assessed regions, the Tyumen region has the best practices in terms of risk management. For a more detailed analysis authors highlighted the key institutional and instrumental elements of risk management such as risk committee, strategic risk map, risk register, action plan for risk management, and defined logical relationships between them.

The purpose of the article is to study trends and identify problems of budgetary provision of the development of Zaporizhzhia region in the context of budgetary decentralization reform. Methods of systematic and comparative analysis, graphical visualization, generalization and statistical methods were used for the study. The article examines the impact of decentralization reform on the financial provision of social and economic development of administrative and territorial units of Zaporizhzhia region. The comparative analysis of the budgetary provision of the development of Zaporizhzhya region and other regions of the Central region is conducted. The article describes the trends and problems of Zaporizhzhya region development. The following positive trends were revealed: increase of revenues to local budgets of the region; reduction of transfer dependence of the region on the state budget; formation of high-taxation CTCs. The negative tendencies of development were: increase of differentiation of financial provision of the development of the regional center and other administrative and territorial units, reduction of the growth rate of revenues to the development budget of Zaporizhzhia region. Attention is drawn to the fact that under the conditions of decentralization reform and administrative and territorial reform, consolidated territorial communities are actively being formed in the Zaporizhzhya region, most of them with high financial capacity, which testifies to the high potential of regional development. The article analyzes the regional target programs of Zaporizhzhia region and clarifies the possibilities of their integration with the Action Plans for implementation of the Regional Development Strategies. The dominance of the social component over the development of regional target programs and low level of implementation of a number of programs are emphasized.

The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

The aim of the study was to unveil the specifics of consumer behavior on the certified baby food market, in particular with regard to their determinants. A questionnaire was used as a tool to conduct this study. A unique nature of the relationship between the buyer and the consumer on the market (a mother and a child) could have influenced the results obtained. Price is not the key determinant of behavior of buyers on the market. In addition, there is no correlation between the net income per capita and household expenditure on certified baby food.

AbstractThis study explores the relationship between railroad integration and regional development on the European periphery between 1870 and 1910, based on a regional data set including 291 spatial units. Railroad integration is proxied by railroad density, while per capita GDP is used as an indicator of economic development. The period under study is of particular relevance as it has been associated with the second wave of railroad construction in Europe and also coincides with the industrialization of most of the continent. Overall, we found that railroads had a significant and positive impact on the growth of per capita GDP across Europe. The magnitude of this relationship appears to be relatively modest, but the results obtained are robust with respect to a number of different specifications. From a geographical perspective, we found that railroads had a significantly greater influence on regions located in countries on the northern periphery of Europe than in other outlying areas. They also helped the economies of these areas to begin the process of catching up with the continent’s industrialized core. In contrast, the regions on the southern periphery showed lower levels of economic growth, with this exacerbating the preexisting divergence in economic development. The expansion of the railroad network in them was unable to homogenize the diffusion of economic development and tended to further benefit the regions that were already industrialized. In most of the cases, the capital effect was magnified, and this contributed to the consolidation of newly created nation-states.
