The pragmatic role of financial mechanisms in the paradigm of innovation development on the basis of fundamental principles of national science and practice is explored. It is proved, that the key parameters of modern innovation development show steady tendencies of decreasing entropy of financial mechanisms of the state. It was clarified that the transfer of emphasis on the use of advanced technologies, the transition to the release of high-tech products, the adoption of progressive organizational and managerial decisions in innovation activities should be based on the principles of innovation imperative and autocratic mechanisms in the country's economic policy. It was stated that the intensification of innovation processes in the state should be based on the principles of interaction between subjects of scientific and technical and entrepreneurial activity, in particular, to minimize the consequences of changes in the structure of economic activities. It has been established that the paradigm of innovation development requires the formation of an effective financial policy of the state, the main tasks of which are activation of innovation activity of economic entities and the creation of a coherent system of their financial support, taking into account an effective financial mechanism. This will be facilitated by systematization of state financing and stimulation of innovative development of the national economy.

Today in Russia there is a definite situation in the field of innovative development, characterized by a number of distinctive features. In a dynamic environment of industrial production and entrepreneurship, the need for the formation and development of non-proprietary resources is beyond doubt. The dynamics of productivity growth, the development of new high-tech production systems, the growth of the patent base in enterprises, trends in innovative development in general in the sector of the economy and large-scale production.The state of development of the economic system, depending on the structure of the innovation development of the subjects. At the same time, the innovative development of companies is manifested both in investments in advanced production technologies and in the production of high-tech products. The purpose of the scientific article is to analyze the innovative development in the Russian Federation.The goal necessitated the following tasks:1. To analyze the indirect indicator of innovation development – the volume of domestic expenditures on research and development in the context of country adaptability;2. To analyze the innovation activity of organizations by districts of the Russian Federation;3. To produce a factor analysis of indicators on the innovative development of the Russian Federation;4. The purpose of the study is to develop tools for assessing the level of innovative development of an enterprise in order to improve the management of its innovation activities. Radical increase of the role of innovations in modern conditions predetermines the activation of innovative activity of enterprises on the basis of increasing production efficiency, implementing promising research and development projects and implementing innovative programs. The situation in the world economy demonstrates that the innovative component of enterprise development is the main source of growth and contributes to the level of competitiveness of the organization. As a result of the generalization of the experience of research in the field of innovative development, a system of economic indicators that maximally characterizes the innovation activity carried out by enterprises is formed, which is the basis for developing tools for assessing the level of innovation development of the enterprise, a toolkit for assessing the level of innovative development of an enterprise using the proposed system of economic indicators, to increase the level of innovative development of the enterprise tions and to assess their cost-effectiveness.

Purpose. The aim of the article is determined on the basis of a systematic approach and generalization of theoretical and scientific-practical approaches of discovering conceptual bases of formation of mechanisms and determination of economic interpretation of the process and stages of innovative development for the transition from low- to high-tech innovation economy. Methodology of research. Historical, systemic and logical-dialectical approaches have been applied to achieve this goal; the following methods are used: abstract and logical – in setting the goals and objectives of the study; analytical and monographic – when studying literary sources, legislative or other normative legal acts and practices of mechanisms of innovative development; by means of the comparative method the differences in the mechanisms of realization of the state innovation policy of Ukraine and the countries with developed market economy are determined; systematization – at systematization of mechanisms of innovative development of enterprises; statistical and economic – when collecting and processing statistical data; analysis and synthesis – to develop directions for improving the innovative development of enterprises. Findings. Conceptual bases of formation of mechanisms of innovative development of the enterprises are revealed and theoretical and scientific-practical approaches to economic interpretation of the process of innovative development are determined. The essence of innovation development as a systematic management of innovation activity, aimed at shaping and ensuring achievement of economic growth through rational use, increasing and distribution of innovative and economic and technological potential at different stages, namely: in the process of creation and transfer of innovations, development of mass production and financial mechanisms and commercialization of development, legal protection and use of intellectual property objects and establishment of Ukrainian relations Certain innovators with partners, creating favorable conditions for retaining specialists. Originality. It is determined that one of the main tasks of innovative development is to increase the level of innovation activity, which to a certain extent depends on the structural elements of the national innovation ecosystem and stages of innovation development. The scientific and methodological approaches of formation of mechanisms of innovative development are improved, on the basis of consideration of functional connections, ensuring rational use of resources, obtaining synergistic effect of contractual relationships and aggregate investments. Practical value. Formed mechanisms to ensure the activation of innovative development as an orderly set of institutional settings include defining the goals, objectives, increasing the ability to solve problems and attracting investment to ensure the effectiveness of innovation, which allows economic entities to achieve strategic development goals, solve problems of ensuring effective interaction of the state science and business to innovate, and as a systematic process that implements a competitor no benefits, ensuring sustainable growth, improve the quality and standard of living by harmonizing the interests of its members. To solve the problems of stimulating the development of innovative activity of domestic enterprises, a number of regulatory acts have been developed in Ukraine today that regulate relations in the sphere of investment in innovation. National legislation defines the following forms of investment of innovative activity: state (municipal) investment, commercial investment, social investment, foreign investment, general investment. In order to receive financial support, the subjects of innovation activity whose innovation projects are listed in the State Register of Innovation Projects shall submit to the State Innovation Financial-Credit Institution (its regional branches) innovative projects and all necessary documents, the list of which is determined by it. The subject of innovative activity, the innovative project of which has been competitively selected, may receive one or more types of financial support from the innovative financial-credit institution, depending on the competitive procedure established by the competitive procedure. Financial support for the implementation of innovative projects can be provided in the form of successive tranches as a result of monitoring the progress of project implementation.The analysis of the structure of state financing of innovation activity by types of economic activity of subjects of innovation in 2018 allows to determine the priority branch of chemical and petrochemical industry. Investing of own funds of subjects of innovative activity is realized through capital investments and financial investments. Structural analysis of sources of financing of innovative activity in Ukraine allows to distinguish the overwhelming share of own funds of the enterprises in the total volumes of financing of their innovative activity. But in the conditions of insufficient level of state support of innovative activity of enterprises and instability of their financial results, as the main source of own funds for investing, the role of financial and credit providing of investments by the subjects of the financial market significantly increases.

The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

This paper investigates major points of the successful functioning and modernization of the national economy is the transfer of the economy to an innovative development path, the creation of a high-tech and competitive economy. In the transition to the modern model of economic growth, the level of activity of enterprises is of great importance, where high activity is ensured by the leading role of the state in stimulating and determining national priorities and the active influence of the state on the process of innovative development through mechanisms of state tax stimulation of economic development. In conclusion, it makes an emphasis on both theoretical and methodological basis as a whole.

The article presents the results of research of separate aspects of the process of complex assessment of the strategic management level of the enterprise innovative development on the basis of the methodology of multi-purpose analysis of the situations of making managerial decisions in conditions of uncertainty, conflict and risk. An appropriate system of generalized and partial indicators of the functioning of the enterprise, which influence the level of its innovation development, is formed. It includes: 1) a subsystem of the indicators of a generalized assessment of the state of organizational, technical and economic development of the enterprise; 2) a subsystem of effective quality indicators for assessing the level of strategic management of innovative development of the enterprise. In order to carry out the analysis of the factors impact on the results of the innovation activity of the enterprise, a modified aggregate rating criterion is chosen. It is based on the average geometric value of the detailed indicators. The above-mentioned facts allow obtaining integrated assessments of the level of strategic management of innovative development of the enterprise by reducing the negative impact of the levelling of individual indicators, the values of which fall out of the general trend of the studied processes. It is noted that the property of taking into account the antagonism of the economic environment is inherent to the recommended for use in the process of integrated assessment of the level of strategic management of innovative development of the enterprise by the average geometric meanings of the detailed indicators that characterize the situation of making innovative decisions. Thus, to some extent, it is possible to take into account the continuous overall impact of the competitive environment of the enterprise. In order to carry out an in-depth study of assessments of the level of strategic management of innovation development and innovative activity of the enterprise as a whole, a structural diagram of construction of a functional of estimating the integral indicator of the formalized situation of making innovative decisions is formed. The basic scheme of estimation of the level of strategic management of innovation development of the enterprise is developed. According to this scheme, we have determined the key stages of the research. They are the monitoring of key partial performance indicators of an enterprise, which affect the final results of innovation activity; the assessment of the organizational and technical level of development of productive forces of the enterprise; the integral assessment of the level of security and effectiveness of strategic management of innovation activities; the integrated assessment of the level of effectiveness of strategic management of innovative development of the enterprise. The indicator "stock of financial strength" has been determined as a priority indicator in assessing the situation of the adoption of innovative solutions.

The article presents the results of Ukraine for part of the Global Innovation Competitiveness Index. The analysis of the current state of innovative development of regions is carried out. The study notes that in Ukraine, organizational and economic mechanism for stimulating innovation in relation to the ecologization of the economy is practically not involved. Its implementation in economic activity involves introduction and implementation of the principles of rational nature management and minimization of negative impact on environmental objects in the implementation of anthropogenic activities. Author has proved that: innovation processes in industry are mainly extensive; new types of products are mastered mainly through usage of scientific and technological achievements of previous years. The article proves that: this type of innovation development has narrow boundaries and will not allow maintaining the competitiveness of domestic enterprises for a long time; the investment process in Ukraine does not fulfill the function of facilitating updating of the production base on an innovative basis. Author notes that the main problems related to the regulatory action of legislation in the field of scientific and technological and innovation development in Ukraine are: lack of own long-term programs for the development of national economy based on innovation; non-compliance with provisions of the law; unsystematic legislation; lack of mechanisms for implementing the priorities of scientific and technical and innovation activities; complexity and long-term decision-making procedure; lack of effective anticorruption mechanisms; lack of integrated application of mechanisms of state influence (financial, credit, tax, etc.) for achievement of certain priorities; suspension and cancellation of mechanisms for supporting scientific and technical activities; absence of coordinated activity of the executive authorities aimed at the country's innovative development. Tendencies were studied and a set of measures aimed at stimulating the process of ecologization of innovation activity at the state and regional levels was proposed. In the article features of introduction of mechanism of ecologization of innovation activity are investigated. The article states that effective implementation of the policy of ecologization of innovation activity is possible only under conditions of integrated implementation of the adaptive mechanism of ecologization of innovation activity at the state, regional and local levels. The priorities of introduction of adaptive mechanism of ecologization of innovation activity of Ukraine are determined. The study has proved that the goals, ideas and strategies of economic and social development of Ukraine should be taken into account when constructing a model of sustainable regional development. The result of the implementation of this Strategy is the formation of a strong state and the activation of its regulatory function.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

Under conditions of growing competitive pressure, a role of universities in the development of innovations at both national and regional levels increases. At the same time, there is a shift from the dominant cooperative ties between the state and the enterprises in an industrial society to the ties between the state and enterprises and universities in the knowledge society. This work performed characterization of Germany by the level of innovative development. 4 types of Regional Innovation Systems were identified: innovation core, strong business- innovators, clusters with high level of governmental support, innovation periphery. Further, the territory was investigated for the formation of the research and educational function of universities and 5 types of regions with different types of universities (leading, high, medium, underdeveloped and backward) were identified. An analysis of the laws governing university participation in innovation processes has shown that their innovation activity is formed under the influence of both the regional innovation environment and institutional factors. In the western part of the country, the nature of research activity of universities is driven mainly by their intensity of cooperation with businesses while in the eastern part it is determined by the level of state support for R & D.
