The article presents the results of Ukraine for part of the Global Innovation Competitiveness Index. The analysis of the current state of innovative development of regions is carried out. The study notes that in Ukraine, organizational and economic mechanism for stimulating innovation in relation to the ecologization of the economy is practically not involved. Its implementation in economic activity involves introduction and implementation of the principles of rational nature management and minimization of negative impact on environmental objects in the implementation of anthropogenic activities. Author has proved that: innovation processes in industry are mainly extensive; new types of products are mastered mainly through usage of scientific and technological achievements of previous years. The article proves that: this type of innovation development has narrow boundaries and will not allow maintaining the competitiveness of domestic enterprises for a long time; the investment process in Ukraine does not fulfill the function of facilitating updating of the production base on an innovative basis. Author notes that the main problems related to the regulatory action of legislation in the field of scientific and technological and innovation development in Ukraine are: lack of own long-term programs for the development of national economy based on innovation; non-compliance with provisions of the law; unsystematic legislation; lack of mechanisms for implementing the priorities of scientific and technical and innovation activities; complexity and long-term decision-making procedure; lack of effective anticorruption mechanisms; lack of integrated application of mechanisms of state influence (financial, credit, tax, etc.) for achievement of certain priorities; suspension and cancellation of mechanisms for supporting scientific and technical activities; absence of coordinated activity of the executive authorities aimed at the country's innovative development. Tendencies were studied and a set of measures aimed at stimulating the process of ecologization of innovation activity at the state and regional levels was proposed. In the article features of introduction of mechanism of ecologization of innovation activity are investigated. The article states that effective implementation of the policy of ecologization of innovation activity is possible only under conditions of integrated implementation of the adaptive mechanism of ecologization of innovation activity at the state, regional and local levels. The priorities of introduction of adaptive mechanism of ecologization of innovation activity of Ukraine are determined. The study has proved that the goals, ideas and strategies of economic and social development of Ukraine should be taken into account when constructing a model of sustainable regional development. The result of the implementation of this Strategy is the formation of a strong state and the activation of its regulatory function.

The article presents the results of research of separate aspects of the process of complex assessment of the strategic management level of the enterprise innovative development on the basis of the methodology of multi-purpose analysis of the situations of making managerial decisions in conditions of uncertainty, conflict and risk. An appropriate system of generalized and partial indicators of the functioning of the enterprise, which influence the level of its innovation development, is formed. It includes: 1) a subsystem of the indicators of a generalized assessment of the state of organizational, technical and economic development of the enterprise; 2) a subsystem of effective quality indicators for assessing the level of strategic management of innovative development of the enterprise. In order to carry out the analysis of the factors impact on the results of the innovation activity of the enterprise, a modified aggregate rating criterion is chosen. It is based on the average geometric value of the detailed indicators. The above-mentioned facts allow obtaining integrated assessments of the level of strategic management of innovative development of the enterprise by reducing the negative impact of the levelling of individual indicators, the values of which fall out of the general trend of the studied processes. It is noted that the property of taking into account the antagonism of the economic environment is inherent to the recommended for use in the process of integrated assessment of the level of strategic management of innovative development of the enterprise by the average geometric meanings of the detailed indicators that characterize the situation of making innovative decisions. Thus, to some extent, it is possible to take into account the continuous overall impact of the competitive environment of the enterprise. In order to carry out an in-depth study of assessments of the level of strategic management of innovation development and innovative activity of the enterprise as a whole, a structural diagram of construction of a functional of estimating the integral indicator of the formalized situation of making innovative decisions is formed. The basic scheme of estimation of the level of strategic management of innovation development of the enterprise is developed. According to this scheme, we have determined the key stages of the research. They are the monitoring of key partial performance indicators of an enterprise, which affect the final results of innovation activity; the assessment of the organizational and technical level of development of productive forces of the enterprise; the integral assessment of the level of security and effectiveness of strategic management of innovation activities; the integrated assessment of the level of effectiveness of strategic management of innovative development of the enterprise. The indicator "stock of financial strength" has been determined as a priority indicator in assessing the situation of the adoption of innovative solutions.

The pragmatic role of financial mechanisms in the paradigm of innovation development on the basis of fundamental principles of national science and practice is explored. It is proved, that the key parameters of modern innovation development show steady tendencies of decreasing entropy of financial mechanisms of the state. It was clarified that the transfer of emphasis on the use of advanced technologies, the transition to the release of high-tech products, the adoption of progressive organizational and managerial decisions in innovation activities should be based on the principles of innovation imperative and autocratic mechanisms in the country's economic policy. It was stated that the intensification of innovation processes in the state should be based on the principles of interaction between subjects of scientific and technical and entrepreneurial activity, in particular, to minimize the consequences of changes in the structure of economic activities. It has been established that the paradigm of innovation development requires the formation of an effective financial policy of the state, the main tasks of which are activation of innovation activity of economic entities and the creation of a coherent system of their financial support, taking into account an effective financial mechanism. This will be facilitated by systematization of state financing and stimulation of innovative development of the national economy.

Purpose. The aim of the article is determined on the basis of a systematic approach and generalization of theoretical and scientific-practical approaches of discovering conceptual bases of formation of mechanisms and determination of economic interpretation of the process and stages of innovative development for the transition from low- to high-tech innovation economy. Methodology of research. Historical, systemic and logical-dialectical approaches have been applied to achieve this goal; the following methods are used: abstract and logical – in setting the goals and objectives of the study; analytical and monographic – when studying literary sources, legislative or other normative legal acts and practices of mechanisms of innovative development; by means of the comparative method the differences in the mechanisms of realization of the state innovation policy of Ukraine and the countries with developed market economy are determined; systematization – at systematization of mechanisms of innovative development of enterprises; statistical and economic – when collecting and processing statistical data; analysis and synthesis – to develop directions for improving the innovative development of enterprises. Findings. Conceptual bases of formation of mechanisms of innovative development of the enterprises are revealed and theoretical and scientific-practical approaches to economic interpretation of the process of innovative development are determined. The essence of innovation development as a systematic management of innovation activity, aimed at shaping and ensuring achievement of economic growth through rational use, increasing and distribution of innovative and economic and technological potential at different stages, namely: in the process of creation and transfer of innovations, development of mass production and financial mechanisms and commercialization of development, legal protection and use of intellectual property objects and establishment of Ukrainian relations Certain innovators with partners, creating favorable conditions for retaining specialists. Originality. It is determined that one of the main tasks of innovative development is to increase the level of innovation activity, which to a certain extent depends on the structural elements of the national innovation ecosystem and stages of innovation development. The scientific and methodological approaches of formation of mechanisms of innovative development are improved, on the basis of consideration of functional connections, ensuring rational use of resources, obtaining synergistic effect of contractual relationships and aggregate investments. Practical value. Formed mechanisms to ensure the activation of innovative development as an orderly set of institutional settings include defining the goals, objectives, increasing the ability to solve problems and attracting investment to ensure the effectiveness of innovation, which allows economic entities to achieve strategic development goals, solve problems of ensuring effective interaction of the state science and business to innovate, and as a systematic process that implements a competitor no benefits, ensuring sustainable growth, improve the quality and standard of living by harmonizing the interests of its members. Реализации задач, определенных Президентом РФ и направленных на обеспечение устойчивости экономического развития, преодоление технологического отставания и достижение мирового лидерства, обусловливает переход к иной, инновационной модели развития. В статье рассматриваются подходы к формированию такой модели на региональном уровне. Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.

The Impact

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.

The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

The article presents the results of a study conducted by the author on the impact of trust between business and the state on the innovative development of the economy. A brief description of the phenomenon under consideration in the Russian Federation is given, and the main problems in the relationships of these entities are shown using specific examples. The crisis of confidence entails significant risks for the business, which in turn leads to a reduction in business activity and the outflow of capital. Overcoming this crisis is not possible with short-term targeted measures, since it is necessary to apply a long-term programmatic approach that combines various measures and mechanisms, as well as the interaction of the parties. The author, including, based on international experience, shows the mechanisms by which it is possible to structure relations between the government and the business community. According to the author, various measures, both general and specific, contribute to the improvement of the investment climate. The author sees the judicial system independent of the state as the main guarantee. Also, the article discusses issues of legislative guarantees of investments, providing for full compensation for damage when changing state policy in relation to specific types of activities; the introduction of public-private partnership models to address socially significant projects that are not of commercial interest to firms in the absence of state support; creation and functioning of entrepreneurial innovation infrastructure for the development of innovative firms through the combined efforts of state authorities and local self-government; improvement of civil society institutions and public discussion of the activities of state institutions and entrepreneurs.

Today in Russia there is a definite situation in the field of innovative development, characterized by a number of distinctive features. In a dynamic environment of industrial production and entrepreneurship, the need for the formation and development of non-proprietary resources is beyond doubt. The dynamics of productivity growth, the development of new high-tech production systems, the growth of the patent base in enterprises, trends in innovative development in general in the sector of the economy and large-scale production.The state of development of the economic system, depending on the structure of the innovation development of the subjects. At the same time, the innovative development of companies is manifested both in investments in advanced production technologies and in the production of high-tech products. The aim of the article is to study the innovative capabilities of a production enterprise, it is determined that the inefficient use of innovative ideas by enterprises results from the need to increase the economic development of industrial enterprises and the introduction of innovative ideas and projects, as well as the development of a model of innovative development of the corresponding type. The subject of the study is: factors of generating signs of innovation, the influence of scientific and technical developments on the industrial enterprise is determined. The analysis of the existing structure allows us to determine precisely the priority directions of innovative development in the conditions of global changes and integration into the world economic space of post-socialist enterprises, taking into account constructive and key factors ensuring their resultant effect. In addition, a closed scheme of the formation of a system of strategic innovation development, which will allow the verification of the adequacy of predictive values and ensure the achievement of strategic innovative performance of the business entity, is proposed. Methodology. The article uses classical methods of scientific research, among which are: observation, scientific abstraction and comparison, analysis and synthesis. Results. The conducted research is based on the thesis that structural and dynamic shifts within the production enterprise and their transition to a qualitatively new level of economic growth are only possible if active development of innovative resources of different nature will increase the ability of the enterprise to self-development, improve competitive positions, and make it possible to become an equal partner in the world community. Practical implications. Explains the complex causes of the current state of industrial enterprises, namely, former socialist enterprises, their problems were identified, and the ways of the enterprises’ exit to the new level of development are proposed taking into account the constitutive and key factors of ensuring the effectiveness of the innovation activity itself. The closed-loop scheme of strategic innovation development of a production enterprise is suggested in the practice of management that will protect an enterprise from the inefficient use of innovative resources and innovative opportunities on the basis of a counter-check on the adequacy of the constructed forecasts and the feasibility of carrying out innovative changes and attracting investment resources. Value/originality. This research was carried out within the framework of the scientific work of the Department of Theoretical and Applied Economics of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” (№ 0112U007817) on the theme: “Globalization of the directions of formation of industrial potential in conditions of post-industrial transformation”.
