ABSTRAK Berubahnya sistem pemerintahan dari sentralisasi menjadi desentralisasi, menuntut pembangunan yang merata di setiap daerah sehingga pembangunan yang tadinya dilaksanakan secara terpusat diberikan kepada daerah untuk mengatur daerahnya sendiri. Kebijakan pemerintah dibidang otonomi daerah pada dasarnya dimaksudkan untuk menata ulang hubungan antara pusat dan daerah dalam berbagai tugas dan tanggung jawab yang menyangkut urusan penyelenggaraan pemerintahan. Inspektorat merupakan suatu lembaga pengawasan di lingkungan pemerintah daerah, baik untuk tingkat provinsi, kabupaten atau kota memaikan peran yang sangat penting dan signifikan untuk kemajuan dan kebersihan pemerintah daerah dan perangkat daerah di lingkungan pemerintah daerah dalam menyelenggarakan pemerintahan di daerah dan mencapai tujuan dan sasaran yang telah ditetapkan. Dengan semakin meningkatnya tuntutan masyarakat atas penyelenggaraan pemerintah yang bersih, adil, transparan dan akuntabel harus disikapi dengan serius dan sistematis.Tujuan dari penelitian ini untuk menganalisis apakah pengawasan berpengaruh terhadap APBD  dan pertumbuhan ekonomi di Kota Manado. Teknik analisis yang digunakan adalah analisis jalur (Path Analysis). Hasil penelitian menunjukan bahwa Anggaran Pengawasan Reguler berpengaruh negatif tidak signifikan secara statistik terhadap APBD. Anggaran Pengawasan Khusus berpengaruh positif  tidak signifikan secara statistik terhadap APBD  Kota Manado. Anggaran Pengawasan Reguler berpengaruh negatif tidak signifikan terhadap Pertumbuhan Ekonomi. Variabel Anggaran Pengawasan Khusus berpengaruh positif tidak signifikan secara statistik terhadap Pertumbuhan Ekonomi dan variabel APBD berpengaruh positif signifikan secara statistik terhadap Pertumbuhan Ekonomi Kota Manado. Kata kunci: Anggaran Pengawasan, APBD, Pertumbuhan Ekonomi  ABSTRACT The change in the government system from centralization to decentralization requires demand for equitable development in each region so that the development that was carried out centrally was given to the regions to regulate their own regions. Government policy in the area of regional autonomy is basically intended to rearrange relations between the center and the regions in various tasks and responsibilities concerning the affairs of administering the government. The Inspectorate is a supervisory institution within the local government, both at the provincial, district or city levels displaying a very important and significant role for the progress and cleanliness of regional government and regional apparatus in the local government in carrying out governance in the regions and achieving the goals and objectives set. With the increasing demands of the community for the administration of a clean, fair, transparent and accountable government, it must be taken seriously and systematically. The purpose of this study is to analyze whether supervision influences the regional budget and economic growth in the city of Manado. The analysis technique used is path analysis. The results showed that the Regular Oversight Budget had a negative effect not statistically significant on the APBD. The Special Supervision Budget has a positive and not statistically significant effect on the Manado City Budget. The Regular Oversight Budget has no significant negative effect on Economic Growth. The Special Supervision Budget variable has a positive and not statistically significant effect on Economic Growth and the APBD variable has a statistically significant positive effect on the Economic Growth of the City of Manado. Keywords: Supervision Budget, Regional Budget, Economic Growth

RumateFakultas Ekonomi dan Binis, Magister Ilmu Ekonomi dan BisnisUniversitas Sam Ratulangi, Manado ABSTRAK Kota Bitung merupakan kota yang strategis dan mempunyai daya tarik sehingga banyak dilihat oleh investor.  Hal ini terlihat dari banyaknya jumlah investasi berupa perusahaan/industri yang masuk Kota Bitung. Dan juga merupakan pelabuhan samudra terbesar di Sulawesi Utara. Dengan banyaknya potensi yang ada di Kota Bitung di harapkan pemerintah kota mampu untuk menggali setiap potensi yang ada guna untuk membangun dan mensejahtrakan masyarakat Kota Bitung. Tujuan dari penelitian ini untuk menganalisis bagaimana pengaruh PAD dan dana perimbangan terhadap pertumbuhan ekonomi serta dampaknya pada kemiskinan di Kota Bitung. Teknik analisis yang digunakan adalah analisis jalur (Path Analysis). Hasil penelitian menunjukan bahwa Pendapatan Asli Daerah  (PAD) berpengaruh negatif terhadap pertumbuhan ekonomi akan tetapi tidak berpengaruh secara signifikan. Dana Perimbangan berpengaruh positif terhadap pertumbuhan ekonomi akan tetapi tidak berpengaruh signifikan secara statistik. Pendapatan Asli Daerah (PAD) dan Pertumbuhan Ekonomi berpengaruh negatif terhadap tingkat kemiskinan dan signifikan secara statistik. Dana Perimbangan berpengaruh positif terhadap tingkat kemiskinan di Kota Bitung akan tetapi tidak signifikan secara statistik. Kata Kunci: PAD, Dana Perimbangan, Pertumbuhan Ekonomi dan Tingkat Kemiskinan ABSTRACT Bitung is a strategic city and has so much appeal seen by investors. This is evident from the large number of investments in the form of companies / industries are entering the city of Bitung. And is also the largest ocean port in North Sulawesi. With so many potential that exists in the city of Bitung in the hope that the municipality is able to explore every potential that exists in order to build and prosperios people in Bitung. The purpose of this study to analyze the influence of the region own source revenue and the balance funds on economic growth and its impact on poverty in the city of Bitung. The analysis technique used is the analysis of the path (Path Analysis). The results showed that the region own source revenue  has a negative effect on economic growth but not significantly. Balance Fund has a positive effect on economic growth but not significant statistically. region own source revenue and the Economic Growth negatively affect poverty levels and statistically significant. <p>This research aims (1) to analyze and test the influence of economic growth on the degree of autonomy the area in County Government and city of Maluku Province, (2) Analyze and test the influence of economic growth on the absorption of labor on County Government and city of Maluku province (3) Analyze and test the influence of economic growth on the welfare of society at the County Government and the city of Maluku province (4) Analyze and test the influence of degree of autonomous region of absorption of labor on County Government and city of Maluku province, (5) Analyze and test the influence of the degree of autonomy the area of social welfare in the Government District and the city of Maluku province (6) Analyze and test the influence of absorption of labor against the welfare of the community on County Government and City Maluku province. The approach used is the analysis of Path Analysis, intended to answer a relationship direct or indirect causal model has been developed on the basis of theoretical consideration of researchers and certain knowledge. In addition to the causal relationship is based on the data, also based on knowledge, the formulation of hypotheses and logical analysis, so that it can be called path analysis can be used to test a set of causal hypotheses as well as to interpret these relationships.</p><p>The results showed (1) economic growth positively and significantly influence the degree of autonomy of the region. These results lend support to the hypothesis of one stating that economic growth was a significant influence on the degree of autonomy of the region. (2) The influential economic growth positively and significantly to labor absorption. These results lend support to the hypothesis of two stating that the influential economic growth dramatically to labor absorption. (3) Economic growth positively and significantly influences the well-being of the community. These results provide support for the three hypotheses which state that the economic growth affects significantly to the well-being of society. (4) The degree of autonomy the positive and significant effect of absorption of labor. (5) The degree of autonomy to the region in a positive and significant effect on the welfare of society. (6) The positive impact of labor absorption and significantly to the well-being of society. (7) The results of the discussion to confirm that economic growth affectsconsiderably to the well-being of the community through the degree of autonomy of the regions and the absorption of labor. Significant influence occurs because the existence of a direct relationship with the role of the community.</p>

This study aims to determine the effect of earnings management on tax aggressiveness and its implications for firm value. This research was conducted at mining companies listed on the Indonesia Stock Exchange in 2012-2017. The data analysis technique used is path analysis. Based on the results of path analysis, it is known that earnings management with decreasing income has no effect on tax aggressiveness. Tax aggressiveness has a negative effect on firm value. Earnings management with income decreasing has a negative effect on firm value. Earnings management with decreasing income does not influence indirectly on firm value through tax aggressiveness. The implication of this research theoretically is supporting agency theory and signal theory while practically this research can provide a positive contribution to all parties, especially companies, the main users of financial statements, and also the government. For more than twenty years, reforms that have been going on have mandated the existence of autonomy and decentralization of government to manage their areas and give the broadest possible power to self-determination. The granting of this authority is intended to improve. As one indicator to measure regional autonomy's success, the government will better serve its citizens and guide them towards a better life. The provincial government's performance has not matched the expectations, yet it has not done the community optimally. Increasing the competence of the apparatus to improve the quality of work is a determining factor in local government activities' success. The result of local government officials towards quality performance leads to the development of education, competence, and abilities because of the times' face. The competence that local government officials are expected to have is analyzing and addressing issues within the city under a realistic framework of local government.

Surabaya City Government is part of the regional government system in Indonesia which adopts a decentralized system. In line with these various regulations, regional fiscal or financial management consists of three main components, namely Regional Revenue, Regional Expenditure, and Regional Financing. This study aims to calculate the fiscal potential of the City of Surabaya for the 2017-2021 period. Furthermore, to obtain and complete optimal results, research uses a quantitative approach. The results showed that the economic growth of Syria showed good performance. However, in terms of inflation, the numbers also continue to increase. It is recommended to the Surabaya City Government that inflation control must be carried out through various policies that can increase economic growth that can improve people&#39;s welfare.

ABSTRAK Pertumbuhan ekonomi dipengaruhi oleh berbagai faktor, diantaranya adalah  pengeluaran pemerintah (government expenditure). Besar kecilnya pengeluaran pemerintah sangat tergantung pada pendapatan yang diterima oleh pemerintah itu sendiri dalam kurun waktu tertentu. Di era otonomi daerah maka sumber pendapatan daerah terdiri atas PAD, DBH, DAU, dan DAK. Semakin besar pendapatan yang diterima oleh pemerintah daerah akan semakin baik sebab mempengaruhi secara positif pembiayaan pembangunan ekonomi di daerah, dalam arti bahwa belanja pemerintah untuk pembangunan ekonomi juga akan semakin besar sehingga pada akhirnya pertumbuhan ekonomi akan mengalami peningkatan.Tujuan dari penelitian ini untuk menganalisis Pendapatan Asli Daerah (PAD), Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK) berpengaruh atau tidak terhadap pertumbuhan ekonomi di Kota Manado. Teknik analisis yang digunakan adalah analisis regresi berganda. Hasil penelitian bahwa secara parsial hanya Pendapatan Asli Daerah (PAD) bertanda positif dan berpengaruh signifikan terhadap pertumbuhan ekonomi di Kota Manado. Sedangkan Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) bertanda negatif dan tidak berpengaruh signifikan terhadap pertumbuhan ekonomi. Selanjutnya secara bersama-sama Pendapatan Asli Daerah (PAD), Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) terhadap pertumbuhan ekonomi di Kota Manado bertanda positif dan berpengaruh signifikan. The size of government expenditure depends on the income received by the government itself in a certain period of time. In the era of regional autonomy, the source of regional income consists of PAD, DBH, DAU, and DAK. The greater the income received by local governments will be better because it positively influences the financing of economic development in the region, in the sense that government spending on economic development will also be greater so that ultimately economic growth will increase.                     The purpose of this study is to analyze Local Own Revenue (PAD), Revenue Sharing Funds (DBH), General Allocation Funds (DAU), Special Allocation Funds (DAK) influence or not for economic growth in Manado City. The analysis technique used is multiple regression analysis. The results of the study that partially only Local Own Income (PAD) is positive and has a significant effect on economic growth in the city of Manado. Whereas Revenue Sharing Funds (DBH), General Allocation Funds (DAU) and Special Allocation Funds (DAK) are negative and do not have a significant effect on economic growth. Furthermore, together with Local Own Revenue (PAD), Revenue Sharing Funds (DBH), General Allocation Funds (DAU) and Special Allocation Funds (DAK) for economic growth in Manado City, they are positive and have a significant effect. The preparation of planning and budgeting documents greatly contributes to the achievement of regional performance. Consistency in planning and budgeting is an indicator in assessing the performance of local governments. The object of this research is educational affairs. Education affairs are given top priority for the local government of Kota Solok. It is intended that the budget for education affairs reaches more than 20% of the total regional expenditure budget. Types of data are secondary data and primary data. Secondary data are RPJMD, RKPD, KUA, PPAS and APBD and LAKIP while primary data is neglecting to interview members of the Regional Government Budget Team (TAPD), BAPPEDA and OPD who are responsible for Educational Affairs. Assessment of the consistency of planning and budgeting uses the Planning and Budgeting Consolidated Matrix (MKPP) and the causes of inconsistency are interviews with informants who understand and know this. The results of this research consistency of planning and budgeting for educational affairs is very good. The causes of inconsistency in planning and budgeting documents are that the proposed Special Allocation Fund (DAK) was not approved by the Central Government, the intervention of the Government and Members of the Council, the existence of regulations from the Central Government. Analysis of the achievement of the performance of education affairs in the City of Solok shows that in general the achievement of the indicators of education affairs has not been achieved because the achievement of indicators according to each year is.

This study aims to examine and analyze the influence of regional financial independence, capital expenditure, government investment with moderate effects of disparity between regions and income disparities to economic growth, employment and community welfare. Data analysis method used was Structural Equation Modeling (SEM) with Partial Least Square (PLS) approach, to test the ten hypotheses formulated in this research, then used path analysis (Path Analysis). The conclusions of this study are: (1) Regional financial independence has a positive and significant impact on economic growth, while regional financial independence with moderate effects of disparity between regions has a negative but not significant effect on economic growth. (2) Regional financial independence has a positive and insignificant effect on labor absorption, while regional financial independence with moderate effects of disparity between regions has positive and insignificant effect. (3) Regional financial independence has a positive and significant impact on the welfare of the community. (4) Local government capital expenditure has negative and insignificant effect on economic growth, while regional government capital expenditure with moderate effect of disparity between regions has positive and insignificant effect on economic growth. (5) Local government capital expenditure has negative and insignificant effect on labor absorption, while regional government capital expenditure with moderate effect of disparity between regions has positive and insignificant effect on labor absorption. (6) Local government investment has negative and insignificant effect on economic growth, while local government investment with moderate effect of inter-regional disparity has positive effect not significant to economic growth. (7) Local government investment has a positive and significant effect on labor absorption, while local government investment with moderate effect of disparity between regions has negative and insignificant effect on labor absorption. (8) Economic growth has a positive and significant impact on the welfare of the community, while the economic growth with the effect of moderation income disparity has a positive but insignificant effect on people's welfare. (9) Employment absorption has a negative and significant effect on people's welfare, while employment absorption with moderation effect of income disparity has negative and insignificant effect on people's welfare. (10) Local government investment has a positive and insignificant effect on people's welfare. Increased local government investment spending does not provide much improvement in the welfare of the people.

In carrying out his duties as Governor, which is an extension of the central government in each province, the Jambi Governor must control the policies that have been imposed by the regional government at the city and district levels in tackling COVID-19. However, in reality until now the system of government in the regional government is still running its own government so it does not coordinate with the Governor as the leader in his regional province. This condition is certainly a problem in running the government system so that it needs to be studied more deeply related to the role of the Governor of Jambi. The subject matter studied in this study is related to the role of the Governor of Jambi in controlling local government policies. So in this case the research method used is a legislative and analytical approach. The research materials used are primary, secondary and tertiary legal materials and data collection techniques, namely literature studies and qualitative analysis techniques. The results of the discussion are that until now the role of the Governor of Jambi has not been carried out in controlling local government policies because the regional government in running its own government is still alone so that it lacks synergy in running the government system in order to cope with the spread of covid-19.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts
