WBS (Work Breakdown Structure) plays an important role in every construction project. WBS is a hierarchy of decreasing scope of work to become the smallest level called a work package, making it easier in the process of project management and control. The current problem is that many contractors in Indonesia, both large and small contractors, do not understand the importance of using WBS in a construction project. This causes project performance to be less than optimal, especially on cost and time performance. Currently, WBS standards have been developed for building projects. In this study will look at the cost and time performance of the project from the use of WBS standard building. The sample used in this study are projects that have applied the use of project standards. The projects include Building X, Lecture Building Y, and Sports Facility Building Z. The method used in this study is the EVM (Earn Value Method) approach, collecting data using questionnaires. The results showed that using the WBS standard had an effect on cost and time performance. Good cost and time performance is shown in the Building X and Lecture Y buildings. While the cost and time performance of the Z Sports Facility Building tends to be unstable. This is because the work items that exist in the WBS standard are not in accordance with the project conditions, so it is necessary to adjust work items.

Purpose Construction process is complex and traditionally fragmented; thus, it is almost impossible to have a project completed without changes to the original plan or the construction process. The purpose of this study is to identify and examine the causes of variation orders, ascertain their effects and establish the cost and time performance implication as a result of variation orders. Design/methodology/approach This study obtained information from 90 construction stakeholders on 30 completed educational building projects to ascertain the causes and effects of variation orders on project delivery using questionnaire survey. In addition to this, a pro forma document was designed to obtain the project characteristics, cost and time data from these 30 completed educational building projects. Factor analysis was used to categorise the causes of variation orders, while severity index was used to examine their effects on project delivery. The hypothesised statement was tested using paired t-statistics to examine whether a statistically significant difference existed between variation orders, cost and time performance of the projects. Findings The study identified 13 main factors as causes of variation orders and the results revealed that the most frequent effects of variations were increase in construction costs, time, client dissatisfaction, increase construction project rework and demolition and project abandonment. The results also showed that variation orders had significant effects on both cost and scheduled performance of the educational building projects with average cost and time escalation of 33.95 and 29.45 per cent of the original project cost and time, respectively, for the entire projects studied, while average cost implication of variation orders is 23.79 per cent. Practical implications The findings in this study will be of assistance to government agencies and management of public works in higher institutions of learning in managing variations in construction projects. The study will also add to the current literature on the impact of variation orders on educational building projects in developing countries. Finally, it will create the much-needed awareness on the severity and implication of change or variation orders on project delivery. Originality/value The study identified and examined the causes of variation orders, ascertained their effects and established the cost and time effects of the causes of variation order on project performance. This will assist project initiators, contractors, consultants and other stakeholders to fully appreciate and understand the significant effects of variation orders on project performance.

Construction projects in all regions continues to be developed for the creation of facilities that can be utilized by the community. One of them is the construction of apartments which are now being intensively carried out to meet residential needs for the community. Making a construction project plan always refers to estimates that exist at the time development plan is made, therefore problems can arise if there is a discrepancy between the plans that have been made and the actual reality. So the impact that often occurs is the delay in the time of project implementation which can also be accompanied by an increase in the cost of implementing the project. In the construction project of Cinere Terrace Suites Apartemen & Citywalk, Jakarta there was a delay resulting in a late payment of monthly bill progress by the owner. Based on the above reasons, this research was conducted to find out how the project performance was seen from the cost and time period of the review period. how is the estimated cost and time to complete the overall project work. The method used in the analysis of this study is the Earned Value Method. Based on the results of the analysis carried out for 29 weeks the project performance on schedule has been delayed and cost shows a positive value. For the estimated completion time of the project there is an increase in time whose duration increases from the planned 98 weeks or 685 days to 109,624 weeks or 768 days. While the estimated cost of completing the project from the results of the analysis obtained a value of Rp. 270,147,448,569.16 smaller than the planned cost of Rp. 315,272,727,272.73. With the difference VAC of Rp. 45,125,278,703.57 this shows that there are benefits obtained by the contractor.

PurposeThe Project Management Body of Knowledge recommends the use of issue logs as a best practice to minimize the potential project cost and schedule growth. Although the broader topic of project control has been widely studied in the construction literature, the specific application of issue logs has remained relatively understudied. This study aims to analyze the extent and consistency with which construction teams utilize issue logs and the corresponding project performance outcomes.Design/methodology/approachA dataset of 5,635 individual issues was gathered from the final issue logs of 881 small building projects delivered via the design–bid–build method. Differences between groups were determined using the Kruskal–Wallis H test with post hoc testing via the Mann–Whitney U test with pairwise comparison.FindingsThe results showed that, on average, project teams who used issue logs to a greater extent achieved a 3.1 to 4.3% reduction in cost growth and a 5.3 to 12.3% reduction in schedule growth. This result shows that issue logs can be used to improve construction project performance in the areas of cost and schedule.Originality/valueThis result provides a contribution to practitioners, wherein project teams should be encouraged to establish their issue management practices early in the project schedule to encourage greater issue log usage for the remainder of the project.

Request for information (RFI) is considered as one of the important administrative tools in construction projects. It can be used as an indicator on how well the coordination between parties, especially between contractors and engineers and/or supervisors, performed in a project. Delays in a construction project could be identified by analyzing the RFI documents, but on the other hand, they could also be caused by poor administrative in handling the RFI documents and by delays in processing RFIs. This paper reviews the performance of four building projects in handling their RFI documents. The four buildings were constructed by a national joint-operation contractor, designed and supervised by an international joint-operation consultant. The RFI responses and wok-in-process were used to measure the project’s performance in handling the RFI documents; from the contractor’s and the engineer’s point of views. The analysis results show that the engineer had been very responsive in processing RFIs, while the contractor had difficulties. In general, the contractor was lack of capable personnel in handling RFIs for all four buildings. Moreover, communication problem was the key of the project’s performance due to different language and culture. The authors believed that the results of the analysis would influence to the overall project performance.

The budget and cost control of green building construction project play very important roles in improving the quality of the construction and reducing the cost of the project. Based on the comprehensive application and bibliometrical analysis of the non-cooperative equilibrium theory of game theory, this paper takes the construction project group as the research background, analyzes the obstacles to the application of management informatization in the construction project, and conducts a pair game study on the application of management informatization by single or group subjects. Aims to provide a valuable reference for the application of management information in construction projects, in line with the policy orientation, and has a certain practical significance. On the basis of combing the relevant literature on the application of management information in the field of construction industry and game analysis, this paper first analyzes the appeal, current situation and obstacles of the application of management information in construction projects. The game results show that there are specific management inspirations for different subjects: the designer should change the way of thinking, control the cost of management information application, and carry out in-depth communication with other subjects on building information to ensure consistency; Contractors need to improve their own ability to apply management information, but also to coordinate and control the relative importance of the three objectives, so that efforts can be more easily converted into positive results.

Assessing construction project performance through adapting an innovative approach can multiply the production of high-quality project outputs which is a catalyst to the socio-economic progress of a country. Preliminary data collection was employed through a meta-cognitive analysis of reviewing related literature which directs to the backbone of qualitative information that is relevant to the periodically experienced construction performance-influencing factors and to develop an assessment questionnaire about the influencing factors affecting the project performance. The IBM SPSS program was used to verify the reliability and consistency of the fundamental statistics of the questionnaire responses of cost, time and quality performance ratings. A predictive mathematical model was developed for forecasting cost, time, and quality performance rating employing Levenberg-Marquardt training algorithm with Hyperbolic Tangent Sigmoid function. The prediction model result shows a highly satisfying performance on its variance from the substantive values and suggests a high correlation between these values. The relative importance of the factors affecting the cost, time, and quality performance rating was calculated via sensitivity analysis through connection weights using Garson’s Algorithm to view the order of influence of the parameters that have great significance to the success of a project.

The cost control of the engineering construction project is a complex dynamic system, which is throughout the whole project process, starting from the bid to the end of the project warranty period and every link needs to implement scientific and strict cost control. It is very important to study and work at the cost control of the engineering construction project and to improve the service efficiency of the construction funds. This paper expounds the connotation and significance of the cost control of the engineering construction project, focusing on the analysis of the construction of the project before construction, construction process and construction after the main work links in each stage of cost control methods and measures, which provides reference for the engineering construction enterprise to cost control and improve the level of project management.
