IMPROVING THE MANAGEMENT MECHANISM OF THE REGIONAL ECONOMIC SYSTEM

The development of market relations in the Russian Federation has complicated the management of regional economic systems due to the strengthening of the independence of economic systems of each rank, both economic entities in the regions and the regions themselves as a whole. The change in management processes is taking place against the background of persisting disproportions between regions, caused both by their inherent objective natural and geographical differences and by differences in the level of their socio-economic development, which further complicates the problem of forming effective mechanisms for managing regional economic systems. In this article, it is proposed to consider the problem of forming an optimal mechanism for managing the regional economic system from the standpoint of the theory of regional reproduction. The theoretical foundations of the formation of the mechanism for managing the economic system are supplemented by the clarification of the concepts of «region», «regional economy» and «control mechanism» in relation to the specificity of the reproduction processes in the regions. This allows us to highlight economic activity through the phenomenon of entrepreneurial activity, as a management factor in the mechanism of management of the regional economic system, to propose theoretical and methodological approaches to its assessment. The method of the multivariate average was used as an estimation method. Based on the results of the assessment, the classification of the regional economic systems of the Russian Federation was carried out and, on its basis, an algorithm was proposed for determining a set of measures for managing economic activity in a region, depending on the type and level of manifestation of entrepreneurial activity in it. The proposed algorithm for differentiating regional management of economic activity will thereby improve the mechanism for managing regional economic systems, enhancing the targeting and efficiency of decisions and measures taken, and will help optimize economic activity in the region.

The goal of this research is to outline e the vectors for reducing the scale of “shadow” economy, improving control over legalization of the income of small and medium businesses in the constituent entities of the Russian Federation, and determining tax potential of the regions in separate sectors economic sectors in the current context. The subject of this research is the role and place of legalization of shadow business as the factor of stimulating the economic activity of the regions. The article examines various approaches of the experts towards the concept of “shadow” economy in the modern conditions. Analysis is carried out on the peculiarities of development of “shadow” economy in certain economic sectors (such as construction, wholesale and retail, alcohol production, etc.) in Russian regions (using the example of the Republic of Dagestan). Comparative study is conducted on various indicators in the constituent entities of North Caucasus Federal District and the Russian Federation. Special attention is given to the measures aimed at reduction of the scale of “shadow” economy and improving control over legalization of the income of entrepreneurial activity with regards to increasing tax revenues from small and medium businesses and determining tax potential of the regions. Recommendations are made for reducing the scale of the “shadow” economic sectors, increasing tax revenue from small and medium businesses, determining tax potential of the region in separate economic sectors, stimulating economic activity of small business within the limits of economic security. Based on the acquired results, the author makes  suggestions on legalization of the “shadow sector” in separate branches of the economy, as well as improvement of the effectiveness of measures of interdepartmental cooperation of tax, law enforcement and registering bodies aimed at determination of tax potential of the regions in the current context.

This article considers the problems of infrastructure financing, which is necessary for the successful development of regional economic systems. To identify the current problems in the development of investment attractiveness of the Russian regions, we selected the following factors: availability and level of provision of industrial, social, transport, and other infrastructure with facilities, government expenses on the creation and development of regional infrastructure. The study consists of several stages and is based on data published on the official websites of the World Bank, Gazprombank, the Ministry of Economic Development of the Russian Federation, and the Ministry of Regional Development of the Russian Federation. The study shows that the absolute leaders in terms of infrastructure investments are such countries as China, the United States, and India. In the total amount of infrastructure investments, transport infrastructure and telecommunications have an absolute advantage. In recent years, one of the development priorities of the Russian regions has been investing in physical culture and sports infrastructure facilities. This is due to major international sporting events and increasing the investment attractiveness of the regions. An important trend in the development of infrastructural support for the development of regional economic systems has been the conclusion of international investment transactions (IIT) and regional agreements. Most countries and regions, leading in the inflow of foreign direct investment, are the leaders in terms of infrastructure development at the same time.

This article presents a domestic and foreign experience of "smart specialization" in agriculture in the digital economy. The method of calculating the indicators of digital maturity of the agro-industrial complex is considered. The forecast of indicators value of the agro-industrial digital maturity is presented until 2030. The article proposes a mechanism for adapting the smart specialization in agriculture. We consider it appropriate to introduce an online digital platform in agriculture, which allows creating conditions for interaction between sellers and buyers of regional agricultural machinery and related products. Based on the presented mechanism of adaptation of "smart specialization "in the field of agro-industrial complex, it should be noted that" smart specialization" is aimed at using the links that arise between the regions of economic activity. The article summarizes the factors that determine the innovative development of regional economic systems. It was determined that the desire to diversify the sectoral structure should be based on an understanding of the role of construction as a sector of the economy, outstripping the development of the general economic situation. The hypothesis about the existence of a strong relationship between the volume of work in construction and the volume of output of innovative products in regional economic systems has been put forward and confirmed. In 2010–2018, there is a close relationship between the number of commercialized innovations and the volume of work in the construction industry in Russia. At the same time, the correlation between these parameters in various federal districts and subjects of the Russian Federation is not unambiguous. Russian regions are classified according to the strength of the relationship between these parameters. It is concluded that, mainly, in the border regions, construction is not associated with the development of innovative industries and innovative infrastructure.

Purpose: development of an economic-mathematical model for quantifying the economic processes of the constituent entities of the Russian Federation as part of the implementation of regional strategic planning procedures as an instrument for solving the problems of modernizing the Russian economy. To achieve this goal, the following tasks were solved: requirements for the model were formulated; composition fixation and categorization of economic processes completed; the layout of numerical indicators; justified the use of the modeling method; the proof of model performance.Methods: in the study of the problem, the search and development of solutions, methods of comparative analysis, economic and mathematical modeling (regression analysis, correlation analysis, factor analysis, index methods), statistical data processing methods, as well as specially developed application software were used. The regional economic system is considered as a structure that includes a number of autonomous subsystems, each of which is characterized by certain objectively measurable indicators.Results: an economic-mathematical model of the regional economic system of the subject of the Russian Federation has been developed, the functionality of which is sufficient to justify causal relationships between indicators characterizing its current state. Seven systemic economic processes are formalized, the corresponding pairs of «factor-indicator» are arranged, where the factor is an indicator directly controlled by regional authorities, and the indicator mainly shows the macroeconomic quality and dynamics of the process. The proof of the model’s performance was carried out by the experimental method, including in the calculations the indicators of the constituent entities of the Russian Federation that are part of the North-West, Volga and North Caucasus federal districts.Conclusions and Relevance: applying the developed methodological and practical approaches in practice, it is possible to reasonably solve the problems of regional strategic planning, that is, to form a system of priority long-term guidelines that can be achieved using the appropriate set of measures. It is assumed that the applied solution developed for the purposes of this study, subject to its refinement and adjustment to the tasks of a particular region, can become the core of a development management decision support system.

It is stated that to manage the sustainable growth it is necessary to develop a comprehensive approach to analyze the sustainability of socio-economic systems of the Russian regions. The author proposes a model for assessing the sustainability of the socio-economic system of the region and the technique and algorithm for estimating the sustainability of subjects of the Russian Federation. He develops the integral indexes for each factor of sustainability. The maps of sustainability for results visualization and development of managerial decisions are given.

Regions of the Russian Federation, interpreted in terms and concepts of control theory as socio-economic systems, are subject to state regulation and management. Considering the regional socio-economic system from the choice of alternatives in a situation with uncertainty the impact of the environment allowed us to propose the theory of control for the respective methodology. Previously, the methods of making management decisions at the regional level were characterized by the predominance of heuristic approaches, but the current realities of dynamic changes in the external environment, coupled with the complex of tasks set in the National projects of the Russian Federation, require regional governments to strictly justify their management actions. The condition for applying the control theory to describe the management system of a regional socio-economic system is the presence and possibility of a formalized description of cause-and-effect relationships, clearly defined elements (for example, the control object, the setting influence, the Executive element, etc.).), as well as the logical structure of relationships between elements of the system. Thus, we can talk about the need to develop and implement a methodology for managing the regional socio-economic system based on the analysis of the influence of the external environment.

The article reflects the relevance and importance of studying the issues of the scale and types of shadow economic activity in the structure of the national economic system, and also examines the problematic issues of assessing the dynamics of the shadow economy in the Russian Federation. Within the framework of the proposed study, problem areas are outlined in the calculations of the level of the non-observed economy of the Russian Federation, in addition, the study substantiates that available indicator recorded by the Federal State Statistics Service in all regions should be used to assess the shadow economy and differentiate the organizational and legal mechanisms to counter 103 АНАЛИЗ И ДИАГНОСТИКА its development. Will allow ensuring the comparability of calculations between different subjects and will give some universality to the methods of structuring the forms of the shadow economy and the analysis of the dynamics of its scale. Within the framework of the proposed study, the need for a more detailed study of the dynamics of employment in the shadow sector of the economy is determined, on the basis of the study of which it is only possible to judge the scale of production in the shadow sector of the economy.
