Purpose: This study aimed to analyze the implementation of the Building Construction Permit policy and to analyze the inhibiting factors for implementing the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So'e city, South Timor Tengah regency. Research methodology: This research was qualitative research using a descriptive approach. The data were collected through interviews, observation and documentation. Results: The inhibiting factor for the implementation of the Building Construction Permit policy in So’e city, South Timor Tengah regency is the limited resources in the form of human resources, financial resources, operational resources, buildings that are not in accordance with spatial planning and many buildings that violate the boundary lines as well as public understanding of building permit regulations. Limitations: This study only analyzed the implementation of the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So’e city, South Timor Tengah regency. Contribution: This research becomes scientific information for public administration program.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

AbstractThe number of nonprofit organizations is rapidly increasing, which has led nonprofit practitioners to complain of funding scarcity, nonprofit scholars to closely study nonprofit competition, and policymakers to consider increasing nonprofit barriers to entry. Underlying each of these perspectives is an assumption of limited financial resources. We empirically examine this assumption using county-level panel data on nonprofit human services organizations from the National Center for Charitable Statistics. Contrary to the limited resources assumption, our fixed-effects models show that increasing nonprofit density, at its current levels, has the effect of increasing sector financial resources in each county. We suggest that these findings prompt a tradeoff for policymakers. A sector with free market entry results in a nonprofit sector with more, smaller nonprofits, but such a sector may have the capacity to serve more people because it has more total sector financial resources. Conversely, a sector with higher barriers to entry would translate to a sector with fewer, larger nonprofits with less overall capacity due to fewer sector financial resources.

AbstrakPenelitian ini membahas tentang Kualitas Pelayanan Izin Mendirikan Bangunan (IMB) di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Ciamis, dengan menggunakan teori servqual dari Zeithaml mengukur 5 dimensi, yaitu Tangible, Reliabillity, Assurance, responsiveness dan Empathy. Penelitian ini merupakan penelitian jenis kualitatif dengan tekhnik pengumpulan data dengan menggunakan studi kepustakaan, dan studi lapangan berupa observasi dan wawancara dengan 6 informan yaitu, Kepala DPMPTSP, Kabid Perizinan, Kabid Pengaduan dan Advokasi, Petugas Frontliner, Kabid Kepegawaian dan Pemohon Perzinan IMB.Berdasarkan hasil penelitian, Kualitas Pelayanan di DPMPTSP Kabupaten Ciamis masih belum berjalan secara efektif dan efisien dikarenakan kurang nya SDM si bagian pelayanan perizinan DPMPTSP Kabupaten Ciamis, kurangnya kemampuan petugas dan sarana untuk menunjang online service. Currently, when the Ukrainian economy is developing in an unstable, uncertain, aggressive, dynamic external environment, there is an urgent need to increase the level of investment attractiveness of each region of the country and, as a consequence, the need to increase attention to scientific and methodological support for assessing the integral indicator of investment attractiveness region. In connection with the decentralization of public administration in Ukraine, the role of local authorities in improving the socio-economic situation of its regions is increasing. In the context of real limited financial resources in the country, the problem of increasing the level of investment attractiveness of each region is becoming urgent as a characteristic that allows active investors to form an idea of the state of potential investment objects, as well as ensuring the reliability of obtaining the expected results. It should be noted that the choice of assessment indicators is subjective and depends on the goal of the investor. Such a format for solving this problem requires an assessment of the investment attractiveness of regions based on economic and mathematical modeling. Although there are many developments in this area, today there is no single effective method for assessing the investment attractiveness of the region. The work reveals the essence of the concept of investment attractiveness of a region, defines the methodological provisions of its assessment, the implementation of which requires the use of certain data from official regional statistics. Based on the basic local statistical indicators of the Kharkov, Kiev and Odessa regions of the country, a comparative assessment of their investment attractiveness was carried out. The methodological approaches and parameters determining the investment attractiveness of the regions of Ukraine have been analyzed. The information on the level of investment attractiveness of Kharkiv, Kiev and Odessa regions in 2019 has been systematised, the integral indicator of its evaluation has been defined. In the future, it is recommended to calculate the integral indicator of investment attractiveness for all regions of the country in dynamics.

Online content is changing the way the public accesses and understands science. The staggering number of often conflicting online sources about science makes it difficult for the lay public to know where to turn in search of accurate scientific information. This project will examine how the nature of online content might be affecting how the public learns about science. Through textual content analyses, it will examine the chain of communication (scientists→online media→public) and document how scientific information evolves. Okanagan Specialty Fruits’ Arctic apple, a genetically modified organism (GMO) that has had the polyphenol oxidase (PPO) gene silenced, will be used as a case study. Three primary themes guide my research: the public understanding of science (PUS), the communication of risk and uncertainty, and social epistemology. The primacy of the PUS movement in public venues for science makes it an important theory for my project, while theories of risk/uncertainty and social epistemology will inform my analysis. My results suggest that: 1) stories about science often include over and understatements of uncertainties and risks; 2) online media stories apply rhetorical frames when reporting scientific information, but the way in which framing is used appears to be reflective of whether the author wishes to persuade their audience; and 3) the rhetorical frames used by online stories about science are not typically integrated into the public’s commentary in a meaningful way, supporting the notion that audiences are active rather than passive and that the public seeks out content that complements their pre-existing beliefs.

At a time when business schools of second-tieruniversities face budget constraints, the MBA consulting program has become avehicle to build a schools reputation and to engage the business community inorder to raise financial resources. Business schools also face competition fromon-line programs, and consulting assignments help to define a schools competitive advantage. Finally, an increasing number of students with little or no prior business experience are seeking the MBA edge to help them find their first positions. As a result, the consulting program is rapidly becoming aninstrument of choice to facilitate the transition from campus to professional environment. This article presents the pedagogical strategies implemented by auniversity with limited resources and for which the consulting program has been designed to address the needs of both external and internal stakeholders.

The results of the study discovered that the actualization of personnel in building construction permit services in Lhokseumawe city, Aceh, Indonesia, is manifested through fair behavior, work quality behavior, competency behavior, initiative behavior, communication behavior, and work standard behavior. This research concludes that although the behavior of the officials has been manifested in the aforementioned behavior, it has not been fully actualized in the building construction permit service, because there are still many internal and external obstacles. Internal obstacles such as limited personnel resources, services that are not yet transparent and not accountable. Besides, there is no certainty of time, no operational standard work, and complicated bureaucratic path. The external obstacle is the lack of public legal awareness, and most of them have not fulfilled the completeness of administrative documents. It is suggested that the apparatus can actualize their behavior in IMB services optimally. This study suggests that the stakeholder should provide particular and extra training and education for the personnel, including character building, as well as forming a special team to supervise and evaluate the IMB.

Distance education can also be used by a large part of the community. The form of distance education optimally develops learners' independence, activity, consciousness, and creativity in comparison with traditional forms of education. In addition, in this system, more scientific information can be obtained in a short time, and the student's conscious and logical ability to acquire systematic knowledge expands. On the other hand, distance education is one of the tools that can help our higher education to have an international rating. Let us take into account that one of the main tasks of the education system is to develop the human capital necessary for the modernization of the country and thus increase the international competitiveness of the Republic of Azerbaijan. It should be noted that digitalization can create real opportunities to turn our weak performance in education into strong performance. In this regard, the chapter examines the prospects for improving distance education in public administration for the development of human capital in Azerbaijan.

During recent years, an increasing number of studies have started to discuss the introduction of new form of reports in public administration. Furthermore, the attention paid by academics has been favoured by the introduction of a new form of regulation by policy makers. Specifically, a large part of these studies has regarded the heritage sector due to its high degree of complexity. The attention paid to the heritage sector has been driven by the existence of asymmetries between the value of cultural assets and the profitability of institutions. According to this evidence, the aim of this paper is to evaluate the effectiveness of the Italian Integrated Economic Report (IER). Our research highlights that the adoption of managerial reports, such as the IER, could provide useful insights for policy makers in order to invest their financial resources in a more effective way.

Pasture-based livestock farming generates income in regions with limited resources and is key to biodiversity conservation. However, costs derived from fighting disease can make the difference between profit and loss, eventually compromising farm survival. Animal TB (TB), a chronic infection of cattle and other domestic and wild hosts, is one of the primary limitations of beef cattle farming in some parts of Europe. When an animal tests positive for TB, a loss of profit is caused in the farm, which is due mainly to the animal’s slaughter, replacement of the slaughtered animal and the need to immobilize the rest of the herd. We estimated the economic impact in terms of loss of profit as a result of incremental costs and forgone incomes. We show that farms with a larger number of heads are more capable of dealing with the loss of profit caused by the disease. The quantification of the loss of profit contributes to the ongoing debate on the co-sharing of TB costs between government and farmers. The compensation farmers receive from the public administration to mitigate the economic effects of the disease control interventions is only intended to balance the loss due to slaughter of the infected cattle, being the loss of profit a more global concept.
