The results of the study discovered that the actualization of personnel in building construction permit services in Lhokseumawe city, Aceh, Indonesia, is manifested through fair behavior, work quality behavior, competency behavior, initiative behavior, communication behavior, and work standard behavior. This research concludes that although the behavior of the officials has been manifested in the aforementioned behavior, it has not been fully actualized in the building construction permit service, because there are still many internal and external obstacles. Internal obstacles such as limited personnel resources, services that are not yet transparent and not accountable. Besides, there is no certainty of time, no operational standard work, and complicated bureaucratic path. The external obstacle is the lack of public legal awareness, and most of them have not fulfilled the completeness of administrative documents. It is suggested that the apparatus can actualize their behavior in IMB services optimally. This study suggests that the stakeholder should provide particular and extra training and education for the personnel, including character building, as well as forming a special team to supervise and evaluate the IMB.

AbstrakPenelitian ini membahas tentang Kualitas Pelayanan Izin Mendirikan Bangunan (IMB) di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Ciamis, dengan menggunakan teori servqual dari Zeithaml mengukur 5 dimensi, yaitu Tangible, Reliabillity, Assurance, responsiveness dan Empathy. Penelitian ini merupakan penelitian jenis kualitatif dengan tekhnik pengumpulan data dengan menggunakan studi kepustakaan, dan studi lapangan berupa observasi dan wawancara dengan 6 informan yaitu, Kepala DPMPTSP, Kabid Perizinan, Kabid Pengaduan dan Advokasi, Petugas Frontliner, Kabid Kepegawaian dan Pemohon Perzinan IMB.Berdasarkan hasil penelitian, Kualitas Pelayanan di DPMPTSP Kabupaten Ciamis masih belum berjalan secara efektif dan efisien dikarenakan kurang nya SDM si bagian pelayanan perizinan DPMPTSP Kabupaten Ciamis, kurangnya kemampuan petugas dan sarana untuk menunjang online service. Transparency of the services provided by government agencies in administering public services is very important so customer can easily find out information or access about the procedure / stages in the services provided by her government agencies. The aim of the research is to describe, measure and analyse the transparency of building construction permit in Mamuju Regency. The research was a descriptive qualitative and quantitative (mix method) study. The methods of obtaining the data were questionnaire, interview and observation to informants who are directly involved in building construction permit. The results of the research indicate that the implementation process of service transparency of building construction permit in Mamuju Regency has not been fully implemented based on transparency dimensions expected by the customers/community. There are still some points that should be informed clearly and precisely to the costomers/community especially in terms of service implementation management, technical and administrative requirements, service completion time, authorized and responsible officials, service appointments, service location, and service standard. Meanwhile, the points that can meet the transparency dimensions are service procedure, service cost, and information of service consultation/complaint process that are sufficient to provide information that is clear, precise, and easy to understand. The lack of transparency of the points mentioned above is because the authorized and responsible officials do not have commitment in providing clear and precise information for the costomers/community, so a certainty in service is not created. Transparansi pelayanan sangat penting bagi instansi pemerintah dalam penyelenggaraan pelayanan publik, karena dengan adanya transparansi pelayanan terhadap masyarakat/pelanggan dapat dengan mudah mengetahui informasi atau akses tentang prosedur-prosedur dalam pelayanan yang diberikan olen instansi pemerintah. Penelitian ini bertujuan menggambarkan, mengukur, dan menganalisa transparansi pelayanan izin mendirikan bangunan (IMB) di Kabupaten Mamuju. Penelitian ini merupakan penelitian deskriptif kualitatif dan kuantitatif (mix method). Data dikumpulkan melalui kuesioner, wawancara, dan observasi terhadap informan yang terlibat langsung dalam pelayanan IMB. Hasil penelitian menunjukkan bahwa proses penerapan transparansi pelayanan IMB Kabupaten Mamuju belum sepenuhnya diterapkan dalam dimensi-dimensi transparansi yang diharapkan oleh masyarakat. Masih terdapat beberapa aspek yang harus diinformasikan secara jelas dan tepat kepada masyarakat terutama dari segi manajemen penyelenggaraan pelayanan, persyaratan teknis dan administrasi, waktu penyelesaian pelayanan, pejabat yang berwenang dan bertanggung jawab, janji pelayanan, lokasi pelayanan, dan standar pelayanan. Adapun aspek yang telah memenuhi dimensi-dimensi transparansi, yaitu prosedur pelayanan, biaya pelayanan dan informasi proses konsultasi/pengaduan pelayanan sudah memberikan informasi yang jelas, tepat, dan mudah dipahami.

Purpose: This study aimed to analyze the implementation of the Building Construction Permit policy and to analyze the inhibiting factors for implementing the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So'e city, South Timor Tengah regency. Research methodology: This research was qualitative research using a descriptive approach. The data were collected through interviews, observation and documentation. Results: The inhibiting factor for the implementation of the Building Construction Permit policy in So’e city, South Timor Tengah regency is the limited resources in the form of human resources, financial resources, operational resources, buildings that are not in accordance with spatial planning and many buildings that violate the boundary lines as well as public understanding of building permit regulations. Limitations: This study only analyzed the implementation of the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So’e city, South Timor Tengah regency. Contribution: This research becomes scientific information for public administration program.

Civic Education is one of the courses that carry the mission of character education. Compared to other courses, Civic Education course play an important role in teaching character education, meaning that in both courses, character education must be the lecture’s main goal. Civic education is a field of study that carries out the national mission to educate Indonesian people through value-based education. One of the adaptive models in improving the quality of civic education as a manifestation of character building is through Project Citizen. This study aims to determine the effect of project citizen model in the learning interest of students of the Faculty of Teacher Training and Education Sciences (FKIP) University of Jambi (UNJA) in learning civic education as an embodiment of character education. The type of research is an experimental research which is used in Pre-Experimental Design using the Intact Group Comparison draft. In this design, one group of study was divided into a treatment group and a non-treatment group. The population of the study was all of FKIP UNJA students, while the sample was students of class A of the Department of Early Childhood Education (PAUD). The research instrument used was a learning interest questionnaire with questions and statements measured using a Likert scale. The data was then analyzed by the T-test using SPSS 21 software for Windows. Based on the result, it can be concluded that the project citizen model has a significant effect on FKIP UNJA students’ learning interest in learning civic education as an embodiment of character education.

This study aims to describe and analyze the implementation of the Building Construction Permit at the Housing Office, Settlement Area and Land of Kendari City.This research method uses a type of qualitative descriptive research that is data and information obtained from research informants and documentation relating to the facts then analyzed by connecting between concepts and facts to answer research problemsThe results of the study show that the implementation of the Building Construction Permit in the Housing, Settlement and Land Offices of Kendari City is included in the category of adequate. Policy implementation variables covering organizational aspects, aspects of interpretation and aspects of the application have been carried out adequately.

Business licensing is very necessary in achieving the performance of providers or providers of quality public services for Regional Development so that the Regional Government is responsible and responsive to the needs of the community in fulfilling and equitable economic and political equality. However, due to the Covid-19 Pandemic in Indonesia, all sectors were affected. This research focuses on knowing the role of the Investment Service and One Stop Integrated Services in granting building permits as a target for local revenue during the Covid-19 pandemic. There has been a decrease in the number of applicants for building permits to build up to 50%. The Target of Original Regional Income before the Covid-19 pandemic was 52 billion, when the Covid-19 pandemic the target of Regional Original Income had been reduced by 50%, accounting for 26 billion. The target of Regional Original Income in June has been reached up to 40%. This is in achieving the target of Regional Original Income that will be focused on the budget for purchasing medical devices and the development budget for 2020 will be abolished for a moment, only urgent development can be implemented.Keywords: Role, Building Construction Permit, Regional Original Income.

Tumbang Rungan sub-district in Palangka Raya manages population data as part of Population Administration, among others; Death Certificate, Certificate of Marriage / Marriage, Birth Certificate, Transfer Certificate, Disability Certificate, Building Construction Permit (IMB), Land and Building Tax, and Land Certificate. Currently there are still many government agencies that manually process population data, including Tumbang Rungan Village, Palangka Raya City, which still uses paper-based forms. If the listed requirements are incomplete, then the person concerned must go home / return first to complete the missing requirements, until they are sufficient and complete. This is very troublesome and wasteful of energy and other sacrifices. Kelurahan Tumbang Rungan, Palangkaraya City, plans to build a system that aims to assist the community in submitting information and receiving complaints by utilizing web facilities as well as monitoring the correspondence process (which is being processed or completed), and to enable the public to fill in data online. To  overcome  these  problems,  a  study  was  made, website based with the  stages  of  research  divided  into  two  stages,  namely:  (1)  literature study  and  (2)  software  development  by  applying  modified  waterfall method  which  includes  four  steps  namely  system  analysis,  design, implementation  and  testing.  For  implementation  using  PHP  in  making program  code  and  Mysql  as  a  database  to  store  data.  Furthermore, software testing uses Blackbox testing
