scholarly journals The Role of Global Production Networks in Indonesian Exports

This study looks into Indonesia’s participation in fragmented structures within the Global Value Chain. By using a global input-output dataset and splitting gross exports into distinctive elements of value-added, the study measures vertical specialization of Indonesia against its four largest trading partners (NAFTA, East Asia, European Union and ASEAN) covering 29 countries for three periods: 1997, 2004 and 2012. Value-added is computed according to the initial source country and in the last destination. The paper also compares Indonesia to its ASEAN partners. The results show that Indonesia moved from exporting 50% of its value-added through finished products in 1997 to being a supplier of intermediates goods in 2012 (nearly 60% of its value-added). Foreign inputs in Indonesian exports account for 12%, a lower share versus ASEAN regional partners (35%) who are more vertically integrated. A total of 21% of Indonesian goods will be further exported to third countries. The degree of vertical integration in Indonesia in 2012 is 32.3%, up from 26% in 1997. Indonesia advanced in integration with East Asia and ASEAN countries (region), while it lowered its share of value-added traded with the North America and the Europe. AbstractReviewing the burgeoning legal scholarship on global value chains to delineate the legal image of the global value chain and then comparing this legal image with images on global production in neighbouring social sciences research, in particular the Global Commodity Chain/Global Value Chain and the Global Production Network approach, this article reveals that legal research strongly aligns with the value chain image, but takes less account of the production-centric network image. The article then outlines a research agenda for legal research that departs from a network perspective on global production. To that end, it proposes that re-imagining the law in a world of global production networks requires a focus in legal research on the legal construction of global production and its infrastructure and a stronger contextualization of governance obligations and liability rules in the light of the issue-specific legal rules that apply to said infrastructure.

This study aims to provide an overview of the potential downstream of the palm oil industry in North Sumatra, by conducting a series of visits to companies that act as an anchors in the palm oil industry, particularly those located in KEK Sei Mangkei, Kuala Tanjung and KIM. The writing of this study was conducted by using descriptive-explorative analysis method which relies on primary data from companies considered to have a key role in palm industry in North Sumatra. The research method used in the form of identification of value chain, hub-and-spoke and assess the value added of the downstream stages of palm oil. In the end, the downstream of palm oil industry also needs to prioritize the role of anchor companies as locomotives for palm oil industry development in the future.

This paper examines the implications of international fragmentation of production for trade patterns of Singapore and the other ASEAN economies, with emphasis on their regional and global economic integration. The analysis reveals that the degree of dependence of these countries on this new global division of labor is much larger compared to the other countries of East Asia, Europe and North America. China has emerged as an important trading partner for ASEAN within regional production networks. Network-related trade in parts and components has certainly strengthened economic interdependence among ASEAN countries and between ASEAN, China and the other major economies in East Asia, but this has not lessened the dependence of growth dynamism of these countries on the global economy. The operation of the regional cross-border production networks depends inexorably on trade in final goods with North America and the European Union.

The 1997–1998 financial crisis brought the issue of necessity to implement deep structural reforms to the agenda in South-East Asia countries. Domestic consumption encouragement, increase of cooperation between different countries' real sectors of economy and strengthening the role of the ASEAN countries in both anti-crisis arrangements and arriving at consensus on interaction with communication partners became focus areas. The detailed specification of measures assumed by particular countries of the region to mitigate crisis effects, stabilize economy and formulate a strategy of economic growth is presented in the article.

Synthesising the endogenous-centred evolutionary economic geography perspective, and the globally oriented ‘global pipelines’ and global production networks frameworks, this article develops the ‘boundary spanner’ concept to propose a theoretical framework to illustrate how resourceful actors, as boundary spanners, globalise clusters and in turn drive cluster evolution. This framework comprises four interrelated cluster boundary-spanning functions, namely, discursive construction, innovation promotion, production coordination and market reach. This article aims to advance the cluster literature by unpacking how clusters’ global connections are constructed and maintained, conceptualising the multidimensional role of the agency of boundary spanners and demonstrating boundary spanners’ contributions to cluster evolution.

Nowadays, global production networks (GPN) and global value chains (GVC) play an important role in the world economy intensifying the trade and production networks and resulting in products having value-added in different countries. The analysis of how many intermediate products a country imports in order to produce a product and of how many products a country exports to another country in order to produce new products draws the attention to value-added trade. In the present study, we compare the Hungarian and Polish value-added trade of chemicals and chemical products. We use the OECD-WTO data of value-added trade, which is based on an input-output table. By calculating numerous indices, we reveal that the domestic value-added of chemicals and chemical products in the two countries was relatively low and should be increased by adequate economic policy.

The purpose of this article is to examine the multi-spatial and developmental dynamics of the cinnamon industry in Sri Lanka, the largest exporter in the world by value added. This contribution compares Karandeniya, a major traditional cultivating hub, and Matale, a region new to cinnamon cultivation, deploying a Global Production Network (GPN) framework inclusive of regional development considerations. Analyses, based on input from 23 semi-structured, in-depth interviews, examine the potential for all stakeholders to acquire equity or ‘how’ captured value influences the region ‘and’ individual actors over the course of development. Fieldwork reveals four upstream actors in the cinnamon industry, namely—farmers, peelers, collectors and exporting firms. Results indicate that the cinnamon boom led to strategic decoupling with the exporting firms in Colombo and subsequent strategic recoupling with other actors. The primary contribution of the research rests in the interpretation of resulting structural changes in each region from a bifurcated view of regional development. Based on regional economic growth, Karandeniya appears to be more successful. However, considering the extent of value distribution within the region, Matale is on a more inclusive trajectory vis-à-vis cinnamon exports. Based on these results, three implications for GPN theory and related development policy are suggested.

Purpose The purpose of this paper is to introduce the notion of crossvergence from international human resource management (IHRM) as a conceptual lens for understanding and analyzing the formation of socially (ir)responsible employment practices in supplier firms in global production networks (GPNs). The crossvergence perspective can particularly contribute to understanding how the agency of suppliers is influenced by the interaction of global–local dynamics. Design/methodology/approach The paper illustrates how the formation of socially (ir)responsible employment practices can be understood as a process of crossvergence. Subsequently, it reviews and structures insights from GPN and IHRM literature to detail the process. Findings The paper underscores the complicated role of suppliers in ensuring decent work in GPNs. Suppliers face a multitude of global and local interacting, and partially conflicting, demands. They process these demands as active agents and need to develop suitable employment practices in response. Originality/value The paper supports the nascent discourse on supplier agency in forming socially responsible employment practices. It connects different streams of literature to illuminate the perspective of suppliers, introduces IHRM insights to the debate and offers conceptual guidance for analyzing interacting global and local pressures on suppliers.

Purpose The central purpose of this paper is to explore how implicit knowledge capabilities and sharing helps secure organizational survival and success. This article explores the challenging in better management knowledge in the South African clothing and textile industry. In moving from a closed protected market supported by active industrial policy, South African manufacturing has faced intense competition from abroad. The ending of apartheid removed a major source of workplace tension, facilitating the adoption of higher value-added production paradigms. However, most South African clothing and textile firms have battled to cope, given cutthroat international competition. The authors focus on firms that have accorded particularly detailed attention to two instances characterized by innovative knowledge management. The authors highlight how circumstances may impose constraints and challenges and how they paradoxically also create opportunities, which may enable firms to survive and thrive through the recognition and utilization of informal knowledge, both individual and collective. Design/methodology/approach This study is based on in-depth interviews, primary company and industry association and secondary documents. Findings The study highlights how successful firms implemented systems, policies and practices for the better capturing and utilization of external and internal knowledge. In terms of the former, a move toward fast fashion required and drove far-reaching organizational restructuring and change. This made for a greater integration of knowledge through the value chain, ranging from design to retail. Successful firms also owed their survival to the recognition and usage of internal informal knowledge. At the same time this process was not without tensions and paradoxes, and the findings suggest that many of the solutions followed a process of experimentation. The latter is in sharp contrast to many South African manufacturers, who, with the global articulation of production networks, have lost valuable knowledge on suppliers and their practices. At the same time, both firms have to contend with an increasingly unpredictable international environment. Research limitations/implications At a theoretical level, the study points to the need to see informal knowledge not only in individualistic terms but also as a phenomenon that has collective, and indeed, communitarian features. Again, it highlights the challenges of nurturing and optimizing informal knowledge. It shows how contextual features both constrain and enable this process. It further highlights the extent to which the effective utilization of external knowledge, and rapid responses to external developments, may require a fundamental rethinking of organizational structures and hierarchies. This study focuses on a limited number of dimensions of this in a single national context but could be replicated and extended into other contexts. Practical implications The study highlights the relationship between survival, success and how knowledge is managed. This involved harnessing the informal knowledge and capabilities of workforce to enhance productivity, in conjunction with improvements in machinery and processes, and a much closer integration of design, supply, production and marketing, underpinned by a more effective usage of IT. Paradoxically, other clothing and textile firms have survived doing the exact opposite – reverting to low value-added cut-and-trim assembly operations. At a policy level, the study highlights how specific features of South African regulation (above all, in terms of job protection), which are often held up as barriers to competiveness, may help sustain the knowledge base of firms. Social implications The preservation and creation of jobs in a highly competitive sector was bound up with effective knowledge management. The study also highlighted the mutual interdependence of employers and employees in a context of very high unemployment and how the more effective usage of informal knowledge bound both sides closer. Originality/value There is a fairly diverse body of literature on manufacturing in South Africa, and, indeed across the continent; however, much of it has focused on challenges. This study explores relative success stories from a sector that has faced a structural crisis of competitiveness, and as such, has relevance to understanding how firms and industries may cope in highly adverse circumstances.
