Digitalisation is a process to improve human common errors in developmental process. It covers all aspects from science and technology to communication, social, political, economic areas. Digitalisation makes life easier. India being a globalised, democratic country introduced digitalisation process to improve the conditions of people living in India. The present Prime Minister himself advocated ‘digital India’ campaign to reduce corruption, fast transaction and remove the manual obstacles for a faster economic growth and development of India. Digitalisation of electoral process means the use of digital equipments in the election system in India. It includes technique, tools used in the campaign process, introduction of Electoral Voting Machines (EVMs) for result declaration etc. This paper will examine the digitalisation of electoral process in India with special reference to the impact of digitalisation on voting behaviour of people in the last two general elections. Secondly, the changes it has created in 2014 and 2019 general elections compare to the earlier election and followed by data analysis part of the paper and conclusion. In conclusion the paper tried to explain the pros and cons of digitalisation of the election process and its impact on the voting behaviour of people.

This research examines the impact of political apathy on electoral participation in Nigeria and South Africa in the 2019 general elections. The paper determined the causes of political apathy, its impact on the electoral process as well as its trend (voter turnout) in the general elections of 2019 in Nigeria and South. This research was borne out of the need to address the increasing rate of political apathy, especially voter turnout in both democratic nations. The research argued that the causes of political apathy, particularly poor voter turnout in the two countries are attributable to political marginalisation, corruption, lack of trust in the electoral process, political violence and militarisation of the electoral system. The research further found that there is no significant difference in the nature and trend of the political apathy (voter turnout) in both countries. The Rational Choice Theory (Downs, 1957) and the Democratic Deprivation Theory (Ebenezer, 2017) were used to theoretically justify the potentials of political apathy in undermining democratic participation. This study used descriptive research design to determine the impact of political apathy on the 2019 national elections in both countries. Trends and nature of political apathy, particularly voter turnout in the two countries were ascertained using secondary data and the analysis was based on content analysis in view of the historical trends and nature of the research. The research concluded that there is an obvious decline in political participation in both countries due to lack of trust in the electoral process, among others, which has largely undermined the interest of the electorate in the political systems of both countries. This research, therefore, recommends that political elite in both countries should be transparent, honest, responsible and responsive in order to encourage voter turnout in both countries at future national elections. A free, fair and credible electoral process, the study also recommended, would help rebuild citizens’ confidence in both countries’ electoral processes.

The paper considers the concept of the election process as an activity related to the exercise of suffrage. The list of subjects of the election process has been determined. The formation of the institution of elections under the influence of external factors is explained. The formation of the electoral process in Ukraine since the XIX century is analyzed under the influence of foreign states such as the Russian Empire and Austria-Hungary. The introduction of elections in the second half of the XIX century is considered in details in connection with the reform. The change of the electoral legislation in Ukraine from 1989 to 2004 is noted. The main types of electoral systems such as majority, proportional and mixed are analyzed. The peculiarities of the majority electoral system, which has been operating in Ukraine for a long time, and the proportional one, which is currently used in accordance with the Electoral Code of January 1, 2020, have been identified. The issue of choosing the most effective electoral system, on the example of majority, proportional and mixed systems, is considered in detail. It is concluded that the optimal system of popular expression of will of citizens in Ukraine is proportional, which is supported by the opinion of the Parliamentary Assembly of the Council of Europe, and the example of the development of other European states. The importance of a stable electoral system in Ukraine is noted. The main provisions of the Electoral Code of Ukraine, which entered into force on January 1, 2020, are considered. The election process and innovations of the Electoral Code of Ukraine are considered in detail. Particular attention was paid to the issue of gender equality during the elections, which caused a lot of discussion among Ukrainian politicians and European countries. The conclusion emphasizes that the electoral process in Ukraine has gone through a difficult and long path of formation, but the election legislation is quite at the stage of formation and development, due to difficult circumstances in the Ukrainian state to build civil society.

The article makes an attempt at a theoretical analysis of the structure of the national information space of Russia. The author describes the impact of the transformation of the structure of the information space on the election process on examples of elections to the State Duma and municipal elections in Moscow, using the methodology of studying system dynamics. According to the results of the study, it is concluded that in the context of the political process mediatization, social media, as channels and tools of information and communication exchange within the information space, will increasingly influence the electoral process. This study evaluates the impact of new voters and deceased voters in the statistical analysis of shifts in voting behaviour from one election to another.  Conclusions about the shifts between the political parties from one election to another are ajfected by the fact that at the time of the analyzed election, the population of the former election bas substantial by changed. In order to fix the marginal distributions of the turnover table, estimations should be made about the distribution of the new voters and the deceased voters over the political parties.  Information about the new voters can be extracted from the sample in use.  Estimations of the last voting behaviour of the deceased are based on prior surveys.  The conclusions about the mutual shifts between parties are affected to the degree that the parties differ according to the age distributions.The method has been applied to exit poll datafrom the 1991 general elections in Limburg.

The implementation of the 2020 regional elections during a pandemic Covid-19 has pros and cons. The two parties demanded certainty in the security of the implementation of various aspects, especially the safety and health of all participants in the regional elections. This study seeks to explain the impact of providing risk management training to PPS and KPPS officers. This research is a qualitative research with a case study approach. The number of participants in this study was 14 people. Data were collected by means of observation and interviews. The results showed that the provision of risk management training could increase the knowledge of PPS and KPPS officers regarding the risks that could arise during the election process. Risk management training is one way to equip PPS and KPPS officers in mitigating during the local elections. Massive training is required to provide an understanding of potential risks and an understanding of the main duties and functions of PPS and KPPS officers.

It is becoming increasingly accepted among analysts of British voting behaviour that, contrary to the conventional wisdom, local campaigning matters. The widespread view, largely propagated by David Butler and his co-workers on the Nuffield election studies, has been that campaigning in the constituencies by party activists and their candidates has no influence on the outcome: the distribution of votes across the parties in each constituency is a function of the national campaign only. This view was initially challenged by studies of canvassing in the 1970s, and extended during the 1980s by studies of campaign spending in the constituencies; further support was provided by work in the late 1980s and early 1990s on party canvassing activity. This note takes the challenge forward with an analysis of the impact of different aspects of constituency campaigning.

The purpose of the research is to use blockchain technology in the electoral process. The study was conducted on the example of blockchain technologies used in elections in the United States, Canada, Australia, Sierra Leone, Switzerland, Spain, Russia and other countries. The methodological basis of the research is based on the methods of comparative analysis and component analysis of definitions. Empirical methods of expert assessment and interviewing were used. The pros and cons of blockchain technologies and the possibility of using this innovative technology in elections of different levels are revealed. The advantages of inclusive blockchain technology include the mobility and accessibility of voting; minimizing the costs of organizing and conducting elections; de-bureaucratization by reducing the staff of election commissions; the possibility of excluding the impact on voters from participants in the electoral process; reducing the time for processing ballots and determining the results of voting; increasing the level of trust in electoral procedures on the part of citizens who usually do not participate in voting. Among the disadvantages of blockchain technologies, we can highlight: technical failures and hacker cyber-attacks; the possibility of hackers using data about voters, in case of hacking electronic databases; violation of the secrecy of voting.

There have been seven general elections, under Ghana's Fourth Republic, to elect presidents and members of parliament. There are laws regulating the electoral process and election results have generally been accepted and, in a few cases, challenged through the laid-down process. Elections in Ghana are nonetheless reportedly flawed with irregularities tainting the outcome and creating tensions and sometimes pockets of violence. This article examines the electoral process under Ghana's Fourth Republic, namely the adoption of regulations for each electoral cycle, voters’ registration and the voters’ register, nomination of aspirants, voting, counting of votes and declaration of the results. To ensure the integrity of the electoral process, the laws regulating elections should comply with the dictates of the procedural requirements of the rule of law and the Electoral Commission's actions must be consistent with these laws.

ABSTRACT Secularism is the most serious challenge of modernity posed by the West. Its main ideology is to liberate man from the religious and metaphysical values and expel religion from the practical aspect of man’s life. It clearly presents its materialistic viewpoint which is cut off from Divine, Transcendent or Supernatural principles and does not refer to and is isolated from Revelation. In terms of its intensity and scope as well as its discernable effects upon people’s mind, the repercussion of secularism is so pervasive and universal. It gives a great impact on every facet of life including individual and family lives as well as educational, political, economic and social-cultural realm. Most importantly, secularism affects the very tenets of traditional religious beliefs and practices. This paper tries to focus on the danger of secularism and its principles which are contradict to the religious worldview.
