Improving the well-being of citizens implies a further solution to the housing problem, both through new construction and, to a large extent, through the reconstruction, modernization and overhaul of existing residential buildings, i.e., the reconstruction and renovation of the housing stock of old buildings. The article reveals the technologies in a qualitative and effective inspection of buildings, in improving the organization of technical inspection of buildings of the housing stock to perform work on major repairs, modernization and reconstruction. The purpose of the article is to organize a technical survey of housing stock buildings to perform works on engineering systems, modernization and reconstruction.The analysis of activity on maintenance and repair of engineering systems of an apartment building is carried out. The ways of solving the problems associated with the repair of engineering systems of an apartment building are considered.

The welfare gain of the citizens of the Russian Federation means a further solution to the housing problem both due to new construction and largely reconstruction, modernization and master overhaul of available residential buildings, i.e. the reconstruction and renewal of the housing facilities of the old building system

Purpose The purpose of this study is to quantify the energy heating performance of apartment buildings in Kosovo built after 2003 and compare it against the energy heating performance of buildings in member states of EU and selected European countries. Design/methodology/approach This paper takes a case study approach focussed on the assessment of the heating energy performance of the building. This approach facilitated a detailed calculation of the selected materials’ energy performance used in a representative building structure in Kosovo comparing with passive buildings standard and energy heating performance of buildings in member states of EU and selected European countries. Findings Results of quantitative research find that the energy heating performance of apartment buildings in Kosovo built after 2003 is far higher than that of passive buildings standard and is better than the average annual energy heating performance of apartment buildings in member states of the EU and selected European countries. Research limitations/implications The research provides new knowledge regarding energy heating performance in new residential buildings in Kosovo and compares the findings with earlier research and energy consumption in other selected European countries. The research provides great benefits for researchers and practitioners working in the field of energy management as it compares the energy performance of residential buildings across Europe. Originality/value This paper provides a perspective on investigating the energy performance of a building structure of a residential apartment building in Prishtina, Kosovo. By unveiling the level of energy consumption of a residential apartment building in Kosovo representative of the new construction period can help the facility managers to acknowledge the standards they must achieve to refurbish the old building stock to achieve at least the same standard as the buildings in the new construction period.

The paper is devoted to the current and debatable problem of methodology of choosing the effective innovative enterprises for venture financing. A two-stage system of commercial innovation evaluation based on the UNIDO methodology is proposed. Engineering systems account for 25 to 40% of the cost of high-rise residential buildings. This proportion increases with the use of new construction technologies. Analysis of the construction market in Russia showed that the production of internal engineering systems elements based on innovative technologies has a growth trend. The production of simple elements is organized in small enterprises on the basis of new technologies. The most attractive for development is the use of venture financing of small innovative business. To improve the efficiency of these operations, the paper proposes a methodology for a two-stage evaluation of small business development projects. A two-stage system of commercial evaluation of innovative projects allows creating an information base for informed and coordinated decision-making on venture financing of enterprises that produce engineering systems elements for the construction business.

Regional programs for major repairs of common property in apartment buildings have been implemented on a large scale for more than 5 years. For example, the regional program in the city of Moscow includes more than 28 thousand apartment buildings with a total area of more than 200 million m2. Improvement of housing conditions is the most important factor in improving the well-being of the population and should be considered not only as a combination of factors formed in the construction process (availability of residential premises, level of improvement), but also as a set of services provided in the field of operation. Currently, the use of energy-efficient building materials and technologies with extended service life is of particular importance for the safe and reliable operation of the facility.

The XXVI Congress of the CPSU defined the current national economic problems of the 1980s and the XI Five-Year Plan. As the General Secretary of the Central Committee of the CPSU, Chairman of the Presidium of the Supreme Soviet of the USSR Comrade LI Brezhnev noted, "our country has entered a new decade, making it the main task to ensure the further growth of the welfare of Soviet people." The program for improving the well-being of the people in the XI Five-Year Plan provides for the solution of the housing problem, improvement of working, living and recreation conditions. Caring for the health of Soviet people in the coming years remains one of the most important social tasks.

In the member states of the European Union (EU), nearly-Zero Energy Buildings (nZEB) are becoming mandatory building practice in 2021. It is stated, that nZEB should be cost-optimal and the energy performance levels should be re-defined after every five years. We conducted cost-optimality analyses for two detached houses, one terraced house and one apartment building in Estonia. The analysis consisted on actual construction cost data collection based on bids of variable solutions for building envelope, air tightness, windows, heat supply systems and local renewable energy production options. For energy performance analysis we used dynamic simulation software IDA-ICE. To assess cost-effectiveness, we used Net Present Value (NPV) calculations with the assessment period of 30 years. The results for cost-optimal energy performance level for detached house with heated space of ~100 m2 was 79 kWh/(m2 a), for the larger house (~200 m2) 87 kWh/(m2 a), for terraced house with heated space of ~600 m2 71 kWh/(m2 a) and for the apartment building 103 kWh/(m2 a) of primary energy including all energy use with domestic appliances. Thus, the decrease in cost-optimal level in a five-year period was ~60% for the detached house and ~40% for the apartment building, corresponding to a shift in two EPC classes.

Air change rate is an important parameter for quantification of ventilation heat losses and also affects the indoor climate of buildings. Indoor air quality is significantly associated with ventilation. If air change isn't sufficient, trapped allergens, pollutants and irritants can degrade the indoor air quality and affect the well-being of a building's occupants. Many studies on ventilation and health have concluded that lower air change rates can have a negative effect on people’s health and low ventilation may result in an increase in allergic diseases. Quantification of air change rate is complicated, since it is affected by a number of parameters, of which the one of the most variable is the air-wind flow. This study aims to determination and comparison of values of the air change rate in two methods - by quantifying of aerodynamic coefficient Cp = Cpe - Cpi – so called aerodynamic quantification of the building and the methodology based on experimental measurements of carbon dioxide in the selected reference room in apartment building.

Since the 1990s, the successive EU directives and related national or regional legislations require new construction and retrofits to be as much as possible energy-efficient. Several measures that should stepwise minimize the primary energy use for heating and cooling have become mandated as requirement. However, in reality, related predicted savings are not seen in practice. Two effects are responsible for that. The first one refers to dweller habits, which are more energy-conserving than the calculation tools presume. In fact, while in non-energy-efficient ones, habits on average result in up to a 50% lower end energy use for heating than predicted. That percentage drops to zero or it even turns negative in extremely energy-efficient residences. The second effect refers to problems with low-voltage distribution grids not designed to transport the peaks in electricity whensunny in summer. Through that, a part of converters has to be uncoupled now and then, which means less renewable electricity. This is illustrated by examples that in theory should be net-zero buildings due to the measures applied and the presence of enough photovoltaic cells (PV) on each roof. We can conclude that mandating extreme energy efficiency far beyond the present total optimum value for residential buildings looks questionable as a policy. However, despite that, governments and administrations still seem to require even more extreme measurements regarding energy efficiency.

The main damages in brick structures of buildings are considered. The purpose of the work is to analyze the results of a technical examination of the building structures of a residential building, with the subsequent development of proposals for their restoration and strengthening. The object of the study is the brick structures of the house. The process of organizing a technical survey of brick residential buildings, which allows to determine the procedure for collecting and storing data, is considered. Modern solutions for the restoration of building structures are proposed. The physical deterioration of the apartment building was determined and recommendations were given for the elimination of brickwork defects.

In the last years, as a result of environmental concerns, changes in lifestyle during the COVID-19 crisis, the role of healthy buildings in addition to the main lighting design principles are highlighted. Therefore, today’s lighting design issues include social well-being, mental well-being, and physical well-being more than we discussed in the last century. Hence, we are familiar with occupant-centric and performance-based metrics for residential and non-domestic buildings. The study analyses the extended occupancy patterns, daylight availability, and annual lighting energy demand through a case study in Bursa, Turkey including the COVID-19 pandemic scenario.
