The welfare gain of the citizens of the Russian Federation means a further solution to the housing problem both due to new construction and largely reconstruction, modernization and master overhaul of available residential buildings, i.e. the reconstruction and renewal of the housing facilities of the old building system

Improving the well-being of citizens implies a further solution to the housing problem, both through new construction and, to a large extent, through the reconstruction, modernization and overhaul of existing residential buildings, i.e., the reconstruction and renovation of the housing stock of old buildings. The article reveals the technologies in a qualitative and effective inspection of buildings, in improving the organization of technical inspection of buildings of the housing stock to perform work on major repairs, modernization and reconstruction. The purpose of the article is to organize a technical survey of housing stock buildings to perform works on engineering systems, modernization and reconstruction.The analysis of activity on maintenance and repair of engineering systems of an apartment building is carried out. The ways of solving the problems associated with the repair of engineering systems of an apartment building are considered.

В статье представлены результаты оценки внешних и внутренних факторов, оказывающих влияние на реальный объем инновационных товаров, работ и услуг посредством построения модели по панельным данным за 2011-2018 годы по семидесяти двум регионам Российской Федерации. Было выявлено приблизительно тождественное влияния численности научно-исследовательского персонала и вводимых в действие общих площадей жилых домов на зависимую переменную. Также представлены результаты проведенного опроса собственников малого бизнеса на предмет выявления факторов-ограничителей, препятствующих инновационной деятельности. The article presents the results of assessing external and internal factors that influence the real volume of innovative goods, works and services by building a model based on panel data for 2011-2018 for seventy-two regions of the Russian Federation. It was found that the influence of the number of research personnel and the total area of residential buildings put into operation on the dependent variable was approximately identical. Also presented are the results of a survey of small business owners in order to identify factors-constraints that impede innovation.

The current regulatory documents of the Russian Federation in the matt er of design of decentralized heat supply sources - independent boiling rooms and individual boilers - are analyzed. There are many solutions for storing energy, they can be either mechanical, thermal, chemical, electrochemical or electrical. In a context of smart-grid and micro-grid development, it is necessary to be able to store electrical energy at various points in the network: at the source for intermittent resources, in the network itself to have reserves to ensure exploitation and in consumption areas. Each solution is more or less relevant depending on the storage needs in terms of both power and energy. The evolution of electricity demand in the Russian Federation is a good example to illustrate this issue, especially since it is now planned that all new construction will have an energy storage system, so as to contribute to a better overall exploitation of the network. For intermediate storage, on the network, there is definite potential thanks to the old mines, in particular, that can be developed to store energy in the form of compressed air. In high consumption sites, it is also possible to use storage in the form of large energy banks made up of batteries.

The current conditions of Russian territories road infrastructure, regional budgetary funding, differences in economic potential and the economy structure of the constituent entities of the Russian Federation determine the relevance of the development and improvement of the regional regulatory base. This is important in the field of tariff policy, one of the elements of which is the approval of basic standards and rules for calculating the amount of budgetary funds for capital repairs, repairs and maintenance of regional road network. This article is devoted to the study of the regional practice that has developed in the Russian Federation for the establishment of standard costs for capital repairs, repairs and maintenance of regional and intermunicipal roads in comparison with federal ones. The work consists of two logically related structural elements: an overview and an analytical part. The review revealed the differentiation of the size of budgetary allocations in the context of subjects and federal districts. In the analytical part, an attempt is made to determine the closeness between federal and regional standards and, as a result, to identify the range of regions that practice linking regional standards to federal ones.

The article provides an overview of regulatory legal acts and specialized regulatory documents on fire safety in the field of rules for gas equipment installation and operation. There is carried out the analysis of operational situation with fires in the Russian Federation due to violation of rules for gas equipment installation and operation. The basic rules for use of household gas appliances are prepared.

According to the Law of the Russian Federation “On the All-Russian Population Census” (2002) a household is considered as a group of people living in a dwelling house, apartment or room, or part of a dwelling house or apartment that jointly provides itself with the necessary means of subsistence and which unites all or part of its income, or a person residing in a residential building, an apartment or a room, or a part of an apartment house or apartment and independently providing itself with the necessary means of subsistence.According to the calculations of 2009, based on Rosstat’s forecast, the number of households in Russia was to make up from 52.5 million by the low estimate to 58.9 million by the high estimate in 2030. Like any forecast, these estimates require regular revision, refinement due to the appearance of new data.Based on the current trends in the development of households in the world and in Russia, the article attempts to provide updated estimates of changes in the number and structure of Russian households at the end of 2030.

The topic of the article is relevant due to changes in urban planning legislation. The new legislation is explained by the tasks set by the authorities of the Russian Federation to improve the quality of life, to ensure favorable living conditions and health of citizens of the Russian Federation. The new requirements for the development of territories in the Russian Federation provide not only for changing the procedure, but also for providing transport, social and other types of infrastructure during the construction of the object. A new concept in urban planning legislation — the activity of integrated and sustainable development of territories-entails a whole range of measures necessary for adoption not only by the authorities, but also in the design of the activities of construction companies. First of all, urban planning changes will affect such a legal act as the Rules of Land Use and Development. They will not only have to be structurally updated, but also adopted in accordance with the procedure established by the legislation of the Russian Federation. Construction companies are forced to coordinate the construction of an object, especially residential buildings, with organizations that regulate transport and social accessibility. Additional requirements for construction, imposed by modern urban planning legislation, will also entail a change in the price policy in the field of housing. The authors try to anticipate the pos sible legal consequences of the new changes in the legislation regulating urban planning legal relations.

Since January 1, 2019, Federal Law No.217 dated July 29, 2018 “On the introduction by citizens of gardening and gardening for their own needs and on amending certain legislative acts of the Russian Federation” (hereinafter referred to as Law No.217). Changes that occurred with gardening and dacha plots in connection with the adoption of the new federal law caused a number of problems with its implementation. This law has caused a big resonance among citizens, and among management structures, and among the community of cadastral engineers. Land plots that are located in the dacha and garden associations now fall into the development areas of individual and low-rise residential buildings, blocked residential area development. And houses on these sites can acquire the status of individual houses. In this regard, there will be and will arise many questions and problems with the use and management of territories and the registration of rights to real estate.
