The article proposes a universal technique, which consists in applying an assessment of the level of risk tolerance of the contractor of the State Defense Order, taking into account the stage of the life cycle of rocket and space technology; the relationship between the levels of risk tolerance of the enterprises of the rocket and space industry from the stage of the life cycle of the production process is revealed. Consideration of this pattern will allow to take preventive measures in advance. The result obtained is universal both for management, for marketing, and for the military economy and the economy of business entities as a whole. Specifically, at the stages of development and the birth of the production process, the level of risk is high, and the risk tolerance of the RCT enterprise is low; at the stage of development of production, when tactical and technical requirements (TTT) are achieved, risk tolerance increases; at the maturity stage of the production process, risk tolerance reaches a maximum level. Then, the hypothesis of the study is that when implementing the State Defense Order, it is necessary to introduce a plan for the continuity of control of production processes, where the SWOT analysis and risk tolerance assessment should become tools for monitoring the implementation of R&D, which will act as a tool for assessing guarantees of fulfillment and leveling the risks of not fulfilling R&D. Taking into account the revealed relationship between the levels of risk tolerance of executing enterprises and the stage of the R&D life cycle will make it possible to take preventive measures in advance during the implementation of the State Defense Order.

This article presents the results of the development of a universal multi-parameter algorithm, which consists in applying the research of the level of resistance to financial and economic risks, taking into account the stage of the life cycle of the production process and the level of production stability and technological risks. The relationship between the levels of risk tolerance of subjects from the stage of the life cycle of the production process is revealed and studied. An algorithm for taking preventive measures is proposed.

The aim of the study was to identify objectives and measures for expansion of the system of standards in Ukraine for the development of armaments and military equipment in the context of improving national defence capabilities. The following methods were used to achieve the aim set in the study: the method of direct observation, comparison, monitoring and analysis of the content of documents that provide standardisation of armaments and military equipment at the state and interstate levels. The key results of the study were: observation and comparison of the scope of regulations that ensure the standardisation of armaments and military equipment at the national level, as well as among NATO countries; comparison and distribution of powers of the competence of executive and supervisory bodies for the development and implementation of standards. Besides, the study provides a chart of the legal background for standardisation, and directly determines the sequential logical place of the stage of development of armaments and military equipment in the life cycle. Proposals are made at the end of the study on how to increase the effectiveness of legislative provision for the standardisation of armaments and military equipment.

The article considers the procedure for financing of the construction of regional roads on the basis of the life cycle contract. Under the existing procedure for financing road construction projects, the main burden at the stage of the implementation is experienced by the private partner, which can lead to the risk of non-fulfillment of obligations under the contract of the road project. To reduce the level of risk, it is proposed to use phased financing of the project by the state partner, especially before the commissioning of the facility.

The issues of pricing for products of the state defense order are considered. The classification of methods of procurement of weapons, military and special equipment is given. The main types of contract prices and methods of forming the initial maximum contract price are determined. Particular attention is paid to approaches to pricing for products of the state defense order for the case of a single supplier (contractor, execute). The modern norms of the law are presented, which allow optimizing budget funds by choosing an option that ensures the achievement of technical results and minimizing costs throughout the life cycle of weapons, military and special equipment.


The issues of determining the estimated cost of capital construction projects with the involvement of Federal budget funds at the stage of development of project documentation, during verification of the accuracy of determining the estimated cost and the initial (maximum) contract price are considered. On the basis of the assessment of amendments to urban planning legislation for the purpose of implementing a state contract by the contractor ( based on the results of competitive procedures or without competitive procedures by decision of state authorities), the procedure for forming the estimate as part of a state (municipal) contract, the price of which is firm, is presented. For the purpose of mutual settlements between the customer and the contractor for the work performed, the formation of primary accounting documentation, as well as for checking the work performed by regulatory authorities, an example of drawing up an estimate of the state (municipal) contract on the basis of grouping costs according to structural elements and complexes of work is given. The result of the research conducted was the development of regulations and the formation of criteria for their practical application by state bodies, institutions, organizations and other participants in the investment-construction process, as well as recipients of budget funds, who perform the functions of the state (municipal) customer, developer and technical customer.

The article defines the features of the process of forming the research tradition of studying the institute of parliamentarism as a mechanism for the formation of democracy. It is established that parliamentarism acts as one of the varieties of the regime of functioning of the state, to which the independence of the representative body from the people is inherent, its actual primacy in the state mechanism, the division of functions between the legislative and executive branches of government, the responsibility and accountability of the government to the parliament. It is justified that, in addition to the regime that fully meets the stated requirements of classical parliamentarism, there are regimes that can be characterized as limited parliamentary regimes. The conclusions point out that parliamentarism does not necessarily lead to a democracy regime. At the first stage of development of statehood, it functions for a long time in the absence of many attributes of democracy, but at the present stage, without parliamentarism, democracy will be substantially limited. Modern researchers of parliamentarism recognize that this institution is undergoing changes with the development of the processes of democracy and democratization. This is what produces different approaches to its definition. However, most scientists under classical parliamentarianism understand such a system, which is based on the balance of power. In two parts of the article, more than 70 errors and violations of the Biotechnics of artificial breeding of Pacific salmon in salmon hatcheries are collected and summarized, which lead to an immediate or delayed deterioration of the quality of reared fry and a decrease in their survival rate. Deviations from the biological basis of fish farming are shown and possible consequences of such errors or violations are predicted. In the first part of the article (#7,2020) there were General errors (throughout the entire fish-breeding process), as well as violations of Biotechnics during the work with producers, collecting eggs and preparing them for incubation, in the second part-violations of Biotechnics during the incubation of eggs, holding pre-larvae, rearing and release of young. Their correction, prevention or minimization of consequences will significantly improve the quality of sexual products and offspring from producers, increase the linear and weight gain of juveniles during rearing, improve the coefficient of feed payment, reduce the time of rearing, improve the epizootic situation by developing immunity in fry and mobilizing other protective reactions of their body, significantly reduce waste at all stages of the production process, increasing survival by 10–15%. In conclusion, it is noted that the first and most important condition for an efficient salmon hatchery is the creation of optimal environmental conditions at each stage of the production process. The second condition is strict compliance with the Biotechnics of artificial salmon breeding and the complex of veterinary and sanitary, fish-breeding and meliorative and therapeutic and preventive measures. The third is the availability of competent specialists who regularly improve their skills in accredited Universities to implement, control and manage the first two conditions.

The article discusses the features of procurement in the framework of the state defense order by conducting trade procedures. The analysis shows that the regulatory framework for state defense orders includes both general acts for the entire public procurement system and special acts regulating relations specifically in the field of defense orders. The features of legal regulation in this sphere are determined, first of all, by the defense order specifics, but, primarily, this sphere as a whole is subject to the rules of legal regulation common to the sphere of public procurement.
