Battery systems are becoming an increasingly attractive alternative for powering ocean going ships, and the number of fully electric or hybrid ships relying on battery power for propulsion and maneuvering is growing. In order to ensure the safety of such electric ships, it is of paramount importance to monitor the available energy that can be stored in the batteries, and classification societies typically require that the state of health of the batteries can be verified by independent tests – annual capacity tests. However, this paper discusses data-driven diagnostics for state of health modelling for maritime battery systems based on operational sensor data collected from the batteries as an alternative approach. Thus, this paper presents a comprehensive review of different data-driven approaches to state of health modelling, and aims at giving an overview of current state of the art. Furthermore, the various methods for data-driven diagnostics are categorized in a few overall approaches with quite different properties and requirements with respect to data for training and from the operational phase. More than 300 papers have been reviewed, most of which are referred to in this paper. Moreover, some reflections and discussions on what types of approaches can be suitable for modelling and independent verification of state of health for maritime battery systems are presented.

The purpose of the article is to analyse the current state of regional media platforms, identify development problems and justify solutions. Methodology. General scientific methods are used in the research, in particular: theoretical generalization – to determine the main provisions of health care; statistical analysis – to study the dynamics of medical care funding of state structures employees; methods of positive and normative analysis – to develop recommendations for improving the provision of medical services and the state of health care. Results. It was studied that in 2019, among 14,934.9 households, only 8.7% considered their income level sufficient. And 40.2% of households could not afford basic necessities other than food. More than 50% of households said that if incomes increased, they would spend more on treatment. The largest share of households that noted the need for additional treatment costs has an average per capita equivalent cash income per month at the level of 1,920.1–2,640.0 UAH. At the same time, out of the total number of 14,644.5 thousand households, 98.4% noted the need for health services during the year. Statistics show that in 2019, compared to 2018, the number of households that were unable to receive medical care, medicines and medical supplies for family members during the year increased. This trend is observed for both urban and rural residents. As a result, the ecological situation and the human living environment are deteriorating. Threats are created not only for the current population, but also for the lives of future generations. And according to the self-assessment of the health status of the Ukrainian population in 2019, only half of the population (50.4%) marked their condition as good, the rest reported satisfactory (39.5%) and poor (10.1%). Practical meaning. It is revealed that the state of the environment is under threat due to certain prohibitions and restrictions on the control of economic activity in order to ensure favourable conditions for business development which creates an uncontrolled situation of use of natural resources (water, air, land) included in domestic turnover. Prospects for further research. According to the Law of Ukraine “On Basic Principles of State Supervision (Control) in the Field of Economic Activity” it is necessary to warn in advance and clearly define the list of issues and indicators of the economic activity inspection. This distorts the real picture of possible damage to the environment from improper economic activities and unbalanced use of natural resources.

The state of health of fighters who before the direction in business trip were trained previously in self-control methods at different stages of performance of a fighting task, with a condition of group of the military personnel who didn’t pass preliminary training in energy saving methods is compared.

This article examines the state of Islamic jurisprudence with regard to many sensitive issues, such as the status of women and minorities in Islam, Islam and Democracy, hudud punishments. The author explores the current state of Islamic discourse on jurisprudence and identifies three approaches-traditional, secular and reformist. The paper explores the positions of the traditional ulama and the reformist muj­tahids on the mentioned topics and finds the reformist position more sensible and closer to the position of ihe Qur'an and Sunnah. This paper while advocating neo-ijtihad, makes an impressive case for the merit???? and Islamic credibility of the reformist jurisprudence.

This paper presents a modification of the conventional minimum variance state estimator to accommodate the effects of randomly varying delays in arrival of sensor data at the controller terminal. In this approach, the currently available sensor data is used at each sampling instant to obtain the state estimate which, in turn, can be used to generate the control signal. Recursive relations for the filter dynamics have been derived, and the conditions for uniform asymptotic stability of the filter have been conjectured. Results of simulation experiments using a flight dynamic model of advanced aircraft are presented for performance evaluation of the state estimation filter.

AbstractSeveral research works in the related international literature on sociology and health sciences deal with the state of health in one selected population. In these studies, the chosen sample is often connected with special jobs, especially with healthcare professionals and their working conditions. These studies predominantly examine the self-rated subjective health status using questionnaires. There are others that assess the state of health based not only on self-rated subjective indicators, but also using objective data gained by measuring. Considering the international experiences, we chose a special population in our research – healthcare professionals working in an institute for chronically ill psychiatric patients. Our choice was influenced by the fact that we wanted to include their unique working conditions when exploring and assessing their health status. Moreover, our approach was to assess the objective state of health alongside the subjective factors, as our hypothesis was that the majority of the indicators presumably coincided. The data were collected with the help of three questionnaires and some indicators of the objective health statuses were measured. The findings were processed using the SPSS 17.0 mathematical-statistical software package. Following the descriptive statistics, we applied hierarchic cluster-analysis based on results of the WHOQOLD-BREF26 life-quality questionnaire, the WHO WBI-5 Well Being Index, and on the body composition analysis. The results show the objective and subjective health status of population and the factors that influenced it; the working conditions and the interpersonal contacts in the workplace. The conclusion was that in the examined population the subjective and objective health status doesn’t coincide.

Abstract The European Commission's State of Health in the EU (SoHEU) initiative aims to provide factual, comparative data and insights into health and health systems in EU countries. The resulting Country Health Profiles, published every two years (current editions: November 2019) are the joint work of the European Observatory on Health Systems and Policies and the OECD, in cooperation with the European Commission. They are designed to support the efforts of Member States in their evidence-based policy making and to contribute to health care systems' strengthening. In addition to short syntheses of population health status, determinants of health and the organisation of the health system, the Country Profiles provide an assessment of the health system, looking at its effectiveness, accessibility and resilience. The idea of resilient health systems has been gaining traction among policy makers. The framework developed for the Country Profiles template sets out three dimensions and associated policy strategies and indicators as building blocks for assessing resilience. The framework adopts a broader definition of resilience, covering the ability to respond to extreme shocks as well as measures to address more predictable and chronic health system strains, such as population ageing or multimorbidity. However, the current framework predates the onset of the novel coronavirus pandemic as well as new work on resilience being done by the SoHEU project partners. This workshop aims to present resilience-enhancing strategies and challenges to a wide audience and to explore how using the evidence from the Country Profiles can contribute to strengthening health systems and improving their performance. A brief introduction on the SoHEU initiative will be followed by the main presentation on the analytical framework on resilience used for the Country Profiles. Along with country examples, we will present the wider results of an audit of the most common health system resilience strategies and challenges emerging from the 30 Country Profiles in 2019. A roundtable discussion will follow, incorporating audience contributions online. The Panel will discuss the results on resilience actions from the 2019 Country Profiles evidence, including: Why is resilience important as a practical objective and how is it related to health system strengthening and performance? How can countries use their resilience-related findings to steer national reform efforts? In addition, panellists will outline how lessons learned from country responses to the Covid-19 pandemic and new work on resilience by the Observatory (resilience policy briefs), OECD (2020 Health at a Glance) and the EC (Expert Group on Health Systems Performance Assessment (HSPA) Report on Resilience) can feed in and improve the resilience framework that will be used in the 2021 Country Profiles. Key messages Knowing what makes health systems resilient can improve their performance and ability to meet the current and future needs of their populations. The State of Health in the EU country profiles generate EU-wide evidence on the common resilience challenges facing countries’ health systems and the strategies being employed to address them.

São Paulo is the most populous state in Brazil, home to around 22% of the country’s population. The total number of Covid-19-infected people in São Paulo has reached more than 1 million, while its total death toll stands at 25% of all the country’s fatalities. Joining the Brazilian academia efforts in the fight against Covid-19, in this paper we describe a unified framework for monitoring and forecasting the Covid-19 progress in the state of São Paulo. More specifically, a freely available, online platform to collect and exploit Covid-19 time-series data is presented, supporting decision-makers while still allowing the general public to interact with data from different regions of the state. Moreover, a novel forecasting data-driven method has also been proposed, by combining the so-called Susceptible-Infectious-Recovered-Deceased model with machine learning strategies to better fit the mathematical model’s coefficients for predicting Infections, Recoveries, Deaths, and Viral Reproduction Numbers. We show that the obtained predictor is capable of dealing with badly conditioned data samples while still delivering accurate 10-day predictions. Our integrated computational system can be used for guiding government actions mainly in two basic aspects: real-time data assessment and dynamic predictions of Covid-19 curves for different regions of the state. We extend our analysis and investigation to inspect the virus spreading in Brazil in its regions. Finally, experiments involving the Covid-19 advance in other countries are also given.
