O presente artigo tem como objetivo discutir os resultados das políticas de desenvolvimento adotadas pelo governo Chávez no período de 1998-2008, tendo como referência os objetivos explicitados nos dois planos de desenvolvimento apresentados pelo governo nesse período, que destacavam necessidade em se buscar um novo modelo econômico para o país que superasse o modelo rentista, tido como responsável principal pela crise econômica enfrentada pela Venezuela desde meados da década de 80. Dessa forma, seria fundamental constituir uma economia diversificada e menos dependente da renda petroleira.  This article aims to discuss the results of development policies adopted by the Chavez government in the period 1998-2008, with reference to the objectives spelled out in the development plans submitted by the government during this period, which highlighted the necessity to seek a new economic model for the country to overcome the rentier model, considered the main culprit behind the economic crisis faced by Venezuela since the mid 80s. Thus, it is essential to build an economy diversified and less dependent on oil revenue.

Economic development theorists generally beliefs that investment mainly played an important role in economic growth. Based on that, one can easily to think that spatially disparity of economic growth mostly depends on spatially spread of investment. This work try to investigate the spatially spread pattern of investment in Indonesia in the past before the Asian financial and economic crisis occurred. In that time, the government development policy stressed not only on economic growth but also on reducing economic disparity included spatially. In the recent, the two kinds of economic development policies’ stressing are still continued by the government. Generally, the lessons from the past is that the spatially spread pattern of investment in Indonesia tended to still concentrated in the western Java island (in Jakarta and its surrounding) and also in the Sulawesi island. While in the other island, investment tended to spread.

Benjamin Armstrong’s article compares state economic development policies in Pittsburgh and Cleveland in the 1980s, the period of major regional economic restructuring. Armstrong argues that what separated Pittsburgh from Cleveland in the ensuring years was the state-mandated inclusion of the city’s universities as major economic development decision makers and the role that advanced technology played in Pittsburgh’s recovery—much more prominent than in Cleveland’s. The authors agree that the 1980s expanded stakeholders in the region’s traditional economic development strategies, but not to the extent that Armstrong argues, and that significant other factors have affected the two regions in recent decades. The authors also find that the divergence in economic trends between the two regions is not a strong as Armstrong suggests.

This study aims to find the economic development strategies of converts in the city of Padang. The research approach was conducted using a descriptive qualitative method by collecting data through interviews, documentation and focus group discussions. The research explains that the economic problems of converts to cities in the city are caused by the severance of family relations, lack of ability, lack of converts, lack of assistance and lack of community awareness. The strategy in the economic development of converts in the city of Padang is happy with four processes. First, the making of converts as a means of gathering converts and becomes problem solving for all converts in the city of Padang. Second, capacity building is carried out by conducting trainings that provide theability of converts so that converts have the opportunity to make a business. Third, the provision of financial assistance aims to enable the ability of entrepreneurs who have been trained to be implemented in the form of business through financial assistance from both the government and the private sector. Fourth, supervision and assistance to the business carried out by converts in order to survive and be developed so that they can help other converts. To see the effects of the concept of this strategy it is necessary to implement all of these strategies so that they can be assessed and evaluated in an effort to improve the economy of converts.

Local level economic development has eluded Ghana since independence. This was because most policies were centralized. As a result, focus was shifted to local economic development. This article comparatively examined the local economic development strategies implemented in three of Ghana’s Metropolitan, Municipal and District Assemblies. Using the mixed method and multiple case study approaches of research, the study sampled a total of 533 respondents across the three Metropolitan, Municipal and District Assemblies and analyzed data using the Statistical Package for the Social Sciences. The study gleaned that the Metropolitan, Municipal and District Assemblies implemented similar local economic development strategies which could be categorized into contemporary local economic development and traditional local economic development approaches. Challenges such as inadequate finance, land tenure system, lack of modern equipment among others were identified. The provision of a central pool for financing local economic development, harmonization of locality development policies, de-politicization of local economic development policies, the adoption of change management strategies in Ghana’s local governance system, effective land tenure system are recommended for the success of local economic development in Ghana.

The article examines the main changes that have occurred in the geographical structure of Turkey’s foreign trade during the period of implementation of the Justice and development Party’s 8th and 9th Economic Development Plans. The author highlights and analyzes import and provisions of economic strategies adopted by the government to increase export volumes, diversify it, reduce the country’s dependence on imports and enter priority trade markets. It is emphasized that Turkey continued to “explore and attack” new markets- targets, the number of which was constantly increasing. The author analyzes the geographical structure of Turkey’s export and import by country groups, according to the regional integration principle, and analyzes the top five and ten of countries in Turkish export and import.

I use Gramsci's notion of hegemony to analyze how Mexican governments have reproduced the neoliberal state over the past twenty-five years. Hegemony is a spatially-contingent process of consensus and coercion that explains how dominant economic and political policies take shape. In the case of Mexico, I examine the rise of new political elites (technocrats), their attempts at reshaping the corporatist consensus through social pacts, and their use of a regional economic model as national archetype for economic development. More specifically, this analysis employs labor politics to illustrate how the government uses consensus and coercion to maintain the state as the privileged space for shaping the hegemonic geographies of economic development in Mexico.

The industrial development of South Korea is an exceptional success story. However, there were several side effects of the strong economic growth, such as rapidly increasing city populations and severe socio-economic inequality. The population in the area of the capital currently amounts to half of the national population of South Korea. The Korean government has implemented various regional development policies for a more balanced national development. This paper investigates the series of Five-Year Economic Development Plans from 1962-1997 and the Saemaul Undong movement, who contributed to the record of economic development of South Korea, and discusses the rural development policies recently promoted by the South Korean government to address problems such as the progressive decrease and stagnation of agricultural productivity, the depopulation and aging trends in rural areas, the deterioration of farm household income structure, and import expansion and unstable grain supply by free trade agreement.   Abstract. Perkembangan industri Korea Selatan adalah kisah sukses yang luar biasa. Namun, ada beberapa efek samping dari pertumbuhan ekonomi yang kuat, seperti populasi kota yang meningkat pesat dan ketimpangan sosial ekonomi yang parah. Penduduk di wilayah ibu kota saat ini berjumlah setengah dari penduduk nasional Korea Selatan. Pemerintah Korea telah menerapkan berbagai kebijakan pembangunan daerah untuk pembangunan nasional yang lebih seimbang. Makalah ini menyelidiki serangkaian Rencana Pembangunan Ekonomi Lima Tahun dari 1962-1997 dan gerakan Saemaul Undong, yang berkontribusi pada rekor pembangunan ekonomi Korea Selatan, dan membahas kebijakan pembangunan perdesaan yang baru-baru ini dipromosikan oleh pemerintah Korea Selatan untuk mengatasi masalah-masalah seperti sebagai penurunan progresif dan stagnasi produktivitas pertanian, depopulasi dan tren penuaan di daerah perdesaan, kerusakan struktur pendapatan rumah tangga pertanian, dan ekspansi impor dan pasokan biji-bijian yang tidak stabil oleh perjanjian perdagangan bebas.   Keywords. ABSTRACT The student movement that emerged in the 1990s was a response to the authoritarian New Order policies. Although New Order succeeded in economic development but lead to inequality. Student activists form an alliance with pro-democracy groups such as NGOs, unions, farmers, and critical opposition groups. Therefore, their movements become an important part of the pro-democracy movement. In general the issues presented students are: First, the issues of democratization and human rights. Secondly, issues related to land, environment and labor. In addition to address issues of local and national, their movements also a response of international issues To control the student movement, the government established the SMTP (Student Senate Higher Education), accompanied by harsh measures. Nevertheless, their movement is still weak and disunited. The existence of a strong student movement and spread emerge when the economic crisis hit Indonesia, dropping of President Soeharto in May 1998. The study evaluation of the contributions of oil revenue on economic development in Nigeria tested the impact of growth rate in oil revenue and growth rate in Gross Domestic product and growth rate in total federally collected revenue of the Government from 1991 to 2012. Regression analysis was used to carry out data analysis with the aid of SPSS version 20. Results showed that a unit change in growth rate of oil revenue will lead to an equal unit change in growth rate of gross domestic product. The study recommends that federal government should intensify efforts to increase revenue derived from oil especially as it impacts on GDP and federally collected revenue.

<p><strong>English<br /></strong>As a developing economy Indonesia, should have a comprehensive integrated long-term development plan which may be used as the guideline in implementing its national economic development as well as an instrument for evaluating government accountability and credibility. The New Order regime had prepared its first and second long-term development plan for 1969-1993 and 1993-2018 successively. The twin plans, however, has led Indonesia to the 1997-1999 multi dimensions crises and is considered in appropriate in the existing new era of total reformation. It must be totally reconstructed. For this, public discussions on the need for the government to formulated the new grand strategy of national development have emerged, but up and down, in the last two years. As an active contribution to the public debase, this paper reviews previous, Indonesia development plans, others' countries experiences as well as grand theories of economic development. Then it is suggested that the agricultural based industrialization may be the most suitable one for Indonesia. The new grand strategy should be decided based on a national concensus in order to avoid the practice of just for political rhetoric's as was during the New Order regime.</p><p> </p><p><strong>Indonesian<br /></strong>Bagi negara berkembang seperti indonesia, rencana pembangunan jangka panjang komprehensif-integratif sangat di perlukan sebagai acuan pelaksanaan pembangunan dan sebagai salah satu instrumen akuntabilitas dan kredibilitas pemerintah. Pemerintahaan Orde Baru telah menyusun rancangan pembangunan jangka panjang tahap I dan II masing-masing untuk peiode 1969-1993 dan 1993-2018. Rencana jangka panjang yang disusun rejim Orde Baru tersebut terbukti membawa Indonesia kedalam krisis tahun 1997-1999 dan sudah tidak sesuai dalam era Reformasi sehingga perlu dirancang ulang. Dalam dua tahun terakhir sesungguhnya telah muncul wacana publik yang menuntut agar pemerintah segera menyusun grand strategy ( strategi besar ) pembangunan nasional. Sebagai bagian dari wacana tersebut, tulisan ini mereview tentang konsepsi strategi pembangunan selama Orde Baru, pengalaman beberapa negara lain pemikiran teoritis tentang strategi pembangunan ekonomi. Berdasarkan hasil review tersebut, disarankan agar industrialisasi berbasis pertanian (agricultural based industrialization) dijadikan sebagai strategi besar (grand strategy) pembangunan nasional. Strategi tersebut haruslah dijadikan sebagai konsensus nasional, sehingga tidak sekedar retorika politik seperti pada masa Orde Baru.</p>
