The industrial development of South Korea is an exceptional success story. However, there were several side effects of the strong economic growth, such as rapidly increasing city populations and severe socio-economic inequality. The population in the area of the capital currently amounts to half of the national population of South Korea. The Korean government has implemented various regional development policies for a more balanced national development. This paper investigates the series of Five-Year Economic Development Plans from 1962-1997 and the Saemaul Undong movement, who contributed to the record of economic development of South Korea, and discusses the rural development policies recently promoted by the South Korean government to address problems such as the progressive decrease and stagnation of agricultural productivity, the depopulation and aging trends in rural areas, the deterioration of farm household income structure, and import expansion and unstable grain supply by free trade agreement.   Abstract. Perkembangan industri Korea Selatan adalah kisah sukses yang luar biasa. Namun, ada beberapa efek samping dari pertumbuhan ekonomi yang kuat, seperti populasi kota yang meningkat pesat dan ketimpangan sosial ekonomi yang parah. Penduduk di wilayah ibu kota saat ini berjumlah setengah dari penduduk nasional Korea Selatan. Pemerintah Korea telah menerapkan berbagai kebijakan pembangunan daerah untuk pembangunan nasional yang lebih seimbang. Makalah ini menyelidiki serangkaian Rencana Pembangunan Ekonomi Lima Tahun dari 1962-1997 dan gerakan Saemaul Undong, yang berkontribusi pada rekor pembangunan ekonomi Korea Selatan, dan membahas kebijakan pembangunan perdesaan yang baru-baru ini dipromosikan oleh pemerintah Korea Selatan untuk mengatasi masalah-masalah seperti sebagai penurunan progresif dan stagnasi produktivitas pertanian, depopulasi dan tren penuaan di daerah perdesaan, kerusakan struktur pendapatan rumah tangga pertanian, dan ekspansi impor dan pasokan biji-bijian yang tidak stabil oleh perjanjian perdagangan bebas.   Keywords. Rural accessibility means more than just reliable roads and cost-effective transportation networks. Rural accessibility is critical for achieving social and economic development in low-income developing countries such as Bangladesh where both rural and urban development are constrained by significant infrastructural deficiencies. It is also an important factor that determines the effects of natural disasters on these resource-constrained societies, since both disaster responses and sustainable development are compromised by poor rural accessibility. Using two contrasting case studies from Bangladesh, this article reveals the significance of improved rural accessibility on rural development and the effects of natural disasters on rural areas. The findings of this article suggest that the improvement of rural accessibility should be a top national development priority, since it increases the opportunities for sustainable social and economic development and reduces the adverse effects of natural disasters on the rural areas in developing countries such as Bangladesh.

There was a heavy change in the characteristics of the agriculture in the last 20 years. It become a multifunctional, sustainable, organic system, which needs strategic approach. On the problem map of the hungarian agriculture the most importatnt questions are the following: dual charachter of the land structure, to occidentalize the farm structure. To develop the rural areas we need to real markets needs adapted, competitive, local agricultural production. From the ’90s into Europe’s economic development policies integrated the clusters, this research tries to certify, that this system is viable in classic agriculture and able to dissolve the defecinces, to support the aims of rural development.

As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

The goal of berthing Nigeria’s full-scale industrial revolution is yet to be achieved. All the industrial development plans have so far failed to accelerate the nation’s industrialization, hence the country’s low industrial base which has kept her in the league of developing nations. In fact, Nigeria has in recent times been experiencing deindustrialization, as several industries have collapsed and some others, such as Unilever and Michelin, have relocated to other countries. Several factors are responsible for Nigeria’s low industrial development and they include: inadequate infrastructure (particularly, energy), poor technological base, multiple taxes and levies, and, the shortage and high cost of foreign exchange. Despite a growing body of literature on industrialization in Nigeria, not much has been written about the link between Public Service Reforms and industrialization in Nigeria. This paper examines the links between the implementation of the Service Compact (SERVICOM) Charter and the achievement of Nigeria’s industrial development policies, especially the ‘Ease of Doing Business’ Policy. The paper makes the case that the goal of industrializing Nigeria will not be fully realised without an efficient Public Service. Furthermore, the paper highlights the need for Nigerian public servants to have the right work attitude, and to be morally upright and patriotic, in order to create a business-friendly environment and to build investor confidence, so as to facilitate and accelerate the country’s industrialization and overall national development. The author recommends that the Nigerian government should strengthen the implementation of the Servicom Charter and also incorporate the Charter into the industrialization plan.

The adverse effects of rapid urbanization are of global concern. Careful planning for and accommodation of accelerating urbanization and citizenization (i.e., migrants gaining official urban residency) may be the best approach to limit some of the worst impacts. However, we find that another trajectory may be possible: one linked to the rural development plan adopted in the latest Chinese national development strategy. This plan aims to build rural areas as attractive areas for settlement by 2050 rather than to further urbanize with more people in cities. We assess the political motivations and challenges behind this choice to develop rural areas based on a literature review and empirical case analysis. After assessing the rural and urban policy subsystem, we find five socio-political drivers behind China’s rural development strategy, namely ensuring food security, promoting culture and heritage, addressing overcapacity, emphasizing environmental protection and eradicating poverty. To develop rural areas, China needs to effectively resolve three dilemmas: (1) implementing decentralized policies under central supervision; (2) deploying limited resources efficiently to achieve targets; and (3) addressing competing narratives in current policies. Involving more rural community voices, adopting multiple forms of local governance, and identifying and mitigating negative project impacts can be the starting points to manage these dilemmas.

The purpose of the article is to substantiate the innovation and investment principles of green tourism in rural areas in the context of decentralization with a combination of production systems in order to explore opportunities and provide proposals for further functioning of the national economy. Methodology research is to use a set of methods: economic-statistical, monographic, system, economic- mathematical, abstract-logical and others. The scientific novelty of the obtained results is the introduction of innovative, economically feasible and research meth- ods with regard to sustainable development of green tourism in rural areas in decentralization, which are associated with the adaptation of theories, principles and rules of great importance for sustainable rural development of green tourism in the context of global transformations. Conclusions. The modern principles of effective functioning of green tourism in rural areas in the conditions of decen- tralization at a combination of production systems are substantiated. The tools of the general research methodology with regard to sustainable development of green tourism in rural areas in the context of decentralization are proposed. Adaptation of a system of theories, principles and rules that are essential for the formation of sustainable rural development are related. Nigeria has one of the countries whose experience of poverty and unemployment is on the high side makes this study to look into the effect of the economic lockdown during the global pandemic in the country, with the aim of making effort on how this effect can be translated into economic development. Survey research design method was adopted with self-administered questionnaire used to collect data. Findings revealed that in Nigeria COVID -19 outbreak effects was felt in almost all sectors and the aftermath greatly affected the country’s GDP and this adversely affect rural development in the country, which translated to a worrisome rate of poverty and unemployment. Hence, both individual and government have now seen that campaigning for economic diversification is not sufficient for economic development but rather a prompt swing into action by all is needed for sustainable development of rural areas to respond to the worrisome rate of unemployment and in turn high level of poverty caused by the COVID-19 lockdown in the country. It was recommended that government at all level as well as individuals and stakeholders should put in place actions that would gear up rural development and set policies at their various helms of affairs that would encourage economic participation of all citizens in all sector of the economy.

Short marketing circuits and territorial rural development policies emphasize the importance of the reconnection between food production and consumption, with repercussions on the food security and sovereignty of local populations. For this, we analyzed official documents of the Program for the Sustainable Development of Rural Territories, the Citizenship Territories Program, the Territorial Development Plans, as well as field research on projects carried out in three rural territories and citizenship in the South of Brazil. From this analysis, it is possible to think of the strengthening of short circuits as the mechanism to promote rural territorial development.

Five years development plans are prepared by State Planning Organization (former name), Ministry of Development. Development Plans are significant policy documents including information about resources of development goals in long term and related regulations to be made in Turkey. Ten different development plans including the years between 1963 and 2018 were prepared. The common basic goal of these plans is: Ensuring a fortunate and prosperous life for Turkish citizens, raising life standards to higher levels. Reaching more prosperous life standards is possible through a long term and systematic development effort. Regions including cities (except metropolis), districts and villages are called rural areas. Efforts for increasing the economic level of people living in rural areas by using and supporting natural resources in these areas are named regional development policies. Regional development policies are firstly determined and shaped in development plans. Economic activities in rural areas are mostly based on natural production resources. Regional development is only possible through efficient use of these local resources. The basic goal is to decrease the difference in the level of economic, social and cultural development between development priority regions and the others. The goal of this study is to present the preparations that should be made and focus on present and future problems. Qualitative design document analysis technique is used in this research; local development policies that are mentioned in ten development plans are analyzed. Findings, results and suggestions are presented at the end of the study.

Purpose – The purpose of the paper is to provide an analysis of the adoption of Rural Development Policies (Rdp) as the result of entrepreneurial behaviours carried out by family farms with a focus on the Lazio Region of Italy. Family farming is the backbone of the European model of agriculture. Rdp provide family farms with a set of opportunities which, if well exploited, could drum up farm’s development. Design/methodology/approach – An empirical analysis of a data base provided by the Lazion region of Italy on the adoption of Rdp by family farms in the Lazio region for the period of 2007-2013. Cluster analysis is the main analytical tool used. Findings – The results evidence significant differences in the adoption of rural policy on the basis of family life cycle and the composition of the family farm. The empirical analysis underlines the low degree of coherence by farms located in rural areas. Practical implications – Farmers’ success in accessing funds requires them to be proactive and take a strategic perspective to convince funders that they have a coherent strategy which meets the requirements of the particular Rdp which they are trying to access. Social implications – In terms of policy, a more nuanced understanding of the entrepreneurial nature of some practices in a rural setting and how they require multi-agency investigation. Originality/value – The paper is unique, in that it considers the consumption of policy by farmers who are entrepreneurial in their vision. By consumption of Rdp, we mean the farmer’s strategic capability to obtain funds from regional funding pots for rural development.
