The research is focused on specific features of legal regulation of goal-oriented programming as an element of the state long-term planning. It has been indicated that the state long-term planning consists in choosing the priorities of economic development and public administration, determining resources to achieve the goals, elaborating and implementing tasks and measures of socio-economic development. One of the elements of state long-term planning is the development of state goal-oriented programs. Legislative and doctrinal definitions of state goal-oriented programs have been analyzed. The state goal-oriented program should be defined as a set of interrelated scientifically sound tasks and measures of social, economic, scientific, technical, organizational nature aimed at obtaining positive results of the state and society’s development. The state programs determine resources for financing their implementation; they establish the tasks for the executors of specific activities. The legal principles for the development of state and local goal-oriented programs have been determined. It has been clarified that the central and local executive agencies, the National Bank of Ukraine and the National Academy of Sciences of Ukraine have the authorities to develop state goal-oriented programs. Such programs are approved by the Verkhovna Rada of Ukraine or the Cabinet of Ministers of Ukraine. Local goal-oriented programs are created by the village or city mayor and approved at the village or city council’s sessions. The authors have defined certain stages of the development and approval processes of socio-economic development programs, which include preparation of the concept of the goal-oriented program, coordination with various ministries, conducting scientific and technical, as well as other examinations, public discussions of the program. The authors have formulated propositions for amending the current legislation in regard to public participation in the development of state and local goal-oriented programs, namely: 1) members of the public should have the authorities to initiate the development of state and local programs; 2) public organizations should have the right to offer their own programs for the development of territorial communities or programs to address social and economic problems; 3) propositions of citizens expressed by them during the program’s public discussions must be taken into account in the draft of the relevant program.

The article examines and assesses the problem of the investment deficit in the Russian economy, which has acquired particular relevance due to the coronavirus crisis caused by the pandemic. The study aims to develop practical recommendations for Russian state bodies to stimulate the investment process in the Russian economy and improve the efficiency of measures taken by the state to ensure the country’s socio-economic development. The objectives of this paper are to analyze the directions of optimization and prioritization of investment of resources during the economic recession caused by the coronavirus crisis using investment lending and project financing instruments, as well as to analyze and assess the ongoing reform of development institutions based on the state corporation “VEB.RF”. The research methodology includes an analysis of the regulatory legal framework, statistical information, official reports of state bodies, development institutions, scientific monographs and publications of Russian scientists, periodicals. The authors analyzed the trends and problems of the investment process in the Russian economy, including in the field of attracting foreign direct investment. Attention is paid to the ongoing reform of development institutions aimed at enhancing the role of the state development corporation “VEB.RF” in stimulating investment. The authors conclude that it is necessary to take a set of functional, instrumental, and institutional measures aimed at stimulating investment and ensuring sustainable socio-economic development of Russia. In particular, in the context of a shortage of domestic sources of financing for long-term investments, it is important to provide regulatory macroeconomic support for the inflow of foreign direct investment into the Russian economy. In this regard, the authors propose to change the monetary policy strategy to increase the stimulating role of refinancing of credit institutions and the projected exchange rate in attracting domestic and foreign long-term investments and ensuring sustainable development of the Russian economy. The authors also propose to increase the role of foreign exchange regulation and foreign exchange control in stimulating investment and ensuring sustainable socio-economic development of Russia.

The current state of the economy with the deterioration of social results about transformational transformations due to the lack of a system for managing social dynamics in connection with the transition to innovative sources of socio-economic development, which in turn raises the issue of managing such changes. The economic development of the country concerns not only money, but also the increase of the general welfare of the population. The way to improve the better life and economic development of the country is possible taking into account the transformation processes, but achieving this involves solving a set of goals and objectives facing governments at all levels. Economic and social development of the regions of Ukraine today seeks to be better. The delimitation of regions is caused by the level of the average wage, as well as the total per capita income. The study of indicators of socio-economic development requires clear and precise actions on the part of the state and local self-government. The development of strategies for a certain period helps to improve the situation in the regions of Ukraine, but it is a temporary phenomenon that in some cases it is not a managed system. Today there is a problem of economic development, social protection of low-income groups and health care, people of retirement age and so on. All human and civil rights are equal and interrelated, and therefore they must be equally protected by the state. All human rights and civil rights must be protected by the state: man, his life and health, honor and dignity, inviolability and security – the highest social value; free development of personality is determined by the Constitution of Ukraine. The study outlines the relationship and interdependence of local budget revenues from subsidies and subventions of the state budget, economic activity of the population, as well as the unemployment rate is an important indicator of the general state of the economy. The agroindustrial sector plays a significant role in the Russia economy. The main condition for the stable functioning and development of the agroindustrial sector is the dynamic and effective development of investment activities. Problems of investment development of agriculture negatively affect the economic sphere of agricultural production. It is necessary to optimize the investment policy, which will contribute to the emergence of long-term investments in agriculture, ensuring sustainable socio-economic development of the industry.

Introduction. Under conditions of radical social change, a sensitive segment of the development of a modern civilized country is the social sphere, whose activities directly depend on the amount of funding, efficiency and speed of transformational change, which has an impact on the level and volume of local services. The study of experience gained abroad in the socio-economic development of municipal education as a segment of the social sphere, in the context of the budgetary mechanism for state and regional priorities is relevant in terms of organic integration of Ukraine’s economy into the European Union (EU) and rapid changes in geopolitical environment. The purpose of the study is to reveal the specifics of the functioning of the budgetary mechanism of socio-economic development of municipal education, based on lessons learned from foreign countries, and to apply them to the maximum benefit for the development of municipal education in Ukraine. Methods. During the study, methods of data collection and systematization, analysis, synthesis, grouping, comparison, generalization, as well as tabular-graphical method of budget regulation instruments in EU countries, foreign experience in forming sources of local budgets, etc. were used. Results. Under the current conditions, solving financial problems in the field of municipal education is an urgent task for Ukrainian and foreign practice of state and local government. Risky economic conditions, significant budget insecurity and low efficiency of local authorities in the management of financial resources often lead to the emergence and existence of local communities that are financially insolvent. The process of functioning of the budgetary mechanism of socio-economic development at the state and regional levels is accompanied by a number of such factors: the approved model of cooperation between state and local administrations, the current budgeting system, the level of decentralization of revenue and the distribution of responsibilities. Local taxes and fees are an important tool of the budgetary mechanism of socio-economic development of the social sphere at the regional level in foreign countries. Perspectives. Acquired foreign lessons are very useful for Ukraine due to the stimulation of socio-economic development of education in the context of decentralization in the direction of: redistribution of management functions and increase the level of responsibility in favor of local government representatives; granting local authorities and management the right to form budget funds through the regulation of local tax rates, as well as the right to distribute such funds; strengthening the level of diversification of the tax base of the regions, namely: by expanding the revenue base of local budgets.

It is established that the technologies of artificial intelligence determine the state of implementation of digitalization and socio-economic development of the state. In view of this, it is proved that it is necessary to study the peculiarities of the legal regulation of digitalization and the state of public policy. With this in mind, the greatest attention is paid to the analysis of the provisions of the Concept of Artificial Intelligence Development in Ukraine (2020). It was found that the Concept contains a number of terms that require clarification, namely: "artificial intelligence industry", "state policy in the field of legal regulation of artificial intelligence industry", "public administration" and so on. It is reasonable to consider "industry" in the context of "sphere", and "public policy" as a component of "public administration". In addition, it is recommended to bring the legal terminology (defined in the Concept) in line with its scientific and theoretical characteristics.

The article on the basis of extrapolation of system laws of management of social and economic development illustrates the system reason of the Cobra effect, that is, a situation where, despite the rather attractive goals that managers formulate, the result of the activities of subordinates is opposite to what was intended. The main problem of management is the development of a system of indicators, in which, working on the indicator, employees would change the state in the right direction. The reason for the Cobra effect is the manifestation of systemic patterns of socio-economic development. The main system regularity is the desire of the system for stability and self-preservation. This state of the system is achieved using the least energy-consuming way. It is shown that any worker, realizing system regularities, aspires to stability and self-preservation. Therefore, the employee is always forced to work for achieving the indicator. The article analyzes the manifestation of these laws at the level of enterprises and state. When managers understand these patterns explicitly or covertly, changes in the economic system are moving in the right direction. It is shown that the existing system of target indicators used as indicators to assess the effectiveness of management does not meet the goals and objectives of socio-economic development. At the meso- and macrolevel, absolute, volumetric indicators, such as gross national product and others, reduce the range of benefits to the population. The article defines the vector of change in the system of indicators for assessing the effectiveness of management at the regional and state levels, based on the fact that the key element is the family. At the same time, the targets should be indicators to assess the availability of benefits for households.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

Based on the latest data, paper investigates the dynamics of global climate change and its impact on economic growth in the long-term. The notion of climate risk is considered. The main directions of climate risk management policies are analyzed aimed, first, at reducing anthropogenic greenhouse gas emissions through technological innovation and structural economic shifts; secondly, at adaptation of population, territories and economic complexes to the irreparable effects of climate change. The problem of taking into account the phenomenon of climate change in the state economic policy is put in the context of the most urgent tasks of intensification of long-term socio-economic development and parrying strategic challenges to the development of Russia.
