Freedom of expression suffered a major setback in Nigeria when the federal government placed an indefinite suspension on twitter in the country, much to the displeasure and criticism of many from within and without. Even though Nigerians found an alternative means of accessing the social media application through the use of virtual private networks (VPN), the rippling effect of the ban from the social, political and economic viewpoint leaves much to be desired. After a prolonged tussle between the Nigerian government and the American based company which lasted over 100 days, the government finally agreed to have the ban lifted. This study through the use of secondary data investigates the emerging and contending issues surrounding the suspension. Findings reveal that the entire fiasco was quite avoidable had either of the parties not attempt to test waters.

This paper examines the nature, impact, effectiveness and barriers of e-government in the Federal Government of Nigeria. It also explores the extent to which e-government has facilitated a better relationship between citizens and the federal government of Nigeria. It argues that the utilization of technologies such as internet, email, websites, and social media have yet to effectively connect citizens, and the government. As a result, the federal government of Nigeria has not fully adopted the new e-government approaches to improve its services. The paper uses data derived from questionnaire survey administered to 3,000 Nigerian citizens including federal government staff in Abuja, Lagos and some state capitals in Nigeria., Interviews of 300 federal officials and stakeholders were conducted. The secondary data consisted of the review of related government reports, government websites, academic and professional journals. Data were analyzed to determine the impacts of e-governance in the federal government. The conceptual framework is based on stakeholders’ theory, and an integrated e-government model. The findings suggest that on one hand there is a negative correlation between the e-governance initiatives and federal government efficient service delivery in Nigeria. On the other hand, there is also a negative correlation between citizens and federal government relations in the country. Some challenges preventing the adoption of proactive e-governance practices were identified and recommendations for appropriate policies that could address the current impediments were offered.

The EndSars protests, which occurred in Nigeria in October 2020 employed a great deal of music, which include solidarity songs, popular music, and satirical songs. This article investigates the use of satirical songs in the EndSars protests. The protest, which recorded a massive turnout of protesters in October 2020 across major cities in Nigeria started several months on the social media, most especially Twitter, a microblogging website before it was finally taken to the streets. Anchored on the concept of social movement, it employs the use of participant observation and the social media platforms to gather data which were analysed using content analysis. Apart from being used to ridicule the Nigerian Police which has not engaged Boko-Haram terrorists but instead unleashes terror on harmless youths, satirical songs were used by protesters to express their long piled up anger at the Federal Government of Nigeria. This is due to several unfulfilled campaign promises, as well as the bad state of the nation’s economy which has contributed to the hike in price of food items and other essential commodities, coupled with the growing rate of unemployment. The Nigerian government should use the opportunity created by the massive protests to execute a thorough reform of the Nigerian security establishments and also engage youths more productively in order to enable them to contribute their quota to nation-building.

This paper examines the abduction of the schoolgirls in Chibok Local Government Area of Borno State, Nigeria in 2014. The paper examined how the abduction of the schoolgirls generated responses and support for the rescue of the abducted girls from people and organization from different parts of the globe. The Islamists terrorist organization operating in Borno State has attracted the attention of the world since 2009 when they started attacking government establishments and security installations northeast which later escalated to major cities in Northern Nigeria. Methodologically, the paper utilized secondary sources of data to analyze the phenomenon studied. The paper revealed that the development and innovations in information and communication technology which dismantled traditional and colonial boundaries enabled people to express support, solidarity and assist victims of conflict who resides millions of Kilometers away. This shows that Internet-based communications technology has reduced the distance of time and space that characterised traditional mass media. The campaign for the release of the schoolgirls on the social media platforms particularly Twitter and Facebook has tremendously contributed to the release of some of them. Furthermore, the girls freed from abduction have received proper attention: education and reintegration programmes which enable them to start post-abduction life. In this regard, social media has become a tool for supporting the government in moments of security challenges which the Bring Back Our Girls campaign attracted foreign and domestic assistance to Nigeria in the search of the abducted girls and the fight against the Islamist insurgents.

The Social Media has emerged as a new platform for discourses. It has no doubt provided people with easier and faster accessibility to information and has become an outlet for them to share their views on socio-political issues. It has also been observed that negative and hate comments seem to dominate on social networks used for social and political communication. Anchored on Public Sphere Theory, focus group discussions were conducted with undergraduate youths in South-east Nigeria examined on the issue of President Mohammadu Buhari’s referring to Nigerian youths as lazy, while speaking at the Commonwealth Business Forum in Westminster on 18th April 2018. This article, therefore, explored the opinions advanced in the discourse based on the principles of freedom of expression and responsibility. The study suggests that while Twitter platform was more objective in the discussion of the issue of the day because it allows the use of filters to ensure that contents posted on the platform adhere strictly to rules and fair usage; Facebook and Whatsapp trailed with abuses and hate comments. The study recommended that owners of blogs and media houses who now post their contents on the social media should coordinate comments on such platforms and continue developing mechanisms that work to regulate the quality of posted content.

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

This study aims to reveal the philosophical values of Islamic law in the three ethical codes of NetizMu Muhammadiyah. This research is a literature review. The type of Islamic legal research in this study is a philosophical normative Islamic law research with an Islamic legal philosophy approach. The primary data source of this research, namely the NetizMU Muhammadiyah code of ethics), and secondary data using various relevant scientific researches. The theory used is a systems philosophy approach in Islamic law initiated by Jasser Auda.. This study concludes that there are values ​​of Islamic law philosophy in the three NetizMU codes of ethics. First, the value of religious protection (hifz al-din) in the context of making the prophetic social values ​​of religion the main basis for the code of ethics for the use of social media. Second, the value of public benefit (al-maslahat al-ammah) in the code of ethics for the use of social media as a medium for humanization (amar makruf) and liberation (nahi munkar). Third, the value of intellectual protection (hifz al-'aql) in the context of a code of ethics limiting freedom of expression, both in the form of information and communication on social media.

AbstractThe failure of the Supreme Court of Canada to give more than lip service to “context” when considering claims under s. 15 of the Canadian Charter of Rights and Freedoms arises largely from the Court's analytic framework, which resists recognizing the social relations of power inherent in complex cases of oppression. The precise nature of the flaws in the Court's analysis is demonstrated in a number of thoughtful feminist critiques that received recognition in the recent decision in R. v. Kapp. While it is too soon to tell whether the Court intends to depart completely from the past decade of s. 15 jurisprudence, equality-seeking groups now have greater opportunities to advance alternative theoretical frameworks for Charter interpretation. This article discusses one such framework, multidimensionality theory, which focuses on the interaction of systems of oppression, conceptualized as an invisible matrix—a vast network of complex, overlapping, interactive, and mutually reinforcing systems. The operation of the systems obscures their effects, and their complexity renders outcomes difficult to predict when they interconnect at sites of subordination and privilege. One can expose the operation of the systems by looking at particular sites of oppression/privilege and considering the contradictions or “inexplicability” of the circumstances based on one system alone. The author argues that the failure of the Charter claim at the heart of the Supreme Court's decision in Native Women's Association of Canada v. Canada demonstrates the need for courts to employ multidimensionality theory in cases of complex oppression. In NWAC, multidimensionality theory reveals that the “dominant” Aboriginal groups were involved in the negotiation/performance of hegemonic masculinities within a racial/colonial context that provided them with justification to suppress NWAC's independent promotion of the interests of Aboriginal women in constitutional negotiations with the government, and that the government was complicit in this performance. By framing the freedom of expression issue as whether NWAC had a “special” right to a speaking platform, and the equality issue as exclusively one of determining whether NWAC could prove the other groups were “male dominated,” the Court fragmented considerations of patriarchy from those of racism and colonization, distorting the synergistic effect of the systems of oppression and reinforcing colonial ideology.

Web 2.0 is an internet technology that facilitates collaboration on the World Wide Web (WWW). As a direct product of people's freedom of expression, Web 2.0 technology has given birth to a new media – the Social Media that is redefining the way people collaborate and express themselves. By studying surveys in three specific aspects of its impact – social service, politics and as a vehicle of misinformation and through content analysis of some online comments, the author argues that social media is capable of transmitting both good and bad information. In the article, an illustration of how misinformation through video seemingly travels, is also presented.

The era of social media today bring significant change to democracy in Indonesia. Social media can to bring the expansion of the public space in cyberspace, citizens can directly deliver aspirations regarding the state policy. However, on the other side, social media vulnerable to abuse because of many the anonymous account, which acts as the buzzer political influence public perceptions and to get political support but is not elegant way. This shows, social media provides a challenge to democracy, including Indonesia as a third largest country that has access to the social media in the world's. Based on it’s the problems, this research aims to identify the impact of the social media on democratic life, and how the challenges of democracy in Indonesia ahead in the social media today.This Research using qualitative methods. Data collection through the study of literature. Then analyzed with a critical discourse analysis. The results of the study showed that the impact of social media in Indonesia has brought problems such as hoax, which is currently a serious concern of the government. Attempts were made through the campaign against hoax and make regulation, Information and Electronic Transactions Law (ITE Law), which aims to regulate the use of social media and to prevent hoaxes. The life of democracy in Indonesia receive significant challenges,but of the repressive laws against users of social media may actually weaken the democratic life in Indonesia.

Purpose – The purpose of this paper is to explore how to use social media in e-government to strengthen interactivity between government and the general public. Design/methodology/approach – Categorizing the determinants to interactivity covering depth and breadth into two aspects that are the structural features and the content features, this study employs general linear model and ANOVA method to analyse 14,910 posts belonged to the top list of the 96 most popular government accounts of Sina, one of the largest social media platforms in China. Findings – The main findings of the research are that both variables of the ratio of multimedia elements, and the ratio of external links have positive effects on the breadth of interactivity, while the ratio of multimedia features, and the ratio of originality have significant effects on the depth of interactivity. Originality/value – The contributions are as follows. First, the authors analyse the properties and the topics of government posts to draw a rich picture of how local governments use the micro-blog as a communications channel to interact with the public. Second, the authors conceptualize the government online interactivity in terms of the breadth and depth. Third, the authors identify factors that will enhance the interactivity from two aspects: structural features and content features. Lastly, the authors offer suggestions to local governments on how to strengthen the e-government interactivity in social media.
