Development of scientifically based measures for the prevention of occupational injuries due to alcohol intoxication of workers are based on modeling of the labor protection system. In order to develop effective preventive measures to prevent accidents at work, the mathematical model of the labor protection system (OS) was built, which takes into account many indicators that assess violations of labor and industrial discipline related to alcohol consumption. The study was based on actual statistics on occupational injuries. The application of the method of mathematical modeling on the basis of injury indicators is justified, as the proposed approach allows to ensure the targeting of preventive measures, the complexity and alternative solutions to problems, the objectivity of management decisions. The proposed scientific approaches to the development of preventive measures for labor protection allow to increase the level of industrial safety, optimize the size of penalties for violations of labor and industrial discipline, regulate relations arising in the course of work related to alcohol consumption in the workplace. Limitations / implications of research. The developed scientific approaches to the prevention of occupational injuries due to alcohol intoxication of workers are universal, they can be applied to different sectors of the economy. Practical consequences. The obtained theoretical conclusions, based on statistical data on occupational injuries, are brought to the level of specific proposals suitable for practical use in the planning of preventive measures for labor protection at enterprises. The presented scientific approaches to solving management problems in labor protection are based on a component method of assessing the occurrence of traumatic events due to violations of labor and production discipline by both employees and employers. For a comprehensive analysis of industrial risks, the main and concomitant causes that led to accidents due to alcohol intoxication of workers were taken into account. This allowed to provide a systematic approach to the assessment of production conditions and behavioral reactions of staff.

Problematic issues of labor protection in Ukraine, which are primarily related to the ineffectiveness the system of management of occupational safety and the high level of occupational injuries in comparison with other countries, are particular importance and at the present stage require systematic study. The approaches to increasing the effectiveness of the SOUP that are proposed are based on the mathematical modeling of the "labor protection" system and the risk-oriented approach. To construct the mathematical model of the "labor protection system" it have been formed the set of indicators, which are characterizing the inputs of the external environment, the internal state of the system and its initial characteristics. The basic generalized indicators that describing each subsystem of the "labor protection system" were determined and the level of influence of each subsystem as well as their joint influence on the effectiveness of the functioning of the "labor protection" system were estimated. The assessment of the "labor protection" system was carried out according to the indicators of occupational injuries. The results, that were obtained, make it possible to unify and regulate the procedure for the development of scientifically grounded management decisions aimed at increasing the effectiveness of the functioning of the "labor protection" system at the sectoral and national levels.

Statistics and analysis related to industrial injuries at the enterprises for open-pit coal mining have been presented in this article. A method for formation a hazard register with an increased and critical risk levels during technological operations has been proposed. The necessity of digitalization for the industrial safety and labor protection system has been demonstrated.

Development of scientifically sound measures for the prevention of occupational injuries based on the analysis of data on occupational injuries, including fatal in the forestry sector of Ukraine, to identify the main causes of such injuries. Based on the analysis, it was established that the level of occupational injuries in the forest industry was in one of the first places among all sectors of the economy of Ukraine. A step-by-step decision-making process was used to develop an algorithm for making managerial decisions. It was found that the accidents occurred mainly due to violations of safety requirements by employees, lack of control by officials of forest enterprises over the organization of safe work and due to violations of the technological process. The study was based on actual statistics of the State Labor Service on occupational injuries in the forestry sector. It is stated that the situation around the enterprises of the forest industry cannot be radically corrected without the introduction of an effective labor protection management system with elements of assessment and management of industrial risks. The obtained theoretical conclusions, based on statistical data on occupational injuries, have been brought to the level of specific proposals suitable for practical use in the planning of preventive measures for labor protection in the field of forestry. The necessity of actualization and improvement of normative-legal acts in the field of forestry is substantiated. The adoption of the "Minimum requirements for the safety and health of workers in forestry and greenery" is justified, which will expand the scope, namely: legal relations will be regulated by the type of work, and not just apply to economic entities who carry out certain activities; it is proposed to introduce a "labor safety coordinator".

The purpose of this work іncreasing the effectiveness of measures for the prevention industrial injuries on the basis of modeling the labor protection system in mechanical engineering. To develop effective management decisions on industrial safety, mathematical model of the labor protection system for mechanical engineering was built. It was taking into account the legal, socio-economic and organizational components. The studies was based on actual statistical data of the causes and consequences of occupational injuries in mechanical engineering over 12 years. The feasibility of using the method of mathematical modeling based on indicators of injury is justified, since this approach links preventive measures in the field of labor protection with the results of risk assessment and reduces the subjectivity of management decisions. The mathematical model of the labor protection system allows to increase the effectiveness of measures to reduce production risks in mechanical engineering, taking into account the actions or inaction of the employee and the employer, and to optimize the amount of penalties for the employee and employer for violation of labor and production discipline. The expediency of introducing the effective legal mechanism for regulating the responsibility of the employee and the employer as subjects of labor law for meeting labor protection requirements has been substantiated. The proposed measures for the prevention of industrial injuries are universal. The algorithm for making management decisions to reduce the risk of injuries in mechanical engineering, which involves the use of criteria for selecting measures based on the results of mathematical modeling of occupational safety (employee, employer). The proposed approach to occupational safety management in mechanical engineering enterprises is based on a component method of assessing the occurrence of traumatic events due to the actions or inaction of the employee and the employer. This model differs from the existing ones because it takes into account the available statistical information related to the risk of dangerous situations in the industry and the level of employee and employer compliance with occupational safety regulations stimulates prevention and allows to establish the dependence of production risk labor protection and reduce the impact of the subjective component of expert judgments.

Management of the occupational safety system in all organizations, as well as in health care institutions, should be devoid of formalism, which is now extremely rare and is represented only by isolated practices in some organizations, which confirms the relevance of their study and generalization of experience. For the analysis of experience of management of system of labor protection the operating normative legal base of Federal, branch, regional levels, and also data of the reporting of the Voronezh regional clinical consultative and diagnostic center concerning labor protection and safety was used. The study of the experience of management of the occupational safety system in the Voronezh regional clinical consultative and diagnostic center revealed the stages of its formation, the structure of the current occupational safety system and its regulatory framework. The process of building the occupational safety system in the Voronezh regional clinical consultative and diagnostic center was carried out in two stages. The first stage is the creation of a structure for labor protection. The second stage is the systematization of labor protection activities and the expansion of the local regulatory framework. The study of the authors allowed to draw the following conclusions: there are no cases of occupational injuries and occupational diseases in the Voronezh regional clinical consultative and diagnostic center; the medical establishment is actively and continuously involved in the contest for best organization of work on labor protection, gets the prizes. Voronezh regional clinical consultative and diagnostic center has a large number of diplomas, valuable gifts for work in the field of labor protection. The authors concluded that the study approach to the management of labor protection system in the Voronezh regional clinical consultative and diagnostic center devoid of formalism, is positive and can be used in other organizations regardless of their industry sector.

Рассмотрена возможность внедрения концепции «нулевого травматизма» в качестве действенного инструмента, способствующего формированию эффективной системы управления охраной труда на предприятии. The authors present statistical data on the dynamics of coal mining, deadly injury and accidents for the period from 2005 to 2019 in the Russian Federation, analyzed the main causes of injuries. The possibility of introducing the concept of "Vision Zero" as an effective tool that contributes to the formation of an effective labor protection system in the enterprise is considered.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.

BACKGROUND: Mining, especially underground coal mining, has always been a hazardous occupation. Injuries, including those that are fatal, are a major occupational risk that all miners have to face. OBJECTIVE: Despite the fact that all workers are aware of the risks, efforts must be made to increase their safety through the implementation of preventive measures. METHODS: This retrospective study includes injury data from all nine Serbian coal mines over a 16-year period, from 2000 to 2016. All injury data were collected from employee safety and health records. RESULTS: In the analyzed period, a total of 9,273 occupational injuries were recorded at Resavica. The highest number of occupational injuries (over 600) were recorded in 2008 (669), 2004 (651), and 2005 (603). The data shows that almost one fifth of the total number of occupational injuries, or 20.74%, occurred during the said three years. On average, 493.06 minor, 51.12 severe, and 1.29 fatal injuries occurred each year. Every day there were 1.29 minor occupational injuries and every seven days there was one severe injury. CONCLUSIONS: Despite indications that there is a connection between some of the variables and the number of injuries, the general conclusion is that injuries are accidental and unpredictable. The high percentages of injuries are due to the organization of work and the age or qualification structure of the staff and, of course, are the consequence of likelihood –the greater the number of workers, the greater the likelihood of injury. However, the present study showed that some measures can be taken to increase occupational safety and reduce the number of injuries.

Occupational injuries have high incidence rates across various industries. Safety education is a key component to effectively reduce work-related injuries. Posture training for work safety is widely adopted to increase the awareness of unsafe movements at work and to evaluate workers to minimize work-related musculoskeletal stresses. However, existing one-size-fits-all pamphlet-based posture training is facing challenges in its effectiveness. In recent years, the substantial technological development in virtual reality (VR) and augmented reality (AR) has made immersive and personalized education possible. For VR/AR-assisted posture training, full-body reconstruction from multiple point clouds is the key step. In this study, we propose a fast and coarse method to reconstruct the full-body pose of safety instructors using multiple low-cost depth cameras. The reconstructed body images from depth cameras are registered through iterative closet point algorithm. The reconstructed full-body pose can be further rendered in VR/AR environments for next-generation safety education.
