Problematic issues of labor protection in Ukraine, which are primarily related to the ineffectiveness the system of management of occupational safety and the high level of occupational injuries in comparison with other countries, are particular importance and at the present stage require systematic study. The approaches to increasing the effectiveness of the SOUP that are proposed are based on the mathematical modeling of the "labor protection" system and the risk-oriented approach. To construct the mathematical model of the "labor protection system" it have been formed the set of indicators, which are characterizing the inputs of the external environment, the internal state of the system and its initial characteristics. The basic generalized indicators that describing each subsystem of the "labor protection system" were determined and the level of influence of each subsystem as well as their joint influence on the effectiveness of the functioning of the "labor protection" system were estimated. The assessment of the "labor protection" system was carried out according to the indicators of occupational injuries. The results, that were obtained, make it possible to unify and regulate the procedure for the development of scientifically grounded management decisions aimed at increasing the effectiveness of the functioning of the "labor protection" system at the sectoral and national levels.

Development of scientifically based measures for the prevention of occupational injuries due to alcohol intoxication of workers are based on modeling of the labor protection system. In order to develop effective preventive measures to prevent accidents at work, the mathematical model of the labor protection system (OS) was built, which takes into account many indicators that assess violations of labor and industrial discipline related to alcohol consumption. The study was based on actual statistics on occupational injuries. The application of the method of mathematical modeling on the basis of injury indicators is justified, as the proposed approach allows to ensure the targeting of preventive measures, the complexity and alternative solutions to problems, the objectivity of management decisions. The proposed scientific approaches to the development of preventive measures for labor protection allow to increase the level of industrial safety, optimize the size of penalties for violations of labor and industrial discipline, regulate relations arising in the course of work related to alcohol consumption in the workplace. Limitations / implications of research. The developed scientific approaches to the prevention of occupational injuries due to alcohol intoxication of workers are universal, they can be applied to different sectors of the economy. Practical consequences. The obtained theoretical conclusions, based on statistical data on occupational injuries, are brought to the level of specific proposals suitable for practical use in the planning of preventive measures for labor protection at enterprises. The presented scientific approaches to solving management problems in labor protection are based on a component method of assessing the occurrence of traumatic events due to violations of labor and production discipline by both employees and employers. For a comprehensive analysis of industrial risks, the main and concomitant causes that led to accidents due to alcohol intoxication of workers were taken into account. This allowed to provide a systematic approach to the assessment of production conditions and behavioral reactions of staff.

Management of the occupational safety system in all organizations, as well as in health care institutions, should be devoid of formalism, which is now extremely rare and is represented only by isolated practices in some organizations, which confirms the relevance of their study and generalization of experience. For the analysis of experience of management of system of labor protection the operating normative legal base of Federal, branch, regional levels, and also data of the reporting of the Voronezh regional clinical consultative and diagnostic center concerning labor protection and safety was used. The study of the experience of management of the occupational safety system in the Voronezh regional clinical consultative and diagnostic center revealed the stages of its formation, the structure of the current occupational safety system and its regulatory framework. The process of building the occupational safety system in the Voronezh regional clinical consultative and diagnostic center was carried out in two stages. The first stage is the creation of a structure for labor protection. The second stage is the systematization of labor protection activities and the expansion of the local regulatory framework. The study of the authors allowed to draw the following conclusions: there are no cases of occupational injuries and occupational diseases in the Voronezh regional clinical consultative and diagnostic center; the medical establishment is actively and continuously involved in the contest for best organization of work on labor protection, gets the prizes. Voronezh regional clinical consultative and diagnostic center has a large number of diplomas, valuable gifts for work in the field of labor protection. The authors concluded that the study approach to the management of labor protection system in the Voronezh regional clinical consultative and diagnostic center devoid of formalism, is positive and can be used in other organizations regardless of their industry sector.

The article is devoted to the analysis of the state of introducing a risk-oriented approach in the field of labor protection at the legislative level in Ukraine. It has been found that the main reason for the high level of production injuries and occupational diseases is bases the existing normative acts on labor protection on the «jet principle». The importance of introducing a risk-oriented approach to the organization of labor protection in Ukraine is emphasized as an objective need to withstand labor protection in our country for a qualitatively new level, and the need to comply with international standards in the field of security and health of employees. As a result of the analysis of prospective legislation on occupational safety, in particular the draft Law of Ukraine «On Safety and Health of Workers at Work», concludes on the election of the correct vector of renewal of labor protection legislation in terms of introducing a risk-oriented approach in the field of occupational safety. The draft Law of Ukraine «On Security and Health of Workers at Work» in general meets international standards in the field of occupational safety and allows to solve the main problems in terms of motivation of employers and employees to comply with the legislation on labor protection. This may contribute to the draft laws: about improvement of the settlement of employers' responsibility for violating the requirements of labor protection legislation; About the size and ways of forming the amount of financing of labor protection due to a preliminary assessment and analysis of industrial risks. An analyzed draft law in case of its adoption can reduce bureaucratic pressure on employers and give it a larger freedom to organize the protection of labor at the level of an entity, promptly responding to changes in production processes and economic conditions. The article investigates the ways and means of improving and perfecting the state of labor protection at transport enterprises of Ukraine through the implementation of international standards for risk management and occupational safety. A detailed analysis of international standards for occupational safety, and their main benefits that improve the health and safety of enterprises. The object of research is international standards on occupational safety and risk management. The purpose of the work is to analyze the implementation and use of international standards on occupational safety and risk management at Ukrainian transport enterprises. Research methods - analytical. Quality management of labor protection at enterprises is one of the priority areas of transport enterprises in order to reduce occupational injuries and improve working conditions. In order to effectively manage labor protection in transport enterprises, the authors of the article propose the introduction of international standards in the field of occupational safety and risk management in Ukraine. Examining the chosen topic, it was found that in many works that devoted to the application of international standards on occupational safety was not a generalization of all regulations and standards on labor protection and risk management in the enterprise. The main directions for the implementation of international standards for occupational safety and risk management in transport enterprises of Ukraine are proposed. The results of research can be recommended for implementation in the management system of labor protection at transport enterprises of Ukraine. The purpose of this work іncreasing the effectiveness of measures for the prevention industrial injuries on the basis of modeling the labor protection system in mechanical engineering. To develop effective management decisions on industrial safety, mathematical model of the labor protection system for mechanical engineering was built. It was taking into account the legal, socio-economic and organizational components. The studies was based on actual statistical data of the causes and consequences of occupational injuries in mechanical engineering over 12 years. The feasibility of using the method of mathematical modeling based on indicators of injury is justified, since this approach links preventive measures in the field of labor protection with the results of risk assessment and reduces the subjectivity of management decisions. The mathematical model of the labor protection system allows to increase the effectiveness of measures to reduce production risks in mechanical engineering, taking into account the actions or inaction of the employee and the employer, and to optimize the amount of penalties for the employee and employer for violation of labor and production discipline. The expediency of introducing the effective legal mechanism for regulating the responsibility of the employee and the employer as subjects of labor law for meeting labor protection requirements has been substantiated. The proposed measures for the prevention of industrial injuries are universal. The algorithm for making management decisions to reduce the risk of injuries in mechanical engineering, which involves the use of criteria for selecting measures based on the results of mathematical modeling of occupational safety (employee, employer). The proposed approach to occupational safety management in mechanical engineering enterprises is based on a component method of assessing the occurrence of traumatic events due to the actions or inaction of the employee and the employer. This model differs from the existing ones because it takes into account the available statistical information related to the risk of dangerous situations in the industry and the level of employee and employer compliance with occupational safety regulations stimulates prevention and allows to establish the dependence of production risk labor protection and reduce the impact of the subjective component of expert judgments.

The article is devoted to the essence and features of scientific research in the field of labor protection, which in a set of norms and practical measures is designed to ensure safe working conditions. It is emphasized that today the priorities in the organization of scientific research and the main scientific problems in the field of labor protection require the analysis of the main achievements and problems of modern social and social relations, emphasis on providing systematic and integrated approaches, improving the regulatory framework for safety and health. and production environment, etc. It is noted that basic and applied research on occupational safety, identification of occupational hazards are organized within the national and other programs on these issues and conducted by research institutes, design institutions and organizations, universities and professionals, and stressed that labor protection is characterized by clear interdisciplinary and intersectoral characteristics. It is emphasized that for research in the field of labor protection it is important to note the following grading of methodology: first, it is a system of certain principles, rules and operations applied in a particular field of activity; secondly, it is the doctrine of this system, the general theory of methods. It is explained that a significant number of different methods are traditionally used for the analysis of occupational injuries and occupational diseases at work, including statistical, topographic, monographic, economic, ergonomic, psychophysiological, questionnaires and some others. Most attention in many scientific fields is traditionally paid to the method of systems analysis or systems approach. Research on labor protection issues is no exception, which is explained by the complexity of modern production and the general prevalence of occupational safety management systems. The system analysis process is carried out in relation to the production environment, where people, processes, equipment / mechanisms and production facilities are components that can affect the safety and successful performance of the work or task. Each of these elements can add some degree of risk to people or equipment in the course of work. Therefore, in the process of system analysis, it is necessary to take into account all these factors in order to take into account the various potential hazards that may be associated with a particular job or task. Emphasis is placed on the fact that when choosing and refining promising research methods, it is necessary to take into account current trends in the development of social and labor relations and labor protection. Such methods include, first of all, the Delphi method, the Pareto method, Forsyth and some others. It is noted that the reference to the methodological basis in the basic legislation on labor protection requires further more detailed interpretation.

To investigate the state of industrial injuries (including fatalities) in Ukraine in general and in the agro-industrial complex for the period from 2011 to 2017, and to identify ways to increase the level of occupational safety.Investigation of the condition of occupational injuries in the conditions of the agro-industrial complex of Ukraine was carried out using the probabilistic-statistical method of analysis. In the study, we used the statistical method of analysis of occupational injuries in Ukraine from 2011 till – 2017, which is based on the study of injuries according to the report of the State Labor Service of Ukraine.For the first time the analysis of occupational injuries in Ukraine from 2011 till-2017was carried out according to the report of the State Labor Service of Ukraine. The ways of raising the level of labor protection in agriculture are proposed.On the basis of analysis of the data of the State Labor Service of Ukraine for the period of 2011-2017, it has been established that the state of occupational injuries is declining, both in Ukraine as a whole and in the agro-industrial complex. Despite the fact that the level of injuries in the aforementioned years decreased, it should be noted that the industry of the agro-industrial complex in the period 2011-2014 took the third place in Ukraine by the level of injury and the second place – by the level of injuries with fatalities, and in the period 2015-2017 – third and first place respectively.In 2011, in the agro-industrial sector, 10,0% of the total number of traumatized people was injured at enterprises of Ukraine, and 17.9% of the total number of deaths were injured, in 2012, respectively, 9,9 and 18,6 in 2013 – 9,9 and 16,4, in 2014 – 10,9 and 17,3, in 2015 – 14,1 and 22,4, in 2016 – 13,1 and 20,8, and in 2017 – 12,5 and 20,5%.An analysis of the state of occupational injuries in the areas of supervision was conducted. The obtained results may be used as to prevent and eliminate potential hazards.In order to improve the work of the service on labor protection, it is continuously necessary to analyze the state of occupational injuries in the areas of supervision. This will enable you to prevent and eliminate potential hazards. Therefore, in order to create safe and harmless working conditions, it is constantly necessary to improve the legal regulation of labor protection in agriculture, to update the rules, norms, standards, instructions, regulations in accordance with the development of NTP and modern technical support of the agro-industrial complex and apply the experience of the world.To reduce occupational injuries, it is necessary to develop and implement a sectoral system of labor protection management; to increase the efficiency of labor protection work at agricultural enterprises of all types of property; to provide employees with regulatory and labor protection laws, which take into account modern labor safety requirements; to intensify control over compliance with safety standards and working conditions in the workplace, paying particular attention to the technical aspects of occupational safety.The analysis of the condition of occupational injuries in the field of supervision provides an opportunity to assess the dynamics of occupational injuries (including fatalities), to anticipate, eliminate potential hazards in production and to propose perspective ways to increase the level of labor protection in Ukraine.Keywords: occupational safety, innovations, legal regulation, the raised danger, an industrial traumatism, the dynamics of fatal injuries, agro-industrial complex, sectoral regulations on labor protection.кандидат сільськогосподарських наук,  доцент, І. Запропоновано перспективні шляхи підвищення рівня охорони праці в сільському господарстві.На основі аналізу даних Державної служби України з питань праці за період 2011-2017 роки встановлено, що стан виробничого травматизму йде на спад, як в Україні в цілому, так і в АПК. Не зважаючи на те, що рівень травматизму у вищезгадані роки зменшувався, слід відзначити, що галузь агропромислового комплексу в період 2011-2014 роки займала третє місце в Україні за рівнем травматизму та друге місце – за рівнем травматизму зі смертельними випадками, а в період 2015-2017 рр. – третє та перше місце, відповідно.За 2011 рік у галузі агропромислового комплексу травмовано 10,0 % від загальної кількості травмованих осіб на підприємствах України, та загинуло – 17,9 % від загальної кількості смертних випадків, за 2012 рік відповідно – 9,9 та 18,6, за 2013 рік – 9,9 та 16,4, за 2014 рік – 10,9 та 17,3,  за 2015 рік – 14,1 та 22,4,  за 2016 рік – 13,1 та 20,8  й за 2017 рік – 12,5 та 20,5 %Для вдосконалення роботи служби з питань охорони праці, слід постійно проводити аналіз стану виробничого травматизму в галузях нагляду. Це дасть можливість достроково запобігти та вилучити можливі небезпеки. Отже, для створення безпечних та нешкідливих умов праці, необхідно постійно вдосконалювати правове регулювання охорони праці в сільському господарстві, оновлювати правила, норми, стандарти, інструкції, нормативно-правові акти відповідно до розвитку НТП та сучасного технічного забезпечення агропромислового комплексу та застосовувати досвід країн світу. Для зменшення виробничого травматизму необхідно розробити і впровадити галузеву систему управління охороною праці; підвищити ефективність працеохоронної роботи на сільськогосподарських підприємствах усіх видів власності; забезпечити працівників нормативно-правовими актами з охорони праці, де враховано сучасні вимоги безпеки праці; активізувати контроль за додержанням нормативів безпеки та умов праці на робочих місцях, звернувши особливу увагу на технічні аспекти охорони праці. The article focuses on the need to form the culture of safety of professional activity in future occupational safety and health engineers. The purpose of the article is to theoretically substantiate and develop the structure of the pedagogical system of formation of the culture of safety of professional activity in future occupational safety and health engineers. Research methods applied: systematization and analysis of scientific and pedagogical literature and scientific and methodological documentation; modeling; classification and comparison; generalization. It is determined that the pedagogical system of formation of the culture of safety of professional activity in future occupational safety and health engineers is a complex dynamic and flexible formation that contains a set of interconnected and interdependent elements as goals, content, organizational forms, methods, tools, techniques and learning outcomes. It is established that the pedagogical system is aimed at increasing and improving the motivational and value sphere, professional knowledge, skills and professionally important qualities for the prevention and obviation of occupational injuries, gaining experience in safe professional activities and communication on occupational safety and is implemented through: educational goals (general, strategic, tactical, final); content of formation (labor protection, organizational and managerial, legal, ergonomic, health-preserving, communicative); forms of organization of educational activities that provide interactive work (problem lecture, lecture-visualization, lecture-dialogue, lectures-discussions, lectures in pairs, practical and laboratory work of interactive cooperation, workshops, problem seminars); methods (problem, moderation, training, brainstorming,  professional activity modeling); interactive pedagogical techniques (game, techniques of cooperation, design, case, vitagenic training techniques, information and communication techniques); complex of educational-methodical and didactic support (programs of academic disciplines and practices, reference notes of lectures, plans of laboratory and practical classes, means of visualization of educational information, legislative and normative documents on labor protection, formats of documents on labor protection, means of assessment of students’ educational achievements). It is concluded that the proposed pedagogical system makes it possible to improve the quality of professional training of future occupational safety and health engineers for their professional activities on the basis of safety culture in accordance with modern requirements.

This chapter describes occupational injuries and their prevention. It describes in detail the causes of injuries and epidemiology of injuries. Occupational injuries are caused by acute exposure in the workplace to safety hazards, such as mechanical energy, electricity, chemicals, and ionizing radiation, or from the sudden lack of essential agents, such as oxygen or heat. This chapter describes the nature and the magnitude of occupational injuries in the United States. It provides data on risk of injuries in different occupations and industries. Finally, it discusses prevention of injuries, using a hierarchical approach to occupational injury control.
